Hedrick, administrator of Chesterfield County, announced today <br /> the appointment of Richard Freeman Sale, o£ Rochester, N.Y., as assistant <br /> county administrator for community development. Sale, 44, currently deputy <br /> commissioner of the Department o£ Community Development for the City of Rochester, <br /> will assum~ his new duties in Chesterfield CoUnty next week. <br /> <br /> In his current position with Rochester, Sale manages a staff of approximately <br />200, and administers a federally-funded community development program, the departments <br />of economic development, planning, zoning, neighborhood development, municipal <br />parking and capital improvement projects. <br /> <br /> With Chesterfield County, one of the fastest-growing counties in the U.S. <br />with a population exceeding 181,000, Sale will manage utilities, transportation, <br />building inspection, environmental engineering, planning and zoning. Sale was <br />named to the position,following a nationwide search which attracted 132 applicants. <br />He will fill the position left vacant by Jeffrey Muzzy, who resigned in the spring <br />to become assistant city manager of Garland, Texas. <br /> <br /> Sale is a graduate of Case ffestern Reserve University, with a B.S. degree in <br /> <br /> -more- <br /> <br />P.
