07-15-1958 MinutesVIRGINIA: At an acjourn~u m~,~ v~ Board of Supervisors of Chesterfield Country, he~d at the Courthouse on July 15, 1958, at 7.30 p.m. Present: Mr. IrvinG.Horner, Chairman Mr.H.T.Goyne Mr. Stanle¥ R.Hague, Jr. Mr.R.J.Britton Mr. H.K.Hagerman Mr. Marshall F.Driskill This day Mr. R.Pin~ney Sowers, re resenting Mr. R.E.Burks, came before the Board requesting the rezoning of the following described parcel of land: In M~nchester Magisterial District, a parcel of landfronting 72 feet on Rt.360 and extending northwardly 207 feet, said Rarcel being 300 feet east of Warwick Road. which request was discussed at the July 8th meeting and deferred to this ~eeting Came also, Mr. W.H.Martin and Mr. O. Beecham, who were not opposed to thereques after said request had been fully explained. Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the aforei said parcel of land be and it hereby is zoned f~.r General Business purposes. On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that a standard water contract for the Normandale Terrace Subdivision in the amount of $285.00 be and it hereby is approved. On motion of Mr.Britton,'seconded bY Mr. Driskill, it is resolved that a standa~ water contract for Mr. Lawrence J.Allen in the amour of $300.00 be and it here~ is approved. On motion of Mr. Britton, seconded by Mr.Driskill. it is resolved that the water contract for Cherokee Estates in the amount of $5~81.25 be and it hereby is approved. On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that the standard water contract for the LAR Corporation in the Hollandale Subdivision in the amount of $5368.25 be and the same is hereby approved. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his ex~mination of Andros Road, Ludwig Road, Pierpont Road, Montague Road, and McDowell Road in. the subdivision of Worthington Farms, Manchester Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr.Britton, it is resolved that Andros Road, Ludwig Road, Pierpont Road, Montague Read and McDowell Road in the subdivision of Worthington Farms, Manchester District, be, and they are hereby established as public roads. Thisday theExecutive Secretary presented a pe~tion~signed by 16 citizens residing on Jackson Street in She Sanitary District of'Ettrick, which pe~itioni reque~ed that the grade on Rt. 1137 be left unchanged. ~hereuponMr. Lancaster stated that he had investigated the situation and was~of the opiniom t~at no change would be required. This day there was read a letter from Mr.A.J.Mills concerning the draw bridge between C~esterfield County and the City of Hop,well which letter is filed wi~h the paoers of this Board. This day there was read a letter fr~m Mr. F.A.Davis, stating ~hat the Traffic Engineers would study the traffic hazards at the intersection ofRts. I and l0 when the Toll Road is opened. This day the Executive ~ecretary brought to the Board's attention that the Highway Department had ~efused to acquire the 160-foot right of way along the Atlantic Coast Line Ry. west of Rt. 10, and'south of Rt. 161, and that sai~ land had been approved for subdivision purposes. This day Mr. Lancaster stated tha~ for ~he price of $250.00 the Highway would clean out or construct ,4~ a drainage ditch behind the 1300 Block E. 50th Street, and lower certain culverts on 50th Street and Sunlight Avenue inith Eicinity of McUuire Civic Association Community Playground. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Driskill it is resolved that the Highway Department be requested to construc$ said ditch at a pric~ not to exceed $250.00 and charge same to the 35 Road ~ Fund of the County. This day Mr. Lancaster state~ that he had investigated the drainage condition~ in the ~aleigh Court area ant estimated that it would cost $1200.00 to clean !out the necessar~ drainage ditches in said are~ and it was generally a~reed tha~ this matter would be investigated by Mr.Britton. This day Mr. Lancaster stated th~ ~he request for lights on the~Matoaca Bridge ha~ been investigated and that lights would cost spproximately $1000,00 each~i He stated that in the opinion of the Highway Department construction had proJ gressed toofar for the economical erection of said lights. Upon consideration whereof, and on motion'of Mr. Hagerman, seconded by Mr. Driskill, it is resolved that the Executive Secretary be and he hereby is authorized to request the Virginia Electric & Power Company to erect a street light at the Chesterfield end of the Matoaca Brid~e. On motion of M~.Britton, seconded by Er. Driskill, i6 is resolved that this request the Highway ~epartment to clean the ditches in Warwick Gardens at a price not to exceed $3~O.OO, said cost to be charged to the3$ Road Fund of tee County. This day Mr. Lancaster st§ted that he would remove two trees on Hazen Road in Bon Air for the price of $50.00. It was generally agreed that'Mr.Driskill wou] investizate this condition. This day there was presented a petition from residents of Loyal Avenue in Ettric] recuesting that said street be tarred and graveled, which request is filed with the papers of this Board. This day Mr. Lancaster stated that he would cut down a ~ree on the Wra¥ Road at its intersection with Rt.