11-19-1958 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County held at the Courthouse on November 19,1958, at 7:30 p.m. Present: Mr. H. T. Goyne Mr. R; J. Br~ton ~r. Stanley R.Hague Mr. H.K.Hagerman Ab sent: Mr. Irvin G.Horner Nr. Marshall F.Driskill On motion of ~1r.Hague, seconded by ~r.Britton, it is resolved that Mr.Goyne be and he hereby is elected Chairman pro tern. This day ~essrs. Bowman, Ellington and Nugent, members of the Ettrick Sanitary District Committee came before the Board to discuss the proposed purchase of water lines lying outside of the District by the County, and stated that the Committee had arrived at what they thought was a fair price for approximately 60 customers on approximately one mile of water line to be $7500.00. After much discussion and on motion of ~r. Hague, seconded by Mr. Britton, it is resolved that this matter be delayed for further Study. This day Mr. Harold Bloom and Nr. Christapherson, representatives of the General Electric Company came before the Board to discuss their bid on the recent radios purchased by the Board for the Police and Fire Departments. Mr. Enswiler, representative of the Motoralo Company spe~s in behalf of his Company. After mu~h discussion it was agreed to allow the decision by the Board on Novemoer 11, 1958 to stand unchanged. This day the Executive Secretary presented a request from Mr. Lewis H.Vaden, of the Chesterfield Circuit Court for the purchase of plastic jackets for the Plat Books in the Record Room, which system would cost approximately $1000.00. Upon consideration whereof, and on mecommendation of the Executive Secretary it is resolved on motion of Mr. Hagerman, seconded by RIr. Britton, that this Board authorize the Clerk or.the Circuit Court to purchase plastic covers for the Plat Books in the Re. cord Room of the County Circuit Court. This day again the matter of compensation for Er.H.B.Gilliam for collecting delinquent real estate taxes in suits comes before this Board, and upon the recommendation of the Executive Secretary, it is resolved on motion of Brittom, seconded by ~Lr. Hague, that ~r.H.B. Gillism be and he hereby is allowed to retain all fees allowed by the Court in the sale of delinquent real estate. On motion of Mr. Hagerman,seconded by Er. Hague, it is resolved that the Execut~ Secretary be and he hereby is authorized to write a letter embodying the recommendation of the Commonwealth's Attorney to Er. Whitlow in an attempt to clarify the road construction on undeveloped roads in the subdiwision of Home Acres in Bermuda District. Whereas, there are certain properties in the County of Ehesterfield, Virginiai on which real estate taxes assessed in favor of the County of Chesterfield are delinquent, and said properties have been sold according to law to the Commonwealth of Virginia and it is advisable and necessary to bring a suit to sell properties to enforce the lien of saix taxes thereon: Now, Therefore, Be it resolved on motion of Mr.Hague, seconded by ~Ir. Britton, that Er.Richard L. Jones, Attorney At Law, is hereby directed to enforce the tax lien of the County of Chesterfield by filling an appropriate suit to sell the properties against the owners, heirs and/or assigns which are shown on the Land Book of the County of Chesterfield for 1958 as follows: Lee Camel, Eatoaca District, Colored, 15 acres, S.Church Road Catherine Pettiford & James Harris, ~atoaca District, Colored,5 acres. J.A.Hatcher BE IT FURTHER RESOLVED, that said Attorney shall not be required to execute any bond, which is hereby waived and the fees for his services shall be the same as the fees allowed by the Court. On motion of Mr.Hague, seconded by Mr. Britton, it is resolved that the application for erroneous assessments by Mr.Thomas H.Brown in the amount of $~'5.68 and the American Legion Post in the amount of $51.~4 hed and the same are hereby approved. On motion of Mr. Britton, seconded by ~4r.Hagerman, it is resolved that this Board approve the contract for the installation of wa% er lines to the Highway District Office subject to the approval of the ,Commonwealth's Attorney. On motion of Mr. Hagerman, seconded by Mr. Britton, it is resolved that this Boar¢ request she County Engineer to negotiate with the City of Colonial Heights to clarify the ownership and operation of the sewer lines in the V~est Chester- field Heights Subdivision. And be it further resolved, that the County Engineer is requested to draw up, in cooperation with theCommonwealth's Attorney, an agreement similar to the water line extension policy for the installation of sewer lines by the American Hardwa: Company on certain streets in the 'Nest Chesterfield Heights Subdivision. On motion of Mr.Hague, seconded by Mr. Hagerman, it is resolved that Mr.D.A.Lohr, Rt. #10, Box 343, be, and it hereby is authorized to construct a garage within 3 feet of his side property line. On motion of Mr.Britton, seconded by Mt. Hague, it is resolved that this Board authorize the County Engineer to make an offer to Mr. I.P.Alley for an easement which would approve the flooding of certain property around the Falling Creek dam. This day the County Road Engineer in accordance with directions from this Noard made report in writing upon his examination of Cedar Grove Road, Garfield Road, Merrimac Road and Garden Road, in the subdivision ofTwin Vmlley, in Midlothian Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roads be'established as public roads. Upon consideration whereof, and on motion of Mr. Driskill, it is resolved that Cedar Grove Road__Garfield Road, Merrimac Road and Garden Road in the subdivisio of Twin Valley, Nid~othian District~ be, and the sam~eare hereby established as public roads. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the State Secondary System, Cedar Grove Road, from the northern end of Rt.701, .23 of a mile northwardly to Merrimac Road; Garfield Road, from a point on Cedar Grove Road, .ll of a mile north of Hobby Hi Road, .17 of a mile westwardly to Garden Road, thence .08 of a mile west to M~rgate Drive, thence .13 of a mile west to Traylor Drive; }4errimac Road, from a point on Cedar Grove Road, .23 of a mile north of Hobby Hill Road, .15 of a mile west to Garden Road; Garden Road, from the intersection of Garfield Road and Merrimac Road, .08 of a mile southwardly to Garfield Road. These roads serve 5 houses. And be it further resolved, that the Board of SuperVisors of Chesterfield County guarantees a right of way of not less than 50 feet to the Virginia Department of Highways for these roads. Dedication of said rights of way being recorded in Plat Book 10, Page 42, CheSterfield Court House, Virginia. On motion of Mr.Hagerman, seconded by Mr.Britton, it is resolved that the Executive Secretary be and he hereby is authorized to negotiate the employment of Mr. Dan Robinson to make a financial study of the County.
