This day the Executive ~Secretarv read a letter received by Certified mail from
Mr. and Mrs. J.W.Benson, concerning the Railey Hill Road, which letter is ordere
received and filed.
On motion of Mr. Hagerman, seconded by Mr. Goyne, it is resolved that this Board
request the Highway Department to install a e~tch basin on Hudson S~reet in
front of the property owned by Mr. Roy Staples, at a cost not to exceed $75.00,
same to be charged to the 35 Road Fund of the County.
It is here noted thgt check for $75.00 is received from Mr. Roy Staoles.
This day the County Road Engineer in accordance with directions from %his Board
mad~ report in writing upon his examination of~ Whittingham Drive in the
CreStwood Farms Subdivision in Midlothian District, which reoort shes that in tb
opihion of the County Road Engineer, it is expedient that said roads be
established as a public road. Upon consideration whereof, and on motion of

made report in writing upon his examination of Channing Lane in the Wayland

This day the County Road Engineer in accordance with directions from this Board
made renort in writing upon his examination of Dellwood Avenue and E. 51st
Str. eet, in the Broad Rock Home Sites Subdivision in Manchester District, which
report sho~s that in the opinion of the County Road Engineer it is expedient
that said roads be establi, shedas public roads. Upon consideration whereof,
and on motion of Mr.Britton, it is resolved tha~ Dellwood Avenue and E; 51st
Street in the Broad Rock Home Sites Subdivision in Nanchester District, be,
and the same are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the State Secondary Syste, Dellwood Avenue,
from the intersection of Rt. 1207, and Rt. 1208, .05 of a mile southwest to
E. 5tl Street; E. 51st Street, from apoint on Dellwood Avenue, .05 of a mile
southwest of Rt. 120~, .06 of a mile southeast to a dead end. These roads
serve 6 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guaranteem a right of way of not less than 50 feet to the Virginia Department
of Highways for these roads.

This day ~r.Goyne read a letter from Mr. Percy Vaughan requesting some improve-
ment of Fairfax Avenue in the subdivision of South Chester, which letter was
ordered received'and filed.
This day the matter of improving the walkways for school children alone the
Whitehead Road, came before the Board, and on motion of Nr.Britton, seconded
by Mr. Hague, it is resolved that this Board request Mr. R.V.Laucaster, III,
Resident Enzineer, to investigate the possibility of constructing a sidewalk
area along the Whitehead Road for school children walking ~o the Reid School.
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that this Board
request the Highway Department to take into the Rural Road System Dyer Road
and Lewis Road as o.f June ~6, 1958.
On motion of Mr.Britton, s eco~x~ed by Mr.Hague, it is resolved that this Board
request the Highway Department to improve Banton Road in the Ampth~ll Sub-
division, at a cost not to exceed $2OO.OO,same to be charged to the 3¢ Road
Fund of the County.
And be it further resolved that the foregoing resolution be sent to the
Highway Department upon receipt of $100.00 from the citizens in the area.
On motion of Mr. Hagerman, seconded by Mr. Britton, it is resolved that this
Board request the Highway Department to improve Hopkins Avenue at its inter-
section with Rutledge Avenue in the Subdivision of Orange Hill, at a cost
not to e~ceed $200.00, and charge same to the 3¢ Road Fund of the County.
On motion of R~r.Britton, seconded by Mr. Goyne, it is resolved that the
additional sum of $3500.00 be and it hereby is appropriated for hard-surfacing
streets in the Manchester District.
On motion of Mr. Britton, seconded by ~r. Hague, it is resolved that this Board
request the Highway Department to improve the Dyer Road, leading northwardly
from Rt.360 at a cost not to exceed $2&00.00.
On motion of ~4r.H.T.Goyne, seconded by Mr. Hagerman, it is resolved that the
Board of Supervisors of Chesterfield County, Virginia, doth consent to and
approve the vacation of that certain 30-foot roadway in Bermuda District,
Chesterfield County, Virginia, described as follows:

Chesterfield ~ountv, Virginia, extending from bhe southern line
of Che~terfield Avenue to the northern line of Third Avenue,

Plan of Patterson Park, and is more particularly described as follows:

