1945, in the amount of $1514.25, of which the Country has paid two-thirds or
$1009.50, the remainder to be paid by the State, and the Board approving the same
the report is filed.
This day, Mr. Geo.W.Moore, Jr., Commissioner of ~evenue, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for the
month of March.~ ~945, showing a total of $785.00, of which the County has paid
two-thirds or $~23.33, the remainder to be paid by the State, and the Board approvi
the sa~e, the report is filed.
This day, Mr. M. ~. Cogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for the
month of March, 1945, in the amount of $491.66, one-half or $245.83 being paid by
the County, the remainder by the Stste, the Board approving the same, the report
is filed.
This day Mr.0. B. Gates, ~heriff, submitted to the Board his report of expenses
incurred in the opera,ion and n~intenance of his office for the month of February,
· 1945, showing a total of ~541.55, of which the County has paid one-third or $180.52
the remainder to be paid by the State, and the Board approving the same, the report
is filed.

The Executive Secretary read a report from the Forest ~'ire Warden, Mr. A. L.Smith,
concerning activities for the month of March, 1945, which report is received and
filed.
The Game ,,ardens made their reports of activities during the month of Narch, 19A5.
This day again the Budget for 1945-'46 which was tentatively adopted on March 13,
1945, and which has been advertised in accordance wi th law, was again considered,
and it is resolved on motion of W. A. Hornet, that the budget, including the budget
of the DePartment of ~,elfare and the School Budget, be, mid the same is hereby
approved and adopted as the budget for the year 1945-'46.
~,hereas, in accordance with law the proposal to adopt and fix levies required by tM
budget for the year 1945-'46 has been made public according to law, and
~,hereas, this day was fixed for the public hearing of same,
Now, Therefore, on action of ~. A. Homer, it is resolved that the follow, lng

This day the Executive Secretary read a letter from Mr.~.0.Roach, regarding the
CCC Road in Midlothian District. Up_on consideration whereof, and on motion of
T. D.~atklns, it is resolved that the Virginia Department of x'ighv:ays be and it
hereby is requested to machine and put in shape the CCC Road, beginning at Rt. #60
near the Town of Midlothian, extendi~,' southward thei. entire distance,
And be it further resolved that the DePartment of High~eys be and it hereby is
requested to surface treat one-tenth of a mile of this ,CCC Road, southwardly from
Rt. 60, charging same to the 3~t. road levy.
This day Mr.P.~.Covington, stated there were some roads in Matoaca District that
needed improving, and on motion of P. W. Covir~ton, it is resolved that the Departm,
of Highways be and it hereby is requested to improve a. ro~d running southwardly fro~
Rt.707, a distance of approximately .15 of a mile, and Maple aVenue in M~ple Grove
Subdivision, running northwardly from Rt. 624 to Franklin Street, and Franklin Stre~
from Maple ~venue westerly to Route ~1, charging same to the 3ct. road levy.
This day Mr. H. L. Chalkley reque~ted that a section of the Old Ooode's Brid~!e ~o~d
b~ $~proved. Upon consideration whereof, and on motion of T.D. Watk~ns, it i~
resolved that the Virginia Department of Highways be and it hereby is requested to
improve a section of the Old Goode's Bridge Road, commencing from Rt. 360,
approximately three-quarters of ~ mile from the Intersection of Rt. 360 and Rt.605
in a southeasterly direction for a d~stance approximately two-tenths of a/~ile,
expending a sum not to exceed $150.00, and charging same to the 3ct. road levy.
This Cay Mr.J.T.Moore, Develop6r and Builder, appeared before the Board and stated
that it seems to him that it was very necessary that CheSterfield County make some
arrangements to provide water and sewer serMice to future developments and sub-
divisions in order to stimulate the growth of desirable subdivisions.
Upon conzideration whereof, and on motion of H. T. GoYne, it is resolved that the
matter be referred to the ~ater Committee, which Commmittee is requested to make ~x
immediate study of the same and report its recommendations to the Boa=d at its
next meeting.

