Th~s being the day and time s'et for the hearing of certain rezoning cases which
having been duly advertised came up for action:
(i) In Manchester District, on the Snead Road, near Bangle's corner, an applicati<
for ~ Use Permit to operate a local business in a priv~ e home in an Agricultura. 1
area. This application ismade by Mrs. A.W.Tooley and is to establish a local
store in her home. Upon consideration whets'of, and on :notion of W. A.Horner,
the matter is continued until the next meeting of this Board.
(2) In Ma_chester District, at the intersection of Rt.64? (Old Broad Rook Road)
and Rt. 1650 {Hey Road), for a distance of 100 feet along Rt. 1660 and 122 feet
along Rt.64?. This application is made by Mr. Be:mard Sidney Jones, and is for
rezoning from Agriculture to Local Business. Upon consideration whereof,
and on motion of W.A.Horner~ the application for rezoning is hereby denied.
(3} In ~nchester District on Warwick Road, Rt.644, opposite the. Subdiv~s~ion
of ,,Cavalier Court" on the property now owned~'by John Daniel Smith and '~ze, a distance
of approximately 300 feet along Rt.644, with a depth of 140 feet. This application
is made by ~{r. James W.Thames and is for rezoning from Agriculture to Local
Business for the purpose of establishing a grocery store. There appeared in
opposition to the rezoning of this property, Rh~. L.E. Walton, Developer of
"Cavalier Court", and Mr.F.M. Jotmson, who lives adjacent to the proposed site
requested to be rezoned.
Upon consideration %~nereof, and on motion of W.A.Horner, the mat<er iscontinued
until the next meetinf of the Board.
The cases of Mr.W.P.Leonard and Mrs. Maude Harris, for the r ezoning of certain
property on ~'ahnke Road and Bon Air Road were continued until the next meeting
of the Board on account of the illness of the Attorney representing Mr.W.P.
Leonard.
In Manchester District, on the south side of Rt.60, Midlothian Turnpike, approximately
one mile from the City of Richmond near the pro~e rty known as the U.S.Barbecue:
a distance of 125 feet alonq Rt.60 to a depth oflSO feet. This application ms
made by Mr. Zaharias Zagares, and is for rezoning from Agriculture to General
Business. Upon consideration whereof, and on motion of W.A.Horner, the
application for rezoning is granted.
In ~9~nchester District, all that area on both sides of Rt.60, Midlothian Turnpike,
between the intersection of Rt.60 and Rt.6L~, Warwick Road, which is not now
zoned for General Business or Manufacturing, to a depth of 300.feet' This.
change in zoning is being made by motion of the Board of Supervisors and ~s for
rezoning from Agriculture to General Business. Upon consideration whereof, andl
on motion of W.A.Horner, the application for rezoning is approved.
R~.E.S.H.Greene, Supt. of Schools, of Chesterfield County, submitted the
following resolution from theSchool Board.
"On motion of Dr. Richardson, the Board directed that the Board of
Supervisors be requested to open up a street two-tenths of a mile, located
about one-half block back of Jenkins Service Station near Stop 16, on the
Petersburg Pike, in order that the bus may turn, thereby eliminating a
safety hazard".
Upon consideration whereof, and on motion of W.A.Horner, it is resolved that the
Executive SeCretary be and he here~y i.s instructed to t ske such ~eps as necessary
to have the ~s~reet between St op 16-1/2 Road and Stop 16 Road, located about one-
half block from Jenkins Service Station~a~mi nto the Secondary Road System.
This day ~.[r.T.D.Watkins, presented a petition from citizens living on a road
running off Et.44, near Robious, requestinz that the ro~d b e improved. Upon
consideration whereof, and on motion of T.D.Watkins~ it is resolved that the
County Road Engineer be and he hereby~"is requested to take such steps as are
necessary to have this road tekn into the Secondary Road System.
This day Mr. T.D.V~atkins stated that there had been developed a road near Bon Air
on which several houses had been recently built and which should have consideration
and be taken into the State Secondary System. Upon consi~ration whereof, and
on motion of T. D. Watkins, it is resolved that the County Road Engineer be and
he hereby is requested to view this road and take such steps as are nec~ssary
to have same taken into the Secondary ~oad System.
