06-17-1958 MinutesVIEGINIA: At an adjourned m~eting of the Board of Supervisors of Chesterfield County, held at the Courthouse on June 17, 1958, at 7:30 p.m. Present: R~. Irvin G.Horner, Chairman Mr. H. T. Goyne Mr. R.J.Britton Mr. Stanley R.Hague, Jr. Mr. H.K.Hagerman Mr. Marshall F.Driskill On motion of ~lr. Hagerman, seconded by Y~.Driskill, it is resolved that the Executive Secretary be and he hereby is requested to receive bids on part of th.~ hard-surfacing of the proposed parking area~ taking into consideration the best possible approach to the storm drainage problem. This day a letter was read from Mr.W.W.Bourne, residing at 1201 Keswick Lane~ which letter complained of the lack of drainage in the Raleigh Court area. It was generally agreed that the problem would be in%stigated thoroughly with the Highway Department. This day the bids on furnishing and planting certain shrubbery for the new offi~ building were received by the Board of Supervisors and it was generally agreed that this matter would be investigated further. This day ~r. Olin Taylor came before the Board presenting a request to vacate a turn-around at the southwe~ern end of Dorset Road, and it was generally agreed that Mr.Taylor would have to present additional information in order that this matter may be resolved. On motionof R~.Hagerman, seconded by R~.Driskill, it is resolved that this Boar~ reque~ the Highway Department to improve the north end of Loyal Avenue Zn Matoaca District, at a cost not to exceed $300.00, said cost being charged to the'3¢ Road Fund. of the County. On motion of Mr.Britton, ~econded by Iqr.Driskill~ it is resolved that the bids on the furniture for the Clerk's Office be referred to the Buildings and Ground s Committee. And be it further resolved that said Committee be and it hereby is authorized to award the bids in the best interest of the County. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board grant a variance to Mr.Hiram C. Smith for the construction of a house on Lot 7, Block C, Holiday Acres, so that said house would be located not less than~ fe~ from the northern side line. On motionof Mr. Hague,seconded by I~.Goyne, it is resolved that this Board request the Highway Department to construct appmoximately 500 feet of Winfree Avenue in the subdivision of Cedar Heights~ to facilitate the school bus traffic in the addition to Beulah School. This day again the Board reviewed again certain proposed Ordinances for the County. On motion of Mr.Britton, seconded by ~r.Driskill, it is resolved that a standard water contract for the subdivision of Barleth Heights in the amount of $3135.50, be and it hereby is aDproved. On motion of Mt.BritOn, seconded by Mr. Driskill, it is resolved that this Board approve a standard water contract for the Petway Construction Company in the amount of $2217.00. On motion of Mr.Brittgn, seconded by Mr. Goyne it is resolved that this Board raise its offer from $500.00 to $600.00 on the'Guilfoyle property so that the b rid~e may be raismd and part of his property flooded. On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that a change order in Contract A-6 for the Water Department in the amount of $3285.61 be and it hereby is approved. On motion of Mr.Brittmn, seconded by Mr. Driskill, it is resolved that a chang~. order on Contract A-5 in the amount of $6~50.42 be and the same is hereby approved. On motion of I~lr. Goyne, seconded by ~@.Hague, it is resolved that the Executive Secretary be and he hereby is requested to investigate the deleting of certai~ buses by the Carolina Trailways Bus Company from the Petersburg Pike via Chester. On motion of Rir. Goyne, seconded by Mr. Britton, it is resolved that this Boar¢ acQeots the $300.00 from the residents of Seminole Avenue and authorizes the State Highway to improve Melba Street and Seminole Avenue. On motion of Er.Britton, seconded by Mr. Goyne, it is resolved that the Execut~;e Secretary be and he hero,by is authorized to pay the li~ht bill for the overhead light~ on the Manchester High School grounds during the summer months. Whereas, there are certain properties in the City of Colonial Heights, Virginia, on which real estate taxes assessed in favor of bo~h the City of Colonial Heights and the County of Chesterfield,are delinquent and said properties hav~ been sold according to law to the Commonwealth of Virginia and it is advisable and necessary to bring a suit to sell properties to enforce the lien of ~aid taxes thereon, Now, Therefore, Be it Resolved, on'motion of Mr.Driskill, ~conded by ~r.Britton, that Rid'hard L. Jones, Attorney at Law~ is hereby directed to enforce the tax lien of the County of Chesterfield by joining With theCity of Colonial Heights in filing an appropriate suit to sell the properties against the owners, heirs and/or assigns which are shown on the Land Book of the ~ity and County prior to 1948, as follows: J.W. Zuidema, Part of Lot 13, B1.4, Chesterfield Place Mrs. Willie Etta $iles, Lot 21 and 20 feet of Lot 22, Block 2, Chesterfield Place W.W. Moulton (Moulden} LoD No.1, Block 10, Chesterfield Place ~ax Title Co., Lot 185, Dunlop Park. Emily M.Danforth, Lot 186, Dunlop Park. Be it Further Resolved, that said Attorney shall not be required to execute bond, which is hereby waived and the fees for his services shall be 20 per c~t in addition to the fees allowed by the Court. This day the E~ecutive Secretary pre~ented a revision of an Ordinance by the City of Richmond relative to furnishing fire apparatus and equipment to aid i~ extinguishing fire in the County along with a proposed resolution hereby the County could accept these new conditions. Upon consideration whereof, it ~s generally a~reed that this matter be investigated further. On motion, the meeting is adjourned to June 26, 1958, at 7:30 p.m. Secretary
