A delegation from Halloway Avenue in Matoa~a District appeared before the
Board and presented a petition signed by 3~ property owners residing on said ro
petitiOning the County for some improvement to the poor drainage condition
which resulted in much personal inconvenience and property damage.
Upon consideration w~reof, and on motion of Mr.Driskill, seconded by Mr. Goyne
it is resolved that a Conm~ittee be appointed and authorized to work with the
Highway in deciding the best possible solution for the citizens and other
parties concmered ~n this project.
Whereupon the Chairman appoints Mr. HaEerman and the E~ecutive Secretary to
serve as this Co~nittee.
This day the Executive Secretary read a letter from the Ettrick Fire Department
requesting the installation of traffic .lights on Rt.36 by the Ettrick Fire
Department. Upon consideration wheroof, and on motion of Mr. Hagerman,
seconded by l~r. Goyne, it is resolved that the Executive Secretary be and he
hereby is requested to write a letter to the Highway Department reque~inE
their approval on this type of this type of facility.
This day a letter from ~. Roger Ellington, in the Vil~ge of Ettrick, was
read, which letter complained of the storm drainage on Chesterfield Avenue,
and cited %he fact that the grates were of old design and somewhat defective.
It was generally agreed that this ~tter be sent to the Highway De~rtment
for investigation and action.

Route 1645 from Route 10 to Route 1641. Length 0.26 mile.
Beaufont Spring Road (5cute 64~) from a point on Route 644,
'OJ+5 mile onwest end to 0.04 mile west of intersection of
Routes 6~4 and 870. Length 0.45 mile.
This day the County Road Engineer inaccordance with directions from this
Board made report in writing upon his examination of Grantlake Road in the
Subdivision of Grantlake Hills, Manchester Magisterial;District, which report
shows that in the opinion of the County Road Engineer it is expedient that
said road be established as a public road.
Upon consideration whereof, and on motion of Mr.Britton, it is resolved that
Grantlake Road in th~ Grantlake Hills Subdivision, Manchester District, be~
and the same is hereby established as a public road.
And beit further resolved that the Virginia Departmen~ of Highways be and it
b ~s reauested to take into the Secondary System of Highways, Grantlake
here y ' ~ . 0 .19 of a mile southwardly
Road, from a point on the southern ~nd of Rt. 165 ~
a turn-around. This road ~ervses 9 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet for this road.
Dedication of said right of way being recorded in Plat Book No.8, Pzge 98~
Chesterfield Court House, Virginia.
Mr. Britton presented a request signed by numerous property owners in the
Westover Farms Subdivision, requesting streets zn that area to be hard-surfaced
which petition was read to the Highway officials and is filed with the Board's
papers.
On motion of Mr. Hagerman, seconded by Mr. Driskill~ it is resolved that this
Board proceed with the improvement of Thelma Avenue, $162.50 having been
received on an eatimated cost te the citizens ef $225.00. The Executive
Secretary is requested to write Mr. Harry W. Roberts, citing the action of
the Board, particularly concerning the outstanding amount of this bill.
This day Mr.C.F. Kellam, presented plans for the improvement of Rt.653
from Rt.360 to Rt.60. Upon consideration whereof, and on moti'en of Mr.
Driskill, seconded by Mr.Britton, it is resolved that this Board approve the
tentative plans as ~resented.·
~nd be it further resolved that the proposed acquisition of 70 feet right of w~
be and it hereby is approved.
A letter from Mr.C.A.Turner, writing in behalf of the Enon Civic ~{ssociation,
complaining of the lack of speed limit signs in the Rivermont area was read~
and upon consideration whereof and on motion of Mr. Goyne, seconded by Mr.
Driskill~ it is resolved that a copy of said letter be sent to the Highway
Department.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board
request the Highway Department to improve the drainage condition on Rt. 01~,
in the area of Mr. Russell Goode's property, at a cost not to exceed $50.00,
which charge is to be paid from the 3~ R~ d Fund of the ~ounty.
.It is under~tood that the Highway Department will prepare the necessary plats
for drainage easements and the County will have same signed and recorded.
On motion of~.Driskill~ seconded by Mr. Britton, it is resolved that this
Boaz'd request the Highway Department to improve the drive-way to the Postoffi¢
facing ~t.60 in Midlothian, and charge sam~ to the 3¢ Road Fund of the County.

license taxes on motor vehicles, came~fore the Board, the same having been

Came also, Mr. Oates ~CCullen, stating his opposition to i~reasing the
tax on automobiles at this time, favoring an increase on real eatate taxes.
C~me also, I~.Edwin Gregory, citing the fact that the producing of paid
property receipts would cause confusion.
Came also Mr. Ernest Gates recommending the addition of an amendment to
clarify the taxing of antique cars.
Upon consideration whereof, and on motion of ~lr. Driskill, seconded by Mr.

