Board of Supervisors of Chesterfield Count
held at the Court House on May 26, 1959,
at 7:30 p.m.

This day Mr. L.E.McA~lister, Sr., again comes before the Board seekir~ a Use
Permit to construct and operate a trailer park in Midlothian Magisterial
District, on a parcel of land fronting 1OO feet on Rt.60 and extending south-
wardly 400 feet, said parcel being 1400 feet east of the Arch Road.
Comem also, Mr. Godsey, Mt.Woodcock and others living in the area expressin~
their desire that the proposed trailer park be limited to a small area, and
Whereas, the proposed layout as presented by Mr. McAllister encompasses more
land than was advertised, and on motion of Mr.Driskill, seconded by Mr. Britton,
it is resolved that Mr. McAllister be requested to re-submit the zoning request
complete with drawings so that the requested Use Permit can be re-advertised
properly.
This day Mr.T.A.K~ck, Jr., represented by Mr. Fred Gray comes before the Board
requestinz a ~se Permit for the operation cZ a cemetery in Bermuda Magisterial
District, on a 50-acre parcel of land frontinz 1400 feet on Rt.618 and extending
south~ardly approximately 1500 feet, said parcel being 450 feet east of Rt. 619.
Er.Gray presents to the Board a written summary of ~is arguments, which
includes Exhibit "A"~ a plan of the first section to be developed;
Exhibit "B", an artist's concept of the central feature in
the first section
Exhibit ,C-, showing the planning strip adjacent to the road
Exhibit "D", showing the plaque bronze plate
Exhibit "E", the arti~es of incorporation
Exhibit "F", the copy of the contract used by one of the
parent corporations
Exhibit "G", a copy of a prototype Trust Agreement
Exhibit "H", a summary of the financing of a perpetual
care trust fund
Exhibit "I", explains the procedures of handlin~ contracts
Exhihit,"J", i through 6, statements of financial status of
Trust funds in other cemeteries owned by the applicant.
Mr. Gray presents a petition signed by 8 citizens residing adjacent to the
establishment of this cemetery. Mt.Gray further agrees to report to the
seller of the land, Mr. T.A.Keck, and the ExecutiEe Secretary of t he Board of
Supervi~rs of Chesterfield County, at least every six (6) months of the
financial status of the perpetual care Truwt Fund.
Mr. Dallas Coons comes before the Board citing the fact that a screen of pine
trees would be most helpful in scree~n~ the activities of the cemetery. Upon
consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Driskill, it is
resolved that the request for a Use Permit to operate a perpetual care cemetery
on the aferedescribed parcel of land, subject to all the conditions set forth
in the Exhibits and subject to the audit of the Tru~ Fund, be sent to Mr.T.A.
Keck and to the Executive Secretary, be, and it herebyis granted.
This day Mr. Carlisle Butler, representing the Colonial Farms, Inc., comes
before the Board again requesting a Use Permit to operate a cemetery in
Midlothian Magisterial District, a 26-acre parcel of land fronting 750 feet on
Rt.604 and extendin~ 1500feet northeastwardly,said parcel being i mile north
of Rt.360, and
Whereas, the plans presented by Mr. Butler were somewhat limited and inadequate
and details of his operation wez'e not satisfactorily incorporated in a written
agreement, it is on motion of Mr.Driskill, seconded by Mr.Britton, resolved
that this n~ter be ~ostponed until the regular meeting of the Board of Superviso
on Augu~ 12, 1959.
This day Mr. Hugh Hawthorne and Mr. A1 Bridges come before the Board requesting
again the rezoning from Agriculture to Residential-2 a parcel of land in
Midlothian District, fronting 5~O feet on the Providence Road and extendin~
westwardly 1700 feet, said pmrcel being 850 feet south of Rt.60.
Come also, Mr.S.T.Wagstaff and others ex~ressing some concerniover the layou~
o2 the proposed Penn Subdivision, and it appearing that adequate provisions had
been taken to allow the adjacent property to be developed, on motion of
Driskill, seconded by Mr.Britton, it is resolved that the aforedescribed parcel
of land be and it hereby is rezoned to Residential-2.
On motion of Mr. Hagerman, seconded by Mr. Goyne, it is resolved th$ the
Executive Secretary be and he hereby is authorized to investigate further and
to purchase two (2) semi-circular tables to be used in the County Court room
during Board sessions.
On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that this Board
request the Judge of Circuit Court to re-appoint Mr. Stanley R.Hague, Jr., as
its member to the Welfare Board, beginninz July l, 1959.
This day the Welfare budget in the total amount of $194,769.00 for the year
1959-'60 was presented to the Board, which budget called for a total County
appropriation of $57,390.85, which amount is approximately $13,255.O0 more than
allocated for the present Welfare budget. After much discussion ~f the budget,
Mr. Hagerman moves that the Welfare budget be tentqtively ~pproved. Whereupon,
Mr. Goyne seconded said motion. A vote being t~d<en R~r. Goyne. Mr. Hague and Mr.
Hagerman votes "Yea". Mr.Britton, Mr. Driskill and Mt. Hornet vote "Nay" and the
vote is tied.
Whereupon, Mr. Driskill moves that this matter be deferred to May 28, 1959, at
7:30 p.m.
Whereupon Mr. Britton seconds said motion.
~r. Driskill and Mr. Britton vote "Yea".
~r.Goyne, Mr. Hague and Mr.Hagerman vote "Nay".
Whereupon the motion fails.
Upon further consideration of this hatter and on motion of Mr. Hague, seconded
by Mr. Goyne, it is resolved that the consideration of the budget for the
Welfare Department be deferred until the 28th day of May, 1959, at 7:30 p.m.
and the Commonwealth's Attorney is requested to draw suitable resolutions for
the passage of the Welfare budget and the General County Budget.
On motion, the meeting is adjourned until May 28, 1959, at 7:30 p.m.