~l, if there were no objections from the citizens in the surrounding area. It was generally agreed that the Executive Secretary would contact Mrs. Wray to get her consent for the removal of this dangerous traffic hazard. This day again the matter of inadequate deainage in the Bellwood Manor Section came before the.Board. Upon consideration whereof~ and on motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the ExecUtiveSecretary be and he hereby.is requested to write to Mr. John Pershing of the Richmond- Petersburg Turnpike Authority,requesting closer cooperation in the control of storm waters emanating from the Toll Road property. On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the Executive Secretary he.and he hereby is requested to write to Mr.A.J.Mills, District Engineer, to ascertain the Highway's rewponsibility onthe old road to the Buckingham crossing onRt. ~lO,whichroad leads to the home of Mr.J.J.Cosby, now deceased. ~%ere~s, Nr. R.V.Lancaster, III, Resident Engineer, of the Virginia Department of Highways, presented to the Board of Supervisors the tentative Secondary Road Budget for the fiscal year 1958-'59 for C~esterfieid County, and Whereas, the Board of Supervisors has carefully exaHined said budget noting the deficiency in the construction fund, and Whereas, the Board of suPervisors has received numerous requests for road paving, particularly on those roads where the citizens were told the existing road policy would allow paving at this time, Now, Therefore, be it Resolved, on motion 0f Mr. Britton, seconded by Mr. Goyne that this Board of Supervisors approves the 1958-'59 road budget with a strong request for addttional construction funds and a greater deferment of existing Construction Fund Debt. It was generally a~reed that bhe Executive SecrStary write a letter to Mr. Lancaster, sending a copy to Dr.Burleigh, concerning the right of way on a road leading southwestwardly from Rt. 10 to serve the Methodist and Presb~teria~ Churches of Eorrisdale. Whereas,~the Board of Supervisors has employed Mr.J.K.Timmons, Consulting Engineer, to draw ~he plans and specifications for the paving and drainage work of the parking lot of the new office building, and Whereas, the GmErett Company bid $24,7S7.25 on the specifications drawn by the Consulting Engineer and Shoosmith Brothers bid $25,7~5.70 using a soil aggregate r~ther than a graded aggregate, and Whereas, J.K.Timmons, made the recommendation that the Board accept the bid of the Garrett Company, because in his opinion the graded aggregate was superior to the soil aggregate, Now, Therefore, Be it Resolved, on motion of Mr.Britton, seconded by Mr. Hagerman, that this Board award the contract for the constructin~ of parkin~ facilities and storm drainage, according to plans and specifications drawn by J.K. immons to the Garrett Company, at a price of $24,.7~7.25. It is here noted thar Mr. Goyne and Er.Hague did not vote. This day Mr. Jack Woosley, representing the firm of WoolSey and McCormick, came ~before the Board~discussed the possibility of installin~ a sewer line on Granite Road at the Stratford Hills Shopping Center, and to be reimbursed if additional use was made of said line. It was generally agreed that the matter be referred to the County Engineer ~nd the Commonwealth's Attorney for the drawing up of the proper resolution to accomplish, in so far as possible, the protection of the firm of Woosley and McCormick in the construc~ on of this sewer line. On motion of ~r. Goyne, seconded by Mr. Hague. it is resolved that this Board doth designate $5.00 per day of the salary paid each Police Officer of this County as subsistence allowance for each working day. This resolution shall'be effective immediately and be retroactive ~ January l, 195~. On motion of ~r. Goyne, seconded by Ma-.Driskill, it i~ ~]9%~d tha~ this Board grant to the Richmond Area Association for Retarded onz£cren, znc.~ the right to sub-lease the Camp Baker facilities to the Occupational Therapy Workshop, which organization concerns ~tself with cerebral palsy children. On motion of ~r. Goyne, seconded by ~r.Britton,'it is resolved that an erroneous assessment in the amount of $2.50 to Mt. James E.Gettings, be, and it hereby is approved for payment. here are certainproperties in the County of Chesterfield, Virginia, Whereas, ~eal estate taxes assessed in favor of the County of Chesterfield are on which delinquent, and said properties have been sold according to law to the Commonwealth of Virginia and it is advisable and necessary to bring a suit to sell properties to enforce the lien of said taxes thereon: Now, Therefore, Be it~resolved on motion of Mr.H~ue, secor~ed by Mr.Driskill, that Richard L. This day the Executive Secretary read a letter from Mr.J.M. Lan~orene, Sr., rSquestinm a variance to allow the construction of a house on Lots 9, 10 and ll, Block 14, in the Normandale Terrace Subdivision, which lots face on roads not yet approved bv the State Highway Department. · Upon consideration whereof, and on motion of M~.Hazue, seconded by Nr.Ha~erman, it is resolved that the Chairman be requested to appoint a Committee to view the szid road,-Rio Vista Lane. Whereapon, the Chairman appointed Mt. Stanley H~meand the Executive Secretary to view this road and report to the Board at the next regular meeting. On motion of Mt. Hague, seconded by Nr.Goyne, it is resolved that the Clerk of the Circuit Court be authorized to sign the checks for the Executive Secretar while the Executive Secretary is on vacation. On motion of ¥~.Hagerman, seconded by Mr.Britton, it is resolved that the minutes of June 3, lO, 17 and 26, be, and they are hereby approved. On motion of Mr. Driskill! seconded by Mr.Hagmrman, it is resolved that this Board adjourn into Executmve Session.