adopted as amended:
AN ORDINANCE, to amend an Ordinance ado~ ed December 11, 1956, to provide
for a license tax on motor vehicles and punishment for failure to comply
with same by increasing the tax per year on automobiles and trucks, providin~
for exemption of every bUs used exclusively for transportation of passengers
to and from Sunday School and Church for the purpose of Divine Worship; and
require that no vehicle so taxable shall be licensed.unless and until the
applicant shall have produced satisfactory evidence that ali personal propert
taxes upon the vehicle to be licensed, which personal property taxes have bee
assessed or are assessable against such applicant, have been paid.
BE IT ORDAII~D BY THE BOA~(D OF SUPERVISORS OF C}{ES'£ERFIELD COUNTY,VIRGINIA
that:
Sections 1, 2 and 6 of~the O~'dinance adopted i)ecember 11~ 1956~ to provide
for a license tax on motor vehicles are hereby amended to read as follows:
1. Automobiles - ~n each and every automobile there shall be a tax of
$6.50 and on each and every motorcycle, a tax of ~2.00. This shall not be
required of any person who does not actually reside in Chesterfield County and
who does not use his automobile in Chesterfield County in the conduct of his
business, occupation or profession. The word "reside" as use(! in this section
shall be construed to mean "to have a place of abode in Chesterfield ~Oounty,"
irrespective of the intention of any person to return to some residence outside
of Chesterfield County at some future time.
2. Trucks, Trailers,etc.-(a) Every truck trailer, semi-trailer and
auto-wagon not designed and used for the transportation of passen~!ers, operated
on the streets ~ highways, a.nd roads withi, n~.Che~t~r~l~d~County? gshallnobtedleis~e_nn~
Each truck and automobile with a gross we~gn~ oi' o,~o~ -~s. or ±e .~ ~
and used for the transportation of passer~]ers, shall=pay a tax of $~,50. Each
truck and auto-wagon with a gross weight Of 6,O01 lbo. to 12,000 lbo.,not
designed and used for the transportation of passen~iers shall pay a tax of ~10.00
each truck and auto-wagon with a gross weight of 12,001 lbs. or more~ not design
and used for the transportation 6f passen~,ers shall pay a tax of ~t5.00. Each
trailer and semi-trailer shall pay a tax of ~10.00, except one or two wheel
trailers with~ a body length of not more than nine feat and a width' not great er
than~the width of the motor vehicles~ to which it is attached at any tim~ of
operation and attached to the owner's own motor vehicle and used only for
carrying property belonging to the owner of such trailer, not to exceed one
thousand pounds (1000) at any one time, shall pay a tax of ~2.O0.
(b) In the case of a combination of a tractor-truck and trailer or semi-
trailer~ each vehicle~constituting a part of such combination shall be licensed
as a separate vehicle, and seoarate license plates shall'be issued therefor.
(c) The County license tax for the license plates to be paid by'the
owner of any motor vehicle~ trailer or semi-trailer, upon which well drilling
machinery is attached and which is permanently used solely for transporting
such machinery shall~be~$10.O0.
· (d) Every trailer or semi-trailer designed for the use as living
quarters for human beings shall pay a tax od $7.50 and no such trailer shall be
operated~ propelled or drawn over a highway of this County until such license
fee is paid.
(e) Every bus meed exclusively for transoortation of passengers to
and from Su~ay School and Church for the purposes of Divine Worship shall
be exempt from paying a tax.
(f) Every contract sdh~l bus shall be exempt from paying a tax.
(g) Upon receipt of an application on a form prescribed by the
Treasurer, the Treasurer may issue approximately designated limnse plates to
owners of antique motor vehicles as defined in Title 46-1 (lqa) of the Code
of Virginia. Such license plates shall ye valid for so long as title to such
vehicle is vested in the applimnt. The fee for the license plate for any
such vehicle shall be $5.00.
6. Issuing License Ta~s - Any person, firm or corporation coming under
the provisions of this Ordinar~ e shall make application for license upon forms
pre'scribed by the Treasurer of ~hesterfield County and at such places as he ma
designate and upon payment of required tax shall be issued as evidence, tins
or tags, which shall be attached to the rear or front ~f t, he vehicle so
licensed so as to be readable in a manner similar to the State License ~a~s.
Failure to display t~ ns or tags shall be considered a viol~ ion even though
the license t'ax has beeh paid. It shall be unlawful for any person to whom
a tin or tag is issued upon the payment of any license tax prescribed in this
Ordinance, to give, loan, rent~ sell, assign, or transfer such tin er tag to a
or otherwise permit another to use in any manner such tin or tag during the
license tax year, which the same is issued. No vehicle so taxable shall be
licensed unless and until the applicant for such license shall have produced
satisfactory evidence that all persona property taxes upon the vehicle to be
licensed, which persanal property taxes have been assessed or are assessable
agzinst such anplicant, have been paid. This Ordinance shall be in ful%
force and effect on the {irst day of April, 1959, and there~fter~ except Sectio

This day the Ordinance for increasing of license tax on the operators of
trailer camps having been duly advertised according to law, came before the
Board. Came also Mr. Frank Wright, representing ce~'tain Trailer Park owners,
presenting certain magazine material to show the operation of trailer camps
throughout the Nation. Came also, Mr.Dunn, the owner of Mo~el Mobile Homes,
citing the fact that certain surveys had b eon made which would show that
relatively few t railers had children in school and stated the fact that the
imposition of a $50.00 trailer tax would be double taxation if the ova~er
had to also pay personal propety tax on a trailer.

