On motion of Mr. Apperson, seconded by Mr.Browning, the minutes of R~rch 2~ and
March 28, 1966.be and they hereby are approved.
On motion of Mr.Britton, seconded by Mr.Apperson, it is resolved that the standard
water contract 525-E for the installation of water ih Dorchester Subdivision,
Section E, in the amount of ~3570.00 be and is hereby is approved.
On motion of Mr. Apperson, seconded by Mr,Britton, it is resolved that the following
special~ater contracts be and they hereby are approved:
A-556-A' - Trampling Farms $8200.00
AC-406 - Salisbury-Off site 19,943+.00
AG -4O6A - Salisbury i2,960.00
On motionof Mr. -Apperson, seconded by Mr. Brigton, it is resolved that on the
recommendation of the County En~inemr that the County accepts the well system in
Clifton Farms under conditions noted in the contrast.
This day the 'County Engineer cited certain problems attendant to the proposed
tie-in of an 8" water main from Rattlesnake Road with the water main on Buford
Road and stated that it 'would be virtually impossible to make the connection
according to the request of the Highway Department.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.Apperson~
it is resolved thmt this Board requests the Highway Department to allow the
County to cut Buford Road at its intersection with Rattlesnake Road sn that a
workmanlike connection can be made in the County's water system.
On motion of Mt.Martin, seconded by Ya-.Apperson, it is resolved that the County
Water Department be represented at the Water Pollution meeting in Norfolk this
month.
On motion of ~r. Goyne, seconded by Mr. Apperson, it is resolved that the County
Engineer be authorized to attend the American W~ter Works Association meeting in
Miami, Florida.
On motion of Mr. R~artin, seconded by Mr. Goyne, it is resolved that Contracts
S-66-26CD for the installation of sewers in Shenandoah be and it herebv is approved.
On motion of Mr. Browning, seconded by Mr. Britt6n, it is resolved that Contract
S-66-2OC for the installation of sewers in Kendall Road and S-66-21C f~r'tne
installation of sewers in a portion of Loyal A~enue be awarded to Lyttle and
Barnes Sanitation Company, which Company submitted the low bid of $21,197.70.
There was discussed the need of greater fire protection for the many apartments
that will be constrmted in the County. Upon consideration whereof, and on motio~
of Mr. Apperson, saconded by Mt. Browning. it is resolved that the r~ounty Engineer
requested to obtain from the apartment builders or developers a fire protection
system which would involve the necessary hydrants to give adequate protection to t~e
apar~me nt project.
On motion of R~,r. Apperson, seconded by Mr. Britton, it is resolved that a deed from!!
the County of Chesterfield to the Chesapeake Corporation for 25-acres, more or les~,
of land within the §oundary of the 74-acre s acquired by the County from said
Corporation be approved and the Chairman and Clerk are authorized to sign said
deed.
This-action is taken since it is ap~ren.~ that the land will mot be used by the
County in the impoundment of water at SwiftCrsek.
This day M~. Milton Friend and Mt. Edward Friend come before the Board requesting
some improvement to Rt.855, leading southwardly fro~ Rt. 61~. Upon considerationl,
whereof, and on motion of ~ir.Goyne, seconded by Mr. Apperson, it is resolved that t~is
Board requests the Highway ~epartment to surface-treat this road in the coming
year' s budget.
The matter of impraving Bells P~oad comes before the Board and it was cited that
the Highway Department had approximately $6000.00 allocated to the improvement of
a portion of this road.
· Upon~consideration whereof, and on motion of M~.Britton, seconded by Rlr. Apperson,
it is resolved that a sufficient 'widening strip o~ both sides oF Bells Road be
aCouired by the County and the Highway Department be requeste~ to improve Bells
Road from the Railroad at the City line to at least the e, urve at the western
edge of Parnell Airport.
'There was received' a resolution from the Old Gun ~ivic Association concerning the~
speed limit on Old Gun Road. Upon consideration whereof, and on motion of Mr.
Martin, seconded by R~r.Apperson, it is resolved that this ~a tter ~ referred to
the Highway Department.
There was received a letter from the %¥orthington Farm Civic Association requesting~
certain highw~a~y si-~ns in said subdivision. It was generally agreed that this
matter be referred to the Highway Department for study.
On motion of R~r. Goyne, seconded by Mr. Apperson, it is resolved that the Highway
Department be requested to take into th~ Secondary System of Ro~ds. the r~ ds in
Gay F arms.
This day the County Road Engineer in accordance with directions from this Board
made..report in writing upon his ex'amination of Blithe Drive, Euphoria Road and
~ierry Drive in the subdivision of Gay Farms, Section 3, Bermuda Magisterial District,
which shows that in the opinion of the County RoaH Engineer it is expedient that
said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Blithe.
Drive, Euphoria Road and Merry Drive, in the subdivision of Gay Farms, Section
Bermuda District, be, a~d they hereby are established as public roads.
And be it further resolved, that the Virginia Department of Highways ba and it
hereby is requested to take into the Secondary Road System, Blithe Drive, from a
point on the eastern end of maintenance, .12 of a mile east to its intersection
with ~erry Drive; Euphoria Bond, f~om a point on Blithe Drive, .~6 of a mile east
