This day, Mr. Geo.W.Moore, Jr., Commissioner of Revenue, submitted to the Board his
report of expenses incurred in the month of November, 1947, showing an amount of
$910.83, of which theCounty has paid two-thirds or $607.22, the remainder to be
paid by theState, and the Board approving the report, the same is filed.

and maintenance of that office in the amount of $~.33, ~ which the County has

This being t he day and time a~vertised for hearings on t he r ezoning cases which
have been advertised accordingt o law, the following casew were considered:
(1) In Bermuda District onRt. 10, approxin~tely 3/4 mile west of the Village of
Chester, an area of one acre of land along the southside of Rt. #lO. This
application is made by R.E.Turner and is for rezoning from Agriculture to Local
Business. There appearing no one objecting to the granting of this rezoning,
it is resolve~ on motion of J.G.Hening that the application be granted.
(2) In Bermuda District on Rt. 617, approximately one mile west of the Junction
of Rt. 617 and Rt. 10, an application for a se Permit to operate a beauty shoppe
in a home. This application is made by Wm. H. Kuhl and is for a Use Permit.
TheDe appearing no one objecting to this rezoning, it is on motion of P.W.Covington
resolved that a Use Permit be granted.
(3) In Manchester District on the northeast intersection of Rts. 647 and Rt.1660,
a distance of approximZely 100 feet on Rt.1660, Hey Road, and a distance of 400 feet
along Rt.647, Old Broad Rock Road. This application i s made by Mt.Bernard Sidney
Jones and is for rezoning from Agriculture to Local Business for the purpose of
establishing a local store and restaurant. There~lso appeared several opposing
the granting of this rezoning and on motion of W.A.Horner the application is denied.
(4) In ~'4~nchester District on the west ~i~¢of the Court Housg Road, Rt. 162~
between Rt. 16~l ~nd Rt. 647, a distance of approximately 1SOO feet along Rt.'162$
to a depth of approximately 600 feet. This application is for r ezoning from
Agriculture to R-2 District,and further that section of land between the western
boundary of this area to the A.C.L.RR., a distance of a pproxL~ately 400 feet for
rezoning from Rt. 1631 to Rt. 6~7, a distance ofa pproxim~tely l~O0 feet.
The app$ication is for rezoning from Agriculture to Manufacturing. All of this
application is made by the Chase Comstruction Company.
There appearing no one objecting to this r ezoning, it is resolved on m orion of
W.A.Ho~roer, that the application be granted.
(5) In Matoaca District on Rt. 669, Sandy Ford Road , between Rts. 36 and Rt.625,
ap~rxoimately 1/4 cf a mile from Rt.36. This application is made by Wm.S.Goode
for rezonin~ from Agriculture to Local Business. There appearing no one objecting
to this rezoning it is resolved on motion of P.W.Covington that the application be
grant ed.
(6) In Midlothain District in the Village of BonAir that property bwned by the
Bon Air Methodist Church, located on t~e northwest corner of NcRae Street and
Chesterfield Avenue, approximately 200 feet on McRae Street and constisting of
l-l/2 acres of ground. This application is m~de by Frank A. Purdy for the
Bon Air ~'%thodist Church and is for rezoning from Residential to General Business.
On motion of T.D.Watkins the application is granted.
(7) In Midlothian District in the Village of Bon Air on the southwest corner of
Buford Stree~ and Granite Road, for approximately 200 feet on Bu~ord Street and
a depth o~ 200 ~eet on Granite Road. This application is made by Frank A. Purdy
for Daniel Tinsley and is for rezoning from Residential to General Business.
There appeared opposing the grantin~~ of this request Mr. F.M.Clarke and others.
Upon consideratio~ whereof, and on ~otipn of T.D.Watkins, the application is denied.
(81 In Midlothia~ Distr~ct on P~t.60 on the south side of Rt.60, approximately
1/2 m~le east of Rt.60 and Rt. 147. This application is ma de by Wm.T.Angle
and is for a ~se Permit to install a dining car as a restaurant. There appeared
opposing the granting of this application Mr.J.E.Harris. ~r. Wm. Lindsey, Mrs.
Harris and Mr. Lear, residents of this area. Upon consideration ~hereof, and on
motion of T.D.Watkins, the application is denied.
This day a~ain the matter of the r ezoning ora portion of the Swin£ford property
at the intersection of Rt.637 and Rt.638 was brought before the Board because
there had been a report of considerable opposition because of this r ezoning and th~
possibility of an appeal on the same, but there appeared no one against the rezoniBg
and the period for an appeal having elapsed, upon consideration whereof, and on
motion of J~G. Hening, it is resolved that the Board continue with the former

