come before the Board complaining about the lack of water pressure on Oakland
Avenue, the dusty, muddy condition of Oakland Avenue, the same being not hard-
surfaced, the lack of street lights and the lack of Police protection.

On motion of Mr. Driskill, seconded by ~r.Britton, it is resolved that this
Board request Mr. Lancaster to estimate the price on improving Cottage Road,
a connecting road from Butte Road to Riverside Drive.
This day there arose a discussion as to the necessity of improving certain roads
leading to the Allied Ch~nical Company, the same being Rt. ~18, and a road
leading to the Reynolds Metals Plant, the same being Rt.608. It was suggested
that since both of these roads are leading to industrial plan~s that perhaps
the funds for their improvement could be secured from the Industrial Road
Improvement Fund. It was further pointed out that the Allied Chemicai Company
had purchased and donated ~n 80-foot right of way along Rt. 618 for its
improvement. Upon consideration whereof, and on motion of Mt. Hague, seconded
by Mr. Britton, it is resolved that the Resident Engineer be and he hereby is
requested to aoply to the Industrial Road Fund for the necessary funds to
the aforementioned roads. This being particularly necessary due to the hu~e

This day the County Road Engineer inaccordance with direct&ons from this Board
made report in writing upon his examination of Troy Road in the Hollandale
Subdivision, Manchester Distr~ct, which re~ort shows that in the opinion of the
County Road Engineer it is expedient that said road be established as a public
road. Upon consideration whereof, and on motion of ~4r. Britton, it is resolved
that Troy Road in the Hollandale Subdivision, Manchester District, be, and the
same is hereby establis~sd as a public road. And be it further resolved, that
the Virginia Department of Highways be and it hereby is requested to take into
the State Secondary System, Troy Rcad, from a point on Tignor Road, .ll of a
mile south of Mills Road, .06 of a mile eastwardly to Rt.2216. This is a
connecting road.
And be it further resolved, that the Board of Supervisors of Uhesterfield
County guarantees a right of way of not less than 50 feet to the Virginia
Department of Highways for this road. Dedication of said right of way recorded
inPlatBook 9, Page 60, Chesterfield Court House, Virginia.

it is resolved that Kimroad Road in the subdivision of West Chesterfield
Gardens, Manchester District, be and the same is hereby established as a public
road. And be it further resolved that the VirginiaDepartment os Highways
be and it here~y is requested to take into the Sta~e Second~ry System, Kimrodd
Road from a point mn Rt. 16&7, .1 of a mile east of Rt.360, .19 of a mile
southwest to Rt.2226. This road serves lO houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet to the Virginia Department

This day Mr. J.L.Gettings, County dog warden, comes before the Board presenting
the game claims. Upon conside~ion whereof, and on motion of Mr.Britton,
seconded by Mr.Driskill, it is resolved that the said game claims be and they
are hereby approved for pavment.
This day the Executive Secretarv read a letter from Mr.R.J.Schmitt pertaining
to the zoning of certain propertv on the Old Westham Road. Upon consideration
whereof, andon motion of Mr.Britton, seconded by Mr. Driskill, it is resolved
that this letter be answered by the Executive Secretary in accordance with
the Board's understanding when it rezoned the property on February 12, 1957.
This day the County Engineer presented to the Board certain studies on changing
street names in the area generally west of the Southampton Road. Upon
consideration whereof, and on motion of Mr. Driskill, seconded by Mr.Britton,
it is resolved that the following street names be and they h~reby are changed:

On motion of ~r. Hagerman, seconded by Mt. Hague, it is resolved that this Board
formally a~rees to accept the sum cf $7766.60 from the Federal Government
for installation of a sewerage ~eatment system in the Ettrick Sanitary Distrtc
and the Chairman and Clerk of this Board are authorized to sign said agreement.
This day the County Engineer reoorted that the County-owned house on the
reservoir at Falling, Creek was to become vacant in the very near future.

