This day Mr. J.Wm. Dance, Treasurer, submitted to the Board report of expenses
incurred in hhe operation and maintenance of his office for the month of August,
1947, in the amount of $1298.43, of which the County has paid two-thirds or
$865.62, the remainder to be paid by theState, and the Board approving the report
the same is filed.
This day l~r. Geo. W. Moore, Jr., Commissioner of Revenue, submitted, to the
Board his report of expenses incurred in the operation and maintenance of his
office for the month of August, 1947, in the amount of $1070.S3, of which the
County has paid two-thirds or $713.S9, the remainder to be paid by the State,
and the Board approving the same, the report is filed.
This day Mr. M.A.Cogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for
the month of Auguut, 1947, in the amount of $543.33, of which the County has
paid one-half or $271.66, the remainde9 to be paid by the State, and the Board
approving the report the same is filed.
This day, Mr.O.B.Gates, Sheriff, submitted to the Board report of expenses
incurred in the operation and maintenance of his office for the month of July,
1947, in the amount of $736.17, of whkh the County has paid Sne-third or
$245.39, the remainder to be paid by the State, and the Board approving the
same, the report is filed.

This day Mr.H.A.Chalkley presented a petition to the Board of SuperVisors from
citizens of Clover Hill District requesting that the County contract with the
Telephone Company for a direct line to Chesterfield Courthouse from the new
sub-station in the Bethia, Winterpock area. Upon consideration whereof,
and on motion of H.T.Goyne, it is resolved that the Executive Secretary be and
he he reby is instructe4 to contract w~th the Telephone Company for a line from
the B$~hia, Winterpock area to the Cheoterfield Courthouse P.B.X.
This day several members of the Manchester Volunteer Fire Department appeared
before the Board and made a report on the activities of the Department from
April, 1946 to August, 1947, wh~h was a very gratifying report, and stated
that as before they were still anxious to have a second piece of equipment
for the ~'~%nchester Dep~rt~ent. Upon consideration whereof, and on motion
of W. A. Horner, it is resolved that the Executive Secretary be and he hereby
is instructed to transfer from Chesrer to the Nanchester Fire Department the
piece of equipment now used by Chester as soon as the new piece of equipment
for Chester Fire ~epartment had been delivered. And be it further resolved
that the Executive Secretary be and he hereby is instructed to cooperate with
the Volunteer Fire Departments and assist in any way with the formation of
the same and to supply each department with equipment aw soon as possible, if
and when the department has complied with the requirements of the County
as previously s et forth.
This day the matter of the use of red signal lights for members of the fire
departments was brough before the Board, and after considerable discussion
it was felt that this was imperative as often times members of volunteer
fire departments were seriously detained in answering fire calls. Upon
consideration whereof, and on motion of W.A.Horner, it is resolved that the
Division of Motor Vehicles be and it hereby is requested to grant a permit
~to the Volunteer Firemen of Chesterfield County to use red flare signals
properly marked on their personally owned automobiles when answering such
calls~ And be it further resolved that the Executive Secretary be and
he hereby is ,~t~ge~he~ ?~.'th the Chief of ~glice~ instructed to call upon
This being th~ day and time set for a public hearing on certain applications on
the rezoning of properties in the County, and these cases having been duly
advertised, the following cases were considered and action thereon taken:
(1) In Clover Hill District,(on th~ south side of Rt.360. approximately 1/4 mile
west of Dry Creek, fronting 55R) feet on Rt.360, witha depth of 212 feet ~
This application is made by Mr. Thomas C. Furman and is for rezoning from
Agriculture to General Business for the purpose of erecting a grocery store,
and there appearing no one objecting to the granting of this application, it is
resolved on motion of J.G.Hening, that the application be granted.
(2) In Manchester District on Rt.686, Jahnke Road, beginning at a point 175 feet
east of the intersection of Rts. 686 and 684, Gernmn School Road, running 757.85'
on Rt.686, with a depth of 199.1 feet. This application is made by Mrs. Maude
Harris and is for rezoning from Agriculture to General Business.

of the Board, that he was asking that the matter be deferred until.~,the next
meeting of the Board. Upon consideration whereof, and on motion of W.A.
Homer, it is resolved that the matter be deferred until the next regular meeting
of this Board.
