On motion of Mr.Apperson~ seconded by Mr. Brown~ing, it is resolved that the minutes
of August 10, 1966 be and they hereby are approved.
On motion of Mr.Britton, seconded by Mr. Apperson, it is resolved that the game

On motion of Mr.Britton, seconded by kr. Apperson, it is resolved that this Bo~rd
accepts the dedication of a widening~strip ef twenty (20) feet, lying east of ~he
existing twenty foot road, from Rt. cC to D~stributor Drive.

Road System, from a point at the northern end of ~'i'_t. IS67~ .20 of a mile north
of Rt.6OD, .0~ of a mile northwardly to a dead end.
On motion of ?~r.~pperson, seconded by ;',lr.Britbon, it is resolved that the report
of the State ForestrM Department showing the number of forest fires in the County~i
be filed with the Board's pa~ers.
On motion of ~.5'ir. Goyne, seconded by [vk..Apperson, it is resolved that t~is Board
grant to the Bellwood Penetecostai Holiness Church a Variance to allow the
construction of a Church addition 8.6 feet ~'rom an unimf}roved ri6ht of way called
Park Place, as shown on a survey made by E.r. Seargent, ~ated Aus;ist 2~, 1966 and
filed with the papers of this Board.
On motion of Mr. Apperson, seconded by Mr. Drowning, it is resolved that this Board
approves the request of the Chestergield Credit Union for temporary quarters
on the ~hird floor of the new office building.
~,'~. Frank P. Burton presents a letter and a petition requesting the installation
of drain tile in the drainage ditches leading from the Southside Plaza across a
portion of Woodstock, and presented evidenceto show that the real estate values
in the area were considerable and that these improvements were justified.
it was generally agreed that this matter would be ~eferredto the Highway Department
and that this Board would request the Highway ~epartment to maintain the ditch
in better fashion.
Mr. Grady Prentice comes before the Board requesting that the County share in the
improvement of the roadway system intothe Fair grounds, and it was cited that the
improvements were in accordance with the Master Plan of developing the Courthouse
area, it is on motion of Mr. Anperson, seconded by Mr.Goyne, resolved that this Boar~
shares 50¢ of tKe cost of constructing a dual lane roadway from Lori Road to the
Fair Grounds. It is here noted that Mr.Browning votes "No".
On motion of Mr. Britton, seconded by I~r. Apper:.~on, the following street light
requests are referred to the Street Light Oommittee:

On motion of RYr. Britton, seconded by Mr.A~person, it is resolved that the Highway
Department be and it hereby is requested to accept the following roads into the
State Secondary System:
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon its examination of Loyal avenue, Foster Avenue, Gandy
Avenue, Sheffield Place, College P~rkAvenue, and Jarrett Circle, in College Park
Sub, division, Matoacq Magisterial District, which shows that in the opinion of the
County Road Engineer it is expedient that said roads be established an public roads.
Upon consideration whereof, and on motion of Mr.Browning, it is resolved that Loyal
Avenue, Foster Avenue, Gandy Avenue, Sheffield Place, College Park Avenue and. Jarrett
Circle, in the College Park Subdivision, Matoaca District, be and they hereby are
established as public roads.
And be it further resolved, that the Virginia Department of Highways, be, and it
hereby is requested to take into the Secondary RoadSystem, Loyal ~venue, from a
point on Rt. 1106, .03 of a mile west of its intersection with Rt. 1105, southwardiy
· 06 of amile .to the inter~ection of Foster Avenue, thence southwardly and eastwardly
.17 of a mile to Gandy Avenue; Foster Avenue, from a point on Loyal Avenue, .06 of
a mile south of its intersection with Rt. 1106, eastwardly .07 miles to its inter-'
section with Gandy Avenue, thence .05 of a mile. eastwardly to College Park Avenue~
Gandyavenue, from apoint on Foster Avenue, .07 of a mile east of the intersection
with Loyal Avenue southwardly .08 of a mile to the intersection of Sheffield Place,
thence southwardly .10 of a mile to a dead end; Sheffield Place, from a point on
Gandy Avenue, .08 of a mile south of its intersection with Foster Avenue, eastwardly

of a mile west of its intersection with Rt. 1157, southwardly .06 of a mile to the

and 100 feet wide. These roads serve 18 houses.
And be it further resolved that the Board of Supervisors guaraantees to the Virginia
Department of Highways a 50-ft. right ~f way for these roads. Plat recorded in

This day the County Road Engineer in accordance with directions from this Board

shows that ~n the opinion of the County Road Engineer it is expedient that said
roads be established as public roads.
Upon consideration.whereof, and on motion of ~'ir.Britton, it is resolved that Winter
Road, Holdcroft Road and ~icDowell Road, in ?~arwick Acres,Section "C", Manchester
District, be and they hereby are established as public roads.
And beit further resolved, that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary RoadSystem, Winter Road, from the
intersection of Rt.212~ and ~t. 2125, westwardly .20 of a mile to McD0weil Road;

