Covington Absent: H.L.Chalkley This day the Executive Secretary read an order from the Circuit Court of Chester- field ~ounty as follows: IN RE: The matter of the ~Issua~oe of Revenue Bonds by the Board of Supervisors of Chesterfield County. Order requiring theBoard of Supervisors of Chesterfisld County, Virginia, to carry out the wishes of the qualified voters of said County, except in the Incorporated Town of Colonial Heights, as expressed at the special eleetion held on September 8, 1947. This Court, having previously, to-wit, on the 14th day of July, 1947, entered an order calling an election in the County of Chesterfield, Virginia, except in t he incorporated Town of Colonial Heights, on the 8th day of September, 1957, on the question "Shall the Board of Supervisors of Chesterfield County, Virginia, issue Revenue Bonds of said County in the amount of Five Hundred Thousand Dollars for the purpose of construction, acquiring, reconstructing, improving, maintaining, operating and extending water supply systems in the County of Chester- field, Virginia, notice of which election was duly given as provided in the Statute in such cases made and provided, and the Commissioners of Election of said County having certified to this 6curt that 935 electors in s aid County, except in the incorporated Town of Colonial Heights, voted in favor of said bond, and 481 electors in said County, except in the incorporated Town of Colonial Heights, voted against said bond issue, whereby it is shown that a majority of said voters in said County wish the issuance and sale of said Revenue Bonds for the purposes aforesaid as authorized by Chapter 175 of the Acts of the General Assembly of Virginia 1946 authorizing their issuance; NOW, THEREFORE, this Court doth order the Board of Supervisors of Chesterfield County, Virginia, to proceed at their next meeting to take whatever steps may be necessary to order the issuance and sale of the Revenue Bonds herein- before referred to in order to carry out the wishes of the voters as expressed at th~ said election, to the end that the improvement to be financed by the issuance and sale of such bonds may be speedily and economically made. And the Clerk of this Court is hereby ordered t~ transcribe this order on the proper Order Book and deliver a certified copy thereof to the Board of Supervisors of Chesterfield County, Virginia. Whereupon the Commonwealth's Attorney stated that according to law the Board was directed by the Court to proceed with the s ale of bonds as stated in the Order. Upon consideration whereof, and on motion of T. D. Watkins, it is resolved that the Board of Supervisors prepare,, issue and sell $250,000.00 of Revenue Bonds and that the Commonwealth's Attorney and ~xecutive Secretary be appointed as a Committee to work up a prospectus of these bonds, including the denomination of bonds, Sethod of payment and whether they s$ould be stated as interest bearing bonds or open ~or bid on interest payment, which motion was seconded by Mr. W. A. Homer. Thisday Mr. W. A. Homer, stated that he felt that a complete audit of the water systems was necessary in order to provide prospective Bond Buyers with a financial statement. Upon consideration whereof, and on motion of W.A.Horner, it is resolved that the Executive Secretary be and he hereby is instructed to employ the A.M.Toler and Company to make a complete audit of the water systems and Utilities Department of Chesterfield County and assist in setting up the proper accounts for future operations of the Utilities Department. This day the Commonwealth's Attorney stated he had several requests from Mr. W. N. Ryburn on the Old Carline Road in Chester for the extension of the water line because his well had gone dry. Upon consideration whereof, and on motion of T.D.Watkins, it is resolved that Mr. Ryburn he informed that in com- pliance with the policy of the Board of Supervisors a line could be run along Rt. 147 to serve his property provided there was a guarante~ return of 12% on the investment. T~is day the Executive Secretary stated that at a former meeting of the Board of Supervisors he had been instructed to confer with Mr.E.J.Gorman and Mr.A.J.Horner regarding the possibility of Mr. Hornet taking over the responsibility of checking dog licenses and answering dog calls in one of the Nagisterial Districts of Chesterfield County and stated he had held such a conference and it had been tentatively agreed that Mr. Horner would take over the responsibility of Mancheste~ Magisterial District provided it was satisfactory to the State Forestry Department.! Whereupon, the Executive Secretary read a letter from the State Forestry Department~ objecting to such an arrangement. Upon consideration whereof, and on motion of W.A.Horner, it is resolved that the former request of this Board that Mr.A.J. Homer take over the responsibility of one of the magisterial districts be and it hereby is rescinded. And be it further resolved th~ Mt. Homer be requested to cooperate with the Game Warden as fully as possible without interfering with his duties as Fire Warden. This day the Committee composed of Mr.P.W.Covington and the Executive Secretary which had been previously appointed to confer with the Sanitary District Committee from Ettrick regarding the renting of the Town Hall to the American Legion, reported that such a meeting had beau held with the Sanitsry District Committee and that the joint recommendation of the Sanitary District Committee and the Committee appointed by the Board of Supervisors was that the American Legion be permitted to use the Town Hall two nights each month (which nights should be  rrmnged by consultation with the Ettrick Sanitary District) for the sum of 50.00 per