(3) In Manchester D~ trict, on Rt.686, Jahnke Road, designated as Lots 31, 32 and
33, on the Plat of the subdivision of a portion of A.F.Jahnke PlaCe, dated
March, 19~0, on record in the Clerk's office of the Circuit Court of Chesterfield
County, Virginia. This application is ~ade by Mr.W.P.Leonard and is for
rez0ning from Agriculture to Local Business. And came Nr.J.Norman Bowen,
representing Mr.W.P.Leonard stating that he ~ould like to have this matter heard
as advertised, if possible. However, a letter was also received from R~. Pinkney
Sowers requesting that the m~tter be deferred and Mr.W.A.Horner stated he had
received several calls from residents of Jahnke Road objecting to this rezoning.
Upon consideration whereof, and on motion of W.A.Horner, it is resolved that the
matter be deferred until the next meeting of the Board.
(4) In Manchester District, on the south side of Rt.60, approximately 1/~ mile
west of the intersection of Rt.60, and the Atlantic Coast Line RR. double tracks,
a distance alongRt.60 of 300 feet, with a depth of 300 feet. This application
is made by Mr.N.W.Royall, and is for rezoning from General Business to Manufacturing.
Upon consideration whereof, and there appearing no one objecting to this r ezoning,
it is resolved on motion of W.A.Horner, that the application be granted.
15,) In Matoaca District in the subdivision of "Prospect Heights" on Rt.626, Lots
7, 8 and 9, in Block "U". This application is ~mde by N~ Paul G.Smith and is
for rezoning from Residential to Local Business. Upon consideration whereof,
and on motion of H.T.Goyme, it is resolved that the application be granted.
(6) In Matoaca District on DuP~y Road, Rt. 1106, approximately 1/4 mile west of
the intersection of Rt. ll06 and the S.A.L.RR. in the subdivision of "Nest
Chesterfield Heights". This application is made by Mr.Wm.E. Mitchell and is for
reining from Agriculture to Local Business. Upon consideration whereof, and
there appearing no one o)jecting to this rezoning, it is resolved pn motion of
H.T.Goyne, that the application be granted.
(7) In Midlothian District, on Rt.60, approximately 6 miles west of the City of
Richmond's Line, pressntly known as the Playboy Night C~ub (non-conforming), a distance
of 200 feet along Rt.60, with a depth of approximately 300 feet. This application
is m~de by Mr. Dennie P.Brooks and is for rezoning from Agriculture to General ~
Business. Upon consideration whereof, and on motion of T.D.Watkins, it is resolveSd
that t he application ~e granted.
This day Mr.Paul G.Smith of Prospect Heights appeared beforethe Board stating he
felt that a street light at the intersection of Washington ~treet and the Richmond
and Petersburg Pike would,be a good safety measure. Upon consideration
whereof, and on motion of,H.T.Goyne, it is resolved that the matter of placing a
street light at the intersection of Washington Street and the Richmond and
Petersburg Turnpike be referred to the Light Committee.
This da~ Mr. Zaharias Zagares appeared before the Board requesting that a parcel
of land on the south side of Rt.60, adjacent to the property known as the U.S.
Barbecue be rezoned from Agriculture to General Business. Upon consideration
~hereof, and on motion of W.A.Horner, it is resolved that the Executive Secretary
be and he hereby is instructed to advertise the same for action on Uctober 14,
1947.
And be it further resolved that on its own motion the Board of Supervisors will
take under consideration the rezoning of property along Rt.60, between the
intersection of Rt.644 and Rt.60, eastwardly to the Atlantic Coast Line double
tracks such areas as are not so classified as general business to general business.
This day Mrs. A. W. Tooley made application to the Board ~or a Use Permit to
operate a local business in her home on Snead Road. Upon consideration whereof,
and on motion of W.A.Horner, it i s resolved that the Executive Secretary publish
this application for action on October 14, 1947.
This day the E~ecutive Secretary presented a bill from t he Hea~th D~part~ent in
the amount of $7.70 for rabies vaccine. Upon consideration wnereoz, anm on
motion of H.T.Goyne, it is ordered that this bill be paid.
This day the Executive Secretary read a communication and questionnaire from
Mr. Chas. T. Moses, Member Senate of Virginia, Chairman, Commission on Public
Schools, which matter was deferred until the next regular meeting of the Board
for action.
This day the Executive Secretary read a letter from Mr.A.B.Walmsley, Jr.,Plant
Manager, of the E.I.DuPont De Nemours Company, relative t o a resolution of this
Board regarding the complaint made by Mr. Leon D. Johnson, of the soot and ash
condition caused by the DuPont plant. Upon consideration whereof, and on motion
of T.D.Watkins, the letter is received and filed.
