Walker <br /> <br />REQUEST AND PROPOSED USE: Rezoning from Residential (R-15) to Office <br /> Business (0). It is proposed that an.office park be developed. <br /> <br />GENERAL'LOCATION AND TAX MAP IDENTIFICATION: The parcel in question is <br /> located in the southwest quadrant of the intersection formed by Hugue- <br /> not Road (Route 147) and Forest Hill Avenue. Tax Map Sec. 10-2 (2) <br /> Parcels 17 and 18. <br /> <br />ACREAGE~ EXISTING ZONING~ EXISTING LAND USE (SUBJECT PARCEL): The parcel <br /> contains 2.37 acres, is presently zoned Residential (R-15) and is oc- <br /> cupied by two single family dwellings. ~ <br /> <br />ADJACENT AND AREA ZONING AND LAND USE: The majority of adjacent property <br /> is zoned Residential (R-15) with the exception of property to the extreme <br /> southeast which is zoned Convenience Business (B-I). However, it should <br /> be noted that commercially developed property to the east across Forest <br /> Hill Avenue exists by right of Special Use. Property adjacent to the west <br /> is occupied by the Bon Air Presbyterian Church and property to the south, <br /> southeast and southwest is occupied by family dwelling. <br /> <br />UTILITIES: SOIL PROFILE~ DRAINAGE AND EROSION~ REQUIRED OFF-SITE EASEMENTS: <br /> Public water and sewer is available to the site and would be required in <br /> development of the parcel. It is noted that soils are well suited for the <br /> proposed use and the parcel drains toward Jimmy Winter's ~Creek. No par- <br /> ticular drainage or erosion control measures are anticipated; however, <br /> measures such as the utilization of straw bails to contain silt on the <br /> site will be required. No off-site easements are anticipated. <br /> <br />'TRANSPORTATION AND TRAFFIC: Development of the parcel for the proposed use <br /> ~ill necessitate considerable dedication along Forest Hill Avenue. Access <br /> to Forest Hill will require the obtaining of a commercial entrance permit <br /> from the Virginia Department of Highways and Transportation. Traffic gen- <br /> erated by the proposed use should not in itself significantly effect'the <br /> overall traffic pattern in this area. However, it should be noted that in- <br /> creased volumes of traffic affected by commercial use on Forest Hill Ave., <br /> Huguenot Road and Buford Road does present problems for peak hour move- <br /> ments. <br /> <br />''GENERAL',PLAN: Single family residential development for the area encom- <br /> passing the parcel in question. <br /> <br /> STAFF ANALYSIS AND RECOMMENDATION: The request parcel is adjacent to, pro- <br /> perty which has experienced commercial development through various con- <br /> ditional rezonings and special use permits granted in this general area. <br /> Both the Planning Commission and Board of Supervisors have given care- <br /> ful consideration to each request for expanded commercial development and <br /> it has been the intention of the County to limit and restrict commercial <br /> activity so that such activity does not exert a detrimental impact on the <br /> well established and stable adjacent and area residential use.
