This day Mr. R.V. Lancaster, Resident Engineer, Virginia Department of Highways.
reported that it would cost ~400.O0 to grade and sSabilize approximately 360 fei
of Dublin Street, east of Arcadia Street. Upon consideration whereof, and on
motion ~f Mr. Britton, seconded by Mr. Driskill~ it is resolved that this Board
request the Highway Department to improve this portion of Dublin Street and
charge same to the 3¢ Road Fund of the County.
and be it further remlved that the above resolution be rent to the Highway
Department upon receipt of one-half of the estimated cost from the citizens of
the area.
This day there was read a letter from ~'lr. R.V.Lancaster, Resident Engineer,
citing the fact that the Highway Department had made an investigation of the
traffic at the intersection of Rto360 and Rt.644 and had concluded that a
traffic signal requested by this Board was not warranted at this intersection,
which letter was received and filed with the Board's papers.
This day there was read a letter from Mr.R.V.Lancaster, Resident Engineer~
citin~ the fact that the District Traffic Engineer of~the Highway Department
hade made a study of the Cherokee Road traffic and had concluded that signs
warning motorist of school bus stops were not needed.
Upon consideration whereof, and on motion of Mr. Britton~ seconded by ~ir.
Driskill~ it is resolved that this Board request the Highway Department to
approve the installation of "~chool Children Loading" signs on private property
~nd have said signs irs tailed at the County's expense if State a~proval can be
obtained.
On motion of Mr. Britton,seconded by ]~r. H~ ue, it is resolved thav this Board
requc~ th~.~ highway Departmen~ to improve Luray Road, leading eastwardly from
Rt. 161 at a price not to exceed ~50.O0 and charge same to the 3¢ Road Fun~
of the County.
And be it further resolved that this resolution be sent to the ~ighway Departme~
upon receipt of 50~ of the estimated cost of improving Luray Road and provided
further that the right of way is free and unrestricted.
This day there was read a list of roads t'aken into the State Secondary System
as of January 14, ~,958, which roads are as follows:
Shirley Hills Subdivision - Fairless Road - From a point on Route 828~ 0.16 mi.
north of Rt.683 and running west 8.;14 mile to Osoge Road, then 0.10 mile
southwest to Rt.683. Length 0.24 mile.
Osoge Road - From a point on Rt.628, 0.06 mile nor~th of Route 683 and running
0.13 mile northwest to Fairlee Road. Length 0.13 mile.
Stratford Hills Subdivision - Avonmore Road - From a point on Rt. 1819(Wakefiel(