This day the Executive Secretary presented to the Board copies of the audit of
records o~ of the Trial Justice Court which audit is received and filed.
This day the Executive Secretary read a report from Mt. Geo. W. Dean, Forester,
giving a report of forest fires for the fiscal year ending June 30, 1947, which
report is received and filed.
This day the Executive Secretary read a Notice from Mr.G.T.Derby, Col. Corps of
Engineers, District ~hgineer, stating that the Virginia Department of Highways
had requested approval of plans of a highway bridge proposed to be constructed
across the James River at Westham, about 8 miles upstream from the canal lock
at ~ichmond, Virginia, which notice is received and filed.
This day Mrs. ~.A. Mitchell. came before the Board requesting the improvement of
road known as the Mitchell ROad, running eastwardly from Rt.637, approximately
~/4 mile north of Rt.637 and Rt. 161. Upon consideration whereof, and on
motion of W.A.Horner, it is resolved that the Virginia Department o f Highways
be and it hereby is requested to investigate this complaint and take such steps
as are necessary to improve the same.
The undersigned County Road Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine Logan and "D" Sts in
the Village of Bon Air, a~d report to this Board the expediency of establishing
same as public road, reported as follows:
That he went upon the said road and examined the same and is of the opinion that
there is a necessity for the establishment of same as a public road, and further.
(1) That the road will be of great public convenience
(2) That the road will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(4) The land owners require no compensation
(5) There will be no compensation
This day the County l{oad Engineer in accordance with directions from this Board
made report in writing upon his examination of Logan and "D" Sts.in Bon Air,
which report shows that in the opinion of the County Road Engineer it is expedient
that said road be established as a public road.
Upon consideF?,tion whereof, and on motion of T.D.~at zns, it is resolved that
Logan and "D" Sts. in ~on Air, be and the same is hereby established as a public
road. ·
And be it further resolved that the V~ginia Department of Highways be and it
hereby is requested to take into the Secondary Road S~em or'Chesterfield County,
Logan and "D" Sts. in the Village of Bon Air, beginning at a point on Rt. 67~,.27
of a mile to a point on Rt. 686, .1 of a mile east of the intersection of Rt.686
and Rt. 67~. These streets serve two houses, but are connecting streets and a
public bus route runs over these streets.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a Fight-of-way of not less than thirty feet for this road to the
State Department of Highways.
This day Mr.H.T.Goyne presented to the Board smnples of water taken from the
Chester water system, stating he had considerable complaints regarding the quality
of this water and requesting that, some steps be taken to improve same.
Upon consideration whereof, and on motion of T.D.Watkins, seconded by ~4r.H.T.
Goyne, it is resolved that this mtter be referred tothe ~;ater Committee and report
back to this Board.
This day the Executive Secretary presented copies of the Ten.t~tive Allocations
of Primary construction funds as approved by the Higheay Commission f or the year
1947-'4~, which report is received and filed.
This day the Executive Secretary read a letter from Dr. Egger, Director, Bureau
of Public Administeation, Charlottesville, Virginia, requesting~the Board to
express its w~llingness for the State Auditor of Pub%lc Account° to furnish
copies of the annual audit report to the Bureau of Public Administration at the
University of Virginia. Upon consideration whereof, and on motion of T.D.
Watkins, it is resolved that the Board of Supervisors hereby expresses its willing-
ness for the State Auditor of Public Accounts to furnish copies of the annual
audit report to the Bureau of Public Administration at the University of Virginia.
It is understood that this action involves no cost whatever to the County.
Be it resolved by the Board of Supervisors of the County of Chesterfield, Virginia,
in regular meeting assembled, that the Chairman of said Board, be, and he hereby
is, authorized to enter into an agreement with the ACLRR. Company, and to sign
same on behalf of said County, whereby the said Railroad Company gives and grants
unto said County the right or license to p ay and maintain for the purpose of
conducting water, a line of 6-inch transite pipe on land and under tracks of
Licensor near ~i6hmond, ~irginia, said linR of pipe intersecting the center line
of the double track of L~censor's James River Branch at a point 1756 feet
northwestwardly measured along said center line, from mile Post 2, said line of
pipe making a westerly angle of 70 degrees with said center line and extending
northeastwardly from the southwest boundary line of Licensor's right of way, a
distance of 425 feet, more or less, to the easterly boundary .line of the triangular
tract of land of Licensor which adjoins said right of way and which front on
Midlothian Road; said line of pipe being as particularly described in said
agreement, which agreement is dated August ll, 1 947.