This day Mr.W.H.Morrisaette came before the Board seeking a Use Permit te mine

There appearing no one in opposition to this request, on m®tion of Mt.Hague,
seconded by Mr.Britten, it is resolved that this Board grant the requested

On motion of Mr. Brit'~en, seconded by Mr. Hagerman, it is res®lved that this
Board approve the purchase of a safe for the Gommissione~ of the Revenue in
the amount of ~537.50, provided the State will pay its propertiorate share
of this equipment.

On motion of Mr. Goyne, seconded by Mr. Hagerman, it is resolved that the
erroneous assessments to Mr.M.E.D~wning, Jr. and Mr. T~avy L. Pollard, be,
and they are hereby approved for refunds and same are hereby authorized.
The Executive Secretary preseated the budget for the Richmomt Regional Planni~q
and Economic Development Commission, which shows that the cost te the County
of Chesterfield for the coming fiscal year to be $1800.00. Upon considerati~
whereof, and on motion of Mr. Goyne, seconded by ~lr.Britt~n, it is resolved
that the budget be approved as presented.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that this
approve a variance for Mr. Ernest A. Harris, residing at 2810 Watkins Avenue,
~rindall ~ Park, for the construction of 3 additional ~ooms not closer
than 5 feet from his property line.
On motion of ~.Britton, seconded by ~r.Hagerman, it is resolved that this Board
grant to Mr. J.A.Padgett, 1620 Snead Road, a variance to allow the construction
of a garage 3-1/2 feet from his side praperty line.
On motion of R~.Brittan, seconded by Mr.Goyne, it is resolved thmt a variance

School Board budget for the fiscal year 1958-'59 in the total amount of
$8~397,615.75 be and it hereby is tentatively approved.
This day the Executive .Secretary read a letter from the Virginia Alcoholic
Beverage ~Control Board relative to the Board's resolution dated March 11,1958,
in opposition to the location of an ABC Store in the Southside Plaza Shopping
Center, which letter is filed with the Board's papers.
On motion of Mr.Britton, seconded by Mr. Hagerman, it is resolved that the
Executive Secretary be and he herebYsis authorized to offer ['.~[iss Beatrice
'Gregory the sum of $8~000.00 for 6.3 acres in Manchester District, on Old
Broad Rock Road, which value is the aopraised price of the property.
On $otion of Mt. Hague, seconded by ~dr. Driskill, it is resolved that this
Board request the Treasurer of the County to transfer $200.00 to item la-202~
from the unappropriated surplus of the General Fund of the $ounty.
The Executive Secretary read a report from the County Assessor, which reoort
stated that during the first quarter of 1958, property was assessed in the
amounZ of $771~720.00.
On motion of Fe.Driskill, seconded by l'.ir. Britton, it is resolved that the
Executive Secretary be and it hereby is authorized to pay to the Consulting
firm of R.Stuart Royer and Associates, the remaining:amount outstandirg for
tH~n services in compiling a sewerage report, such payment to b~ made ·
according to the contract dated July 2~, 1956.
This day i~r.Austin Brockenbrough,and %ir. James Newell came before the Board
submitting plans for serving water to the r~w Willow Oaks Coungr~y Club, and th
County Engineer presented proposed contract embracing the terms of said
connection. Upon consideration whereof, and on motion of Mr. Britton, second~
by ~.briskill, it is resolved that this Board accept the contract as amended,
subject to the aoproval of the Commonwealth's Attorney as to form.
On motion of Mr. 9riskill, seconded by i~,r.Britton, it is resolved that this Board
approve the construction of a swimming pool on the Camp Baker property by the
Richmond Area Association for Retarded Children, subject to the approval of the
County Engineer as to plans and location.
On motion of l~[r.Britton, seconded by Mr. Driski~l~ it is resolved that this Board
approve a standard water contract with l~Ir. Powell Christian, Developer of Twin
Valley Farms in the amount of ~3621.60.
On motion of Idr.Britton, seconded b~ Mr. Hagerman, it is resolved that this Board
approve the installstion of water lines to the intersection of Bells Road, along
the Belt Boulevar~ subject to the receipt of the money from Mr. Spencer and the

approve a standard water contract with the Grandeal Corporation in the amount
