Roger Ellington, in the Vil~ge of Ettrick, was read, which letter complained of the storm drainage on Chesterfield Avenue, and cited %he fact that the grates were of old design and somewhat defective. The word "reside" as use(! in this section shall be construed to mean "to have a place of abode in Chesterfield ~Oounty," irrespective of the intention of any person to return to some residence outside of Chesterfield County at some future time. 2. Each trailer and semi-trailer shall pay a tax of ~10.00, except one or two wheel trailers with~ a body length of not more than nine feat and a width' not great er than~the width of the motor vehicles~ to which it is attached at any tim~ of operation and attached to the owner's own motor vehicle and used only for carrying property belonging to the owner of such trailer, not to exceed one thousand pounds (1000) at any one time, shall pay a tax of ~2.O0. (b) In the case of a combination of a tractor-truck and trailer or semi- trailer~ each vehicle~constituting a part of such combination shall be licensed as a separate vehicle, and seoarate license plates shall'be issued therefor. (c) The County license tax for the license plates to be paid by'the owner of any motor vehicle~ trailer or semi-trailer, upon which well drilling machinery is attached and which is permanently used solely for transporting such machinery shall~be~$10.O0. · (d) Every trailer or semi-trailer designed for the use as living quarters for human beings shall pay a tax od $7.50 and no such trailer shall be operated~ propelled or drawn over a highway of this County until such license fee is paid. (e) Every bus meed exclusively for transoortation of passengers to and from Su~ay School and Church for the purposes of Divine Worship shall be exempt from paying a tax. (f) Every contract sdh~l bus shall be exempt from paying a tax. (g) Upon receipt of an application on a form prescribed by the Treasurer, the Treasurer may issue approximately designated limnse plates to owners of antique motor vehicles as defined in Title 46-1 (lqa) of the Code of Virginia. Such license plates shall ye valid for so long as title to such vehicle is vested in the applimnt. The fee for the license plate for any such vehicle shall be $5.00. 6. Issuing License Ta~s - Any person, firm or corporation coming under the provisions of this Ordinar~ e shall make application for license upon forms pre'scribed by the Treasurer of ~hesterfield County and at such places as he ma designate and upon payment of required tax shall be issued as evidence, tins or tags, which shall be attached to the rear or front ~f t, he vehicle so licensed so as to be readable in a manner similar to the State License ~a~s. Failure to display t~ ns or tags shall be considered a viol~ ion even though the license t'ax has beeh paid. It shall be unlawful for any person to whom a tin or tag is issued upon the payment of any license tax prescribed in this Ordinance, to give, loan, rent~ sell, assign, or transfer such tin er tag to a or otherwise permit another to use in any manner such tin or tag during the license tax year, which the same is issued. No vehicle so taxable shall be licensed unless and until the applicant for such license shall have produced satisfactory evidence that all persona property taxes upon the vehicle to be licensed, which persanal property taxes have been assessed or are assessable agzinst such anplicant, have been paid.