This day there was read a letter from Mr.k.V.Lancaster, ~esident ~Engineer,
c~Jtin~ the f'~ct that the requester fo~~ a3st~dy of the speed limits on Rt. 147
had been made by the Traffic and Planning Division and their conclusion was
that no reduction in speed limits can be justified at this time, which letter
is ordered received and filed.
Thisday Mr. Lancaster, Resident Engineer, reported that ~e had surveyed Buena
~ista Boulevard and Pinehurst Stre~ in the Subdivision of Bellmeade and would
improve said road to meet the State specifications for a sum not to exceed
~1350.00. It was generally a~reed that Mr. Goyne would attempt to find a road
contractor to perform this work at a somewhat lesser cost than ~1350.OO.
On motion of ~. Dritton, seconded by ~lr. Hague, it is resolved that this Board
reque~ the Highway Deoartment to improve Cliff Road same being Rt. 21~3, from
its eastern end to Rt.73g, at a cost not to exceed $350.00, and same be
charged to the 35 Road Fund of the County.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Boaird
request the State Highway Department t.o accept Bruce Street and a part of Windso~
Road in the Subdivision of Nruce Farm$~ Chester, Virginia, into the State
Secondary System of roads, provided thay meet the State specifications.
This day ~r. H.R.Crowder came before the Board requesting the Board to accept~
a 50-foot riEht of way leading from South Etreet northwardly to the Chesterfield
County School Board property on which right of way the Commor~ealth Natural G~s
Company proposed to install an additionaI large'gas main.
Upon consideration whereof, and on motion of Mr. Goyne, second ed by Mr. Driskil~,
it is resolved that this matter be studied getting the necessary statements
from the Commonwealth Gas Company, the Highway Department and the commonwealth,s
Attorney as to the liabilities involved.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this Board
offer its sincere congratulations to all officials of the H~ghway Deoartment
for their efficiency and cooperation in removing the recent snow from the roads
in the County of Chesterfield.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the
Executive Secretary be and he hereby is requested to investigate the cost
involved of obtaining a drainage survey and study in the Bon Air area.
This day Mr. Britton presented a deed for a right of way to conmct the
Providence Farms Sq~division to Turner Road, said right of way being 30 feet
in width. Upon c~nsideration whereof and on motion of ~4r.Britton, seconded by
Mr.Driskill, it is resolved that the County accept the right of way for a
connecting road.
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that the
Executive Secretary~and tB~. Resident Engineer of the Highway Department be an~
they hereby are reqRested to study the road construction requirements of the
County, particularl~ in subdivisions, and ~ecommend changes to the Subdivisi~
Ordinance if same are necessary.
On motion of ~4r. Driskill, seconded by Mr. Britton, it is resolved that the
Executive Secretary and the Commonwealth's Attorney r~view the Subdivision
O~dinance and recommend the changes advantageous to the County.
On motion of ~[r. Britt~n, seconded by ~4r. Dri.skill, it is resolved that the
following resolution be adopted:
Be it Resolved, that Rt.647, between the ~ntersectien of Rts. l0 and
650, be set up as a Federal Aid Project to be reconstructed and
improved by the State Highway Department from matched Federal and
State Funds as said funds become available.
It is m~derstaod that the Highwa~ Department will handle all costs
incidental to the project from funds accrued and are accruing t~
~hesterfield County.
It is further understood that the above describe~ road will take
priority over the request of Rt.6~3.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the
following ~esolution be adoDt~:
Be it Resolved, that Rt.653, between the intersection of Rt.60
and Rt.360, be set up as a Federal Aid Project to be reconstructed
and improved by theState Highway Department from matched Federal and
State Funds as said funds become available.
It is understood that the Highway Department will handle ail costs
incidental to the project from f~nds a~crued and are accruing to
Chesterfield County.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this
Board approve the contract to allow the installation of an 8" water line on
Rt. 147, from Wayland to the Woodmont Subdivision, under the terms of a recent
policy enacted by this Board, and hereby a~thorizes the Chairman and Clerk ef
this Board to sign said contract.
This day Mr. Herman Austin came before the Board a~ain seeking the rezoning
from Local Busi~ ss to General Business of the following described parcel
of land:
In Manchester Magisterial District, a parcel of land fronting
~83 feet on Rt.60 and extending southwardly $~O~feet on the~w~stern
line of Ruthers Road, which parcel is propcs ed to be rezone~ ~rom
Local Business to General Business on application of Mr. Herman Austin.
which request was deferred from the ~February ll, 1958 meeting.
Mr. Austin requested that his application for rezoning be reduced to 300feet
in depth instead of the 450 feet and stated that he is willing to construct
a playground and a fence screening hedge on Ruthers Road and in the rear of
his property.
C~me also numerous citizens of the area presenting a petition and arguments
against the installation of another Trailer Court in this area. Upon
consideration whereof, Mr. Britton, made the following motion, which was
seconded by Mr.Driskill:
Be it Resolved, that the parcel of land fronting 483 feet
on Rt.60, and extending southwardly 300 feet along the
western line of Ruthers Road be and it hereby is zoned
for General Business purposes, providing that a playground
be installed on the rear 180 feet of this parcel of land,
that a Use Permit for a playground be granted, that all~
