Present: Mr. E. Merlin O'Neill, Chairman Mrs. Joan Girone, Vice-Chairman Mr. J. Ruffin Apperson Mr. C. L. Bookman Mr. Leo Myers Mr. M. W. Burnett, Co. Admin. Mrs. Girone opens the meeting. Mr. Falwell introduces Mr. Lewis Knapp who presents the final report of Cresap, McCormick and Paget of the study of the County's Police Department. Mr. Knapp . VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on March 4,1 1976, at 1:30 p.m. Also Present: Mr. Lee Falwell, Asst. Co. Admin. Mr. C. G. Manuel, Asst. Co. Admin. Mr. Morris Mason, County Attorney Col. Joseph Pittman, Chief of Police Maj. C. E. Ritcher, Deputy Chief Mr. Michael Ritz, County Planner Lt. John Simmons, Commander of Services DIN!. emphasizes that the .County's rapid growth will demand a force of 250-27S police officers within 10 to 15 years, that the County has a sense of momentum'built up, however, the Police Department is still playing catch-up, that the Police Depart- ment will grow so fast that pFomotions, training and recruitment will be problems and that additional quarters will be necessary in the years to come. Mr. Knapp answers questions from the Board for approximately one hour. At the Conclusion. Mr. O'Neill thanks Mr. Knapp on his approach in the handling of this difficult assignment and compliments him on his expertise. Col. Pittman states that he is plea~ed with the report and asks further direction from the Board as to the implementation of the report It is generally concluded that much of this would be accomplished at the budget hearing. Mr. O'Neill appoints Mr. Myers and Mr. Bookman as the Fire Committee of the Board.ii Mr. Ritz pres:ents to the Board the Richmond Regional Planning District Commission'~ request for appointments to the Citizens' Involvement Committee and states that it is a very important Committee dealing with recommendations on practically everyli phase of Metropolitan activity. Upon consideration whereof, it is on motion of Mr. Myers, seconded by Mrs. Girone, resolved that Mr. Ritz, Mr. Zook, Mr. Fatwell,ii and Mr. Burnett, be and they hereby are appointed as alternates to serve on the Citizens' Involvement Committee. On motion of Mr. Bookman, seconded by Mr. Myers, it is resolved that this Board adjourns at 3:45 p.m. to 5:00 p.m. on March 8, 1976. Ayes: Mr. O'Neill, Mrs. Girone, Mr. Bookman and Mr. Myers. Mr. W.'
