Burnett, County Administrator Re: Industrial Access Road Funds Dear Mr. Burnett: I wish to obtain industrial access road funds for the con- struction of approximately 850 feet of roadway in Chesterfield County. The location of the road and its purpose are outlined briefly as follows: Location: A continuation of existing Galena Road to the east of Jefferson Davis Highway along the previous right of way of Riverside Drive. (sketch attached) Purpose: Service to a plant and work center to be con- structed for the C & P Telephone Company. A letter written to me by Mr. C.B. Kelly with C & P who is in charge of the project is attached. The capital outlay for this project as well as expected future commercial and industrial development of this land I feel will be of significant benefit to the immediate area and the County as a whole. Lewis 2825 Broad Rock Road Richmond, Virginia 23224 Dear Mr. Lewis: This is to advise of the intended use of a parcel of land consisting of approximately 3.5 acres, south of Willis Road off ~efferson Davis Highway, which we propose to have a selected investor purchase from you to construct a Plant Work Center to lease to The Chesapeake and Potomac Telephone Company of Virginia. The center will consist of a one-story masonry building with approximately 8,000 square feet which is composed of office space, vehicle maintenance and telephone repair and supply areas. The entire yard area is to be fenced and paved and will have metal carport shelter for 60 vehicles. Upon completion of this facility, we will initially have approximately 50 emPloyees and 45 vehicles assigned with an expected increase in ten years to 70 employees and 65 vehicles. The vehicles assigned will be mainly 1/2 and 3/4 ton van-type trucks. Construction of this project is expected to begin in early 1975, with completion in the latter part of the same year. The expected capital outlay for the entire facility is expected to be between five and six hundred thousand. If we can be of further assistance or if additional information is desired in connection with this project, please let us know. As described in your letter, the facility proposed to be constructed by the Chesapeake & Potomac Telephone-Company would be permitted under the General Business (B-3) Classification. I have received regular salary adjustments since initial employment except Jan. 1, 1973 when I did not receive a step increase when most other employees did. I currently am in the third step of Grade 46 at $21,600 annually. 2. I request an immediate one step increase and another step increase on Jan. 1, 1975 when most other county employees will receive a one step increase. 3. I ask for one step increase now because I (a) did not re- ceive a one step increase in Jan. 1, 1973, (b) have become a full member of the American Institute of Planners (November 1972), and (c) became a licensed Professional Engineer in Virginia (May 1974). I understand it is common practice in public and private employment to grant merit increases based on professional recog- nitions. 4. I ask for the one step increase on Jan. 1, 1975 because I feel I should be treated at least as well as other County employees or should be given reasons why I do not deserve that step. 5. For comparison purposes, I submit the following documentation: A. R~D reported that the salary schedule of Jim Park, Richmond Planning Director, for 74-75 would be 2~;zg~ $28,600 - $30,888. B. Daily Press reported on May 31, 1974 that the salary for Jack Stodghill, Newport News Planning Director, for 74-75 would be $24,056. C. 1973 salaries for Chesapeake and Virginia Beach Planning Directors was $24,020; Fairfax $28,417; Norfolk $29,388, and Henrico $22,763. D. RRPDC is now advertising for any assistant director to be in charge of the Section 208 study for $25,000. Ritz, Director of Planning SUBJECT: Proposed Amendments to Zoning Ordinance for "0" District and other needs revised as recommended by the County Attorney In response to several requests and problems identified by several Board Members and our Staff, please request the Board to refer these amendments to the Planning Commission. I. Delete Sec. 1-4 (22) and reserve the-number. II. Amend Section 1-4 (30) DWELLING~ MULTIPLE FAMILY to read as follows: "A building, or portion thereo~, containing 3 or more dwelling units. ( )" III. Amend Section 1-4 (34) FAMILy to read as follows: "One or more persons related to each other by blood, marriage, or adoption who occupy the same dwelling and live together as a single non-profit housekeeping unit. A "family" includes any domestic servants, foster chil- dren, and not more than two roomers. ( ' )" IV. Add