This day Mr.C.F.Kellam, Assistant Dist~Zct Engineer of the High~:ay Department,
comes befor~ the Board citing the fact that the Hi~nway Department had ruled
that the storm drairage at the intersection of Granite and ~.icRae Street could
not be carried westwardly on Granite Road when said road is widened,
l~Thereas, it appears to the Board that this is the logical way to carry said
drainage, upon consideration whereof, and on motion of Mro Driskill, seconded
by Mr. Britton, it is resolved that this Board request the Highway Department
to reconsider this plan and to take the surface water from said intersection
w~stwardly along the Granite Road.
On motion of l~[r. Driskill, seconded by Mr.Goyne, it is resolved that this Board
request the Highway Department to improve approximately 100 feet of Cottage Rca(
on the eastern end of the present highway maintained portion.
On motion of Mr. Goyne, seconded by Mr.Driskill, it is resolved that this Board
~equest the Highway Department to improve the third street in the Locust Grove
Subdivision and charge same to ~he 3¢ RoadFund of the County.

request the Commonwealth'Natural Gas Company to encase the gas line across
South Street in the Ivey Tract according to previous agreements allowing this

request the Virginia Electric & Po~.,'er Company to study the possibility and
feasibility of erecting a street li%~t at the intersection of Rts. 1 and 10,

accept the low hid of $29,180.O0 by the Chicago Bridge and Iron Company for
the erection of a 150,O00 gallon tank at the Enon Sc~ool, for the purpose
of storing water in the Morrisdale area.
On motion of Mr. Driskill, seconded byMr. Hague, it is resolved that this Board
approve a change of Lillibet Drive to Elm Road, a portion of Riverside Drive
to Hickory Road, a !~ortion of Elm Road to Hickory Road, all as recorded on a
map drawn by the engineering department of the County.
On motion of Mt. Hague, seconded by Mr.Goyne, it is resolved that the Executive
Secretary be and he hereby is requested to write a letter commending the variou
fire departments of the Gcunty in fighting brush fires and other fires, and to

water lines along Rt. 10 nor the tiarrowgate i(oad to the two elementary schools
being constructed in the County has been started. It was generally a?~reed

Hey Road, ?CO feet south o? OldBroad Rock Roa~, the request havin~ been delayed
from January lgth meeting. Mr. Shoosmith requested an 18-months extension to
allow him to complete the removal of gravel and the grading of this property.

Elmore cites his experiences as the rr~sult of the gr~vel pit being in the

an irregular parcel of land in the Bermuda ~isteri~t District, fronting 531 fei

northwest corner of the intersection of the Willis Road and the Toll Road, to be
rezoned from Residential-2 to General Business; whereupon, Mr.Goyne reduces his
request to a Use Permit to erect a motel and restaurant and to redufe the size
leavingout the property owned by Mr. Hadder.

