Upon consideration whereof, and on motion of Mr. Goyne, secohded by Mr. Driskill, it is resolved that this Board request the Highway Department to study the drainage in the Bellwood Manor area and determine the responsibility for correcting the existing condition. WHEREAS, it has been reported that several deaths have occurred on Rt. 1 in recent weeks, and ]~EREAS, the increase in the speed limit is the apparent cause for several serious accidents, Now, Therefore, Be it Resolved, on motion of Mr. Goyne. seconded by Mr.Hague, that this Board request the Virginia State Department of Highways to again limit the speed on U.S.Rt. 1 to 4~-mph. On motion of I'.~r.Britton, seconded by Mr. Driskill, BE IT RESOLVED: The Board Of Supervisors doth hereby declare as a policy of this Board that on and after the effective date of this resolution, the Board will authorize the installation of water extensions to extend the County?s water system at the exoensx of developers and refund to developers the total cost or a part thereof out of connection charges made on said lines in accordance with the followin~ policy: 1. The County shall determine the fea. sibility of ell requests for water extensions, and no extension will be made unless such extension is determined to be in the best interest of the County. 2. No water line extensions or ins tal]z~tions shall be made without a contract with the County. Every s~ch contract shall provide for the developer depositing the estimated cost of' such extension with County, the furnishing of all necessary rights of way by developer: title to such extension to vest in the County upon completion of t~e construction; and refund provisions to be null and void and of no effect if the County is prohibited from collecting connection charges and any such refund provisions provided shall be deemed seoarable from the remaining covenants, obligations and agreaments a~d shall in no way affect the validity of the other provisions of the agreement. The County shall approve the size, type, location and material of all water mains and other facilities, and they shall be instal]sd in accordance with County standards and specifications. Ail contractors installing such facilities shall be aoproved by the County. If private contractors install such facilities, cost of such installation shall, within thirty (30) ~ays of completion, be filed with the County. 3. The entire cost, including the actual cost incurred and paid by the County plus a fixed overhead charge of 10%~, of e~tendin~ Water mains shall be paid for by the person or persons makin~ the extensions. The County will pay the difference in cost between an eight (~) inch main and a larger size main installed, except when it is determined that a larger si~ main is needed to serve the property bein~ developed. The difference in cost between the 8-inch main and the larger main installed shall be the differ'ence in material and ~bor cost, as determined by the CountF. 4. ~Vhenwa~er lines are installed in a subdivision at developer's cost, a reimbursement of $100.00 for each service connection made within the subdivision shall be allowed. The reduction of $100.00 for each service connection shall be allowed when application is made for service. The reduction shall apply to developer or to persons making application to connect property located within the boundaries of said property covered by the extension contract. 5. An additional reimbursement of $100.00 for each service connection within the property being d~veloped shall be made for water line extensions outside the development when the extension will also serv~ property between developer and source of water. This additional refund of ~100.00 will apply to large siz~ mains, over eight inches in size installed within or withou~the developer's property when the County requires a larger main and does not have the caoital to install the larger siz~ main and the developer wishes to finance the installation thereof. T~his cost shall be as determined by the County. No refund will be ma de for an extension of two hundred feet or less. %'~nen a refund is requested onan extension, the developer shall furnish a plat of the tract of land to be developed showing boundaries, title to the prpperty and s~c h other information required by County. The area to be covered in the refund must be approved by' the Board of Supervisors. In no case will the amount of reimbursement exceed the cost of the extension. No refunds shall bemade after the exDiration of five (5) years from the date of approval of the contract. The refund shall be paid to developer. 6. No reimbursement shall be made for connections to existing water lines except under the following conditions: (a) ~Vhen water lines are installed by the County with bond funds, ~the connection charges willbe reduced by $100.00 if the connection is aoplied for within thirty (30) days after water service becomes available. (b) ?~hen the cost of installing the water lines was borne by the developer and no refund of this cost has been made or is to be made by the County, the connection charge will be reduced by $ioo.oo. 7. Reimbursement to developers under all existin~ extension policy contracts shall continue in effect and the reimbursement to be paid as provided herein shall only apply to e~tensions made subsequent to the effective date of this ordinance. $. The developer shall be required to cu~ all streets and install water lines in all streets within a subdivision, unless soecifically exempted by the County. 9. In order to qualify for a refund of $100.00 for a connection within a new subdivision, the service line must be installed prior to the road beir~ surface trea~ed and being taken into the State Highway Department$~ Secondary Xoad System. 10. All reimbursements due as additional reimbursements as provided in Section 5 hereof, shall be paid monthly to those entitled to be reimbursed in accordance with the provisions herein. 11. The County will ordinarily install the serEice connection and the meter at the same time. By writtenagreement with the County, the developer may have all of the serMice connections, with the exception of the meters, installed by depositing the cost of labor and materials as determined by the County. At the time water service is requested at the premise, the additional amount due shall be paid and themeter will be instal/sd bythe County. The developer shall furnish lot and corner markers for the installation of water mains and water meters. The developer shall also set grade stakes giving the elevation of the finished grade at the top of the meter box. The meDer box should be one to six inches above the finished grade of the yard. The developer shall be res~onsible for any damage to the meter service during construction. A minimum charge of will be made to raise or ~lower meter boxes. When it is necessary to raise or lower the water service, this work will be done at cost plus ].5 per cent. Add to"3". A separate service shall ~e required for each house, each unit of duplex homes or separate business establishments. Where one meter serves a trailer court, apartment or or'her property approved by the Board, the County shall require a minimum water service charge for each unit served on said property. This day a~ain the matter of rezoning Shady Springs Subdivision to Residential-2 comes before the Board, and there appearing no one to propose the rezoning of this tract~ upon consideration whereof, and on motionof Mr. Hague, seconded by Mr.Goyne, it is resolved that the request for rezoning Shady Springs Subdivision to Residential-2 be postponed for 602days. This day the Executive Secretary read a letter from the Wagstaff Circle Volunteer Fire Department requesting the Board's approval of its purchase of a 2500-gallon water truc~, and further requesting that the Board insure said trucks in its fleet polic.~ and to furnish 10 tires and tubes to go on the new chassis.