entrances and exists to the Trailer Court be from Rt.60,
that s screening hedge or fence be pla cedon Ruthers Road
in the rear part of the property and that all sanitary
facilities be completely acceptable to the Health Department
of the County.
A vote being taken:
Ayes - Mr. Britton, Mr.Driskill and Mr. Goyne
Nays - Mr. Hague and Mr. Hagerman
.Since there was presented a petition signed by more than 20% of the property
owners residing within 500 feet of this property as required by law, and since
this motion did not carry by a four-fifths majority as required by law,
the request for rezoning is denied.
This day Mr. Joseph L. Kohout came before the Board seeking the rezoning from
Agriculture to Industrial the following described parcel of land:
In Bermuda Magisterial District, a 50-acre parcel of land
fronting 1800 feet on the SAL Railroad and extending
nbrthwardly approximately 2200 feet, said parcel being
6000 feet west of the intersection ofRt. 619 and the
Railroad, and
Whereas, this application had been advertised for February 11 and had
been postponed at the applicant's request for 30 days, and
Whereas~ no opposition has appeared at either hearing, on motion
of ~r. Goyne, seconded by Mr. Hague, it is resolved that the afored~scribed
parcel of land be and it hereby is rezoned for Industrial purposes.
This day R~rs. Dara ~'~. Leimberger, represented by Mr. D.W.Murphey, Attorney,
a~ppeared before the Board seeking the rezoning from Agriculture to General
Business of the following described parcel of land:
In Bermuda Magisterial District, a parcel of land fronting
225 feet on Osborne Road and extending eastwardly.approximately
175 feet, said parcel being 3000 feet north of Rt. 10.
which application for rezonir~ was advertised for hearing on February 11, 1958,
and pos tponed from that date.
It is here noted that Mr. H.T.Goyne retired temporarily from the Board of
Supervisors because of his close personal association with this rezoning
appli c at ion.
Came also, Mr. John Thomas, Attorney, representing Mrs. Bryant, }~rs. Pugh,
~.. Harry Goyne and Mr. Harold Goyne, and presented eviderc e to show that the
garage has been used in the past als a junk yard and a great detriment to the
surrounding property.
Mr. Leimberger presented evidence that the garage had been used by friends
and ~o charges were made in the past few years; that h~ was out of a job
and wanted to have land rezoned so that he could derive some compensation
from this source. Upon consiSeration whereof and on motion of Mr. Britton,
seconded by Mr. Hague, it is resolved that the request for the aforedewcribed
parcel of land bo be rezoned for General Business be and it hereby is denied.
This day Mr. George McKesson ~nd Mr. Horner of Homer and Newell requested the
rezoning from Agriculture to General Business of the follov&ng described
parcels of land:
In Manchester Magisterial District a parcel of land on Rt.360,
beginning at a point 3200 feet west of ~t.650 and extending
on the north side 2000 feet eastwardly and on the south side
from the same point of beginning 1800 feet eastwardly, both
properties running to a depth of 300 feet.
Mr~ Horner retired temporarily from the Board because of his personal
interest in this request.
There appearing no opposition to this request, on motion of Mr. Britton,seconded
by ~r. Driskill, it is resolved that the aforedescribed parcel of land be
and it hereby is zoned for general business purposes.
This daM Mr.C.E.Bolling came before the Board requesting a Use Permit to
conduct a sign painting business on Lot 7, B~ock 2, of the Green Acres
Subdivision.
Came also, ~r.Boyd who resides in the neighborhood opposing this request.
On motion of Mr.Britton, seconded by ~r. Driskill, it is resolved that a Use
Permit to conduct a sign painting business be and it hereby is granted for
the aforedescribed parcel of land for one (1) year only, with a restriction that
no advertisinz signs be posted.
This day Mr. C.E.Wyatt, represented by Mr.R.P.Sowers, Attorney, came before the
Board seeking a r ezoning from Agriculture to Residential-2 of the following
described parcel of land:
In Manchester Magisterial ~istrict, a parcel of land containing
16.9 acres lying between the Southern Ry. and the Powhite Creek,
lying due south of Granite Acres, which parcel is proposed to be
rezoned from Agriculture to Residential-2 and on which land a
Use Permit to construct multiple family dwellings is requested by
Mr.C.E.~yatt.
Citing the fact that should the land be zoned and a Use Permit for multiple
family houes granted that apartments would be constructed and a Sewer system
would be constructed to serve the apartment house and a recreational area
would be constructed.
Came also, Mr.Ryder, Chairman of the Granite Hills Civic Association, and Mr.A.
R.Sharpe, presenting a petition against the zoning and Use Permit requests.
Upon consideration whereof, and on motion of Mr. Britton, second ed by Mr. Driskil[
it is resolved that this matter be postponed for further study until May 13,
1958. Mt.Wyatt is requested to present more detailed plans for this property
im~r ovement.
This day Mr. John E. Kercel appeared before the Boarc requesting a building permi
for approximately 45 acres of land facing on an unimproved road, stating that
his house was destroyed by fire and that he wished to build a new one.
On motion of Mr. Goyne, seconded by Mt.Hague, it is resolved that this Board
grant Mr. Kersel's request and allow the BuildinE Inspector to issue a building
permit provided the County is not obligated to extend or improve the road to
Mr. Kercel's house.
This day Mr. Frank W.Stephenson residing in Ampthill Heights came before the
Board requesting an extension of time in which to build a new home and vacate
two bus bodies. Upon consideration whereof, and on motion Of Mr.~ague,
seconded by Nr. Goyne, it is resolved that this Board grant Mr. Stephenson