An Ordinance to amend an ordinance adopted December 1, 1957,
imposing certain license taxes in Chesterfield County, to
amend Chapter 1 by adding new sections to b$ known as
Section 5-A and 5-B to provide for license taxes for every
person owning or operating an amusement park, garden or
building devoted to general public amusement and for those
engaged in the cleanSng, dyeing, pressing and repairing of
clothes~ hats, carpets, rugs or other fabric articles;
to amend Chapter l, Section 7, by adding a new subsection
requiring a permit of every persons issued a permit by the
Virginia Alcoholic Beverage Control Board for the purpose
of selling alcoholic beverages at a banquet, picnic, outing 9r
other social gathering;and to repeal Chanter l, Section I (i)
to delete the exemption given a speculative builder who has his
principal officeoutside the County and pays a license tax in such
locality where he has his principal office.
An Ordinance to amend an ordinance imposing certain license taxes
in the County of Chesterfield adopted on December l, 1956, by reenacting
Chanter 2, Section 16, defining the powers and duties of the License Insoector.
An Ordinance relating to the appointment, powers and duties of a dog warden
and deputy dog wardens and for the collention and disnosition of dog license
taxes, and punishment for violation of same.
On motion of Mr.Br~ton, seconded by Mt.Hague, it is resolved that thisBoard
grant to Mr. Chas W.Britton, a valance to allow the construction of an out-
building 3 feet from the rear line of Lot 3, Block E, in the subdivision ~
Laurel Meadows.
On motion of Er. Dr~skill, seconded by Mt.Hague, it is resolved that this Board
pay to the Southside Area Mental Hygiene Clinic the sum of $600.00 for
of children in the southside of the County.
On motion of Mr. Hague. seconded by Mr. Britton, it is resolved that the
follow~n~ resolution be and it hereby is approved:
Whereas~ the counties of Virginia~re findinK it ~essary to increase
local tax rates for the fiscal year of 1958-'5Q, in order to meet the rising
costs of local government; and
Whereas, the distribution of A.B.C. profits by the State is now made
to the localities but once every twelve months and pavment is received by
the localities in AuK~ust of each year; and
Whereas, if these A.B.C. profits were distributed by the State to the
localities on a quarterly basis in the months of August, October, January and
April, it would be of considerable help to the counties at this time;
Now, Be it Resolved, that the Board of Supervisors of Chesterfield
County requests the StateComptrolter and the State Treasurer to make distributi
of the A.B.C. profits to the localities quarterly rather than in one yearly
payment.
This day a letter from Mr.George W. Moore, Jr., Treasurer, requestin~ the Board
to approp~ ate the sum of $56.00 as an additional appropriation for increased
burglary and messenger instance, was read. Upon consideration whereof,
an~ on motion of Mt.Hague, seconded by Mr. Driskill, it is resolved that the
sum of $56.00 be ~nd it hereby is appropriated to Item Sa-211, and the Treasure
of theCounty is requested to make said transfer.
This day the Execut~e Secretary presented a statement from the Auditor of
Public Accounts, ~r.J.Gordon Bennett, showinE approval of the audit of the
County Court and the Juvenile and Domestic Relations Court, which audit and
approval is filed with the Board's paoers.
This day there was presented plans from the County Agent, who proposed that
certain partitiona be run in his office. Upon consideration whereof, and on
motion of Nr. HaKue, seconded by ~r. Hagerman, it is resolved that the Executive
Secretary be and he hereby is authorised to have said partitions i~talled as
per the plan filed with the Board's paoers.
On motion of 51r.Britton, seconded by Mr. Briskill. it is resolved that bonds
in the amount of $200.O0 on Barleth Heights and$1612.00 on Worthington Farms,
be, and they hereb~ are received, and the Executive Secretary is here~y
authorized to send said bonds to the Treasurer who is hereby authorized to

amendments to the Subdivision Ordinance be prepared by the County EnEineer,
Commonwealth's Attorney and Executi~e Secretary for discussion before the
Board in the near future.
Re: Changing the boundaries of the Bon Air Election District, re-arranKing
the said District a~ formin~ therefrom two election districts to be known
as "Bon Air Election District No.i" and "Bon Air Election District No. 2.".
On motion of Mr.Driskill, seconded by ~r. Britton, Be it Resolved by the Board
of Supervisors of Chesterfield Count~as follows:
1. It i~ hereby determined that there are approximately 1,9~0 registered
voters in the Bon Air Election District of Midlothian Magisterial District of
this County and due to the overcrowded conditions in the said election distric~
it is necessary todivide said district into two election districts, in order
for the voters of said district to be properly served.
2. It is the opinion of this Board thatthe Bon Air Election District
be divided into two disEricts to be known as "Bon Air Election District No. 1"
and "Bon Air Election District No.". The boundaries of said districts
should be as follows.
BON AIR ELECTION DISTRI~r NO.1
Be~inninL at a point whore the south line of Granite Road intersects the
dividing line between Midlothian and Manchester Magisterial Districts; thence
along the dividing line of said magisterial districts in a southerly direction