This day ~[r.W.H.Heimtzman, President of the Chester Volunteer Fire Department,
came before the Boa rd stating that the Fire Department of Chester had considered
the suggestion made by the Board of Supervisors at a previous meeting, that the
piece of equipment now b~ing used by the Chester Volunteer Fire Department be
transferred to the Manchester Fire Department and that a piece of fire equipment
nowb eing built in Roanoke be assigmed to ~hester and stated that the Chester
Volunteer Fire Department preferred to retain the piece of fire equipment now being
used. Upon consideration whereof, and on r~otion of H.T.Goyne, it is resolved
that the resolution of the Board of ~upervisors of September 9, 1947, with reference
to transferring the piece of fire equipment now being used at Chester to the
l~nchester Volunteer Fire Department, be and it hereby is rescinded.
And be it further resolved that the fuel oil for heating the Chester Volunteer
Fire Department's building ~e paid for from the General County Fund.
This day the Executive Secretary stated th~ a piece of fire equipment being
rebuilt ~y the Orin Fire Apparatus Company in Roanoke was nearly completed, and
there had been a request from theBon Air-So~utha~pton Volunteer Fire Department,
for a piece of equipment. Upon consideration whereof, and on motion of W.A.
Homer, it is resolved that this piece of fire equipment when completed be
~ssigned to the Bon Air-Southampton Fire Department
This day Mr.H.T.Goyne stated there had been a request for Buchingham Street in
Chester to be taken into the Secondary System of Roads. Upon consideration
whereof, and on motion of H.T.Goyne, it is resolved that the County Road
Engineer be and he hereby is instructed to take such steps as necessary to have
that pOrtion of Buckingham Street not now a part of the secondary H~ghway
system of Chesterfield County~ between Shop Street and Harrowgate ~oad,included
into the Secondary System.
This day Mr.H.L.Cha!kley stated there was a road in Clover Hill District known as
the Henrick Road, running off Rt.646, which had been requested to be taken into
the State Secondary System. Upon consideration whereof, and on motion of
H.T.Goyne, it is reso]yed that the County Road Engineer be and he hereby is
instructed to take such steps as necessary to have this road taken into the
Secondary System of Highways.
This day the Executive Secretary read a letter from Mr.J.Roland Rooke, requesting
that a portion of the $7500.00 deposited by him for the installation of a water
system in the subdivision of "Rolando", be returned in accordance with the
agreement as a member of the houses had already been connecDed to the system.
Upon consideration ~hereof, and on motion of J.G.Hening, ~the Executive Secretary
is instructed to refund to ~tr.J.Roland Rooke the sum of $1500.00.
This day the Executive Secretary presented to the Board the following requests
for installation of water systems:
From residents of River Road, between Ettrick and Matoaca.
From residents of Clydewood Park, coming down Stop 15 Road towards the Pike.
From residents of Rt.1650, Dorset Road.
Fronresidents of Kingsland area.

Upon consideration whereof, and on motion of P.W. Covingt, on, it is resolved that
the matter of water systems be turned over to the Water ~on~nittee for investigatio~ .
This day the Executive Secretary stated to the Board that shipm,~nts of transite
pipe from Jo.hns-Manville Sales Corp. were very slow and it was possible to secure
a limited quantity of 3 and 4" galvanized pipe at a higher p~ce a~d in the
emergency requested the wishes of the Bcard concerning the purchasing of galvanize~
pipe. Upon consideration whereof, and on motion of J.G.Hening, the Executive
Secretary is authorized to purchase ~uch quantities of 3 and &" pipe as he can
find available for delivery. On this matter Mr.W.A.Horner voted "No" and asked
th~ his vote be so recorded.
This day the Executive SecreDary read a letter from the Old Dominion MortgaEe
Corporation requesting the refund of $6500.00 '~ich had been deposited for the
installation of a water system in "Norwood Park", stating that all connections
had been made. Upon consideration whereof, and on ~lotion of J.G.Hening,
it is resolved that the Executive Secretary be and he hereby is authorized to
make this refund.
