This dav the Executive Secretary cited the fact that he had received from Mr.
R.V.Lancaster, Resident Engineer, Highway Department, notification that the
cost of hard-surfacingOakland Avenue in West Chesterfield Heights would be
approximately $1500.00.
WhereupOn, the citizens of the area present at the time, agreed to pay one-half
the cost of this improvement. Upon consideration whereof, and on motion of
Mr. Hagerman, seconded by Mr. Britton, it is resolved that this Board request the
~ighway Department to hard~surface Oakland Avenue and charge same to the 3¢
Road Fund of the County, provided the citizens of the area pay one-half of the
cost.
On motion of Mr. Hazerman, seconded by Mr. Driskill, it is resolved that the
County Engineer be and he hereby is authorized to install a water line on
Oakland Avenue to tie the existing line in with the new line to be acquired on
DuPuy Road.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Wheaton Road, Rutherford Road,
Andros Road and Pierpont Road, in the subdivision of Worthington Farms, Section

standard water contract for Beaufont Hills Subdivision in the amount of
$3807.80 be and the same is hereby approved.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved tha~ the
Executive Secretary be and he-hereby is authorizedto receive bids on the
demolition of the old grandstand and tO receive bids on the construction of the
new grandstand with various alternates.
It is here noted that Mr. John Watkins, former member of this Board comes
before the Board and cites the fact that as Chairman of the Fair Association
he agrees with the action of the Board in improving the Fair Grounds and
generally wishes the Board well in its many undertakings.
On motion of Mr. Britton, s eco~ded by Mr. Hagerman, it is resolved that this Board
request the Highway Department to investigatethe putting up of 35-MPH speed
limit signs on the North Road, between old Rt.360 and the Belmont Road.
This day the Executive Secretary read a letter from Mr.R; Pinkney Sowers, Atty.,
representing the Robious, Inc., in their request for certain zonings in'the
Robious area, and requesting the Board to postpone said request for rezoning

This day Mr. M.H. Lanier, representing Colonial Farms, Inc., cows before the
Board seeking a Use Permit to operate a cemetery in Midlothian Magisterial

tending 15OO feet northeastwardly, said parcel being 1-mile north of Rt.360.
Comes also, Mr. Carlyle Butler, citing the fact that the laws are somewhat lax
in the operation of a cemetery and stressing the need for new legislation to
control this rapidly growinz ind~try.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr.Goyne,

This day Mr.L.E.McAllister, Sr., comes before the Board requesting a Use Permit
to construct and operate a trailer park in Midlothian Magisterial District,
on a parcel of land fronting 100 feet on Rt.60 and extending southwardly 400 feet
said parcel being 1400 feet eaet ~ the Arch Road. Comes also, Mr.Carl
Godsey, owner of the 70-acres to the east and south of said parcel, complaining
about bhe lack of a plan concerning the development of this small piece of land

By order of the Board of Supervisors there was advertised to be rezoned from
Agriculture to Residential-1 a parcel of land in Nanchester Nagisterial District,
fronting 650 feet on the Jahnke Road And extending 3000 feet northwardly, said
parcel being the entire subdivision of ~estover Gardens.
Mr. Harding and Mr. Nudd,Surveyor, representing the owners of the second half
of Westover Gardens, cite the fact that the proposed plan of developing this area
does not fully comply with all of the provisions of Residential-1. Certain
citizens residing in the first half of Westover Gardens cite the fact that it
sould be desirable if all the area were rezoned for Residential-1 purposes.
Whereas, it appears that the developers of the second half of said subdivision
have met the majority of the requir,~ments and have done much improvement over the
old recorded subdivision; upon consideration wheres~, and on motion of Mr. Britton
seconded by Mr. Driskill, it is resolved that the entire subdivision be zoned to ~?
Residential-1 and that variances be granted On all lobs in the proposed subdivisi~
not fulfilling Residential-1 requirements, which lots are listed as follows:

