This day, Mr. O. B.Gates, Sheriff, gave the invocation.
~Ir. Gra¥ of the Right of Way Division of the Highway Department, Mr. KellY,
Assistant District Engineer and Mr. R.V.LancasEer, III" ResidentEngineer,
discussed the right of way and plans for the construction and improvement of
Granite Road.
This day the Executive Secretary reported concerning the conference held with
Mr. Davis of the Highway Department on the financial status of the County's
Highway budget, reporting that the Highway Department had agreed to allow the
County a'5-yearwrite-off period of the County's deficit rather than a three
write-off period, and that possibly some of the subdivision roads could be
hard-surfaced under the Federal Aid Secondary System.
Mr. Kellam a~reed to study the Federal Aid Program further and stated that the
Highway willspend ~n so far as possible the resulting money available because
of the longer write-off period on hard-surfacinz of subdivision streets and

it is resolved that this Board appropriate a sum not to exceed $12,000.00 from
the 3¢ Road Fund of Manchester District to surface treat certain subdivision
streets in said district.
On motion of Mr. Driskill, seconded by. Mr. Britton, it is resolved that this
Board appropriate a sum not to exceed $8000.00, from the 3¢ Road Fund of Mid-
lothian District for hard-surfacing said streets in said district.
On motion of Mr. Goyne. seconded by Mr. Hague, it is resolved that this Board
appropriate a sum not to exceed $6000.00 from the3¢ Road Fund of the Bermuda
District for hard-surfacing roads in said district.
On motion of Mr. Ha~ue, seconded ~y. Mr. Goyne, it is resolved that this Board
appropriate a sum not to exceed ~,O00.OO from the 3~ Road Fund of the Dale~
~istrict for hard-surfacing roads in said district.
On motionof Mr. Driskill, seconded by~r. Coyne, it is resolved that this Board
request the Highway Department to imDrove Evon Road in the subdivision of
Avon Park. at a cost not to exceed $~00.00 and charge same to the 3¢ Road Fund
of the County.
It is further resolved, that the above resolution be sent to the Highway
Department upon receipt of $400.00 from the Avon Park residents.
This day Mrs. Wray Allen came before the Board discussing Upton Road in an
unrm~.ded subdivision and it was generally agreed that Mt. Hague and the
Executive Secretary would review this situation and report at a later date.
On motionof Mr. Hague. seconded by Mr.Goyne, it is resolved that County
Officials attending the Local Government Officials' Conference in Charlottesvil
be reimbursed for their expenditures.
On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that the
game claims be paid as amended.
This day the matter of rezoning for Mrs. Pearl T. Stephan on Rt.36,at the
intersection of Rt.36 and Perdue Street in Matoaca District again came before
the Board and after considerable discussion and on motion of Mr. Hagerman,
seconded by Mr. Goyne, it is resolved that this.matter be deferred for a
period of 30-days to again allow both sides of this question adequate time in
which to reach an agreement compatible with all parties e'oncerned.
This-day Mt.Gaines O. Lyles came before the Board requesting a Use Permit to
conduct a woodworking shop on the following described parcel of land:
In Manchester Magisterial District, a parcel of land frontin~
100 feet on Wake Avenue and extendinz westwardly 180 feet,
said parcel beginning 280 feet south of Elkhardt Road on which
is requested a Use Permit.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr.
Goyne, it is resolved that a Use Permit for a woodowkring shop be and it
hereby is granted on the above described parcel of land, provided there will
be no signs advertising same and no expansion or enlargement of its present use.
This day Mrs. W.H.Paulett came before the Board seeking a Use Permit to operate
a greenhouse on the following described parcel of land:
In Dale Magisterial District, a pmrcel of land fronting
100 feet on Omo Road and extending 300 feet southwardly,
aaAd parcel beginning 690 feet west of Rt. lO.
There aopearing no one in opposition to this request, on motion of Mn Hague,
seconded by Mr. Goyne, it is resolved that a Use Permit be and it hereby is
granted for the construction and opera~ on of a greenhouse on the above
described parcel of land.
This dav Mr. D.W.Murphey, reoresenting Mr. J.W.Roberts and Mr. R.P.Lecky,
came before the Board seeking the rezoning from Agriculture %o Industrial
of the following described parcel of land:
In Bermuda Magieterial District, a 95-acre parcel of land fronting
1900 feet on Rt.620 and extending northwardly 600 feet and l&O0 feet
on Rt. 620, extending south 2300 feet, aaid parcels being adjacent
toand west of the TSll Road.
There appeared Mr. Ohandler and Mr Macon in opposition to the request.
Upon consideration whereof, and o~ motiom of Mr. Goyne, secor~ed by Mr. Hague,
it is resolved that the aforedescribed parcel of land be and it hereby is rezone
for industrial purposes with the provision that no mining of gravel takes place
on said property.
