W, Burnett, Co, Admin, VIRGINIA~ At an adjourned meeting of the Board of Supervisors of Chester- field County~ held at the Courthouse on February 9, 1976 at 10:00 a.m. Also Present Mr. James Condrey, Dir,, Cen, Acctg. Mr, Lee Falwell, Asst, Co, Admin. Mr. C. G~ Manuel, Assr, Co, Admin, Mr, Lane Ramsey, Assr, Dir, Cen, Acctg, The Vice-Chairman calls the meeting to order at 10145 a.m, The Sheriff explains his budget and asks for four.additional officers to begin work immediately, Upon consideration of this matter, it is on motion of Mr; Book- man, seconded by Mrs, Girone. resolved that the request of the Sheriff for four new deputies to be employed immediately~ if possible, be and it hereby is approved Ayes? Mr. O'Neill, Mrs. Girone, Mr, Apperson, Mr, Bookman and Mr. Myers. On motion of Mrs, Girone, seconded by Mr, Apperson~ it is resolved that the Board of Supervisors of chesterfield County requests the Department of Corrections to make an evaluation of the Chesterfield Jail covering all phases of its operations. Ayes: Mr. O'Neill, Mrs, Girone, Mr, Apperson, Mr, Bookman and Mr, Myers, Mr, Wingfield and Mr, Walker come before the Board and Mr, Wingfield explains the budget of the Commissioner of the Revenue. There is a discussion of holiday pro- cedure, time off for lunch, coffee breaks, the necessity of handling State Income Tax in the office and the need for outside deputies, Mr, McBride presents the budget of the Building Official. Mr. Pat O'Hare presents the budget of the Juvenile Detention Home, The Board recesses for lunch, Reconvening at 2~00 p.m, There a Public Hearing on the concept of financing sewage lines in the County. Mr. Delmonte Lewis, speaking for the Home Builders of Richmond and the Southside Home Builders Association, states that a finished lot, on an average, costed a-p- proximately $4,300 in 1971 and the same lot today costs approximately $11 000 which is due in part to the higher cost of development and in part by the stricter regulations of all levels of government, He states further that all developers should use sewers if readily available and, of course, developers should be com- pensated in toto by connection charges, Mr, Stamie Lyttle and Mr. Harold Matthews~ speak on the subject. Mr, Bookman states that the County could adopt the policy of the Home Builders Association, that the Board could get the necessary easements for the subdividers and this could be tried on a temporary basis, Mr. Myers states that he will vote against this matter if brought to a vote since his District has received only 200 connections from the last bond issue, Mrs, Girone questions why the Board could not try this plan for six months, Mr, Apperson suggests that the matter be studied further until February 11, 1976, After some discussion of this matter, Mrs. Girone moves that the County adopt the suggestion of the Home Builders as a policy which motion is seconded by Mr. Bookman, Before a vote is taken, Mr. Apperson moves that this matter be tabled until the meeting of February 25th which motion is seconded by Mr. Myers. A vote being taken: Ayes: Mr. O'Neill, Mr. Apperson and Mr. Myers. Nays: Mrs, Girone and Mr, Bookman, The matter is tabled until February 25th, Mr, Apperson thanks the Home Builders Association for their efforts in getting two Associations together in making these suggestions, Mr, Delmonte Lewis thanks the Board for the invitation to have a part in the decision making, Mr, Painter again presents the matter of employing a consultant to study the financial set up of the utility systems and presents the names of R, W. Beck and Associates, J, L. Minton and Associates and Daniel Robinson and Associates and states that in his opinion, R, W, Beck and Associates would possibly be prefer- able to the others interviewed, Mr, Burnett points out the possible advantages of hiring Daniel Robinson and Associates. After much consideration of this matter, it is on motion of Mr. Apperson~ seconded by Mrs. Girone~ resolved that this Board employ the firm of R. W. Beck and Associates to study the County's utility finances at a cost not to exceed $25~000. Ayes: Nays: Mr. O'Neill~ Mrs. Girone, Mr~ Apperson and Mr~ Myers. Mr, Bookman. He votes this way because the Board has not followed the recommendations of the previous consultant, On motion of Mrs. Girone~ seconded by Mr, Myers, it is resolved that this Board go into.Executive Sesion to discuss a personnel matter. Ayes: Mr. O'Neill, Mrs. Girone, Mr, Apperson~~ Mr. Bookman and Mr. Myers. Reconvening: On motion of Mr. Bookman, seconded by Mrs. Girone~ it is resolved that this Board adjourns at 6:25 p,m, to 9~00 a.m, on February 11~ 1976, Ayes: Mr, O'Neill, Mrs. Girone~ Mr, Apperson, Mr, Bookman and Mr. Myers.