This day the Executive Secretary submitted to the Board a report from the Board
of Zoning Appeals regarding the matter of a Variance from the Zoning Ordinance to
permit the construction of a chapel on Falling Creek~Avenue, which report is
received and filed.
This day the Executive Secretary stated there had been several requests for
additional drinking fountains in offices at theCourthouse. Upon consideration
whereof, and on motion of J.G.Hening, it is resolved that the Executive Secretary
be instructed to get prices on drinking fountains and report to this Board.
This day the Executive Secretary reputed to the Board that there was only
$2500.00 insurance on t he Agricultural Building and suggested that a larger amount
of insurance be placed on this building. Upon consideration whereof, and on
motion of W.A.Horner, it is resolved that the Executive Secretary be and he
hereby is instructed to have the amount of insurance on the Agricultural Buildings
increased to $7500.00.
This day the Executive Secretary read a letter from the Concrete Pipe & Products
Company regarding the extension of city water mains to the plant of the Concrete
Pipe & Products Co~mpany located in Chesterfield County, near the Atlantic Coast
Line RR. on Rt. 161. Upon consideration whereof, and on motion of W.A.Horner,
it is resolved that the Board of Supervisors of Chesterfield County go on record
as having no objections to the extension of the City of Richmond's water mains
into the County at this point, and authorize the Concrete Pipe & Products Company
as far a s it is in the power of the Boa~ to do to make such an agreement with
the City of Richmond ~or the extension of theee lines as they find possible.
This day the Executive Secretary stated that in order to install the meters which
had ~en purchased recently, it would be necessary to purchase meter boxes.
Upon consideration whereof, and on motion of J.G.Hening, the Executive Secretary
is authorized to purchase 300 meter boxes to be used in the installation of the
meters purchased. This motion died forthe want of a second.
This day the Executive Sefretary stated that according to instructions of the
Board at a previous meeting, he had contracted with the Southern Construction
Company toinstall extension of sewer lines in the Ettrick Sanitary District
an in order to p ay this bill it was necessary to transfer the sum of $980.8
from the Ettrick San. District Fund to the Ettrick San. District Constructio~n
Fund.
Upon consideratipn whereof, and on motion of H.T.Goyne, it is resolved that the
sum of $980.80 be and it hereby is transferred from the unappropriated surplus
of the Ettrick San. Dist. Fund to the Ettrick Sanitary District Construction Fund.
This day Mr.J.C.McKesson came before the Board stating there had been a request
for permission to use the race track on the Fair Grounds for bicycle races, stating
that a percentage of the proceeds would go to the Crippled Children,s Home.
Upon consideration whereof, and on motion of W.A.Horner, it is resolved that
permimsion to use the race tracks on the Fair Grounds for bicycle races be and
the same is hereby denied.
This day Mr.H.T.Goyne, stated there should be a light placed at the intersection
of Petersburg and Dodameade Street in Chester. Upon consideration whereof,
and on motion of H.T.Goyne, it is resolved that the matter be referred to the
Light Committee for consideration.
Whereas, this Board has heretofore directed the Commonwealth,s Attorney to obtain
an order through the Circuit, Court enjoining Mrs. C.T.Chappelle in her unauthorized
use of certain land c.ontrary tothe terms of the Zoning Ordinance, and
Whereas, it appears that it is necessary for some person to be authorized to
execute and make oath to certain papers on behalf of this Board.
Upon consideration ~ereof, and it appearing proper to do so, it is, on motion
oF H.T.Goyne, resolved that W.H.Caldwell, Clerk of this Board, be and he is
hereby authorized and empowered to sign all necessary papers, affidavits, and
oaths thereto in connection with the procedure in the Circuit Court to obtain
proper order to enjoin Mrs. C.T.Chappelle from the unauthorized use of certain
lands owned hy~her.
This day Mr.H.T.Goyne, stated thate had been a request Eha~ an Ordinance be passed
by the Board of Supervisors of Chesterfield County pre~enting the erection of
dry privies within congested areas of the County. Upon consideration whereof,
and on motion of H.ToGoyne, it is resolved that the Commonwealth's Attorney
be and he hereby is requested to investigate the possibility of enacting such an
Ordinance and if possible prepare an Ordinance to prement to this Board at a later
date~
It is resolved on motion of J.G.Hening that the following amounts be and they
hereby are appropriated from the unappropriated surplus of the General Fund
to Capital Outlay as follows:
