<br />The Board viewed with Mr, Painter and others the technical differences between the
<br />types of fire hydrants and valves and heard discussion on the intricacies in the
<br />use of copper versus plastic water service lines.
<br />
<br />The Chairman calls the meeting to order at 2~$0 p.m. in the Board Room and dis-
<br />cusses the proposed ordinance previously adopted on an emergency basis and adver-
<br />tised and deferred to this date which ordinance is as follows.
<br />
<br /> An Ordinance to amend and reordain Chapter 4, Article ~I, Section 4-3 of the
<br />Code of the County of Chesterfieldj Virginia, by adding thereto a new paragraph
<br />providing for primary and secondary drainfield sites on lots or parcels of land
<br />proposed for residential development,
<br />
<br /> Be it ordained by the Board of Supervisors of Chesterfield County, Virginia,
<br />that Section 4-3 of Chapter 4 of the Code of Chesterfield, Virginia, be amended
<br />and reordained to read as follows:
<br />
<br />"Section 4-3, Approval of sewage disposal facilities prerequisite to issuance
<br />
<br /> When any method of sewage disposal other than a public sewer is planned for
<br />the service of any lot or parcel of land the office of the building official shall
<br />not issue a building permit until after receipt of approval from the Health De-
<br />partment. Any restrictions or qualifications of such Health Department approval
<br />will be stated on the permit,
<br />
<br /> Every lot or parcel of land proposed for residential development shall have
<br />and provii¢ a primary and secondary drainfield site except in cases where sewer is
<br />provided; where sewer is planned and its availability within a reasonable time can
<br />be established; or when the County Health Director files a waiver of necessity of
<br />the secondary site with the Building Inspector,"
<br />
<br />Mr, Ritz explains his meeting with Mr, Mac Spencer, Mr, Stamie E. Lyttle and other
<br />members of the Richmond Home Build,rs Association and it was stated that most eve. ry
<br />organization was in favor of the proposed ordinance with the addition of the pos-
<br />sibility of a waiver granted by the County Health Director, After much discussion
<br />of this matter, it is on motion of Mr. Apperson~ seconded by Mr. Bookman~ resolved
<br />that the ordinance in question be and it hereby is adopted,
<br />

<br />On'motion of Mr, Apperson, seconded by Mr, Myers~ it is resolved that t~is Board
<br />go into Executive Session to interview applicants for the position of County Attorn,
<br />
<br />Ayes: Mr, O'Neill, Mrs, Girone, Mr. Apperson, Mr, Bookman and Mr. Myers.

<br />The Chairman again calls the meeting to order at 7:20 p,m, and'a discussion of the
<br />sewer financing ~nsues, Mr, Myers leaves at 8~00
<br />
<br />Mr. Harold Taylor comes before the Board to discuss the development of the Britton-
<br />wood Subdivision and states that he was held up by the acquisition of easements
<br />to his great detriment, Mr, Apperson states that~ the contract with this subdivider
<br />does not call for off-site payment and in his opinion should have. Upon considera~
<br />tion whereof, it is on motion of Mr, Apperson, seconded by Mrs. Girone, resolved
<br />that the County Engineer be authorized to pay for off-site improvements up to
<br />$6,328 from the connections of this subdivision,
<br />
<br />Ayes: Mr. O'Neill, Mrs. Girone and Mr~ Apperson,
<br />
<br />On motion of Mrs. Girone, seconded by Mr. Bookman, it is resolved that sewer ser-
<br />vice be supplied to the Falling Creek toll booth on Route 95 at a cost of $4,500.
<br />
<br />Ayes: Mr. O'Neill, Mrs, Girone, Mr, Apperson and Mr. Bookman,
<br />
<br />On motion of Mr. Bookman, seconded by Mrs. Girone, it is resolved that a five day
<br />extension be granted on Contract 7032~2~ the contractor being S. O, Jennings
<br />Construction Company,
<br />
<br />Ayes: Mr, O'Neill, Mrs, Girone, Mr. Apperson and Mr. Bookman.
