<br />On motion of Mr. Apperson, seconded by Mr. Krepela, it is resolved that the minutes
<br />of March 10th, 12th, 17th and 19th be and they hereby are approved.
<br />
<br />Ayes: Mr. Horner, Mr. Myers, Mr. Apperson and Mr. Krepelao

<br />On motion of Mr. Apperson, seconded by Mr. Krepela, it is resolved that, upon the
<br />recommendations of the Engineering and Planning Departments, the following Ordinance
<br />be and it hereby is adopted:
<br />
<br /> An Ordinance to vacate a 30 foot wide road in the Subdivision of Centralia
<br />Gardens, a plat of which is recorded in the Clerk's Office, Circuit Court, Chester-
<br />field County, Virginia, Plat Book 8, Page 47, the 30 foot wide road having never
<br />been constructed. Reference is made to plat of Bodie, Mills, Taylor & Puryear,
<br />Inc., Engineers and Surveyors, a copy of which is attached.
<br />
<br /> WHEREAS, Realty Industries, Incorporated is the owner of the property adjoin-
<br />lng the eastern terminus of such 30 foot road and has petitioned the Board of
<br />Supervisors of Chesterfield County, Virginia, to vacate such road;
<br /> and
<br />
<br /> WHEREAS, Notice of the adoption of this Ordinance has been given in accordance
<br />with gection 15.1-431 of the Code of Virginia, 1950, as amended.
<br />
<br /> NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the County of
<br />Chesterfield, Virginia:
<br />
<br /> 1. That pursuant to Section 15.1-482, of the Code of Virginia, 1950, as amended
<br />the 30 foot road as described on the plat attached, be, and it is hereby vacated.
<br />
<br /> 2. This Ordinance shall be in full force and effect in accordance with Section
<br />15.1-482, of the Code of Virginia, 1950, as amended, and a certified copy of this
<br />Ordinance, together with the plat, shall be recorded in the Clerk's Office, Cir-
<br />cuit Court, Chesterfield County, Virginia.
<br />
<br />Ayes: Mr. Hornet, Mr. Myers, Mr. Apperson and Mr. Krepela.

<br />Mr. Falwell introduces Mr. Vincent Kling, Mr. John Daler, Mr. Howard James and Mr.
<br />William Moseley of Moseley-Kling & Associates who have been hired to do a compre-
<br />hensive study of the Courthouse properties. Mr. Kling states that they have not
<br />prepared a proposal yet but will do so in the immediate future. He states that
<br />he feels this study will take approximately three months because they would like
<br />to evaluate this .as best they can before making any recommendations and the cost
<br />for this evaluation will be about $30,000 as proposed. He states that they would
<br />like to proceed with a three phase program which would be as follows:
<br />
<br /> Phase I - Would consist of data collection and an evaluation of the
<br /> present administration building, etc.
<br />
<br /> Phase II - Would consist of developing the options and concepts of all
<br /> other buildings and how they will fit into the plan.
<br />
<br /> Phase III - Would consist of the actual design of the proposed building
<br /> or buildings.
<br />
<br />After considerable discussion of the scope of this study, it is generally agreed
<br />that the consultants prepare a proposal outlining the time schedule, the cost and
<br />the exact scope of work to be done and present same to the Board.
<br />
<br />Mr. Bill Phillips of Midlothian comes before the Board to discuss the library sit-
<br />uation. He presents a petition signed by approximately 600 residents of Midlothian
<br />requesting the Board to appropriate money from Revenue Sharing for a branch library
<br />which is badly needed in the area. He states that when the Bond Issue was passed,
<br />Midlothian District carried this more than any other District in Chesterfield and
<br />they were not seeing any results form same. He states that he and the other in-
<br />terested citizens of Midlothian wish to request that the Board either: 1. Appro-