This day Mrs. Mary B.Stratton comes before the Board reque~ting a Use Permit
to remove gravel on a 60-acre parcel of land in Dale Magisterial District,
frontin~ approximately 13OO feet on the Falling Creek and extendin~ 18OO feet
southwardly, said p arc~ bein~ 1000 feet westofRt. 10.
Comes also, Mr.D.W. Murphev, her Attorney, citing the fact that since the
Board of Supervisors has apparently decided that it can deny a Use Permit for
the di~ging of gravel that he now asks that the request for a Use Permit to
dig gravel by his client be withdrawn,and same is withdrawn.
The Board was advised by the Executive Secretary that he has contacted Mrs.
Stratton on several occasions re~ardinK th~ removal of gravel and clay from
her property in Dale District of this~ounty in violation of the provisions
of the County Zoning Or~inance regarding such removal and Mrs. Stratton has
refused to comply with same. Upon consideration whereof, and on motion of Mr.
Hague, seconded by Mr. Hagerman, it is resolved that it is the opinion of this
Board that ~rs. Mary B.Stratton is violating the County's Zoning Ordinance in
that she is allowing the removal of dirt, gravel and clay from her property
in DaleDistrict of this County without complying with the terms of this County's
Zoning Ordinance.
Further, the Commonwealth's Attorney of this County is directed to institute
proper proceedings on behalf of this Board in the Circuit 'Court of this County
to restrain Mrs. Mary B.Strat~on, her agents or any person or persons engaging
in such removal from violating the County's Zoning Ordinance.
This day Mr.Scott Peck comes before the Board seeking a Use Permit to dig
gravel in the Manchester Magisterial District on a parcel of land fronting
1000 feet on the Cottrell Road and extendin~ eastwardly 700 feet, said parcel
being 2200 feet south of ~galmsley Boulevard, c~tin~ the fact that he wants
to landscape his property, Come also, Mr.Walters, Mr. Pittman, Mr.Perkins,~r.
Redford, Mr. and Mrs. Gibbs, and Mrs. Whitley, opposin~ the said request.
Upon consideration whereof, and on motion of Mr. Britton, seco~ ed by
Driskill, it is resolved that thi~ Board delay this matter for sixty days by
which time M~.Scott Peck is requested to seek the services of an engineer
to layout the necessary plans by which the land can be graded and landscaped
properly.
This day Mrs. Roosevelt Turner, Jr., comes before the Board requestin~ a Use
Permit to operate a TV Repair Shop in Bermuda Magisterial District, on a
parcel of land fronting 100 feet on the Baldwin Road and extending southwardly
200 feet, said parcel being 10OO feet west of the South ~hester Road, and there
appearin~ no one in opposition to this a~plication, on mh~bn of M~. Goyne,
seconded by Mt. Hague, it is resolved that a Use Permit to operate a TV Shop
be and it hereby is granted to Roosevelt Turner, Jr., on the aforedescribed
parcel of land, provided no sign larger than 2 feet by 2 feet is erected.
This day Mt.Robert L. Spivey, comes before the Board seeking the rezoning from
Agriculture to General Business of a parce~ ~f land in Dale Magisterial
District, fronting 200 feet on the south side of Rt.6~l and extending 200 feet
on the east side of Rt.611.
Come also ~. and Mrs. Woodcock presenting a petition signed by adjacent land
owners in opposition to this request. Upon consideration whereof, and on
motion of Mt. Hague, seconded Sy Mr. Britton, it is resolved that this Board
deny the requested rezoning without prejudice.
This day Mr. O.F.Bryan requested the rezoning from Agriculture to Residential-~
of a parcel of land in Manchester /lm~.isteri~l District, lying south of Rt.560
and west of Bywood Lane, b e~n~ the tentative subdivision of Manchester Heights.
Upon consideration whemeof, and on motion of Mr. Britton, ~e¢onded Oy Mr.
Drtskilt, it is mesolved that the aforedescribed parcel of land be and it beret
is zoned to Residential-2.
This day Mr. Newell of Homer and Newell comes before the Board requesting the
rezoning from Residential-2 to General Business of a parcel of land fronting
339 feet on the south side of Rt.360 in Manchester Magisterial District, and
extending 322 feet along the wast line of Berrywood Road, and t~ere appearing no
opposition to this request, on motion of Mr.Britton~ seconded by Mr.Driskill,
it is resolved that the aforedescribed property be and it hereby is rezoned
to General Business purposes.
Also, Mr. Newell requested the rezoning from Residential-2 to General Business
of an irregular parcel of land in Manchester Magisterial District, beginning at
a point 175 feet east of Beryywood Road and running 171 feet along the south line
of Rt.360, and e Rtending southwardly 300 feet to BeryyWo~ Road and the alley;
and there appearing no one in opposition to this request, upon consideration