accommodations.
This day Mr.Chas. COne in Matoaca District requesting six months extension of
time necessary to vacate his temporary quarters. Upon consideration whereof,
and on motion of Mr. Hagerman, seconded by Mr. Driskill, it is resolved that
Mr. Cone be allowed a six months' extension, provided his quarters be vacated at
the end of that time.
On motion of Mr. Hagerman, seconded by Mt.Hague, it is resolved that this Board
deny the request of Mr.H.R. H®gwood, of 315 Willia~s Street, in Ettrick to
receive a variance that would permit him to add to ~an outbuilding proposed to
be used for residential purposes.
On motion of Mr. Goyne, s econde~ by Mr. Hagerman, it is resolved that this Board
grant a variahce from the buildin~ restrictions to Mr. Douglas Ellis, Box
Rt.#2, Chester, to allow the construction of a temporary basis of a residence
off the Enon Road, east of Perkinsen Heights.

On motion of Mr.Britton, seconded by Mr. Goyne, it is resold that the request

denied.

EXecutive Secretary be and he hereby is requested to write to the various
Masonic Orders in the County who participated in the cornerstone ceremony
on February 15, 1958, thanking them for their cooperation and services.
The Chairman informed the Board that he had been advised by Eugsae A. Gillie,M.D.
Regional Medical Direftor, Department of Health, Education and Welfare, that
an offer of Federal Grant for the construction of sewage treatment works for the
Ettrick Sanitary District described in application dated December 23, 1957, for
not to exceed $8,104.cO had been approved, subject te the approval
~ ~tplans and specifications for the project and the conditions and
assurances set forth in Part A of the offer and acceptam e document. The grant
offered assists in construction efa pumping st~ ion including bar screens, flow
meter and the necessary appurtenances.
Now, Therefore, on motion of Mr.H.K.Hagerman, seconded by Mr. Marshall Driskill,
Be it Resolved:
That the offer of Federal Grant, not to exceed $8,104.00 for sewage treatment
w~r~s under 33 U.S.C. 466 st seq. dated February 24,1958, for the construction
of a pumping station in Ettrick Sanitary District of this County, subject to
the approval of final plans and specifications for the project and the
c~nditions and assurances set forth inPart A is hereby accepted by this Board
after duly considering the terms thereof and letter of Dr. Gillie, dated
February 24, 1958.
Further Resolved:
That the Chairman of this Board is authorized te execute mn behalf of the
County Section III of Part A of the offer of grant, dated February 24, 195~,
evidecning the coneent of the County of such offer, and,
Further, the Chairman of this Bm rd is authorized to request an extension f~r

