06-19-1959 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County,'held at the Court House on June 19, 1959, at 7:30 p.m. Present: Mr. Irvin G.Horner, Chairman Mr. H. Hagerman Mr. Marshall F.Driskill On motion of Mt.Hague, seconded by Mr.Driskill, it is resolved that Mr. Goyne be and he hereby is elected temporary chairman. The following list of roads taken into the State Secondary System was read and ordered to be filed: Effective July l. 1959: Additions- ~ohawk Subdivision - McCaw Drive - From intersection of Routes 1721 and 1720 and runnin~ east 0.13 mile to dead end. Length 0.13 mile. Milhorn Tract - South Street - From end of maintenance on Route 1135 and runnin O.17 mile south to Route llA1. Lenzth 0.17 mile. Staffordshire Subdivision - Scarsborough Drive - From a point on Route l&7, 0.~2 mile west of Route 1735 and running north and east to Wighton Drive. Length 0.45 mile. Wighton Drive - From end of Scarsborough Drive, 0.09 mile south to Bannister Lane then 0.67 mile south to Maplested Lane, then 0.03 mile south to dead end. Length 0.19 mile. Maplested Lane - From a point on Scarsborough Drive, 0.21 mile north of Route 1 and running east O.l& mile to Wighton Drive. Length O.14 mile. Bannister Lane - From a point on Wighton Drive 0.07 mile north of Maptested Lan, and running east 0.08 mile to Weymouth Drive (Route 1737) and Route 1~39. Length 0.08 mile. Worthington Farms Subdivision - Wheaton Road - From a point on Route 645, O.16 mile south of Route 2260 and running 0.07 mile west to Rutherford Road, then 0.06 mile to Andros Road (Route 2262). Length O.13 mile. Rutherford Road - From a point on ~eaton Road, 0.07 mile west of Route 645 and running 0.02 mile south to dead end, and 0.04 mile north to dead end. Andros Road - From a point on Wheaton Road, O.13 mile west of Route 6~5 and running 0.02 mile south to dead end. Length 0.02 mile. Pierpont Road.- From south end of maintenance on Route 2289 to 0.02 mile south to dead end. Length 0.02 mile. Florance Avenue - From a point on Rt. 10, O.14 mile southeast to Route 691 and running O.lO mile southwest to dead end. Length O.10 mile. Laurel Meadows Subdivision - Bolton Road - From a point on Route 2222, 0.08 mite east of Route 6&5, and running 0.lO mile north to Route 1699, which point is O.13 mile east of Route 6&5. Length O.10 mile. On motion of Mr.Driskill, seconded by Mr. Britton, the following erroneous assessments are aDproved for payment: The Menokin Corporation for Lots 5 and 7, Block A, Section L, Stratford Hills, in the amount of $6.2~ .~ .~ ~ .. The Menokin Corporation for Lots 53, 55 and 56, Block B, Section L, Stratford Hills, in the amount of $~.64 The Menokin Corporation, 87.2 acres of the Schmi~t Farms on the Cheverly Road, $10.08 The Menokin Corporation, Lots 5 through 8, BlockB, Section L, Stratford Hills, in the amount of $17.28. Mr. Joseph E. Len~i, an over-estimate as a speculative builder in the amount of $27.)5. At this time Mr. Homer assumes the Chairmanship. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board accept a deed from Mr. Landon Taylor and others, for a short extension to the north end of Cullen Road in Cranford Heights Subdivision. This day again in the ~mtter of constructing the prol~sed grandstand at the Fair Grounds comes before the Board. The bid of J.W.Enochs for $109,4OO.O0 is the apparent low bidder for the complete stadium and the bid of J.W.Enochs of $57,731.O0 is the apparent low bid for Alternate $2 with a canopy. Comes Mr. Eddie Nugent, Mr.A.L.Davis, and Mr.B.W.Davis, questieuing~he Board of Supervisor concerning the feasibility of spending this money for the Fair Grounds. Whereupon the Executive Secretary read a letter from the Chesterfield Farm Bureau endorsing the proposed stadium and Ntt. Richard Sprouse presents a petition signed by some 17 citizens of the County, requesting the erection of the entire stadium. Upon consideration whereof, Mr. Goyne make the following motion: That this Board award the construction of the entire stadium to the J.W.Enochs Company in the amount of $109,4OO.O0, which motion was seeonded by Mr.Hague. Upon further consideration, Mr. Driskitl makes the following substitute motion: That this Board award to the J.W~EnocMs Company, the erection of Alternate #2 with canopy in the amount of $57,731.00. Whereupon, Mr. Britton seconds the motion. A vote being taken on the substitute motion, there were no dissenting votes and the substitute motion is carried. This day Dr.E.C.Gates, Health Director of theCounty, comes before the Board again seeking additional funds for the hiring of another County Nurse, and citing the fact that this additional nurse would cost the County approximately $2000.00. