Eng. <br /> <br />The Chairman called the meeting to order. <br /> <br />Mr. Apperson ga~e the invocation. <br /> <br />On motion of Mr. Apperson, seconded by Mrs. Girone, it was resolved that the <br />minutes of August 11, 1976 were approved as amended. <br /> <br />Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Myers. <br /> <br />Mrs. Peggy Bendrick, Co-Chairman of the Richmond Forum of the Handicapped, came <br />before the Board to discuss some problems faced by the handicapped. Mrs. Bendrick <br />stated there are five functions of the forum which include health, educational, <br />social, e'conomic and environmental concerns. Mrs. Bendrick stated the Regional <br />meeting will be held at John Tyler Community College on September 14, 1976 from <br />8:30 a.m. to 4:00 p.m. and asked that the Board attend. Mrs. Bendrick stated a <br />House Bill 937 has been introduced by Delegate George Jones whereby cities and <br />counties would have the right to ticket people parking in handicapped parking <br />spaces. <br /> <br />Mrs. Girone suggested that a public hearing be held on September 22, 1976 on an <br />ordinance giving the County the authority to summons persons parking in spaces <br />designated for the handicapped. Mr. Steve Micas stated that this. would apply to <br />parking lots with 50 or more cars. <br /> <br />After further discussion of this matter, it was on motion of Mrs. Girone, seconded <br />by Mr. Myers, resolved that the County Attorney be authorized to prepare an <br />ordinance for advertisement for a ~public hearing to be held on September 22 at <br />11:30 a.m. for issuing summons for violations of persons who are not handicapped <br />parking in spaces designated for the handicapped. <br /> <br />Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Myers. <br /> <br />On motion of Mr, Bookman, seconded by Mr. Myers, it was resolved that the followin <br />Water Contracts be and they thereby were approved: <br /> <br />1. W76-51D Walton Park - Section A 21,967.50 <br /> Project Cost <br /> Lewis H. Easter & Company <br /> <br />Contract W76-51 D was approved subject to the County Engineer getting the cost <br />for serving Mr. David Vincent's property. <br /> <br />Ayes: Mr. O'Neill, Mrs. Girone, Mr. Apperson and Mr. Bookman. <br /> <br />Mr. Falwell stated that this date and time had been advertised for a public <br />hearing on a proposed Solicitors Ordinance. Mr. Steve Micas explained the <br />proposed ordinance. <br /> <br />Mr. O'Neill stated he had received letters from Artex Hobby Products Inc.; Luzier; <br />Figurettes, Inc.; Saladmaster Corp.; C. H. Stuart, Inc.; Field Enterprises Educa- <br />tional Corporation; Mary Kay Cosmetics, Inc. and The W. T. Rawleigh Company in <br />opposition to the proposed ordinance. Mr. O'Neill further stated these companies' <br />main oppositions were fingerprinting, photographing and licensing fee since most <br />of their employees are housewives working to supplement their income and this <br />ordinance would hinder carrying out business and sales. <br /> <br />Mr. Eric Wise, representing the Direct Selling Association (consisting of Avon, <br />Mary Kay, Fuller Brush, etc.) came before the Board and stated their main opposi- <br />tion against the ordinance was the licensing concept and fingerprinting stating <br /> <br /> <br />