On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the County
Engineer be and he hereby is authorized to purchaso the site for the
Stratford Hills tank from Mr. Edgar M. Y~ung for a price n~t to exceed $250.00.
On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that this Board
request the Judge of the Circuit Court t~ appoint counsel t~ examine the
title of a certain lot or l~ts in Wilkinson Terrace,Manchester District, ~n
which the Water Dep~rtment wishes an easement to fieod said land.
~he Board was advised by Ernest ~. Gates, Commonwealth's Attorney, that James
Cowan has agreed to terminate hi~ liability under contract for installation
of water lines fn Bon Air Manor and pay to the County the sum of $2526.90
plus Court c~st of $10.00 in full satisfaction in any and all claims against
James Cowan by virtue of a lSZter dated May 16, 1953,authorizing installation
such wa~er mains.
Now, Therefore, On motion cf Mr. Driskill, seconded by Mr, Hague,
Be it Resolved:
That the County agrees to terminate the liability ef Mr. Cowan under the afore-
said contract for the inwtallation of water lines in Ben Air Manor upon the
c~ndition that Mr. Cowan pay to the Treasurer ef this County the actual
cost of installation le~s any credits due him by virtue of any payments
having been 9aid on the 20% guarantee and the difference owed Mr. Cowan between
Contract 148 and Contract 148-A.

to mark ,,satisfied" the judgment obtained against Mr. Cowan in the amount
~f $1318.O0 on August l, 1957, upon the payment of the sum of $2526.90 plus
court cost to the Treasurer of the County.
On motion of l~'~r.Britton, seconged by Mt.Hague, it is resolved that this Board
authorize the Highway Department to obtain the necessary rights of way along
Rt. l0 for the raising of the existing bridge due to the raising of a
water level in Falling Creek, this being the feasible way to obtain said
right of way.
On motion of l~r.Britton, seconded by I,~r.Driskill, it is resolved that this
Board offer ~lrs. Beatrice Gregory for the 6.3 acres west of Branch's Church,
proposed tote used for a water stockyard site, the sum of $2500.00 or its
approximate appraised price.
On motion of I~. Goyne, seconded by ~.'~r. Driskill, it is resolved that the
County Engineer and the Execute Secretary explore the feasibility of
constructing a water tank at the Morrisdale Subdivision.
This day the Executive Secretary cited the fact that ~ would be to the
advantage of the School Garage to install a second large door so that two
large buses would be served at one time. On motion of Mr.Britton, seconded
by Mr. Goyne, it is resolved that the purchase of this door and its installatio~
be authorized.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this Board
authorize the SchoolBoard to employ an architect to render to the Board of
Supervisors an estimate of the cost of the proposed renovating ~ the Clerk's
Office for the School Board's use.
Whereas, certain citizens in Matoaca District, had requested water service
approximately l0 years ago and had paid the then current $35.00 water connectim
charge, and
Whereas, water service is available to certain of these citizens at thistime,
upon consideration whereof Mr. Hagerman made the following motion:

water c~nnections on the new 6" pipe line being installed on Rt.3b,
west of Matoaca, water connections for the sum of $35.00".

On motion of ~'Ir. Driskill, seco~ed by ~.~r.Britton, it is resolved that this
Board accept the right of way granted by deed from Cedric Evans and Hazel
Evans, his wife, and the West End Realty Gcrporation for a portion of Cedar
Grove Right of way.
On motion of ~r. Britton, seconded by Mr. Goyne, the following resolution is
adopted:
Whereas, it has beem publicized in the Press that the Virginia
Alcoholic Beverage Control Board has granted approval for
the establishment of an ABC liquor store at the Southside
Plaza,
Now, Therefore, Be it Resolved, that this Board doth oppose
the establishment of an ABC Store in this County until this
Board approves such action or a favorable referendum approving
Such action is held.
Be it further resolved that a certified copy of this resolution
be forwarded immediately to the Virginia Alcoholic Beverage
Control Board.
It is here noted that Mr. Hornet and Mr. Hagerman did not vote.
This day the Executive Secretary reported that the Estes Express and the Old
Dominion Freight Lir~ s and the Virginia Transit County had all applied to' the
State Corporation ~ommission for Certificates of Public Necessity for a
franchise within the County of Chesterfield. Upon consideration whereof, and
on motion of ~lr. Britton, seconded by Mr. Driskill, it is resolved that said
Notice be filed with the Board's papers.
On motion of Mr. Britton, seconded by Mr.Hagerman, it is resolved that the minutes
of meetings held January 14, 21 , 30 and February 11,1958, be and they are hereb
approved.
