County Board of Supervisors, held at the
Courthouse on September 18, 1958, at
7:30 p.m.

This day Messrs. Phelps, Watkins, Bassar, Midyette and Bellamy, came before the
Board to discuss the feasibility of employing a dog warden and relieving the
Game Commission of any responsibility in the checking of dog licenses and
claims. After much discussion concerning this subject, on motion of
Goyne, seconded by Mr. Driskill, it is resolved that the position of a dog
warden in Chesterfield County be and it hereby is established.
And be it further resolved that the Commonwealth's Attorney ~-~d Executive
Secretary hre requested to prepare a list of duties for the position of dog
warden. It is genera[ly agreed t~ t a dog warden be employed as of October 15
1958, or as soon there~er as possible.
On motion of Mr.Hagerman, seconded by Nr. Goy~e, it is resolved that the Pur-
chasing Agent receive bids and purChase a pick-up truck for the County dog
warden.
On motion of Nr. Brit ton, seconded by Mr. Briskill, it is resolved that the
following street names be changed:

That portion of Jessup Road from Belmont Road to a 90°turn,
approximately 4000 feet south of Belmont Road, be changed to
Turner Road.
2. Caldwgll Avenue in Hening Heights be changed to Jessup
Road.

Weyburn Road in Oxford Addition be changed to West Weyburn
Road from Sherbrook Road westwardly to Chippenham Road
and to East WeybMrn Road from Sherbrook Road eastwardly to
Lethbridge Road.
That_portion of Rt. 10, lying between Belmont Road and at '.
a 90° turn slightly south on Rt.604, be designated as Iron
Br~ ge Road.
And be it further resolved t~at street signs be installed, to be paid for from
the General County Fund of the County at the intersection to mark said name
ch anges.
This day the Executive Secretary presented a plat showing the recorded area
to be covered by the proposed contract with the City of Richmond for sewer
service in the Jahnke Road area.
Upon consideration whereof,and on motion of Mr. Britton, seconded by ~ir. Goyne,
it is resolved that the area as shown on a map drawn by LaPrade Bros., dated
Sept. 9, 195~, be, and it hereby is approved as the area sought to be served
by sewers from the City of Richmond by a contract similar to the contract
drawn for the Southsids Plaza.
On motion of Mr.Goyne, seconded by Mr.Hagerman, it is resolved that the Treasur,
of the County be and he here~y is requested to transfer $~26.03 from the
unappropriated surplus of the County to 3~-212 for the purpose of paying the
County's share of the increase in the Bond of the Treasurer.
This day the hatter of Delano Court was discussed and a letter was read signed
by Joseph Pergerson, complaining of the fact that their lots in Delano Court
faced on no public right of way. And it was generally agreed that the
Executive Secretary would write requesting Mr. Beard, the developer, to get
with the owners of the various lots in Delano Court in an attempt to establish
some public right of way to the lots in said subdivision.
This day the matter of a complaint by Mr. and Mrs James H. Benson, as to the
right of way to the Isaac Walton Park was discussed and it was generally agreed
that the Executive Secretary write to Mr. and Mrs. Benson explain~ggthe views
of the County.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Sunkist Avenue in the subdivisio:~
of Irvindale, Manch ester Magisterial District, which report shem that in the
opinion of the County Road Engineer it is expedient that said road be establishe¢
as a public road. Upon consideration whereof, and on motion of Mr. Britton,
it is resolved that Sunkist Avenue in the subdivision of Irvin Dale, Manchester
District, be, and the same is hereby established as a public road.
And be it further resolved that the VirginiaDepartment of Highways be and it
hereby is requested to take into the State Secondary System, Sunkist Avenue,
from a point onRt.663, .06 of a mile westwardly to Starlight Ean~e, .16 of a
mile northwardly to a turn-around. This road se~ves 3 houses. ~
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet to the Virginia Department of
Highways for this road. Dedication of said right of way being recorded in
Plat Book 9, Page 141, Chesterfield Court House, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Kingsport Lane, Vida Lane and
Fairbank Lane in the su~ivision of Southaven in Manchester Magisterial District
which report shows that in the opinion of the County Road Engineer it is
expedient that said roads be established as public roads. Upon consideratior~
whereof, and on ~otion of Mr.Britton, it is resolved that Kingsport Lane, Vida
Lane and Fairbank Lane, in the subdivision c~ Southaven in Manchester District,
be, and the same are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and it
hereb is requesbed to take into the State Secondary Syst~em, Ki~ngsport