This day the County Road Engineer in accordance with directions from 'this

Shields Property, Bermuda }lagisterial District, which shows that in the opinion
of the County Road Engineer, it is expedient that said roads be established as
public roads.
Upon consideration whereof, and on motion of Y~.Govne, it is resolved that Oak Lan.e
and S?~ield ~oad in the Shields Property, Bermuda District, be and they ~erebv are
established as public roads. '
And be it further resolved, that the Virginia Department of Highways be and it
hereby is requestad to take into the Secondary Road System, Oak Lane, from a poin~
on Rt.616, .09 of a mile west of its intersection with Rt. 1 and Rt.30!, northwardly
.15 of a mile tn the intersection of Shield Road thence northwar~!ly .03 of a mile
to a dead end; Shield Road, from a point on Rt. 1 and Rt.3Ol~ .17 of a mile
north of its intersection with Rt. 616 westwardly .09 of a mile to the intersection
of Oak Lane,thence .~03 .of s mile westwardly to a dead end. These roads serve 5
houmes.
And be it further resolved, that the Board of Supervisors guarantees to the
Virginia Department of Highways a 50-ft. right of way for these roa~s. Plat
recorded in Plat Book 7, page 85, ~4arch, 1939.
This day the County Road Ensineer in accordance with directions from this Board
made report in writing upon his examination of Daniels Street and Gill Street,
in Chester, Bermuda Magisterial District, which shows that in the opinion of the
County Road Engineer it is expedient that said roads be established as public roa~s.
Upon consideration whereof, and on motion of Mr.Goyne, it is resolved that Daniels
Street and GillStreet in Chester, Bermuda District, be and they hereby are established
as public roads.
And be it further resolved, that the Virginia Department of ~ighways be and it
hereby is requested to take into the Secondary Road System, Daniels Street, from
a point on Rt.1515,.2& of a mile east of the intersection with Rt. 1530 northwardly
.08 of a mile to Rt. 1522; Gill Street;from a point on Rt. 1515, ,13 offs mile
west of its intersection with ~qt. 616, .07 of a mile southwardly to a dead end.

And be it further resolved, that the Board of Supervisors guarantees to the Virginia

On motion of Mr Apperson, seconded by Mr. Browning, it is resolved that the
request of the Treasurer for furniture amd equipment amounting to ~1650.OO.~be and
it hereby is approved, provided the State pays its proportionate share.
Mr. g.T.Rose, County Assessor, comes before the Board citing the fac% that a
sampling of the sales indicated that the appraised value was ~0~ of the sale price
which seemed to indicate that the property in the County of Chesterfield was not
overassessed, and mad~e a plea for additional personnel in order that his depar%men.~
function in a more efficient manner.
Upon consideration whereof, and on motion of Mr.Goyne, seconded by ~tr. Martin,
it is resolved that Mr. Rose be authorized to hire one additional clerk and one
additional appraiser over and above the budget approved for the Assessing Departmeat.
~{r. Fairchock comes before the Board requesting a Variance from the subdivision
Ordinance to allow the construction of a dwelling on a 15-ft. wide easement near
the Gregory's Mill Pond. Upon consideration whereof, and on motion of Mr.
Apperson~ seconded by ~r. Goyne, it is resolved that the request be aDproved,
subject to further ¢~learance by the Supervisor of the District and provided
Mr. Fairchock will give a letter to the Cc. unty stating that no request will be ma~
for road improvements.
On motion of Mr.[Britton, seconded by Mr. ADperson, it is resolved that the s%andar~
water contract for the in,radiation of .water in the Bedford Subdivision in the
amount of ~6218~O0 be amd it hereby is approved.
On motion of Mr. Martin, seconded by Mr. Goyne, it is resolved that a sDecia!
water contract AC-&27 for the installation of water in Spring Hill Subdivision
in the amount of $33,29&.22, be, and it hereby is approved.
On motion of Mr.Apperson, seconded by Mr. Goyne, it is resolved that contract
..'C-&2& for the instellation of water and gas in the Meadowdale Boulevard in the
amount of $51,9~6.80 be and it hereby is approved
on motion of Mw. kartin, seconded by Mr. Britton, it is resolved that the Agreement
between the County of Chesterfield and J.J.Jewett and others for the installation
of a well in the Spring Hill Subdivision, be a~nd it hereby is approved.
On motion of F_r. Martin, seconded by Mr. Britton, it is 'resolved that this Board
accepts a deed from the Bar Corporation for a well lot in the ~.~rrowhea~ Subdivision.
On motion of ~m. Apperson, seconded by ~ir. Goyne, it is resolved that contract

Use Agreement between the County anU Tank Lines, Inc. for t. he use of sanitary
sewers be and it hereby is ap?roved, subject to the spy:royal of the Co~.onwealth's

On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that contract
S-66-46~ for the installation of sewer service lines in the Enon Subdivision

There arose a discussion concerning the ame..~,.dment o£ Section ~ ~co '? e
Code which would eliminate the exemption on 'the sales of heat, light and power
for industrial purposes for the contract demand of I00 kw or mope, and it was cited
that said exemption would bring in approximately 815~000 additional revenue per
year. Upon consideration whereof, and om motion of Mr. Apperson, seconded by
Kr. Srowning, it is }~esolved that this ~atter be deferred until taxes are again
considered,

License inspector, be a~nd he hereby is authorized to attend the Local Government
Of.ficials Conferen. ce in Charlottesville, Virginia.
~I On motion of Kr. Goyne, seconded by Mr.A~person, it is resolved that the Executi~-e
,. Secretary be and he hereby is requested to write to ~h~ Mayor of the City of
~ Hopewell and ~he Chairman of the Board of Supervisors of Prince George County,
an a~tempt to arrange a meeting withsaid localities to consider further the naming
~i of the new bridge which spans the Appomattox River at Rt. 10.
~ On motion of Hr. Goyne, seconded by Mr.Browning, it is resolved that the Commonwealth's
Attorney be and he hereby is requested to review the complaints concerning the
noise generated by motor bikes and motorcycles and r~port to this Board any
possible action which could be taken to alleviate this condition.
On motion of Mr. Goyne, seconded by Mr. Browning, it is resolved that this Board
requests the Building Inspector to view the structure known as the Eyler garage
in Chester and report to this Board the results of his investigation.
On motion o'f Mr.Goyne, seconded by Mr.Apperson, it is resolved that this Board
