December 10, 1976 (B.$.) <br /> <br />CASE NUMBER: <br /> <br />APPLICANT: Ernest Dugger <br /> <br />REQUEST'AND PROPOSED USE: A Variance to use a parcel of land for <br /> dwelling purposes which has no public road 'frontage· The <br /> applicant's brother plans to build a single family dwelling on <br /> this parcel. <br /> <br />LOCATION AND TAX MAP: In Matoaca Magisterial District; this parcel <br /> lies 225 feet off the south line of Graves Road, measured from a <br /> point £,100 feet southwest of its intersection with Hickory Road. <br /> Tax Map Section 172 (1) Part of Parcel $5-4 ~(Sheet 48). <br /> <br />PROPERTY ACREAGE~ ZONING AND LAND USE: This parcel is 2 <br /> area, zoned Agricultural (A) and is wooded and Vacant. <br /> <br />acres in <br /> <br />ADJACENT AND AREA~ ZONING AND LAND USE: Adjacent property is zoned <br /> Agricultural (A) and is wooded and vacant. <br /> <br />UTILITIES: The Health Department reports this parcel is suitable <br /> for installation of a septic tank and drainfield system and an <br /> individual well. <br /> <br />TRANSPORTATION AND TRAFFIC: <br /> <br />a new street. <br /> <br />This request requires the opening of <br /> <br />GENERAL PLAN: <br /> <br />(A) use. <br /> <br />This parcel lies in an'area designated, for Agricultural <br /> <br />STAFF ANALYSIS AND RECOMMENDATION: In this case the applicants brother <br /> (Curtis Dugger) plans to build a single family dwelling on this parcel. <br /> He states that access to Graves Road will be over and across a ~0 <br /> foot wide private road easement. <br /> <br />Staff notes that this parcel and adjacent property are large vacant <br />parcels with a good potential for future subdivision. Therefore, <br />Staff recommends that the applicant consider possible road and <br />layout plans for this parcel, and locate his dwelling so that it <br />will not interfere with the future subdivision of this property. <br />Staff believes that the applicant and adjacent property owners should <br />obtain Planning Commission approval for subdivision. A proposed plan <br />is attached for the applicants consideration. <br /> <br />IF THE BOARD SEES FIT TO GRANT THIS REQUEST~ STAFF RECOMMENDS THAT <br />IT BE SUBJECT TO THE IMPOSITION OF THE FOLLOWING CONDITIONS: <br /> <br />A 2~ foot wide public road easement, measured from the east <br />lot line, be dedicated from Point A to Point B as shown on <br />the attached map. This dedication would be with the understanding <br />that the County will not build or maintain this road until it <br />is brought to State standards by others.