year. This day the Executive Secretary read a letter from Mr. A.H.Pettigrew, Virginia Department of Highways, relative to the acquiring of the right-of-way on the Forest Hill Extension, Rt.683, near Granite,and stated that theBoard of Supervisors had agreed to furnish the riEh$ of way and that the Highway Department was about to let the contract for the work and needed the right-of-way cleared up. Upon consideration whereof, and on motion of W.A.Horner, it is resolved that in order to clear up a right for the right-of-way on Rt.683, at Granite, on which they intende~ to request the Highway to acquire the right-of-way, that the Board of Supervisors of Chesterfield County request the Virginia Department of Highways to acquire such right-of-way as needed for the improvement of Rt.683 at Granite as previously reported to the Board of Supervisors, and pay for the same out of the Secondary Road Fund of Chesterfield County. This daythe Executive Secretary read a letter from Mr.M.M.Pond, Secretary of the Ettrick Volunteer Fire Department, requesting that a stop light be placed in front of the Ettfick Municipal Building for use when the fire engine was being brought out of the building. Upon consideration whereof, and on motion of P.W.Covington, it is resolved that this ~tter be referred to theSaniDaFyDistrict Committee of Ettrick for recommendation to the Board of Supervisors. This day the Executive Secretary read a letter from the Richmond Veterans Housing Corpora%ion, requesting that steps be taken to have streets in "~orwood Park" taken into the State Secondary System. ~pon consideration whereof, and on motion of W.A.Horner, it is resolved that the Executive Secretary take such steps as n~cessary tohave the streets in "Norwood Park" taken into the State Secondary System. This day the Executive Secretary read a letter from Mr.C.B.Marcuson, Secretary, Bon Air-Southampton Volunteer Fire Department #4, stating that this Fire Department had been organized and a copy of the By-Laws, Constitution, and a roster of the members accompanied the letter, and that the Department was ready to house the fire equipment when it could be furnished. Upon consideration whereof, and on motion of J.G. Hening~ it is resolved that the Executive Secretary be and he hereby is instructed to have equipped at once the crash truck now on hand and when ready deliver it to the Bon Air - Southampton Fire Department. And be i% further resolved tha~ the sum of $2,000.00 be and it hereby is appropriated from the unappropriated surplus ~ the General Fund to the purchase of equipping this fire truck. This day the Executive Secretary presented to the Bce rd an application from ~r. Bernard Sidney Jones and ~. James W. Thames, for t he r ezoning of properties within Chesterfield County. Upon consideration whereof, and on motion of W.A.Horner, ib,~is resolved that the Executive Secretary be and he hereby is instructed to advertise the same for action at the meeting of the Board on October 14, 1947. This day the Executive Secretary read a letter from Mrs. C.C.Reed regarding the amount still due her for a water line in Chester. Upon considers~tion whereof, and on motion of ~. D. Watkins, it i s resolved that Mr.H.T.Goyne and the Executive Secretary be appointed as a Committee to work out this matter with Mr.O.K.Marquis and report back to the Board at a later date. This day the matter of amending the Zoning Ordinance of Chesterf~ld County to ~ provide for a set back on highways in business districts was brought to the Board's attention. Upon consideration whereof, and on motion of H.T.Goyne, the ~ Commonwealth's Attorney is requested to prepare an amendment to the Zoning Ordinanc~ of Chesterfield County, requiring the proper set back for buildings within Business Districts of the County. This day Nlr. W.A.Horner stated that there ~as a piece of highway known as the Dowd Road, near the ~ntersection of Rt.360 and Rt.647, wh~h should be taken into the Highway System. Upon consideration whereof, and on motion of W. A. Horner, it is resolved that the Executive Secretary bake steps to ~ve this road taken into the Secondary Road System of Chesterfield County. This day Mr.P.W.Covington stated that there was a road in Matce ca District near the intersection of Ets. 36 and 625 in a subdivision owned by R~.D.P.Bass, which served several houses and should become a part of the State Secondary System. Upon consideration whereof, and on motion of P.W.Covington, it is resolved that the Executive Secretary be and he hereby is instructed to take steps to have this road taken into the State Secondary System. This day Mr.W.A.Horner stated that the Light Committee had made certain recommenda- tions for lights to be established in Chesterfield County aud so far no action had been taken. Upon consideration whereof, and on motion of W.A.Horner, it is reso~ ed that the Executive Secretary be urnged to take such steps as are necessary to have these lights installed as soon as possible. This day ~fr.P.W.Covington stated he had a request to have a street light moved in ~toaca. Upon consideration whereof, and on motion of P.W.Covington, it is resolved that the street light be moved in Matoaca from Ferndale Road to a location robe designated by the Committee in Matoaca. This day Nr.H.T.Goyne, again brought to the attention of the Board the nm tter of a road from Rt. I near Port Walthall School to Rt. 620, and asked that the Department of Highways ~e requested to reconsider this road. Upon consideraticn ~hereof, and on motion of H.T.Goyne, it is resolved that the Executive Secretary be and he hereby is instructed to again take the matter of including this road into the State Secondary Road System with the Department of Highways.