the following after Section I-4 "(40) GROUP CARE FACILITY: A facility, consisting of one or more building~ designed to provide resident services to individuals who are handicapped, aged, and/or disabled, requiring rehabili- tation, and/or personal services. Group Care Facility includes uses such as group homes, halfway houses, resident schools, resident facilities, foster homes and boarding houses. ( )., VI. The purpose of this District is to provide locations for office and office type uses only as opposed to the other business districts which have more permitted uses. Section I6-1. Uses Permitted. (1) Parking, driveway, and loading facilities shaII be at least fifteen feet from any established street right-of-way lines, and the buildings and structures shall be at least thirty feet from such lines subject, however, to the provisions of Section 24-7. and 2~.1-8(a). (2) No goods may be produCed for retail sale on the premises. (3) All uses, including storage, shall be conducted entirely within an enclosed building, except for parking, loading and unloading. (4) All buildings shall observe minimum side Yards of twenty feet and minimum rear yards of thirty feet. Also, one foot shall be added to each yard for each three feet that the building height thereto exceeds forty-five feet or three stories, which is less, subject, however, to the provisions of Section 3-6." Revise Section 17-5 (1) to read as follows: "ParkSng, driveway, and loading facilites shall be at least fifteen (15) feet from any proposed right-of-way lines, and buildings shall be at least thirty (30) feet from such lines, except on rights-of-way of eighty (80) feet or greater buildings need set back only twenty-five (25) feet subject, however, to the provisions of Section 24-7 and Section 24.1-8 (a)." Add a fourth sentence to Section 17-5 (5) to read as follows: "These yards, however, are subject to the provisions of Section 3,6." Revise Section 18-5 (1) to read as follows: "Same as Sec. 17-5{']~. Add the following to Section 18-5: "(4) Outside display of merchandise for sale is permitted only when such mer- chandise observes the front and corner side yard setbacks of this District." Add the following to Section 19-3: "(2) Material reClamation centers - aluminum, glass and paper products only." XX. Also for corner side and front yards adjacent to both Major Arterials and other streets, where existing principle buildings are located on both.sides and within one hundred (100) feet of a proposed principle building in the same block, the proposed principle building need setback only as far as the average-setback of the principle buildings on both sides, except that no building shall be setback less than fifteen (15) feet from a proposed right-of- way line." Amend Section 24.1-8 ~etbacks. to read as follows: "All parking areas shall have minimum fifty (50) feet set- backs from the proposed rights-of-way of Major Arterials as indicated on the Chesterfield General Plan, as amended. For corner side and front yards adjacent to both Major Arterials and other streets, where existing parking areas are located on both sides an'd within one hundred (100) feet of a proposed parking area in the same block, the proposed parking area need setback only as far as the average setback of the parking areas on both sides, except that no parking area shall be setback less than fifteen (15) feet from a proposed right-of-way line." Ordinance for "O" & "B-2U" Districts and other, needs In response to several requests and problems identified by several Board Members and our Staff, please request the Board to refer these amendments to the Planning Commission. Amend Section 1-4 (30) to read as follows: "Dwellin~ MULTIPLE FAMILY: A building, or portion thereof, containing 3 or more dwelling units. ( )" II. Amend Section 1-4 (34) to read as follows: "FAMILY: One or more persons each related to the other by blood, marriage, or adoption who are living together in a single dwelling and maintaining a common household. A "family" includes any domestic servants, foster children, and not more than two roomers residing with the "fami!~' ( )" III. Add the following after Section 1-4 (40) "~0A GROUP CARE FACILITY: is a facility which provides resident services to individuals of whom one or more are unrelated. These individuals are handicapped, aged, or disabled, are undergoing rehabilitation, and are provided services to meet their needs. This category includes uses, licensed or supervised by any Federal, State, or County health/ welfare agency, such as group homes (all ages), halfway houses, resident schools, resident facilities, and foster or boarding homes.