Corporation be granted variances for the construction of homes on Lots i and 2
in Block A, of the Woodcro£t Subdivision, said lots fronting on Brown Road and
heinz smaller than is required for an R-1 zone.
This day the~e appears Mr. John Thomas seeking a variance for Mr. Leake, said
matter having been deferred from the la st Board meeting, and the fact was
cited that there wa~ ~n~ffici~t frontage for two residences on Rt. 10, that
the proposed improvement to She g~age did not meet the requirements of the
Building Code· Upon consideration whereof, and on motion of Mr. Hague,
seconded by Mr.Goyne, it is resolved that the application ,for a variance be and
the same is denied without prejudice.
This day mr.J.W.Cunningham comes before the Board requesting a variance in the
requirement to move the old gyver building in ~hester, between Rt. l0 and the
Hundred Road, and the ss me having been condemned by the Building Inspector.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr.
HaKerman, it is resolved that this request be and it hereby is denied.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board
go into ExecutiveSession.
Reconvening:
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that pursuant to
Section 6-10(S) of the Water Bond Resolution the Trustee is authorized to
invest all funds in the Bond Reserve Fund in direct obligations ofthe United
States of America ~elected by the Treasurer of Chesterfield County. The
Treasurer of the County is authaized as Agent of this Board to request the
Turstee to make such investments from time to time as funds are available and
~pprove the investments on behalf of the County.
The Treasurer shall notify the Board of action taken pursuant to this resolution
which renort shall be brought before the Board for informational purposes.
This day the entire Board met with Mr. James Goodwyn and Mr. Clarence Wilson
as to the development of the County owned land adjacent toMr. Goodwyn's store
at the Court House. It was cited that in the plans for the County, this
area was proposed to be graded and seeded. Mr.Goodwyn cites the fact that
this land had been used as a parking lot for a number of years and requests
same to be continued in the operation of his store at the Court House.
Upon consideration whereof, Mr. Hague makes the following ~tion, which is
seconded by Mr. Goyne: Be it Resolved, that the County have installed a 6-inch
curbs to protect the Sxistinz brick walk tO signify the end of the proposed
~rarkin~ area and have the proposed parking area hard-surfaced and charge
· Goodwyn with one-half the cost of said hard-surfacing.
Whereupon, Er. Driskill, makes a substitute motion, seconded by Mr. Britton:
Be it Resolved, that the curbs be installed and that Mr. Goodwyn pay the full
cost of hard-surfacing of the pnoposed parking area. A vote being taken on
the substitute motion, first, Ayes 4, Nays -2. Mr. Goyne and Mt.Hague voting
Nay. Whereupon, the substitute motion is passed.

in Congress, Mr.J.Vaughan Gary, to set up an appointment with the Post Office
Officials in Washington, so that a Committee can wait on said off~ials and
impress upon them the necessity of keeping the identity of Don Air as a Post

Executive Secretary be authorized to hmve staked a road leading to the Fort
Darling Implacements and have same viewedby the Resident Engineer of the
Highway Department for an estimated price.

truck be left in the Chester Fire Department on a %rial basis, and if said

This day the Executive Secretary read the resignation of Mr.W.Stuart Johnson to
be effective June l, 1959. Upon consideration whereof, and on motion of Mr.

zccepts Mr. Johnson's resignstion with extreme regrets, and wishes to record its

It is generally agreed that a letter from Mr.J.~.Sullivan, Jr.,Secretary of
the Matoaca Fire Department, thanking the Board for the new fire truck sent

Department be and it hereby is requested to improve the road in the Sun Valley
Subdivision in Bermuda District, a price not to exceed $200.00, provided

This day the Chairman cited thefact that he had been requested to appo~$t a
Committee to submit some definite programs in theCivil War C~ntennial

Engineer be and he hereby is requested to seek applications for an Assistant
Engineer.
On motion of Mr.Driskill, seconded by Mr. Hagerman, it is resolved that the

portion of County Planner for Chesterfield County.