from its intersection with Rt. ~10, .l& of a mile south and westerly to the easte~h
end of maintenance on EuphOria Road; Merry Drive, from a point on Blithe Drive, .21.3
of a mile eastwardly to the intersection of Rt. 810, .18 of a mile southwardty to
a cul-de-sac. These roads serve 5 houses.
And be it further resolved, that the Board of Supervisors guarantees to the Virginia
Department of Highways 50-ft. rights of way for these roads. Plat recorded in
Plat Book 1~, pages 8& and 87, A~gust 6, 1965.
Several letters were received concerning the traffic at the intersection of
Forest Hill Avenue and Hathaway Road, which communications were sent to the
Highway Department for study.
On motion of ~r. ~'~artin, seconded by Rir.ADperson, it is resolved that this Board
requests the Highway Department to give an estimate of the cost of constructing
a road between Jimmy Winters Road and ?ulliam Street on the right of way known as
the Rattle~m~e Road E~tension.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the Highway
Department b~ requested to improve Delano Street in Cherry Gardens to maet the
minimum s~ecifications of the Highway Department at a cost not to exceed ~750.00
and ch~rge same to the 3~ Road Fund of the County.
And belt further resolved that this work be accomplished only if the citizens
of the area pay one-half of the cost of improving tBis road.
On motion of Mr.Browning, seconded by Mr.Apperson, it is resolved that s petition
signed by some 225 citizens requesting the Atlantic Coast Line Railroad Company
to install automatic signalling lights at its Railroad crossing with Dupuy Road,
Rt. 1106, in Matoaca District, be and it hereby is received and the Executive
Secretary is requested to forward copies of said petition to the Atlantic Coast
Line RR. Company and the Highway Department.
On motion of M~.Goyne, seconded by Mr. Apperson, it is resolved that the request
of Rir. Lynn Hamilton for the construction of a dwelling in the rear of a Church
on Rt. 10~ Bermuda District, be referred to the Planning Commission.
On motion of Mr. Goyne, seconded by Mr. Martin, the following resolution is adopted:
WHEREAS, Nannie W. Putney is the owner of a parcel of land in Bermuda
Magisterial District, Chesterfield County, Virginia, desiKnsted as a part of
Lot No. lO, Block B, on the plan of the Village of Bensley, of record in the Clerk's
Office of the Circuit Court of Chesterfield County, Virginia, in Plat Book 3,
pages 19~ and 195; and
WHEREAS, Samuel H.Dibert @nd Florence M.Dibert, his wife, are the owners
of Lot No. 11, Block B, on the aforesaid Flat; and
WHEREAS, the said lots of land of the parties are separated by a 30-ft.
road as shown on the said plat, which road is not improved and is not a ~art of
the Secondary Highway System of this County; and
WHEREAS, the s~id owners now desire that the portion of the said unnamed
30-foot road extending westwardly f~om the Richmond-Petersburg Turnpike between
their respective lots, for a distance of 165.38 feet, more or less, to a 10-foot
alley, be vacated; and
WHEREAS, the said parties are the only owners of properties abutting the
part of the said unnamed road to be vacated and such vacation does not abridge
or destroy any of the rights of privileges of other property owners within the
bounds of the area of land shown on the plat;
NOW, THEREFORE, BE IT RESOLVED:
That the Board of Supervisors. of Chesterfield County, Stateof Virginia,
do hereby approve the vacation of that portion of an unnamed 30-foot. road
extending westwardly from Richnond-Petersburg Turnpike for a distance of 165.38
feet, more or less, to a 10-foot. alley, as shown on a certain plat of survey
made by LaPrade Bros., Civil Engineers, entitled "MaD ~howing a Portion of 30-foot
Road to be Closed in Block B, the Viltage of Bensley i~ Chesterfield County,
Virginia."
This resolution is conditioned upon and shall become operative when the
aforemehtioned petitioners shall have executed and acknowledged for record on a
form approved by the Commonwealth's Attorney an appropriate declaration of
vacation. When such declaration of vacation has been anproved, the same shall
be recorded in the Clerk's Office Of the Circuit Court of this County and said
~ Clerk shall indicate the vacation on the margin of the recorded plan of the Village
of Bensley in Plat Book 3, pages 19~ and 195, and shall index same on the grantor
side of the General Index ~f deeds in the names of the parties to said instrument.
There was cited several problems attendant to the proposed improvement oh Cogbill i~
Road, .between Meadowbrook High School and Rt. 10 and it was cited that this project
had been incorporated into the Highway budget for the previous two years and no
action has been taken as of this date. On motion of Mr.Apperson, seconded by
M~r. Goyne, it is resolved that the Highway Department be requested to proceed with
the improvement of Cogbill Road as soon as possible.
On motion of Rir. Browning, seconded by Mr. Apperson, it is resolved that game claim
for R~rs. Catherine R. Roane for 7 sheep killed by dogs, in the amount of $1&O.OO
be and it hereby is approved for payment.
On motion of Mr. Goyne, seconded by Mr. Browning, it is resolved that the refund
to Mr. Ernest Lee Morgan be granted of one-half of the Trailer Tax paid since
he had to move this trailer on the order of the Board of Zoning Appeals.
On motion of Mr. Apperson, seconded by Mr. Browning, the following erroneous tax