This day copies of the audit of the Clerk's Office and Trial Justice were submitted

This day the Executive JecretarY read a letter from Mr. Raymond V. Long, Director
of the State Planning Board, announcing a series o£ Planning Institutes to be held
throughout the S~t¢, urging that as many of the Board members as possible attend
the se meetings.
This day Mr.H.T.Goyne stated there was a need for East Percival Street and Gill
Street to be improved for a distance of approximately 200 to 250 feet on each stre~

Chester, requesting that the Board take some action to endeavor to'have the existi~
bus z.ates established by the Cerclina Trailways since taking over the bus between
Petersburg and Richmond, formerly operated by the Virginia Electric & Po~er Companl
reduced. Upon consideration whereof, and onmotion of H. T. Goyne, it is resolv,
t~t the Commonwealth's Attorney be and he hereby is requested to investigate the
mettor and appear before the State Corporation CommLtssion if necessary in order to
relieve this situation.

This day the Executive oecretsry read a letter from Mr. J.E. Stone, Secretary of
the Ettrick Citizens League, requesting theft the League be furnished ~ith informati
concerning the financial standing of th~ Ettrick Sanitary ~istrict for the past
s].xteen yemrs. Upon consideration whereof, and on motion of H. T. Goyne, it
r~solved thct this matter be referred to ~r.J.Wm. Dance, Treasurer, of Chesterfield
County, and he be instructed to confer with the Ettrick Citizens League and supply
them with such information on the financial picture of the Ettrick Sanitary Distri¢
as is practical to obtain.
This day the Executive Oecretary presented bills from B.A. Hawkins & Company for
sewer line work in Ettrick and stated that ~dditional appropriations would have ~o
be mede to pay these bills. Upon consideration whereof and on motion of P. W.
Covington, it is resolved ti~at the sum of ~650.00 be and it hereby is appropriated
from the unappropriated surplus of the Ettrick San. Dist. Fund to the Ettrlck
Sanitary District Operating Fund - Repairs and Replacements.
This day Miss helen Ricks, District Supervisors of the ~ome Demonstration Clubs,
appeared before the Board and stated thst she hsd been requested by DireCtor
John R. Hutcheson, to say that funds would be available fromthe mmergency Food
Program for supervision of a cannery if and when it was built at Chesterfield
Courthouse, and operated by the Home Demonstration Department, but that they could
not furnish any money for the building or equipping such a cannery.
Whereupon, Mr. Goyne reported that he had made an extensive investigation of the
possibility of establishing a ~annery at Ohesterfield Courthouse and thet in his
opinion the erecting and operating cost would be more than the project would
justify. Upon consideration whereof, and on motion of P.W. Covington, it is
resolved thst the matter of establishing a cannery or canneries in Chesterfield
County be and it hereby is indefinitely tabled.
The ExeCutive Secretary advised the Board that he had been informed thst approxima~
200 new hom~s were to be built near the McGuire Hospital and thst the developer
of the proposed project stated that in order to get approval for this proJec% it
was necessary that water and sewer service be furnished and requested that the
County take some steps to furnish the same. Upon consideration whereof, as
on motion of W. A. Homer, it is resolved that the developer be informed that the
County at this time could not furnish sewer facilities in that area but that the
County had no objections to them making arrangements with the City of Richmond
for connections with the sewer and water systems.
This day the Commonwealth's attorney, Mr. M.A. Cogbill, stated to the Board that
he had had an inquiry from Colonial Heights concerning ~ division of the Wine Tax
established by the 1944 Virgihia Legislature, and stated it was his opinion that
Colonial Heights was entitled to a portion of this Wine Tax. Upon
consideration whereof, ~d on motion of T.D. '~,atkins, the Commonwealth's Attorney
is directed to make a further investigation of the Law and report his findings
to the next meeting of the Board of Supervisors.