This day Mr. D.W. Murphev, representing Mr. J.W.Roberts and Mr. R.P. Lecky,
appeared before the Board, requesting the rezoning from Agriculture to General
Business of the following described parcel of land:
tn Bermuda Magisterial District, a 36-acre triangular parcel
of land fronting 2250 feet on %he Toll Road and extending
eastwardly 1200 femt, lying south of the Walthall Interchange.
There appearing no opposition to this request and on motion of Mr. Goyne,
seconded by Mr. Driskill, it is resolved that the aforedescribed p~a~cel of land
be and it hereby is zoned for General Business purposes.
This day being the day and time set for Mrs. Emma Traylor's application for a
Use Permit to operate a Beauty Shop on a parcel of land ~nown as Lot 30,
Section B, in the Plan of Riverview Park, and there appearing no one in
opposition or in favor of this request, on motion of Mr. Hagerman, seconded by
Mr. Hague, it is resolved that this matter be deferred for 30 days.
This day Mr. E.W.Ward, came before the Boar~ aEain requesting permission to
build a boat house in Midlothian District on Riverside Drive. Upon considerat
whereof, it was agreed that %his matter be delayed for thirty (30) days.
This day Mr. Babcock came before the BOard seeking a variance from the County's
building restrictions to allow the construction of another house on his property
facing Rt. 617, at its intersection with the Seaboard Airline RR. in Bermuda
District. Upon consideration whereof, and on motion of Mr.Goyne, seconded by
Mr. Hague, it is resolved that a variance be granted to allow %he construction
of one more house provided said house could be situated on the northern ~rcel
of land and fronting at least 75 feet on Osborne Road.
This day Mr. Broughton came before the Board seeking a building permit on~
Olive Hill Lane. Upon consideration whereof, and on motion of Mr. Goyne~nti1
seconded by Mr.Driskill, it is resolved that this Board deny the request
such time as Mr. Broughton can Eet a public right of way into his property.
On motion of Mr. Hagerman, seconded by Mr.Goyne, it is ~esolved that this Board
grant the following variances:
1. To Mr. R. M. Cliborne,Box 258, Rt.5, Petersburg, Virginia, a
variance for the construction of a garage not less than
3 feet from his side property line.
To Mr. James W. Pfost, residing on. Woodpecker Road, at its
intersection with Southlawn Avenue, to allow the construction
of a house 65 feet from the center of the road instead of 75 feet,
provided the Executive Secretary address a letter citing the
County's policies and requests cooperation.
On motion of Mr. Driskill, seconded by Mt.Hague, it is resolved that this Board
grant a variance to Mt.Eddie Woolridge to allow the construction of a house
on an unimproved road, leadinE southwardly grom Granite Road, upon the conditio~
that he will not request the County to make any improvements to or maintenance
on said road.
On motion of Mr. Goyne, seconded by Mr.Hagerman, it is resolved that the
County Engineer and the Commonwealth's Attorney proceed to collect all
delinquent accounts from subdividers installing water lines.
On motion of Mr. Driskill, seconded by Mr.Hagerman, it is resolved that the
Chairman and Clerk of this Board be and them hereby are authorized to sign
a standard water contract in the amount of $7&O.00 for the Oxford-on-the-
James Subdivision.
On motion of Mr.Hague, seconded by Mr. Driskill, it is resolved that the
Chairman and Clerk of this Board be and they are hereby authorized to sign a
standard water contract in the amount of $3&96.90 for the Chesterfield
Oonstruction Company.
On motionof Mr. Hague, seconded by Mr. Driskill, it is resolved that the County
Engineer be requested to install a 12" line on a portion of the Old Broad
Rock Road and to request the T&T Company to pay the equivalent on an 8" line.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the
drainage survey of Bon Air proposed by R.Stuart Royer & Associates, be
studied further and an estimated cos~ be obtained for the installation of
various sections of this work, and that the extent of participation to be
ascertained f~om the Highway Department and citizens of the area.
This day the Executive Secretary read a letter from MrR.J.Schmitt,concerning
the zoning of certain property around the Stratford Hills Shopping Center,
which letter is received and filed with the paoers of this Board.
On motion of Mr. Driskill,~seconded by Mr.Goyne, it i. s resolved th. at~th~i~s~Board
authorize the payment of $3000.00 toward an outstaneing amoun~ ox~ $3ouu.uu
to R.Stuart Royer Engineering Company, which money is for a survey on house
numb ers.
On motion of Mr.Goyne, seconded by Mr.Hague, it is eesolved that a progress
report be requested f rom the County Engineer on the house numbering program.
On motion of Mr.Driskill, seconded by Mr.Hague, it is resolved that a change
order which would add ~6~16.14 to Contract A-5 for the Connell Construction
Company be an~ the same is hereby approved.
On motion of Mr. Driskill, seconded by Mr. Hague. it is resolved that the County
Engineer be and he hereby is authorized to have a raw water line at the
filter plant sealed.
On motion of Mr.Hague. seconded by Mr. Goyne, it is resolved that the meeting
adjourn to the 21st day of August at 7:30 p.m.