This day the Executive Secretary read a letter from ~rs. Fannie J.Reed regarding
the matter of her interest in the water line on Winfree Street in Chester.
Upon consideration whereof,and on motion of H.T.Goyne, it is resolved that this
matter be again referred to Mr.O.K.Marquis with the request that he make an
early settlement with Mrs. ~eed.
~his day the Executive Secretary read ale tter from l~'.Richard J.Scmit~ regarding
the improvement of a road running south from Jahnke Road through the farm of
Dr. Call. Upon consideration whereof, and on motion of W.A.Horner, it is
resolved that the County Road Engineer take such steps as necessary to have
this road from the Jahnke Road to Warwick Road, taken into the Secondary System
of Highways.
This day the Executive Secretary ,read a letter from the Office of the Comptroller,
setting forth the amount of the~kcuit Court Judge's salary apportioned to the
County, which letter is received and filed.
This day the Executive Secretary read a letter from Mr.A.H.Pettigrew, Right-of-way
F~ngineer, Virginia Department of Highways, with reference to securing the
right-of-way on Rt.683, stating that t~e Highway Department would be unable to
sec~xre this right-of-way and r equeotin~4 that the Board take immediate steps to
acquire the same. Upon c onsideratiSn whereof, and on motion of W.A.Horner,
it is resolved that the Road Committee make reasonable offers to the land owners
in this area and endeavor to secure the right-of-way for this ~roject, and
report their findings at the next meeting of the Board.
The Executive Secretary read a letter from ~'~r. Burton Marye, Jr., Traffic and
Planning Engineer, Virginia Department of Highways, which had reference to the
request of this Board that a traffic survey be made on both sides of the Petersbur
Pike through the Village of Bensley, stating that they had in~estigated conditions
on Rt. 1 through the Village of Bensley,and did not find it advisable to place
reduced speed limit signs in that area. ~ereupon, .~L~.H.T.Goyne, offered the
following resolution: "That due to the serious t r~ffic hazard prevailing along
Sherbourne Avenue and Stop 21 Roa~ leading to U.S./~i in theVillage of Bensley
to pedistrian travel due to heavy construction in that area, I move, th~ the
Highway Con,mission be requested to make a survey along said ro~d with the thought
in mind of requesting a reduction in the speed limit along said roads."
This day the Executive Secretary presented to theBoard Final Allocation of
construction funds for the Primary Highways in Virginia for the fiscal year
1948-'49, which report was received and filed.
~his day the Executive Secretary read a letter from the Corporation Co~mission
statin~ that the application m~de by the Bun Air Transit Company for certificate
of public convenience and necessity to oper~ate a bus line from Chesterfield
Courthouse to Ric?~ond, had been denied.
This day the ~xecutive Secretary stated that the insurance carried on the
buildings on the Fair Grounds ~ppeared to be insufficient and requested the
instructions of theBoard concerning the same. Upon c onsider~tion whereof~
and on motion of W.A.Horner, it is resolved that the Executive Secretary be anU
he hereby is instructed to investigate the .~tter of insurance on all buildings
at Chesterfield Courthouse includinz the buildings on the Fair Grounds and report
to the Boardo
This day M~r.J.C.McKesson, ~anager of the Fair ~Yssociat~on, came before the
Board asking permission to rent space in the Fair ?~uildings to operators of
concessions for s tori~ the show equipment through the winter. Upon
consider~tion whereof~ and on ~otion of ~V.k.Horner, it is resolved that this
m~tter be left in the hands of Mr. J.C .McKesson and W.H.Caldwell, Executive
Secretary, provided the Com~onwealth's Attorney would write a contract, relieving
the County of any responsibility for the equipment in case of fire and make the
persons who store their property within the buildings responsible for any damage
that might be done to County buildings because of this storage.
This day the matter of the extension o£ a ~ewer line on South Avenue in Ettrick
was brought to the attention of the Board. Upon consideration whereof, and
on motion of P.W.Covington, it is resolved that the Chairman appoint a Co~nittee
to investigate this matter. ~ereupon the Chairman appointed Mr.P.W. Covington
and the Executive Secretary.
