In June 195~6, the Virginia Transit Compar~ was granted pe ~
to operate ouses with a width of lO~ inches and a length o~ ~
feet over certain approved routes '~thin the Corporate Li~mits ~6~
the City of Richmond. We have operated these buses over these
routes since that time and have not experienced any problems
attributable to this type of bus.
Therefore, based on the recent amendment to Section 46.1-328 of
the Code of Virginia, we respectfully request permission to operate
'buses with a width of 102 inches and a length of 40 feet over the
following route in Chesterfield County:
Beginning at the City Limits on Hull Street, Route #360, South-
ward to Belt Boulevard. Belt Boulevard, Route #161, along Belt
Boulevard to Southside Plaza. Leaving Southside Plaza along
South Boulevard, Route #161, to Broad Rock Road, Route #10,
along Broad Rock Road, Route #10, to the City Limits.

petition the State Highway Commissioner to grant this permission.

Herewith is enclosed certified copy of an order in Case Ne. 10145
by the State Corporation Comission of Virginia in connection with amended
Certificate of Convenience and Necessity on behalf of The Petersburg & Hopewell
Gas Coapany. Copy of the Order is being sent in compliance with the Order.
The Gas Company is asking the State Corporation Commission to
enlarge its territory for service of Gas to meet requests for service and
prospective future requirements of Gas customers in a portion of Chesterfield
County contiguous to service area presently certificated to the Company and
served by the Company in Chesterfield County. The enlarged area would be
bounded by a line that would follow the Matoaca District Line from the
Appomattox River to State Route 6551 thence along the North Side of State
Route 655 to Highway lOi North of and along Highway 10 to Highway 616,
crossing Highway 1 and following along the North Side of Highway 615 in a
North Easterly direction to the James River.

Gentlemen:
I have thais day discussed with ~4r. Burnett, Executive
Secretary, the request of the County to acquire 33.55
acres of land from the property which I own north and
east of the Courthouse property.
I have had this tract ofland appraised by competent
appraisers and I am aware of its value. The County
Assessor has aopraised the entire tract of 54.73 acres
for $16,500.00, plus $600.00 for a building facing
Krause Road. It would seem imprudent for me to sell
a portion of this tract leaving a small part of about
21 acres remaining. On this basis I offer to the
County the privilege of buying the entire tract includinz
improvements thereon for $167 500.00.
Your consideration of my offer will be appreciated.

part, and the COUNTY OF CHESTERFIELD, a political subdivision of
the Commonwealth of Virginia, party of the second part.
WITNESSETH: That for and in consideration of the sum
Ten Dollars ($10.00)cash in hand paid to the party of the first
part by the party of the second part, the receipt whereof is hereb}
acknowledged, the party of the first part does hereby g~nt and
convey, with GENERAL WARRANTY, unto the said party of the second
part, the following described property, to-wit:
Ail that certain tract of land in Dale District,
Chesterfield County, Virginia, at and near
Chesterfield Courthouse, together with all improve-
ments thereon and appurtenances thereto belonging,
containing 55 acres, more or ~ss, bounded on the
northerly side by land now or formerly owned by
J. M. Turner; on the easterly side by the public
road separating this land from the home tract
now or formerly owned by August Krauss and from
the tract formerly owned by Mrs. I. S. Pilkinton;
on the southerly side by the Hundred Road, the
Methodist Church Lot and the lands belonging to
Chesterfield County, which are used for the County
Fair Grounds and the Race Track; and on the
westerly side by lands of Chesterfield County,
Walter N. Purdue and the land of P. Rixey Jones.
The above described property being the identical
propertyconveyed to J. William Dance by Emma L.
Erisman and husband, by deed dated July 19, 1945,
recorded in the Clerk's Office of the Circuit
Court of Chesterfield County, Virginia, in Deed
Book 289 at page 467; and being a portion of the
property conveyed to the party of the first part
by Maude Aters Dance by deed dated June 17, 1959,
recorded in the aforesaid Clerk's Office in Deed
Book 590 at page 383.
However, it is expressly understood that that
portion of the above tract conveyed to the
Commonwealth of Virginia by Maude Aters Dance,
widow, by deed dated September 19, 1958, recorded
in the aforesaid Clerk's Office in Deed Book
567 at page 125, is expressly excluded from this
conveyance.
Subject to the above, the grantor covenants tt~t she has
the right to convey the said property to the grantee in fee simple;
that she has done no act to encumber the same; that the grantee
shall have quiet and peaceable possession thereof, free from all
encumbrances and liens; and that she, the said granto~ will execute
such other and further assurances thereof as may be requisite.

Sometime ago, we discussed with you the possibility
of adding on to the existing building at the Ettrick Volunteer
Fire Department.
At this time we are prepared to enlarge the building~
providing space for one more truck, a kitchen and storage room.

