Mobile Home ReportMOBILE HOME REPORT The Board of Supervisors of the County of Chesterfield, on September 26, 1984, beginning at 2:00 p.m. in the County Board Room at Chesterfield Courthouse, Virginia, will take under consideration the granting of a Mobile Home Permit on the parcel of land described herein. It shall be the policy of the Board of Supervisors that approval of a mobile home permit to park a mobile home on a parcel of land shall be subject to com- pliance with the following standard conditions: Be e o Ye The applicant shall be the. owner and occupant of the mobile home. No lot or parcel may be rented or leased for use as a mobile home site, nor shall any mobile home be used for rental property. Only one (1) mo- bile home shall be permitted to be parked on an individual lot or parcel. The minimum lot size, yard setbacks, required front yard, and other zon- ing requirements of the applicable zoning district shall be complied with, except that ~o mobile home shall be located closer than 20 feet to any existing residence. No additional permanentmtype living space may be added onto a mobile home. Ail mobile homes shall be skirted but shall mot be placed on a permanent foundation. Where public (County) water and/or sewer are.available, they shall be used. Upon being granted a Mobile Home Permit, the applicant shall then obtain the necessary permits from the Office of the Building Official. This shall be done prior to the installation or relocation of the mobile home. Any violation of the above conditions shall be grounds for revocation of the Mobile Home Permit. '84S165: CLAYTON L. RAMEY Bermuda Magisterial District Tax Map 81-16 (5) Central Park, Block 9, Lots 33 and 34 and better known as 10032 Brightwood Avenue (Sheet 23). The applicant requests a Mobile Home Permit to park a mobile home on property which he owns. This lot is served by County water and sewer. One (1) adjacent property owner (O'Connell) states objection to this request. Three (3) adjacent property owners (Johnson, Nicholas, Bartle) have not signed this request, which is for five (5) years. Staff finds there are five (5) mobile homes located within one-half mile of this property. Homes in the gen- eral area of this request are in the $30,000 price range. This request appears to be out of character with the neighborhood. This request is located in an area designated for residential use. Adjacent property is zoned Residential (R-7). Development in this area gives the neighborhood a stable residential character. Because of the present develop- ment in this area, Staff ~cannot support this request. STAFF RECOMMENDS DENIAL. However, if the Board sees fit to approve this re- quest, Staff believes that the Board should advise the applicant to look upon this request as a temporary dwelling which may or may not necessarily be renewed. CASE HISTORY 8 22 84 The Board deferred this request 30 days because the applicant was not present at the hearing. '84S166: SARAH E. MADISON Bermuda Magisterial District Tax Map 81-16 (5) Central Park, Block 9, Lots 35 - 36 and better known as 10030 Brightwood Avenue (Sheet 23). The applicant requests a Mobile Home Permit to park a mobile home on property which belongs to Clayton Ramey, son of the applicant. This lot is served by County water and sewer. One (1) adjacent property owner (O'Connell) states objection to this request. Three (3) adjacent property owners (Johnson, Nicholas, Bartle) have not signed this request, which is for five (5) years. GARRIS Bermuda Magisterial District Tax Map 67-3 (1) Parcel 12 and better known as 2679 Drewry's Bluff Road (Sheet 23). The applicant requests renewal of a Mobile Home Permit to park a mobile home on property which he owns. The Health Department reports no environmental health hazard in existence. One (1) adjacent property owner (Cartes) has not signed this request, which is for five (5) years. Permits issued: 1977 and 1979. STAFF RECOMMENDS APPROVAL OF THIS REQUEST, subject to standard conditions 1 through 7, as listed herein. 84SR182: JESSE AND HILDA SCRUGGS Bermuda Magisterial District Tax Map 118-9 (4) Westover Farms, Lot B, and better known as 331 East Hundred Road (Sheet 33). The applicants request renewal of a Mobile Home Permit to park a mobile home on property which they own. The Health Department reports no environmental health hazard in existence. Adjacent property owners state no objection to this request, which is for five (5) years. First permit issued in 1979. In 1979, the Board approved this request for Mr. Scruggs because his dwelling had burned down. The Board recognized the property was zoned commercially; however, this was an emergency situation which warranted permitting the trailer to be parked on commercial property until Mr. Scruggs could rebuild his dwelling. Staff finds, to date, Mr. Scruggs has made no headway in rebuilding his dwelling. In view of this, Staff believes the Board should 3 9/26/84/BSAUG4/ZZZ advise the applicant to look upon this request as a temporary dwelling and, if approved, it may or may not necessarily be renewed. STAFF RECOMMENDS APPROVAL OF THIS REQUEST FOR A PERIOD OF TWO (2) YEARS, sub- ject to standard conditions 1 through 7, as listed herein. 84SR183: FRED O. PARKER, III Bermuda Magisterial District Tax Map 136-14 (1) Parcel 3 and better known as 2508 Sculley Road (Sheet 44). The applicant requests renewal of a Mobile Home Permit to park a mobile home on property which belongs to Mrs. Hawley, mother of the applicant. The Health Department reports no environmental health hazard in existence. Adjacent property owners state no objection to this request, which is for five (5) years. First permit was issued in 1979. STAFF RECOMMENDS APPROVAL OF THIS REQUEST, subject to standard conditions 1 through 7, as listed herein.
