This day a delegation from Loyal Avenue in Matoaca District comes before the Board
requesting improvements to the water line, streets, mail delivery and street
lights. Upon consideration whereof, and on motion of Mr.Hagerman, seconded by
Mr.Goyne, it is resolved that this Board request the Highway Department to hard-
surface Loyal Avenue at a cost not to exceed ,$600.00, said cost to be charged to
the 3¢ Road Fund of the County.
And be it further resolved, that one-half of this estimated cost be paid by the
citizens of the area.
On motion of Mr.Hagerman, seconded by Mr. Goyne, it is resolved that the Executive
Secretary be and he hereby is requested to discuss with Chief Smith the traffic
violations at the corner of Loyal Avenue and River Road. Upon consideration
whereof, and on motion of Mr.Hagerman, seconded by Rir. Goyne, it is resolved that
the ExecutiveSecretary write to the Post Office Department requesting door-to-
door mail delivery for the 22 houses on Loyal Avenue.
The Chairman hereby appoints Mr. Hagerman, the Executive Secretary and the County
Engineer to stud~ the request for the improvement of water service and investigate
further the matter of additional street lights.

.come before the Board in behalf of Mr. Lecky, part owner of the proposed Walthatl
Industrial Park, requesting the Board of Supervisors to give general approval
of the plann,,ing concerning the additional rights of way connecting the Industrial
,Park with R~i. Upon consideration whereof, and on motion of Mr. Goyne, seconded
,by Mr.Driskill, it is resolved that this Board give tentative approval to tbs plan
pertaining to the new locations of roads connecting the Industrial Park with
Rt.#l, and request the Highway Department to make a detailed study and report on
the feasibility of this plan.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that this Board re-
d, est the Highway Department to treat the southern half of Barlen Drive with calcium
chloride and charge same to the3¢ Road Fund of the County.
It is here noted that the subdivider will pay the entir"e cost of this calcium
chloride treatment.
The ExecutiveSecretary read a letter from the Highway Department , which says in
part, that the request for limiting the speed on the Norther~2~Road or Turner Road was
not justified, which letter is ordered filed with the Board's papers.
~his day the Executi~eSecretary presented a letter citing the fact that it would
6est ~1650.00 to conotruct a sidewalk on the north side of River Road in Ettrick
as per the request.
It was generally agreed that a letter be written informing the citizens of this
COSt.
Mr. Stanley Hague briefly discussed the right of way of the road going into Mr.
Drumheller's property. On motion of t;~r. Hague, seconded by Mr. Hagerman, it is
resolved that this Board authorize Mr. Drumheller to keep up the road and make such
improvements as are necessary on the road, leading from Walker Road to his property
in Dale District.
This day Mr. Lancaster, Resident Engineer, reported that the Federal Aid Projects

This day Or.E.C.Gates, Health Director, comes before the Board again requesting
funds to hire an additional hurse in the County. On motion of Mr. Goyne, seconded

City Of Petersburg, citing the action off the Committee which met to discuss the

consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Driskill, it is
resolved that this Board endorse the recommendations of the ",'ater Authority
Con~nittee and express its approval of the actions taken.
This day Mr. L.E.McAllister, Sr. comes before the Board requesting a Use Permit
to operate a trailer court on an irregular parcel of land fronting 97 feet 'on
Rt.60 and extefiding southwardly 548 feet, being 364 feet across the rear line
and being 1400 feet of the Arch Road in Midlothian DistriOt, and there appearing
no opposition to this request, upon consideration whereof, and on motion of Mr.
Driskill, ~conded by Mr. Britton, it is resolved- that a Use Permit for a trailer

This day the Executive Secretary cited the fact to the Board that Er. Ed T.Justis,
had withdrawn his re~ues~ for a Use Permit to construct two duplex homes on
a parcel of land fronting 200 feet on ilt. 10 and extending westwardly 210 feet,
said parcel being 400 £eet south of Rock §prings Drive in Dale Magiste;~ial
District.
This day Mr.~Villard E. Lee comes before the Board seeking ~. Use Permit to build
three duplex houses in Midlothian Iqagisterisl District, on a ~rcel of t~md
fronting 315 feet on ~illis Road and extending eastwardly 200 feet along the
north line of "B" Street. Comes also, lvlr. R. P. Sowers, representing the
property owners in the area, maintaining that single family residerces had been