Ri~. George ~.~. Smith comes before the Board requ~stin~ g a Variance to allow the
construction o~f a dwelling fronting on a 50-ft. proposed road, leading eastwardly
from the Newby's Bridge Road as shown on a plat filed with the Board's papers.
Upon consideration whereof, and on motion of Mm. Apperson, seconded by Mr. Bro;.-~ning,
it is resolved that a Variance be granted to Mr. Smith to allow the construction
of a dwelling on said lot with the provision that if any further developments
or if he sells said house,the road must be completed to meet the State's specifications
and the Planning Commission must approve the division of the property.
On motion of ~r.Britton, seconded by Mr. Coyne, it is resolved that a Variance be
granted to Mr. Curtis L.Rudol~h to build a commercial establishment on a 50-ft.
right of way tob~~ dedicated by Mt. Rudolph, leading westwardly from the ~'arwick
Road, lying approximately ?O0 feet north of Rt.360, provided said right of ~ay is
improved to meet the specifications of the Highway Department.
On motion of Mr.Apperson, seconded by Mr.Browning, it is resolved that the request
for street lights in Forest Glenn Circle and ~entralia Gardens be referred to the
Street Light Committee.
On motion of Mr. Goyne, seconded by Rlr.ADperson, it is resolved that the request
of .the Chester Fire ~epartment be referred to the Fire Committee.
Mt. Browning discussed the possibility of creating a new Fire Depatment at the end
of Hickory Road, particularly in regard to procedure for establishing same.
On motion of Mr~ Britton, seconded by Mr. Apperson, it is resolved that the request
of the..Hazen Memorial Library in Bon Air for a water connection be granted, subjec$
to the aoproval of the Library Board of the County.
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the ~?um of
~625.O0 be given to th~ Richmond Regional Planning Commission as the County,s
additional share in the last quarter for financing the increased program of this
Co,mi ss ion.
On motion of Mr. Apperson, seconded by Mr. Goyne, it is resolved that the sum of
$2500.00 be appropriated from the unappropriated s~rplus of the County to the
Circuit Court Clerk's Office for micro-filming.
There arose a discussion as to the ,n~ecessity for the Board to meet twice a month
in all-day sessions, i~,r. Browning makes a motion which was seconded bM Mr. Goyne:
That the second meeting presently scheduled in the month be an all-day meeting
starting at 9:00 A.M.
Mr. Apperson make~ a substitute motion, which was seconded by ~r. Martin:
That the matter of meeting at 9:00 a.m. on the fourth Thursday in the month be
tabled to a later time.
A vote being taken on the substitute motion - ~r. Goyne and Mr.Browning vote Nay.
All other members vote Yea. ~-
66-9. In Dale R~gisterial District R~r. T.C.Wingfield ~equests the rezoning from
Residentia!-2 to General Business (C-2) of a parcel of land of irregular shape,
fronting 130 feet on ~outelO and extending eastwardly 16~ feet at its furthermost
point, being approximately 1~0 feet north of Cogbill Rosd. However in light of
the fact thst ~¥[r.~ingfi~ld i~ not present and the Plannin~ Commission recommended
denial of this request, it is on motion of Mr. A~person, seconded by Mr. Britton,
resolved that the zoning request Of the aforedescribed parcel of land be and it
hereby is denied.
66-11. Mt. Carl L.Cash in Midlothian Magisterial District re.quests the rezoning
from Agricultural to General Business (C-2) of a 5-acre paree~ of land of
rectangular shape fronting 203 feet on Courthouse Road (Rt.653) and extending
eastwardly 1092 feet, being approximately 850 feet south of Route 60. However,
in light of the fact that Mt. Cash is not present and that the Planning Commission
recommended denial, it is on motion of Mr. Martin, seconded by Y~r. Britton,
resolved that the request on tbe aforedescribed psrcel of lan~ be and it herebxr
denied.
66-16. R~]r. P.L.Travis, representing Mrs. Edna W. Tate comes before the Board
requesting the rezoning from Residential-2 to General Business (C-2) of a
rectangular shaped p~rcel of land fronting 256 feet on Route 60 and extending
northwardly 251 feet along the eastern line of Wyck Street to a frontage of

