On motion of Mr.Apperson, seconded by Mr. Britton, it is resolved that the minutes
of April 13 , 1966, be and the same are hereby approved.
Mt. Graham Jennings, Attorney, for the applicant in the Zoning case 66-22, appears
before the Board to request a deferment and states that he notified the Board
and the opponents three days in a~vance of such a raquest, it is on motion of
Mr.Britton, seconded by Mr.A~person, resolved that the said zoning case be
continued to May 11, 1966.
On motion of Rjr.Browning, seconded by R~r.Britton, it is resolved that this Board
grant a Variance to Mr. Winston B.Gilliam to construct a dwelling on 1.24 acres
of land. with a private right of ~way to River Road in the vicinity of its inter-
section with the Atlantic Coast Line R~. tracks as shown on a plat drawn by
E.O.Wilkerson, dated A~ril 27, 1966, ~nd filed with the Board's papers.
On motion of Mr.Martin, seconded by Mr.Britton, it is resolved that this Board
award the contract No. AC-393A to the Conne!l Construction Company for ~he
installation of a 16" water line from Route 1~? to the new tank on Rt. ?1!.
Cn motion of Mr. Britton, seconded by Mr:Apperson, it is resolved that on the
approval of the County Engineer that the Bedford Subdivision be allowed to
connect 25 more homes to the ~resent water system with the prospect of the
2~" line being installed on Rt.360, in the very near future.
On motion of Mr.Apperson, seconded by ~lr.Britton, it is resolved that the
Treasurer~of the County be and he hereby is requested to t~ansfer $35~,OOO.O0
from the Meter Installation Fun~ to the Improvement, Replacement and Extension
Fund of t~e ~ster System.
On motion of Mr.Browning, seconded by Mr. Goyne, it is resolved that the letter
from the Federal Aviation Agency stating that the County does not need to light
its overhead tanks, be. and it hereby is received.
On motion of M~.Martin, senonded by Mt. Browning, it is resolved that this Board
allows the contractor to install water lines in the subdivision of Nottingham,
along Hickory Road, provided the subdivider pays one-half of the approximate
$1300.00 cost.
On motion of Mr. Apperson, seconded by Mr.Britton, it is resolved that tha County
Engineer be requested to discuss with the School administration the possibility
of fur~ishing more adequate fire protection to the Thomas Dale and Curtis
Elementary Schools and also other schools in the general area and to make some
recommendation to the Board as to what should be done.
On motion of Mr. Apperson, seconded by Mt. Browning, it is resolved that this Board
requests the School Board to consider the installation of adequate fire protectio~
on all new schools.
On motion of Y~r'.Apoerson, seconded by Mt. Browning, it is resolved that the Planning
Commission study the need for adequate fire protection for aoartment projects
and all other p~licly served buildings.
On motion of Mr. Martin, seconded by Mr. Britton, it is resolved t~t contract
S-66-2~ for the installation of sewer mains in the Greenfield Subdivision,
Section "C" be and it hereby is approved
On motion of Mr. Britton, seconded by Mr.Apperson, it is resolved that this Board
confirm the award of the contract 6102-28A1 for the installation of a force
main from the Powhite Creek Pumping Station to Lyttle and Barnes Construction
Company, who submitted the low bid of $130,6~3.35.
ii On motion of Mr. Apperson, seconded by Mr.Britton, it is resolved that this Board
schedule a tour of all water ~nd sewer facilities on May 6, 1966;
On moftion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the
following street light requests be and they hereby are referred to the Light
Committee:
1. Newkirk and Stockwood Road in ¥oodstock
2. Dudley Road in Victoria Hills
3. Corner of Petersburg and Snead Streets

On motion of Mr.Britton, seconded by Mr. Apperson, it is resolved that the Street
Light Committee's report recommending the installation of 15 street lights be and
it hereby is approved.
Thi day the Board received a recommendation from the Board of Equalization of