whereof, and on motion of Mr.Britton, seconded by Mr. Driskill, it is resolved
that the said request for rezoning be and it hereby is granted for general
business purposes.
Also, Mr. Newell requests the rezoning from Residential-2 to General Busir~ss of
a parcel of land in Manfhester Magisterial District, fronting 60 feet on the
Belt Boulevard and extending southwardly348 feet,.said parcel being 1300 feet
east of Berkley Road, and there appearing no one mn opposition to this reques~
upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Hague,
is resolved that the aforedescribed parcel of land be and it hereby is rezoned
for general business purposes.
This day Mr. Garland Bosher comes before the Board requesting the rezoning from
Residential-2 to General Business of a parcel Of land in Manchester Magisterial
District, fronting 232 feet on Central Avenue and extending eastwardly 200 feet,
said ~rcel being 300 feet of Gravel Hill Road, being known as Lots 12 and
of the Gravel Hill Subdivision. There appearing no one in opposition to this
request, upon consideration whereof, and on motion of Mr. Britton, seconded by
Mr.Driskill, it is resolved that the aforedescribed parcel ~f land be and it
hereby is zoned for general business purposes.
This day was set as the time for the hearing on the proposed rezoning from
agriculture to Residential-2 on application of the Board of Supervisors on the
following parcels of land:
In Midlothian Magisterial District, a parcel of land fronting on the
Granite Road and extending southwardly to Jahnke Road,between the
present Besidential-1 zoning line and the Midlothian Magisterial Line;
also, a parcel of land fronting on the Jahnke Road and extending
southwardly to Rock Creek Park, between the Buford l{oad and the
Midlothian Magisterial District line; also, a parcel of land beginning
at the Southern Ry. line and extending southwardly to the business area
along Rt.60 between Powhite Creek and the Buford Road, which three parcels
of land are proposed to be rezoned from Agriculture to Residential-1 on
application of the Board of Supervisors.
There appearing no one in opposition to the request, upon consideration whereof
and on motion of Mr. Briskill, seconded by Mr.Britton, it is resolved that the
aforedescribed parcels of land be and they hereby are rezoned for Residential-1
purpose.
This day Mt. Barnes comes before the Board requesting a building permit on a
private road for a ~rge warehouse on Rt. 161. Upon consideration whereof,
and on motion of Mr. Britton, seconded by Mr. Hagerman, it is resolved that this
Board grant avariance to Mr. Carnes of Carnes and Wallace, to allow the
construction of a warehouse on a private road, back to his dNTice on Rt. 161.
It is here noted that the County has no obligations to build a road to said
building.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that a variance
be granteo to Mr.E.D.Proffitt, Rt. 15, Box 237, for the construction of a
service station addition not less than 42 feet from the center of Rt. 637.
On motion of Mr. Britton, seconded b~¢Ir. Driskill, it is resolved that this Board
grant to M~. J.W.Seamster, 1102 E.5Oth Street, a variance for an addition to
his residence, same to come within 5 feet of the side property line.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that a variance
be granted to McKinley Hayes for' the construction of a garage one (1) foot
from the side line and facing the Belt Boulevard, Sust north of Bells Road.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board
deny the request of Mr. G.H.Caudle to build additional houses on his property
on the Elkhardt Road before said property is subdivided.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board
grant a variance to Mable Mills Davis, Box 173, Rt.~l,Midlothian, Virginia, to
construct a private garage on part of Lot 3 and Lot ~, Block D, in the Wayland
Subdivision, so that said garage is located not lees than 7 feet from the
adjoining property line.
On motion of Mt.Hague, seconded by ?,~.Dr~skill, it is resolved that the game
claims be and they hereby are approved for payment.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the bid
Mr. Lingerfelt for the removal of the stadium equipment be and it hereby is
accepted, provided performance bond in the amount of the bid can be obtained.
On motion of Er. Hague, seconded by Mr.Goyne, it is resolved that the following
erroneous assessments be and they hereby are approved:

On motion of Mr. Hagerman, seconded by Mr. Britton, it is resolved that the
minutes of January 6, lg and 29th, be and they are hereby approved.
It is generally agreed that the Executive Secretary purchase name plates for
the Supervisors and get prices for microphones and speakers for the Court Room.