And be it further resolved that the Board of Supervisors of Chesterfield 6cunt'[

of Highways for these roads. Dedication of said rights of way being recorded
in Plat Book 9, Page 55, Chesterfield Coat House, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Rutledge Avenue and Greenwood
Drip.ye in the subdivision of Orange Hill, Section J, in Matoaca Ma$~sterial
District, which report shows that in the opinion of the County Road Engineer
it is expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Hagerman,~ i.t.i.s~reso.lved that
Rutledge Avenue and Greenwood Drive in the Orange Hill Suvaxvxsmon, De,
and the same are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the State Secondary System of Highways.
Rutledge Avenue, from the western end of Rt. 110~, .07 of a mile southwardly
to Greenwood Drive; Greenwood ~rive, from a point on. Rutlege Avenue, .07 of a
mile south of Rt. llO&, .15 cfa mile westwardly to a turn-around. These
roads serve O houses.
~nd be it further resolved that the Board of Supervisors of Chesterfield Country
guarantees a right of way of not less than 50 feet to the Virginia Department of
Highways for these roa~ds. Dedication of said rights of way being recorded in
Plat Book 9, Page 4&, Chesterfield Court House, Virginia.
This day the matter of a gravel pit on the property owned by Ers. Mary B.
Stratton was discmsed. It was pointed out that Mrs. Stratton was developing
ar~ considerable objections and complaints had been received from
new pits ............... ~ b.- Nr.Britton- it is resolved

that the Executive Secretary be and he hereby is directed to talk wit~ Mrs.
Stratton concerning this complaint.
On motion of Mr.Hagerman, seconded by Mr. Britton, it is resolved that the
minutes of July 7, 15, and 2~, and AuguSt 5, 12 and 21st, be and they are
hereby approved.
This day the ExecUtiveSecretary read a letter from Er.O.S.Hastings, Jr., req,Aes'
a variance to allow the sale of 1.7 acres of land in the Midlothian District,
about $00 fe~t north of Rt.60. Upon consideration whereof, and on motion
of Mr.Driskill. seconded by Mr. Goyne, it is resolved that a variance be
granted to Mr.S.S. Hastings, Jr., to allow the sale of 1.7 acres of his
property, provided no dwelling is built thereon until a Sta~e approved public
road is provided.
This day the re~quest~Df Judge Gilliam to amer~ the rates paid for the collectio
of delinquent ~eal estate taxes came before the Board and it was generally
agreed that the Executive Secretary would talk with Judge Gilliam to ascertain
a b~is for a new agreement to be again considered by this Board.
This day a letter from the Manchester Bureau of Investigation seeking the
imposition of a licens~ tax on all private investigators was read before the
Board, and it was generally agreed that this matter be studied further.
On motion of Er.Britton, seconded by Mr.Driskill, it is resolved that the
Commonwealth' s Attorney be and he hereby is requested to draw amendments to
the Amusement Tax Ordinance to include, bowling, minature golf and all amusement~
of this kind not presently covered.
And be it further resolved that an Ordinance be drawn to impose a license tax
on cleaning and pressing in the County.
This day Mr. Britton, Supervisor of Manchester District, states that the people
with whom he has talked are very ~uch opposed to the installation of a blinking
light at the intersection of Warwick Road and Rt.360, and that in his opinion
that due to the heavy cross traffic a blinking light would not be an adequate
solution to the present traffic hazard.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Goyne,.
it is resolved that this ~Board again' recommends to the State Highway Department
that a "Stop and Go" light be installed at the intersection of Warwick Road
and Rt.360 instead of a blinking light.
On motion of Mr.Hague, seconded by Mr. Goyne, ib is resolved that a variance
be granted to Mr.F.E.Warren to build a garage 18" from his side property
line on Beulah Road.
On motion of Mr. Driskill, second'ed by Mr.Goyne, it is resolved that the
erroneous assessment of taxes to 5Lt. ~ilbur Alford, P.O.Box 546, Bon Air,
Virginia, in the amount of $37.29, be, and it hereby is approved for refund.
And be it further resolved that the erroneous assessment of Robert L. Goodman,
57 Maurice Avenue in the amount of $37.80 be and it hereby is refunded.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the
Executive Secretary be and he hereby is authorized to write to the Memorial
Guidance Clinic citing the fact that the money has been set up in the School
Budget to provide for Work done for Chesterfield County.
This day the Executive Secretary read the fire report from Mr. George V. Dean,
State Forester, on the fire activities, of the Division of Forestry in
Chesterfield County for the year ending June 30, 1958, which report is filed
with the Board's papers.
On motion of Er.Hague, seconded by Mr. Driskill, it is resolved that the County
Assessor be and he here~y is authorized to attend a meeting in Cleveland;Ohio,
of the N.A.A.O. at a cost not to exceed $150.00.
And be it further resolved that the request for $36.50 for an appraisal course
be and it hereby is denied.
This day a letter from Wiley and Wilson was read for the Board's hearing,which
letter referred to the hearing on the Appomattox River as a source of water
for south~ide Virginia. Whereupon the Board set the date of October 21,
1958, as the date they would discuss this mtter with the firm of Wiley and
Wilson.
On motion of Mr.Britton, seconded by Mt. Hague, it is resolved that the Executi
Secretary be and he hereby is authorized to seek a new frequency for fire
departments, rescue squads, Water department and Civil Defense from the
Communications Commission.
On motion,the meeting is adjourned to September 30, 1958, at 7:30 p.m.