You will recall my conference with you several weeks ago in regard
to changes in the hospitalization program. As a result of action
taken by the legislature during the 1960 session, a statute providing
for State-Local hospitalization was amended permitting a certain portion
of the funds to be allocated to the Public Assistance federal categories.
The federal government will noM participate in the hospitalization pro-
gram and the cost of the locality will be reduced from 50% to 13%.
Therefore, when I received the Chesterfield budget approved from the
State Department the following programs were effected by the than§es
and I will give you the name of the program, the amount and the County's
share.

of the Chesterfield-Colonial Heights Welfare Board, which was held this
morning, the Board asked that I write to you in order that you may obtain
action from the Board of Supervisors to have $1,602.75 transferred from
the $9,000 which you have appropriated for hospita[ization for the in-
digent to the Public Welfare Assistance budget to match the above
appropriation.
As we discussed you still will need some money appropriated in the
County's budget to take care of those people who do not fall under the
Federal categories.
May the Welfare Board hear from the Board of Supervisors as to the
transfer of these funds.

These figures appear to be somewhat smaller than for
figures in the same quarter of previous years; one of the
reasons being that we are now using a different method of
record keeping, which will result in more accurate figures
iu the future reports. Formerly, the total value of assessed
real estate was given as of the period in which it was assessed.
We are now breaking down the partial assessed values, so that
they can be reported in the period in which they become effective.
Beginning next year, this will enable us to project the Increase
iu real estate assessments, much more accurately.
On June 10, we completed naking 3,556 transfers for 1959,
involving approximately 4000 parcels.
At that time, we had also completed transfers on 56 wills,
involving approzimately 200 parcels.

Around the first of last August I wrote to you and fellow
supervisors asking you to have SAL ~ilroad install
signal lights at Kingsland Road known as Route 611. I
received a letter from the Executive Secretary, stating
the county and railroad officials had visited the place
and had recommended that lights be installed. Also, the
railroad had checked the traffic. At first it seemed
the Board took interest in the project, but now there seems
to be no interest in the matter. It has been over ten
months since I suggested this project, l~,ir. Goyne, I
want the Board to take action and have these lights in-
stalled and I don't mean maybe. >~ction i~ what I want
before it is too late and each one of you may regret it.

Gentlemen:
This letter is written at the recuest, and on behalf
of, Mrs. Frances ¢!. Cole.
Mrs. Cole was employed by this office on August 1, 1958,
and is the oldest employee in point of service in the assessors
office.
Due to her background of experience in the treasurers
office and her pleasing personality, she Bas been from the
very beginning, a valuable addition to this office.
Mrs. Cole is familiar with all of the details of the
office procedure, and is assigned the task of typing all
transfers, as well as helping to answer the questions of the
public.
In addition, Mrs. Cole is of great assistance in training
the new and inexperienced office help which we are constantly
forced to employ.
It is discouraging to Mrs. Cole, with her length of service
to the County, to see these high school graduates leaving our
office for much higher starting salaries than that which she
is being paid after approximately 12 years.
Mrs. Cole feels that she should be receiving the same
approximate salary as other people in the various county offices,
~ho are doing the same type of work and with the same approximate
amount of experience.
To this, I must heartily agree. Mrs. Cole is worth more
to the County, than that which she is receiving.
Therefore I request that her salary for 1960-1961, be set
at $3300. per year.

Dear Mr. Burnett:
I learned this day from Mr. George W. Moore, Treasurer,
that on July 1 last, all funds remaining on the books as having been ap-
propriated to the School Board for construction reverted to the construction
fund and that it would be necessary for me to ask for additional appropriations
in order that we might issue checks when properly certified estimates are
approved and delivered to us by our architects.
It was my thinking that whatever funds had already been
appropriated would remain credited to the construction fund and that I
would need to ask only for additional appropriations from time to time.
It so happens at the moment that Mr. Moore is holding one check until
such time as additinnal funds can be appropriated by the Board of Supervisors.
I respectfully request that the Board of Supervisors of
Chesterfield County appropriate immediately the sum of $100,000 to
Capital Outlays - Construction Fund for the month of July 1960, and by
similar motion appropriate an additional $100,000 to Capital Outlays

WHERFAS~ Chesterfield County would benefit by increased revenue if such
change is made~ and
WHFREAS, we believe that there would be no increase in the rate of crimes
but would act more as a deterrent in that it would displace the market for those
who in violation of the law, "bootleg" alcoholic beverages on Sunday~ and
NG~ TH.~REFORE; we, th~ undersigned do petition and ask the Honorable Board
of Supervisors of Chesterfield County to amend the ordinances and laws of the
County of Chesterfield to permit the sale to the public of alcoholic beverages
o~ Sunday.

use of water in Chesterfield County during emergencies by
amendins Section 2 thereof to limit theuse of said water during
emergencies for the entire emergency period.