The aforesaid two strips of land heine shown on a "map of road
located in Patterson Park Subdivision, Chesterfield County, Virginia",

a copy of which has been filed with this Board.
On motion of Er.Britto n, seconded by Er.Hague, it is resolved that the final
budget for the Secondary Road S~stem of the Highway Dei~rtment be and it hereby
is approved.
This dam Mr. R.P. Sowers, representing Nr. Paul Jacobs and others, came before t~
Board offering to the County of Chesterfield certain equipment in the Mooer's
Athletic Field in Richmond, which includes 3500 ~eats under cover, approximatel~
1000 bleacher seats, a complete lighting system, steel~ towers, dressing rooms,
turnstiles, anchor fence and other miscellaneous items, under the condition
Dhat the County is to re-erect same within three (3) years at some central
location for the use of all people in the County.
Whereupon, Mr. Jacobs expressed the idea that he offered this equipment to the
County of Chesterfield because in his opinion it would be of more benefit in
this loca~i on than in any other, and will be for the good ~f more people.
Upon consideration whereof, and on motion of N[r. Britton, seconded by Mr. Goyne,
it is resolved that this Board tentatively agrees to acce~t this equipment,
provided it has 30 days in which to investizate the.matter, at the end of which
time a final answer will be given. Whereupon the Chairman requests the
Executive Secretary ~o get plans and specifications so far as possible, the
Comnonwealth's Attorney to investizate the legality of several aspects of the
problem and the Chairman appoints the following O~mmittee to investizate the
architectural firms interested in such a proJect~
Mr. Britton, Mr.Hague and Mr. Burnett.
TheChairman appoints Mr. Goyne, Nr.Horner and Nr.Gates to investizate the
possibility of acquiring additional land i~' same is needed.
This day Mr .S.R. Goodman came before the Board seeking a variance from the
building restrictions to allow the construction of a house on a portion of
Lot 23 in the subdivision of Forest View~ Heights, which lot faces a 25-foot
roadway off Boroughbridge Road. Upon consideration whereof, and on motion
of ~r.Britton, seconded by Mr. Goyne, it is resolved that Mr. Goodman be
requested to get with the Building Inspector, ~ommonwealth's Attorney and
Executive Secretary to work out a solution to this problem.
This day Mr.Chas. E.Britton, Presfdent, ~irginia Real ABC Licensee Association
came before the Board requesting the Board of Supervisors to approve the sale
of beer on Sunday in Chesterfield County.
On mot&on of Mr. Goyne, seconded by Mr.Britton, it is resolved that said reque~
be and it hereby is rejected.
This day Mrs. B.E.Harris came before the Board reques~ng · Use Psrmit to
operate a private ~uty nursing register on the following described parcel of
land:
In Manchester Magisterial District, a parcel of land fronting
92 feet on Oak Lane and extending southeastwardly aoproximmtely
150 feet, said parcel being 300 feet southwest of German School
Road, said property be~ ng known as Lot ~, in the Oak Grove Subdivision.
Upon consideratiom whereof, and on motion of Mr.Britton, seconded by Mr. Hagerm~

This day Er. W.P.Oliver came before the Board with his Attorney, Mr. R.?.Sowers,
requesting the rezoning from Residential-2 to Industrial of the following

In Manchester N~gisterial District, a parcel of land fronting
535 feet on Bells Road and extending eastwardly approximately
1275 feet, said parcel being 1400 feet southeast of Rt. 161,
which is proposed to be rezoned from Residential-2 to Industrial.

that the noise and subsequent depreciation of property would be untenable.

This day Mr.D.W.Murphey, representing the Daniels Brick and Tile Company came
before the Board requesting a Use Permit for the mining of shale and clay on
the following described parcel of land:
In Clover Hill Magisterial District, a 275-acre parcel of
land fronting approximately 4800 feet on Rt.602 and
extendi~ 3400 feet southwardly, said parcel being 2300 feet
west of Rt.676.
Upon consideration whereof, and on motion of Mr. Horner, seconded by Mr. Hague,
it is resolved that a Use Permit for mining shale and clay be and it hereby
is granted for a period of five (5) years and subject to the receipt of a

This day Mr. John Russell, reoresenting NLr. T.M.Ferebee, came before the Board
seeking to rezone from Agriculture to General Business the following described

This day N~. L.R.Goyne, came before the Board requesting the rezoning from

In Bermuda Magisterial District, an irregular parcel of land
frontin~ 531 feet on Willis Road and extending northwardly
740 feet, said parcel being the northwest corner of the inter-
section of Willis Road and the Richmond-Petersburg Turnpike.

that factories and warehouses be strategically placed so that a minimum amount
of depreciation would accrue to the existing home owners.
This day Mt. Francis Brun~r, representing Mr.Chas. W.Wells, came before the Board
requesting the rezoning from Agriculture to Residential-1 of the following
described parcel of land:
In Bermuda Namisterial District, a 261-acre parcel of land lying
north of the Wal'thall Hills Subdivision and proposed to be called
the Walthall Park Subdivision, which is requested to be rezoned from
Asriculture to Residential-1.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.Britton,
it is resolved that the aforedescribed parcel of land be and it hereby is