Real Estate assessments fhat the County Assessor, Mr.J.T.Rose, be allowed three
additional qualified appraisers. Upon consideration where, of, and on motion of
Rlr. Britton, seconded by ~[r.~artin, it is resolved that this recommendation be
received for further study,
~JHEREAS, it is apparent that the assessing Board of the County had increased real.
estate assessments in several locations in the County to a great degree, and
~fHEREAS, there are certain inequities that seem to be present in other locations,
it is on motion of Mr.Apperson, seconded by Mr. Britton, resolved that this Board
requests the County Assessor with the aid of the Executive Secretary to prepare
guide lines for more conservative assessment of real estate in Chesterfield ~County~
On motion of Mr. Anperson, seconded by Mr.Britton, ~t is resolved that the Executi~e
Secretary be authorized to seek a pri~e from the Michie City Publications Company
for bringing up to date the County's Code of Ordinances and to order additional
copies of the No.2 Volume.
On motion of R?r. Browning, seconded by Mr. Anperson, it is resolved that the County
PurChasing Agent be and he hereby is authorized to purchase a new truck for the
Ettrick Sanitary District.
On motion of Mr. Apperson, seconded by R~.Britton, it is resolved that the following

On motion of Mr. Browning, seconded by Mr.Apperson, it is resolved that the request
of the Progress-Index for advertising of the County of Chesterfield in the
Anniversary Edition of the Traveler, a military newspaper for Fort ~ee, be receive~
'for further study.
The Executive Secretary read a letter from Mr. B .V .Mason , Chairman of the Advisory
Policy Committee, requesting the Board to ap oint som

whereof, and onmotion of Mr. Apperson, seconded by Mt. Browning, it is resolved that
Mr. Goyne be appointed representative of the Board for this meeting.
Y~r. Poole, spokesman for a group of approximately 15 people from the ?oint O'Rocks
Road comes befor~ the Board requesting further study on the County's part for the
installation of water on said road, and states that approximately 65 people will
guarantee to connect to the County's water system should same be installed.
After much discussion, it was a~reed that the County Engineer would study this
proposition, and report at a later date.
Mr.Daugherty, of the Chester Fire Department, displays a seal somewhat altered
from the Board of Supervisors' seal of the County and requests that this be
approved for badges for the Chester Fire Department. Upon consideration whereof,
and on motion of Mr. Martin, seconde~ by Mr. Apperson, it is resolved that this
emblem be approved for all County Fire and Rescue Squa~s.

endorse such an ~gency and appoint representatives to a proposed Board to run such
an Agency. Upon consideration whereof, and ox motion of Mr. Goyne, seconded by
Mr. Martin, it is resolved that this matter be received .for further study.
WHEREAS, this Board of Supervisors has realized the need for expanding the water an~
sewer systems in the County to insure an orderly growth of the County, and
WHE~%EaS, the Board has asked that a referendum be set on May 10, 1966, to seek the
approval of said Bond Issues by the registered voters in the County,
NOW, THERE,%RE, BE iT RESOL'~, on motion of Mr. Goyne, seconded by Mr.Britton,
that this Board of. Supervisors unanimously records publicly its wholehearted
endorsement of this utility expansion. It asks that all citizens learn the
facts concerning the need for a good w~ster and sewer system; to study the advanta~e!s
that accrue to theCounty because of excellent utilities and vote and work for the~'
Bond Is~%ues to allow the County to continue to grow industrially and commercially
as well as residentially.
Mr.J.Monte !/~itliamson requests by letter that a Variance be granted to construct
a dwelling in Salisbury, whichdwelling would have two kitchens to be used
exclusively by his family and his mother and signed a statement that in no event
would this property be rented to any other parson outside of the family. Upon
consideration whereof, and on motion of Mt.Martin, it is resolved that a Variance
be granted to Mr. Williamson to construct a Dutch-Colonial type home with a small
apartment for his mother.
On motion of Mr. ApperSon, seconded by ~r.Browning, it is resolved that this Board
pay to the County ~Yelfare Department ~125 O0 for five air conditioners left in the
old Welfare Building. It is here noted that this is the State's share of the
value of these air conditioners.
On motiOn of Mr. Apperson, seconded by M~r. Goyne, it is resolved that the Purchasing
Agent be authorized to h~ve the driveway in front of the Clover Hill Fire Department
improved at a cost not to exceed ~1885.00.
On motion of Mr.Apperson, seconded by Mr. Britton, it is resolved that the following
Fire Committee report be ardthe same is hereby approved:
1. Purchase air brakes for a fire truck in Bon Air, at a
cost not to exceed ~1965.00.
2. Purchase certain hose for the Manchester Fire Department,
at an approximate cost of $1700.00.
Purchase hose for the Bon Air Fire Denartment in the amount
of $~07.oo.
Purchase equipment for the Chester Fire Department at a
cost of ~&66.00.
5. Purchase two all-purpose masks for th~ Matoaca Fire
Department at a cost of ~168.00.
6~ Purchase one Jet-~ nozzle and eduetor set for the Wagstaf£
Fire Department for the sum of ~290o00o
On motion of Mr. Browning~ seconded by ~lr.Britton, it is resolvedthat a Variance
be granted to Mr. Linwood L.Andrews for the remodeling of a building on Parcel,
Map 172, to replace a building fhat was burned, said Variance is necessary since
this 30-acre tract does not front on a State approved road.
On motion of Mr. Apperson, seconded by Mr.Browning, it is resolved that a Variance
be granted to Mr. Graham Hamilton to allow the construction of a dwelling off the
Lori Road, which dwelling will be approximately 1000 feet from Lori Road and is
made necessary because of unsuitable percolation of the soil in the general area.
On motion of R'lr.Browning, seconded by Rir. Apperson, it is resolved that the. d~ed of'
easements for the widening of Lee Street, be and the same is accepted by the Board