Magisterial District, fronting 390 feet on the west side of Hopkins Road and
400 feet on the east side of the Pompey Spring Road, at the intersection cf
the said two roads. And there appezring no one in opposition to this request,
upon consideration whereof, and on motion of Mr. Britton, secor~ed by Mr. Hague,
it is resolved that this Board approve the request to rezone the aforedesci~ibed

requesting a Use Permit to dig gravel on a parcel of land in ~]anchest~er ~,~msterzal
District, fronting 560 feet on the Hey Road and extending eastwardly approximately
~00 feet, said parcel being 700 feet south of Old Broad Rock Road. And there
appearing a number of resident s of the ~ rea, all signifying general agreement
to the conditions as set out in a letter of Junell, 1959, imposed on Mr. Shoosmith
for the digging of gravel in this area. Upon consideration whereof, and on
motion of ~,~r.Britton, seconded by ~p. Hague, it is resolved that this Board grant
Mr. Shoosmith a Use Permit to dig gravel in the aforedescribed parcel, of land, upon
conditions as set out in the letter dated June 11, 19~9.
It is here noted that Mr. Shoosmith agrees to stop work at 5:~O p.m. and to have no
Saturday work at this location.
T~is day the representative of the Beach Community Grange come before the Board
requesting a Use Permit to construct and operate a Community Center on a parcel
of land in Dale Magisterial District, fronting 150 feet on the Bundle Road and
extending eastwardl~ 162 feet, said yarcel being ~00 feet north of Rt.626, and
there appel, ring no one in opposition to thins request, upon consideration whereof,
and on motion of Mt. Hague, seconded by Mr.Goyne, it is remolved that this Board
grant a Use Permit to construct and operate a 6ommunity C~nter on the aforedescribed
parcel of land.

that he had completed the calculation of the assessed value of real estate in the
proposed sanitary district, and the value of said property is ~35,56~,8~5.O0 and
further, Mr. Rose reported in writing that his office had assessed during the

add itions.
A ]~tter frown Dr. L.G. MatthewS was read by Mr. Goyne, complimenting the Board on
its action in obtaining a new water line in Chester, which letter was re~'e.ived
and filed.
On motionof Mr. Hagerman, seconded by ~k~.Driskill, it is resolved that the Executive
Secretary be and he hereby is authorized to leave on vacation from July 2Otb
through July ~th.
This day Yir. L.A.Williams comes before the Board requesting the Board to allow
him to connect his radio tothe fire frequency of the County, citing the fact that
as ~.~onservator of Peace, such a radio would be highly beneficial ~n his work.
Upon consideration whereof, and on motion of Mr. Goyne, secorfled by ~ir. Hague, it
is resolved that this Board approve the request to put Yh'.Willi~mms on the fire
frequency, provided the Chief of Police does not object.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this Board
express its thanks to the Cheste-r FireDepartment for settling the dust on Rt. #10
during the constructionof the sewer line for the new school.
Mr. Goyne read a letter from Mrs.Bernar~~ R. Huband, complaining about the water
system and the water rates, which letter was received and filed.
This day Mr. Goyne and Mt. Hague, being the GOn~uittee appointed by the Chairman
to interview Mr.Walker on the proposed hiring of an ad0itional employee on a full-
time basis, reported that they had interviewed Y~.~A~alker and recommended that the
Board approve of the action of the Commissioner of Revenue. On motion of Mr.
Goyne, seconded by Mr. Britton, it is resolved that this Board approve the reque~
of the Commissioner of Revenue to hire the present part-time employee on a full-
time basis at a salary of $3120.00. It is understood that this amount has been
provided for in the current budget of the office of the Commissioner of Revenue.
.On motionof R'ir.Britton, seconfled by Mr. Hagerman, it is resolved that this Board
change the name of Glencoe:.Street to Carnation Street in Pinehurst Subdivision,
~'ian chest er District.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the Executive
Secretary be and he hereby is requested to give a copy of the minutes to all
of the constitutional officers at the Court House.
On motion of Mr.Driskill, seconded by Mr. Goyn~, it is resolved that this Board
give ~300oO0 to the Sheltering Arms Hispital.
On motion of ~[r. Hagerman, seconded by Mr.Driskill, it is resolved that the minutes
of m~tings of May 8, 13, 26 and 28 and June 10 and 19th, be and the same are
hereby approved.
