<br />On motion of Mr, Bookman, seconded by Mr. Apperson, it is resolved that Mr. H.
<br />Vernon Williams be and he hereby is appointed to the County Planning Commission
<br />from Clover Hill District which term will be for four years.
<br />
<br />Ayes: Mr. O'Neill, Mrs. Girone, Mr, Apperson and Mr. Bookman.

<br />Mr. Painter introduces Mr. Henson who explains the sewer system and answers
<br />questions concerning the extent of construction on each proposed line. Mr, Wel-
<br />chons explains the financing .in general. Mr. Bookman suggests that the water
<br />connection rates be raised from $300 to $350 for existing homes if connected
<br />within 30 days and $500 for a new home or one that did not connect within 30 days
<br />and that the developer charge should remain at $200. Mr. Bookman suggests in
<br />relation to sewers that vacant lots, where the County installs sewers, are greatll
<br />enhanced by the sewers and should pay what a septic tank would likely cost and
<br />suggests $1,500 and $700 for houses within a subdivision where a subdivider in-
<br />stalls a line and $600 for those homes with septic tanks, After much discussion
<br />of 'this matter and the need for additional revenue, it is on motion of Mr. Book-
<br />man, seconded by Mrs. Girone, resolved that the County Attorney be requested to
<br />draft a proposed ordinance to show the increase in the rates and fees collected
<br />for the water and sewer systems of the County along the following basis:

<br />Water rates would be $200 for the developer; $350 for existing homes; $500 for
<br />new homes or homes that did not connect within 30 days; and the monthly water
<br />charge be increased from $.60 per hundred cubic feet to $,70 per hundred cubic
<br />feet.

<br />Sewer connection rates would be increased to $1,200 for new homes on County in-
<br />stalled lines; $700 for homes in subdivisions where the developer has installed
<br />a sewer collector line; $600 for those homes with septic tanks connecting to the
<br />sewer; and the monthly charge be increased to a $4 minimum with $.30 per hundred
<br />cubic foot of water used.

<br />Nays: Mr. Apperson.

<br />On motion of Mr. Bookman, seconded by Mr~ Apperson, it is resolved that the
<br />Engineering Department be directed not to receive any prepayment of utility con-
<br />nections unless evidence has been received that application has been made for
<br />a building permit.
<br />
<br />Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mrs Myers.

<br />Mr. Bookman states that this action should have been taken six months ago, that
<br />we are not at this time operating our utility systems financially as we should
<br />be and that we should try to free some of the money held in escrow, carefully
<br />weighing each sewer request as to its financial feasibility, and that the County
<br />cannot spend as much as $5,000 or more per connection without doing the system
<br />irreparable harm, .Mr. Myers answers that the Health Department did not know of
<br />all the failing septic tanks in his district and that he had to wait on many of
<br />his projects to get federal funds and, of course, he was glad to cooperate with
<br />the rest of the County in doing this, He states further that he has had only
<br />approximately $250,000 spent in his area on collector lines.
<br />
<br />Mr. Painter makes a strong plea for hiring a consultant for a rate study by point
<br />ing out the necessity of doing certain things. It was generally agreed that this
<br />matter be deferred and that Mr. Painter again made recommendations on the top
<br />three consultants and the Board promises to discuss the matter on the 28th of
<br />January.
<br />
<br />On motion of Mr. Bookman, seconded by Mrs. Girone, it is resolved that the County
<br />Engineer get bids on the installation of sewers to Mr. James Brown on West Road
<br />in Belmont Hills and that if the bids are approximately $i~500 or under, to in-
<br />stall service to Mr. Brown with the understanding that he would pay the $600 for
<br />a connection fee.
