<br />Mrs, Girone opens the meeting by stating that this i.s an official Public Hearing
<br />on the Secondary Road System in the County. Mr. Covington and Mr, McElfish are
<br />present.
<br />
<br />Mr. Kenneth G. Hulce, 5521 Courthouse Road, states that the excessive speed and
<br />the great amount of trucks on Courthouse Road combine to create a real hazard.
<br />Mr. George Cecil, S830.Courthouse Road~ states that the speed limit is set too
<br />high for the traffic on Courthouse Road and cites several accidents to support
<br />his claim. Mr. Hulce states that tractor trucks cannot make the proper turn at
<br />Martin's Curve. Mr. Roger A. Comes, 8063 Sykes Road, states that the roads in
<br />Ben Air Manor and Southam are in deplorable condition caused mostly by the in-
<br />stallation of sewers.
<br />
<br />Mr. Covington states that .he will put plant mix on the sections which have real
<br />problems. Mr. Apperson presents a list of problems in Dale District which in-
<br />cludes the improvement of Hopkins Road from Chippenham to Beulah, the improvement
<br />of Hopkins at Cook's Curve and Kingsland Creek, the improvement of several sec-
<br />tions of Beulah Road, Conifer Road, Salem Road, Kingsland Road, Chalkley Road,
<br />Beach Road, Morrisette Road and questions Mr. Covington on constructing the ex-
<br />tension from the road in the Watch Run Subdivision westwardly to Route i0. He
<br />later states that all the easements have been obtained to install a sidewalk on
<br />the south side of Cogbill Road from Route 10 to Chesterwood Road, Mr, Bookman
<br />requests some work on the two one-lane bridges in Clover Hill and questions the
<br />possibility of further line painting on secondary roads, Mrs. Girone explains
<br />the problem at the intersection of Old Ben Air 'Road and the railroad.
<br />
<br />Mr. Myers thanks the Highway Department for its cooperation on improving many of
<br />the road conditions in his District. Mr, O'Neill requests some assistance on the
<br />dam on Hickory Road and advises the Highway Department to paint center lines on
<br />curves only and perhaps lower speed limits to 45 mph on certain secondary roads.
<br />
<br />Mr. Covingto~ states that he appreciates the opportunity to meet in a formal Pub-
<br />lic Hearing of this kind and to receive the problems first hand from the citizens
<br />of the County. He cautions that the Highway Department presently spends in ex-
<br />cess of $1,000,000 per year to pick up trash and litter from the State's roads
<br />and asks assistance to spruce up for. the Bicentennial year,
<br />
<br />On motion of Mrs. Girone, seconded by Mr, Apperson, it is resolved that the re-
<br />quest for permission to conduct bingo games and/or raffles from the Monacan Junior
<br />Woman's Club be and it hereby is approved.

<br />Ayes: Mr. O'Neill, Mrs. Girone, Mr, Apperson, Mr. Bookman and Mr. Myers.
<br />
<br />The annual report of the Planning Commission and the Board of Zoning Appeals pre-
<br />pared by the Planning Department is given to each member,
<br />
<br />Mr. Painter explains the further advice of Mr. Ed Bradley concerning the applica-
<br />tion for a federal grant under Section 314 for the evaluation of the County's
<br />water supply. After some consideration of this matter, it is on motion of Mr.
<br />Apperson, seconded by Mr, Myers, resolved that Mr. Painter be authorized to apply
<br />for a grant for this purpose,
<br />
<br />Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Myers.
<br />
<br />On motion of Mr, O'Neill, seconded by Mr, Apperson, it is resolved that this
<br />Board allows Mrs. Ada Ot Smith a sewer connection for $200 in the Matoaca District
<br />since Mrs. Smith gave up a $200 connection for the County's benefit.
<br />
<br />Ayes: Mr. O'Neill, Mrs, Girone, Mr. Apperson, Mr, Bookman and Mr. Myers.
<br />
<br />On motion of Mr. O'Neill, seconded by Mr, Myers, it is resolved that a $300 sewer
<br />connection be given to Mrs. Jane Ozmore, 15902 Edgewood Drive, since it appears
<br />that extenuating financial circumstances warrant such action.
<br />