This day the Executive Secretary read a letter from the P.T.A. Association of Thomas
Dale High School and one from t he Secretary of the Bethel-Midlothian HomeDem.
Club endorsing the program of the V.E.A. Education Program and requesting that thel
Board take some action on t he same. Upon consideration whereof, and on motion
of W.A.Hom er, it is resolved that the Board ~ive this matter further consideratio$
and be prepared to take some action on the que~stionnaire presented by Mr.Chas. F.
~oses, Chairman, Commission on Public Schools, at the adJou~.~ned meeting of the
Board on December 30, 1947.
This day the Executive Secretary presented to the Board copies of the requests
from the Sheriff and Commonwealth's Attorney to the Compensation Board, for
salaries and expenses of these offices for the coming year. Upon consideration
whereof, and on motion of P.W. Covington, it is resolved that the Board of Supervisors
register no objection to these requests.
This day the Executive Secretary read a letter from ~.J.Roland Rooke, requestirg
an additional refund on the deposit for the installation of a water system in
"Rolando". Upon consideration whereof, and on motion af W.A.Horner, the Executiv~
Secretary be and he hereby is instructed to make this refund of the money deposited
for the installation of a water system in "Rolando".
This day theExecutive Secretary read a letter from Mr. Christopher P. Miller, with
reference to a right-of-way for t he improvement of Rt.678, requesting t he sum of
$~25.00 for t he property and damages. Upon consideration whereof, and on motion
of W.A.Horner, the Executive Secretary is authorized to offer Mr. Miller and Mr.N.B.
Welton the sum of $200.00 each for this right-of-way and report their decision
to the Boardon December 30, 1947.
This day the Trial Justice Judge brought to the Board's attention the need for a
certain type filin~ cabinet in that office, stating that it could be obtained
for approximately $600.00. Upon consideration w~W~ereof, and on m otion of J.G.
Heningji the Executive Secretary is instructed to procure the cabinet as requested
at the best possible price not to exceed $600.00.
This d ay the Executi~e Secretary read a petition from residents of Cozy Lane
in t he subdivision of "Providence Farms" requesting that this road b e improved and
tsken into the Secondary Road System. Upon consideration ~hereof, andon motion
of W.A.Horner, it is resolved that the County Road Engineer be a~d he hereby is
requested to view this road with the Resident Engineer of the Virginia Department
of Highways and take such steps as necessary to have it taken into the Secondary
Road Syste, and if necessary have it improved by spending money from the 3ct.
road fund.
This day the ExecutiVe Secretary read a letter from the Luck Cors truction Company
offering their services in laying water and sewer lines in Chesterfield County
and on motion of J.G.Hening the letter is received and filed.
The Executive Secretary presented to theBoard a letter from the Ett~ick Booster
Committee noting changes and additions of stre~ lights in the Village of
Ettrick. Upon consideration whereof, and on motion of P.W.Covington, the matter
is referred to the Light Committee.
This day the ExecutiveSecretary stated to the Board that the fire truck in Ettrick ~
needed new tires and on motion of P.W.Covington, theExecutiveSecretary is authorize~
to purchase tires for the piece of fire equipm~ t in Ettrick.
This day the Executive Secretary read a report from G.T.Darby, Col. Corps of
Engineers, Norfolk, Virginia, regardin~ the decision on November 28, 1947,
relative to the closing of the drawspan on the Seaboard Air Line RR. over the
Appomattox ~iver. Upon consideration whereof, and on motion of W.A.Horn~,
this report is received and filed.
This day the Executive Secretary read a letter from L.~. Walton & Company regarding
the streets in "Cavalier Court", requesting that same be taken into the Secondary
Road System. Upon consideration whereof, and on motion of W.A.Horner, the
County Road Engine er is requested to take such steps as necessary tohave these
roads taken into the State Highway System.
This day the ExeCutive Secretary informed the Board he had on hand approxi~tely
300 water metems but in order to install the same it was necesary that meter boxes
be purchased. Upon consideration whereof, and on motion of J.G.Hening, it is
resolved that the Executive SecreDary be and he hereby is instructed to purchase
300 mater boxes of the best type and price according to his judgment.

This day Mr.W.A.Homer stated that the bilding at Elkhardt used as a fire station
was not covered by insurance. Upon consideration whereof, andon motion of
J.G.Hening, it is resolved that the Executive Secret~ry be and he hereby is
instructed to place $2000.00 insurance on this building.
This day Mr.T.D.Watkins stated he felt that there was a need for the Supervisors
to be informed by the State Highway Department when the roads had been taken
into the Highway System in each District. Upon consideration whereof, and on
motion of T.D.Watkins, it is resolved that the Virginia Department of Highways be
and it hereby is requested to send the Supervisor of each D~trict a list of the
roads An that District as they are taken into the Secondary Road System.
This day the Committee consisting of the Commonwealth's Attorney and the Executive
Secretary previously appointed to make an investigation of the possibility of
selecting a successor to C.W.Smith, Chief of Police of Chesterfield County, made
the following recommendation tothe Board:
"Pursuant to direction from your Honorable Boa~'d we have interviewed S~weral
ersons who have become interested in the position of Chief of Police of
he st erfi eld County. The several persons have been interviewed by both of
us or one of us.
We desire to submit t o you the following names of persons whom we believe
could qualify in various respective degrees:

Whereupon the Board desiring to have an opportunity tointerview the

appointed as a Committee to continue this investigation until a future
meeting.