There was read aletter from Mr.M.S.Jones, Jr., Supt. of' the Atlantic Coast Line
RR.Company, w~ch letter concerned the reouest of the Board to study the need for
flashing light° at the intersection of th~ ACL.RR.with D~puy Road, near ~trlck.
Upon consideration whereof, and on motion of M'r.Browning, seconded by ~'v~r. Britton,
it is resolved that the Highway Denartment be requested to report the result of its
findings after' studying the problem with the Atlar. t~c Coast Line
on motion of ~'ir. Martin, seconde~ by [~h~.Browning, it is resolved that this Board
requests the Highway Department to build Rattlesnake Road in Bon Air, between
Ji~.y Winters and Pulliam 9treet, at a cost not to exceed $1510.00, and charge same
to the 3¢ Road Fund of theCounty, pro~'ided no County utilities are disturbed.
On motion of Mr. Br'itton, seconded bM Mr,Browning, it is resolved that t~is Board
requests the Judge of the Circuit Court, the Honorable ~filliam Old, to appoint
~h~.Frank Dickey .Watson, III, as a Police Officer for the County of Chesterfield.
And be it further~ resolved that Col. E.P.Gill be authorized to employ Louis F.
Butler, Jr. to be a Police Dispatcher.
There was read a letter from Dr. W.P.Wagner to the Board requesting some expansion
to the Health facilities. Upon consideration whereof, and on motion of Mr. Britt~n,
seconded by ~¥lr.Browning, it is resolved that this request be received and held for
further study.
Mr.E.C.Karpus makes a report on the previous year[s activities pertaining to baske$-
~alt instructions during the ~intertime and s proposal for the summer of 1966 in
which three playgrounds will be activities at Meadowbrook High School, Carver High
School, and in the Manchester area, with a man and ~oman supervisor for each,
and makes certain recommendations for improving the basketball program in the
various High schools in the wintertime~ On motion of Mt.Browning, Seconded by
Mr. Britton, it is resolved that this Board approves the request of Mr.KarDus to
establish playgrounds and basketball programs in t¼~ County of ChesterY'ield.
Mr. Goyne presented a r~.quest for the installation of sewers off the Harrowgate
Road to serve the mushrooming growth of the population in the vicinity of South
Street and Treely Road.

On motion of Mt. Browning, seconded by Mr. Apperson~ it is resolved that the Health
Department be requested to have a Rabies Cli~_ic in each Magisterial Dist~'ict at
least omce each year.
On motion of Mr. Britton, seconded by Mr.Martin~ it is resolved that this Board
adjourn at 6:55 p.m. to 9:00 a.m. on May 11~ 1966.~