This day ~r. Henry ~4cGranighan, ~Ir.Cecil Kidd and Mr. Donald Swanson, being
members of the Electoral Board of the County, came before the Board to discuss
the request for a raise in pay for election officials. Upon consideration
whereof, and on motion of Mr.Goyne, seconded by Mr. Ha~erman, it is resolved
that the m~ter be deferred for further study.
This day NYr. Ezra Thompson, owner of Lots 11 and 12, Block 5, Rayon Park,
came before the Board requesting a variance to allow the location of a trailer
on said two lots.
Came also, some of the surrounding property ow~rs objecting to the location
of a trailer on said property.
Upon consideration whereof, and on motion of Mr.Goyne, seconded by RIr. Britton,
it is resolved that this'Board grant a variance to allow the location of a

On motion of )lr.Britton, seconded by Mr. Ha~erman, it is resolved that a variance
to allow the construction of a private garage 6 feet from his side property line
by Mr. N. E. Browder at 3820 DuPont Avenue in Ampthill Heights be granted.
On motion of ~ir.Britton, seconded by ~r.Hagerman, it is resolved that the Buildi~
Inspector be and he hereby is authorized to issue a building permit free of
charge to James Lewis residing west of Branch's Church for the reason that his
home was recently burned.
On motion of Mr.Britton, seconded by ~r. Goyne, it is resolved that the Building
Inspector be and he hereby is authorized to issue afree building permit
to the Forest View Recreation Association for the construction cf a proposed
recreational cent er.
On motion of Mr. Goyne, seconded by Mr.Hagerman, it is resolved that a variance

On motion of Mr.Goyne, seconded by 5Ir. Hague, it is resolved that the salary
of Mr. Homer Hudson, Filter Plant Operator, be reaised to $5040.00, provided
he moves from the County owned house.
On motion of 5~r. Hague, seconded by Mr. Goyne, it is resolved that the fee of
$31.00 for the night school course of draftsmanship paid for by Mt. Galvin Viar
be reimbursed upon the satisfactory comple~iOn of the course.
On motion of Mr. Britton, seconded by Mr. Hagerman, it is resolved that Club
Lane be changed to Chellowe Road.
This day the Executive Secretary presented a list of approximately 20 applica~t
for the job of dog warden ~r~d stated that in his opinion Mr. J.L.Gettings had
more of the qualifications sought. Upon consideration whereof, and on motio~'~
of ~]r. Goyne, seconded by Mr.Britton, it is resolved that ~r.J.L.Settings be
and he hereby is appointed to the position of doe warden at a salary of $275.fi~iC
per month.
The Chairman appoints Mt. Hague and the Execufive Secretary to discuss with
Mr. Gettings the possibility of building a dog pound.
On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that the Executive
Secretary and the County Engineer be and thev hereby are requested to review
the request for four (4) street lights in the Bellwood Manor area and several
lights in the Wilkinso~n Terrace area.
This day the Executive Secretary renorted he had secured boiler insurance for
the new boiler recently constructed at the Courthouse.
On motion of R~.Britton, seconded by Mr.Hagerman, it is resolved that this Board
provide office soace for the ~ice of the License Inspector as per the plans
dated October l~, 195~, and filed with the Board's papers.
On motion of Mr.Britton, seconded by Er.Hagerman, it is resolved that this Board
recommends to the Judge of Circuit Court the appointment of Mr. James E.
Pittman, Jr., to be a Chesterfield County Police Officer.
And be it further resolved that the Board authorizes the Chief of Police to
appoint Mr. Marvin L. Garner, as Police Dispatcher.
This day theExecutive Secretary reported that the Clerk of Circuit Court had
collected $2411.25 during the period of Sent. ~th through Sentember 30, 195~,
from the proceeds of the County's recordation tax.
This day the Executive Secretary presented salary and expense forms from the
Commonwealth's Attorney and the Sheriff's Office for the year 1959. Upon
consideration whereof, and on motion of Mr.H~gue, seconded by Mr.Britton, it is
resolved that the same be referred to the Salary Committee for study.
On motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the area
embraced within red lines on a map drawn by LaPrade Bros., dated Oct.9,1958,
encompassing the proposed subdivision of Westower Manor and some of the
surrounding property be and it hereby is approved as the area~ proposed to be
the contract area to be served by sanitary sewers by theCity of Richmond by a
contract similar to the contract now in force with the Southside Plaza area.
On motion of Mr. Britton, seconded by Mr.Hague, it is resolved that the
Executive Secretary be and he hereby is authorized to rent the race track at
the Fair Grounds for the training of horses during the wirier months.
On motion of Mr.Hagerman, seconded by Mr.Britton, it is resolved that the
minutes of Sent. 9, 18 and 30th be and they hereby are approved.