The Board is of the opinion that the voting place of Bon Air Election District
No.1 should be the Bon Air Community House and that of Bon Air Election District
No.2 should be the Bon Air Fire Station.
Further, it is respectfully requested that the Judge of the Circuit Court of
Chesterfield County, pursuant to Section 2~-~6 of the Code of Virginia, 1950,
as amended, alter the boundaries of said Bon Air Election District and create
therefrom two election districts as aforesaid.
3. The Commonwealth's Attorney of this County is requested to present a
certified copy of this resolution, which shall constitute a petition, signed by
the members of this Board, to the Judge of the Circuit Court of this County,
pursuant to Section 2~-~6 of the Code of Virginia, and the sai~ Judge of said
Court is hereby requested to enter such orders as may be necessary to alter the
boundaries of said district and ttocreate two new districts therefrom and that
appropriate directions may be given with respect to the posting of Notice as
required by law prior to the entry of such order, and t~t appropriate direction
may be given with respect to the posting of such orders creating the new electio
districts and that certification of copies thereof to the County Electoral Board
for the appointment of registrars may be made and any orders as may by law be
required, be entered.
This day Mr.T.L.Davis, comes before the Board seeking a Use Permit to operate
a garage in Matoaca Magisterial District on a parcel of land fronting 200 feet
on the Woodpecker Road, and extending westwardly 4OO feet, said ~rcel bein~
900 feet north of Southlawn Avenue, which request was first advertised and
heard on DecemberlO, 1958 and postponed to this meeting. And there appearing
no one in opposition to this request, upon consideration whereof, and on motion
of Mr. Ragerman, seconded by Mr. Driskill, it is resolved that a Use Permit
to operate a garage be, and it hereby is anproved, provided the garage is set
back behind the existing dwellings.
This day thematter of Mr.H.M.Shoosmith, requesting a Use Permit to remove
gravel from property along the Hey Road was requested to be postponed By the
opponents and the applicant. Upon consideration whereof, and on motion of
Mr.Britto~, seconded by Mt.Hague, it is resolved that this m~ter be postponed
until February 11, 1959, at 2:30 p.m.
This day M~.C.E.Hoyle comes before the Board requesting a Use Permit to operate
a cabinet shop in Manchester Magisterial District, on a ~arcel of land fronting
1OO feet on Shaw Lane and extending northwardly 200 feet,said ~rcel being
1100 feet east of Rt.63?. There appearin~ no one in opposition to this reque~
upon consideration whereof, and on motion of Mr. Britton, seconded by Mr.
Driskill, it is resolved that a Use Permit to ~perate a cabinet shop be and it
hereby is approved, provided, there be no identifyin~ signs on the premises.
This day Mr. V.T.Barr comes before the Board requesting the rezoning from
Agriculture to General Business of a parcel of land in Clover Hill Magisterial
District, fronting 12OO feet on Rt.360 and extending 200 feet southwardly~
said parcel being 200 feet west of Rt.730. There aopearing no one in opposition
to this requ~est and upon consideration whereof, and on motion of Mt.Homer,
seconded by ~'~r.Britton, it is resolved that the aforedescrib ed parcel of land
be and it hereby is rezoned for General Business purposes.
This day Mr.R.L.Bates and ~,1r.J.G.Woo~in, come before the Board seeking the
rezoning from Agriculture to GeneralBusiness on a parcel of land in Manchester
Magisterial District. containing .67 acres fronting 211 feet on Goode's Bri~e
Road and extending 400 feet southwardly on the west side of the Newby Bridge
Road, and it was pointed out that this business was ail generally a~riculture,
or residential, that a Use-Permit would serve the area most beneficially.
Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr.$riskill
it is resolved that a Use Permit to operate a metal shop be and it hereby is
granted on the aforedes¢~ibed parcel of land.
This day again ~r.L.R.Goyne comes before the Board seeking a Use Permit to
operate a motel on the northwest corner of V;illis Road and the Toll Road, said
request having been postponed from the previous month's discussion.
A letter was read from ~4r. Harold T. Goyne, Supervisor of Bermuda District,
disqualifying himself from the consideration of this request.
Whereupon, Mr. %rvin G.Horner, Chairman of the Board, disqualified himself
because of business associations at the Walthall Interchange.
Mr. L.R.Goyne requests that the Board defer this matter until he can avail
himself of the services of his counsel; however, due to the large number of
people present, it is ruled that the hearing will continue with reservation as
to the action of the Board at the end of the bearing.
'Nhereupon, Mr. Goyne presents a petition, signed by 102 persons residing or ownin
businesses on the Pike and another petition signed by 12 people living in or
around the Willis Road Interchange, which petitions say that the signers do not
object to the erection and pperation of the motel at the proposed site.