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that this matter be continued to the July meeting. On motion of Mr.Britton, seconded by Mr.Driskill: BE IT RESOLVED, that the Board of Supervisors of Chesterfield County, Virginia, held a public ~ea=inE in accordance ~dth the resolution heretofore passed on June 10~1959, for informative purposes on the corZemplated budget for the fiscal year 1959-'60. The budget was for information and for fiscal planning purposes, and was not approved, adopted or ratified by the Board of Supervisors. After much disc~sion of this matter and on motion of ~r. Britton, seconded by Mr. Hagerman, it is resolved that this Board approve the proposed contract and employ the firm of R; Stuart Royer & Associates to investigate an additional source of water for the northern part of Chesterfield County. On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that this Board waive its subdivision requirements in the division of a parcel of land at the northeast intersection of Hey and Bangle Roads, provided the subsequent owners of the lot facinK Bangle Road and the subsequent owners of a lot on Hey Road dedicate lO feet for the future widening of Hey Road, all of which property being a part of the Estate of H.C. Warren. On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that this Board accept a deed from the Chesterfield County School Board for a small parcel of ~and in front of Lot 6, BlockC, in the subdivision of Cranford Heights, Section 2 said parcel being a port ion of a right of way granted by the School Board for the extension of Cranford Avenue to Catalina Drive. On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board sell to Mr. Landon Taylor, a small portion in front of Lot 6, Block C, in the subdivision of Cranford HeighSs in order to square off said lot, which parcel is not included in the right of way used for the extension of Cranford Avenue to Catalina Drive. On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that this Board request the Highway Department to hard-surface 875 feet of Windsor view drive in the subdivision of Windsorview, charging same to the 3¢ Rosd Fund of the County, provided the citisens of the area pay one-half of the estimated cost or $550.00. On motion of ~r. Goyne, seconded by Mr. Britton, it is resolved that this Board declare Frid~ay, July 3, 1959, as a holiday in lieu of July ~th whichfalls on Saturday. On motion of ~".Driskill, seconded by ~r. Hagerman, it is resolved that Mr. Goyne and Mt. Hague, be appointed am a Co~nittee to investigate the request of the Commissione~ or Revenue to hire an additional deputy for the sum of $3120.00 per year. On motionof Mr. Goyne, seconded by Mr. Hague, it is resolved that a variance be g ranted to ~4r. Chas. ~. Clarke to allow the addition of a porch not less than feet from the front property line on ~ionroe Street in Rayon Park. On motion of Mr. Britton, seconded by }4r.Driskill, it is resolved that a variance be granted ~o Nr.J.D.Stanley to allow the sale of a 100-footlot from his property on Stratford Road, which variance will allow his south lot line to be 18.2 feet from his dwelling. On motion of ~4r. Driskill, seconded by Nr.Goyne~ it is resolved that the Treasurer of'the County be and he hereby is requested to transfer from the unappropriated surplus of the County's General Fund, the following amounts to the corresponding items: la- 200 - $1OO.O0 - Advertising 2a - 215 - 45.00 - ~epairs & Replacements 2b - 220 - 150.00 - Trafel 'lOa - 220 - 150.00 - Travel -Trash 14 - ll9 - 150.00 - Janitors 3a - 109 - 500.00 - Office Assistant 14 - 215 - 250.00 - Repairs and Replacements On motion of ~r. Goyne,seconded by Mr. Ha~erman, it is resolved that this Board award the contract to the Lyttle and Barnes 6anstruction Company for the installa tlon of an 8" line on the Harrowgate Road to the Harrowgate Elementary School from Rt.#l, in the total amount of $32,865.70. On motion of Mr. Goyne, seconded by Mr. Hagerman, it is resolved that the Central Asphalt Corporation be awarded the contract in the total amount of $&366.02, for doing certain re~paving work at Sam's Diner ar~ on the Shell Road. On motion of ~r. Driskill, seconded by Mr.Britton, it is resolved that Mr. Hugh Hawthorne, subdiwi~er of a piece of property on the Providence Road be required to pay for an 8" line to said subdivision and the County will pay the difference between an 8" and 12" line. It is generally agreed that no rebate.~will be given to Er.Hawthorne from the initial cost of this line. On motion of Mr. Goyne. seconded by Mr.Driskill, it is resolved that this Board be adjourned until 7;30 p.m. on June 30, 1959. ~hai~man
