<br />Mrs. Girone calls the meeting to order,
<br />
<br />Miss Lucy Corr and Ms, Jean Smith explain the budget of the Social Services
<br />Department and describe some of its programs.
<br />
<br />Mrs. Rheba Hardin and Mr. Lee Falwell state that the Data Processing Department
<br />now has a staff of 22 people and describe the long~range goals of the Department
<br />
<br />Ms, Martha Ramsburg~ speaking for Mr, Mike Rawlings, explains a portion of the
<br />Mental Health/Mental Retardation budget and describes in detail some of the
<br />programs carried oUt by this Department,
<br />
<br />Dr, Mort Horowitz describes the long.range possibilities involved with the
<br />Mental Health Program, The 'entire Chapter 10 Board attends the meeting to answe
<br />questions concerning the need for the requested funds.
<br />
<br />Mr. O. D. Rudy, Commonwealth's Attorney, explains the duties and requirements
<br />of his office.
<br />
<br />Mr. James Condrey explains the necessity of following the legal requirements
<br />as set out by the Code in the operation of the Central Accountant's Office.
<br />
<br />Several of the budgets of programs not previously explained were discussed.
<br />
<br />On motion of Mr. Myers, seconded by Mr, Apperson, it is resolved that the County
<br />Administrator be authorized to explore the possibilities of obtaining sub-sur-
<br />face exploration by several engineering firms and the Chairman and Clerk of
<br />this Board are authorized to sign a contract at the best possible price to ac-
<br />complish this work as quickly as possible.

<br />At 10:00 p.m, the following resolution, pursuant to Chapter 5, Article 3 Title
<br />15.1 of the Code of Virginia, 1950, as amended, herein called "initial resolu-
<br />tion'', was introduced by Mr, Apperson, seconded by Mr. Myers, and adopted.
<br />
<br />BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY, VIRGINIA:
<br />
<br />1. The County School Board of Chesterfield County, Virginia~ on the llth day
<br />of February, 1976, adopted the attached resolution, market Exhibit "A", request-
<br />ing this Board of Supervisors to adopt an initial resolution requesting the
<br />Judges of the Circuit Court of Chesterfield County to order an election upon
<br />the question of the County of Chesterfield contracting a debt in the amount of
<br />Twenty-nine million nine hundred thousand dollars ($29,900,000) and issuing
<br />general obligation bonds of the County of Chesterfield in such amount to finance
<br />projects for school purposes as set forth in such amount to finance projects
<br />for school purposes as set forth in said resolution,
<br />
<br />2. It is hereby determined that it is necessary and advisable to contract a
<br />debt on the credit of the County of Chesterfield to the maximum amount of
<br />$29,900,000 for capital school improvement purposes, acquisition of future school
<br />sites; and such other school construction as may be required by the actual edu-
<br />cational needs in Chesterfield County, Virginia, and to issue general obligation
<br />bonds of the County of Chesterfield in the maximum amount of $29,900,000 to
<br />finance such projects pursuant to Chapter 5, Article 3, Title 15,1 of the Code
<br />of Virginia 1950, as amended; which said bonds shall bear interest at a rate not
<br />to exceed the maximum rate of interest as may be permitted by law at the time
<br />the bonds are sold shall mature in such annual or semi-annual installments, as
<br />may hereafter be determined by resolution of this Board, the last installment of
<br />which shall be payable not more than thirty years from the date of such bonds,
<br />and such bonds may be made redeemable before maturity, at the option of this
<br />Board, such price or prices and under such terms and conditions as may be fixed
<br />by this Board prior to the issuance of the bonds, A tax sufficient to pay the
<br />principR~, and interest of said bonds as the same mature shall be levied upon
<br />all of the property subject to taxation by said County,
<br />
<br />3. A certified copy of this initial resolution shall be presented by the Clerk
<br />of this Board to the Judges of the Circuit Court of Chesterfield County and the
<br />Judges of said Court are hereby requested to enter an order requiring the Judges
<br />of Election to open a poll and take the sense of the qualified voters of the
<br />