The Executive Secretary read a resolution passed by the Planning Commission on
December 4, 1958, which resolution recommended that action on the proposed zoni
be delayed until such time as the Tarrant Land Use report is presented.

case for thirty days, which motion died for the want of a second.
Whereupon, Mr.Driskill moves, and Mr.Britton seconds,that this Board deny the
request ed Use Permit, which motion carries.

be and it hereby is granted to Mr. John J. McDonald, Jr.,and Mr. L.R.Goyne,
to allow the moving of a house at the Walthall Interchange toa 27-acre parcel
of land and locate the house approximately 210 feet from State Route 620 ~n a
private lane.
This day Mt.Walter Casen presents a request for a variance to allow the
construction of an office building on Old Rt.60, just east of the Atlantic Coasl
Line Main Line, with no front setback. Upon consideration whereof, and on
motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the Executiw
Secretary be and he hereby is authorized to view the property and to make the
proper variance to the best advantage andb enefit of the County.
On motion of ~r.Driwkill, seconded by Mt. Hague, it is resolved that this Board
adjourn to ExecutiveSession.
Reconvening:
This day a discussion arose to the plans for Mooer~s Field Athletic equipment
to be moved to the Chesterfield Fair Grounds and it was generally a~reed that
the Executive Secretary would get bids from private contractors for the removal
of seats and the wood decking over the stadium.
The Commonwaalth's Attorney advised the Board of the proposal submitted to the
Countv in letter of December 8, 1958 from Chas. W. Sublett, President, Michie
City Publications Company, Inc., for the printing of the County Tehhnical Codes
in a separate volume in loose-leaf form at a price of $7.00 per pa~e, plus the
extra charge of $100.00 ~ r carrying this volume through the various department~
as a sxparate unit. An additional cost of $2.00 per cDpy for each loose-leaf
binder will be made.
On motion of Mr.Britton, seconded by Mr. Driskill, the Board having duly
considere~ the motion concerning the printings ~the Technical Codes adopted'
on November ll, 1958,'and the letter above mentioned under date of NovemberS,
1958, it is therefore,
Resolved, that the proposal of Michie City Publications Company, Inc. submitted
in letter to Ernest P.Gates, Commonwealth's Attorney, under date of December 8,
1958 is hereby accepted and Mt. Gates is authorbed to so advise Michie City
Publications Company, Inc., that the Board accepts its proposal to print the
Technical Codes as set forth in said letter. Further,the Board desires that
300 copies of Volume II be printed and that the Technical Codes shall include
the following ordinances: Subdivision Control; Zoning; Revised Plumbing
Regulations and Building Code.
On motion of ~r. Driskill, seconded by Mr. Bagerman, it is resolved that the
Supervdsor from B~dlothian District and the Executi~ Secretary cooperate
in advertising said arreas in Midlothian District for rezoning to an R-1
Use, robe heard at the February llth meeting.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the
Executive Secretary be and he hereby is authorized to make final payment to
Carper and Perryclear, provided said firm furnishes the necessary waivers
in accordance with the contract for certain improvements to the water system.
On motion of ~r. Br~ton, secor~ed by Mr.Drtskill, it is resolved t~t this
Board approve the increase in payments from 25¢ to 40¢ to the various fire
departments for the sale of auto ta~s for the County.
