Roseberry III <br /> <br />December 10, 1975 (B.S.) <br /> <br />REQUEST AND PROPOSED USE: A Conditional Use to permit the operation and <br /> maintenance of a Dog Kennel and Stock Farm. The applicant is desirous <br /> of keeping four dogs and 5ne horse on the parcel in question. <br /> <br />'GENERAL' LOCATION AND TAX MAP INFORMATION: The parcel is located on the <br /> south side of Graves Road between the intersections of Chemin Road and <br /> Sadberge Drive. Tax Map Sec. 171-15 (2) Grayson Estates, Sec. 1, Blk. <br /> B, Lot 9 (Sheet 47). <br /> <br />ACREAGE:' EXISTING ZONING: EXISTING LAND USE (SUBJECT PARCEL): The lot in <br /> question contains approximately 3 quarters of an acre, is zoned Residential <br /> (R-15) and is occupied by a single family dwelling and a rear yard area <br /> set aside for the requested areas. <br /> <br />ADJACENT AND' AREA ZONING AND LAND USE: Adjacent property (south, east and <br /> west) is zoned Residential (R-15) and occupied by single family dwellings. <br /> Property to.the north across Graves Road is zoned Agricultural (A) and is <br /> vacant pasture land. <br /> <br />''GENERAL' PLAN: Single family ~esidential development of the area encom- <br /> passing the parcel in question. <br /> <br />''STAFF' ANALYSIS A~ RECOMMENDATION: The majority of adjacent property sur- <br /> rounding the request parcel has been zoned and Subdivided (Grayson Es- <br /> tates) for single family residential use. Generally speaking, the land <br /> is flat and open, affording no buffering of either the existing horse pen <br /> or dog run. The dog run and paddock is located approximately 3 feet from <br /> the adjoining property line to the west. <br /> Pianning Staff upon review of the application and after inspecting the <br /> parcel offers the following observations. <br /> <br />1. The lot in question as well as the majority of adjacent property had <br /> been developed for single family residential use. The keeping of both <br /> a horse and four dogs on the lot exercises a more than normal situa- <br /> tion, relative to neighborhood pet keeping. <br />2. During the site inspection, odor from the horse was readily noticeable <br /> and although the applicant has made an attempt to keep the parcel <br /> clean and orderly the appearance of the dog enclosure, dog run and <br /> horse paddock is not in keeping with other back yard uses in the area <br /> nor with reasonable residential use in general. <br />3. Staff noted that in addition to the subdivided residential property <br /> a number of large parcels within the area are agriculturally zoned. <br /> These parcels are in close proximity to subject parcel. This being <br /> the case and alternative to keeping the animals on the applicant!s <br /> lot would be to maintain the animals on the adjacent property which <br /> is larger and more suited for the accomodation of such uses. <br />4. Another alternative would be to deny the request of the keeping of <br /> the horse, allowing a restrictive kennel operation on a conditional <br /> basis. Such a situation would immediately relieve the most obJec- <br /> tional aspect of this use. Still another alternative would be to <br /> <br />(over) <br /> <br /> <br />
