December 10, 1975 (B.S.) <br /> <br />CASE NUMBER: 75S208 <br /> <br />APPLICANT: Mr. Samuel Barker <br /> <br />REQUEST AND PROPOSED USE: The rezoning from Agricultural (A) to Resi- <br /> dential (R-7). The development of the parcel for single family <br /> residential use. <br /> <br />GENERAL LOCATION, TAX MAP INFORMATION: The parcel in question fronts <br /> the south line of Old Hundred Road (Route 618) west of the intersec- <br /> tion of Old Hundred Road and Lawing Drive. <br /> <br />ACREAGE, EXISTING ZONING, AND EXISTING LAND USE (SUBJECT PARCEL): The <br /> parcel contains 16.29 acres, is presently zoned Agricultural (A) and <br /> remains vacant and wooded. <br /> <br />ADJACENT AND AREA ZONING AND LAND USE: Although the majority of adjacent <br /> property to the south,west and east remains zoned Agricultural (A), <br /> property to the north is zoned General Industrial (M-2). While con- <br /> siderable industrial zoning although not directly adjacent to the <br /> parcel in question, is predominent to the north,west and east, the <br /> majority of the property in this area has not been developed and remains. <br /> for the most part, vacant and wooded with the exception of individual <br /> parcels occupied by single family dwellings. <br /> <br />UTILITIES, SOIL PROFILE, DRAINAGE AND EROSION, REQUIRED OFF-SITE EASEMENTS: <br /> The use of public water is feasible and would be required in this <br /> development; however, the closest public sewer is at Ashton Creek and <br /> Route 1 and its use would not be feasible in this development. The <br /> parcel drains towards Ashton Creek and it is noted that an off-site <br /> drainage easement would be required in the development of this parcel. <br /> <br />PUBLIC FACILITIES: Development of the parcel in question for the proposed <br /> use should exercise no particular problem relative to either existing. <br /> or future area public facilities. <br /> <br />TRANSPORTATION AND TRAFFIC: Good site distance is present along Old <br /> Hundred Road in the vicinity of the request parcel. In the course <br /> of development of the parcel, dedication along Old Hundred Road will <br /> be required. <br /> <br />GENERAL PLAN: Vacant/agricultural use for the area encompassing the <br /> parcel in question. <br /> <br />STAFF ANALYSIS AND RECOMMENDATION: <br /> <br /> An important consideration in the <br />review of this request, is compatibility of land use. Since General. <br />Industrial zoning was approved for the parcel adjacent to the north., <br />the appropriateness of residential development on the subject parcel <br />is questionable. The success of orderly development of residential <br />neighborhoods under such a situation is difficult to achieve. In <br />addition, since public sewer is not available for development of the <br />parcel, the requested R-7 rezoning is inappropriate. Single family <br />subdivision of the parcel utilizing one (1) utility would require a <br />minimum lot size of 11,000 sq. ft. <br /> <br />(over) <br /> <br /> <br />