approval of this request. Mr. Maurice cites a letter from ~lr.H.B.Walker to the
DuPont Company, and states that he will give Mr. Walker 10 feet as a buffer strip

of 150 feet along its northern property line and 269 feet along its western proper~y

66-25. Mr. Graham R.Daniels comes before the Board requesting the rezoning from

It was cited that the Planning Commission recommended approval.

Mr. ?lato Eliades, representing ~r. John Morgan, adjacent property owner, states
that zoning would disrupt the peace and tranquility of the neighborhood and
presents a petition signed by 12 people in the area opposed to this request.
Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Britton,
it is resolved that the request for rezoning on the aforedescribed parcel of land

66-26. Mr. R.P.Sowers, representing Mrs. Lena Fowlkes and Mr. ~.W.Howard and
Mr. L.F.Howard, applicants, comes before the Board requesting the re~oning from
Residential-2 to General Business (C-2) of an 8.7 a~re parcel of land of
irregular shape' fronting 872 feet on Turner Road {Rte. 650) and extending westwar~ly

Mr.Sowers explains the proposal and states that if a trucking concern could be

Sterling is building apartments costing ~600,000 on the west side of this tract
of land and will be seriously hurt by a trucking firm.
Mt. Howard Young, Mr. Richard Cox, Mr. James Cooper, Mrs. Clarence Holly, Mr.
Daniels and others oppose this request.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Martin,
it is resolved that this zoning request be denied.
It is here noted that Mr. Goyne abstains from voting.
66-gU. N~.George Sadler, representing the General Shale Products Corporation
comes before the Board requesting a Use Permit for the mining of clay on a parcel
of land of irregular shape consisting of approximately 109 acres fronting 948 fee~
on River Road {Rte. 602) and extending northwardly 6692feet, its ~western property
line being 5750 feet a~ong Sirloin Branoh; said parcel located approximately
5800 feet west of the intersection of Routes 602.and 676, and explains that the
operation on this parcel of land would be 200 feet from a public road, that Sunday
work would be excluded.
Upon consideration whereof, and on of Mt. Homer, seconded by Rlr. Britton, it is
resolved that the Use Permit for mining of clay on the aforedescribed parcel of
land be granted, provided the Use Permit would expire t0 years from thi~ date
and that the owners be allowed 12 months after expiration to rehabilitate the

The tentative budget for the County of Chesterfield for the fiscal year ending
June 30, 1967, was advertised in the Richmond Times-Dispatch on March 29, 1966
and April 13, 1966 was set as the date for a public hearing on said budget.
After a discussion of the County budget and on motion of Mt.Browning, seconded by
~r. Britton~ it is resolved that this Board of Supervisors of Chesterfield Gounty~
Virginia, held public hearings in ~ccordance with the resolution heretofore passe~
on March 9, 1966, for informative purposes, on the contemplated budget for the i.
