deleting from the Primary System, end transferring to the ~econdary ~vstem, Rt.F15
from Intersection of Route D560 southwesterly to the Chesterfield-;~e~ia County
Line, and the letter isreceived and filed.
This day, Mr. ~,,.A.Iiorner, requested mr.~..g.~,[ills, Resident mngineer, Virginia
~epartment of highways, ~hat the approaches to the Broad Rock ochool be improved
and har~ surfaced before the opening of school this year, which Mr. Mills agreed
to do if at all possible.
This day, ~,[r.P..T. Goyne, reported to the Bo,~,ra th~,t there ~as need of replacing
the present drain p~P$ with a larger pipe on the 01d Hundred Road, east of
kggleston's Store. Upon consideration whereof, and on motion of R.T. Ooyne,

to make such improv,:~ments as neceasary to relieve the drainage condition now

Now, Therefore, on motion of ~,. ~.Eorner, it is resolvea that the ¥irginia State
Department of hi; h~ays be and it hereby is requested to grant permission to this
Board to participate in the Department's consideration of the relocation of U.S.
Route ~l in Chesterfield County and/or the establishment of a new Route near the
present loc~tion of U.S.Aoute
This ~ay th~ ~ttention of the Board ~s c~lled to the f~ct that the present
a~reement for continuing with two Game ,~ardens would expire on July 1st, and that
some decision should be mado as to whether to continue the present errang~e~ent
or not. Upon consideration whereof, and on motion of ~. ~. ~,orner, it is resolv
that the Board of Supervisors of Chesterfield County retain the present arrangemen~
for t¥~'o game wardens in Chesterfield County and that Mr.~.J.Horner be reappointed
to serve in the capacity of Came ,~arden for aperiod of one year, beginning July ls~
a'~nd that he be paid at the same r~te as at pres~.'nt, which is ~aZ~.00 ~r month,
inslusive of salary and mileage.
In this matter ~r. J.G.~'~ening voted "No" and asked that his vote be so recorded.
This day the ~xecutive Secretary read a l~tter from the .~..M.Toler & Company,
stating theft they would be glad to audit the records of ~hesterfield County for
the fiscal year ending June ~0, 1945, for the same amount as last year. Upon
consideration whereof, and on motion of J.G. henin~, it is resolved theft the ~I~.~d.
Toler and Company be awarded the contr~ct for making the audit of the County
records, including the records of the ~3chool Boara and the Department of Public
.~elfare, Eor'the fiscal year end-;ng Oune 50, 1945, for the sum of $?~0.00.
This day the Lxecutive oecre~ary presented the fello~¥in~ resolution from the
~epartment of Public ~el~are:
"Upon consiaer~tion ~he~eof, and on motion of T.D.~atkins, it is resolved theft a
request be made to the Board of Supervisors to hereby transfer the sum of $10~0.00
from the Virginia Public ~ssist~ce ~'und, "Recoveries from Clients" to the General
Relief Purely Local ~unds and ~100.00 to ~pecial ~oster Care."

This day the A~ecut~v Oecretary read a petition from certain citizens of Attrick
requesting the install~bion of a street light at the southeast corner of Third
~venue and -atson otreet, or on ~,atson &tree% between Third and Fourth ~venues.
~pon consideration whereof, and on motion of J.G.He~ing, the matter is referred
to the Light Co_~mmittee.
This day the £xecutive oecret~ry read a letter from Er.o. Stuart Royer, which
had been sent to members of the ~ater Connmittee, which letter is received and
filed.
This day the Executive Secretary called the Board's attention to the fact th~,t
there had been several requests for copies of sections of the recently completed
tax map of Chesterfield County. Upon consideration whereof, and on motion of

The ~xecutive Oecretary called attention of She Boara to t~e meeting of the
Planning Institute to be held on June 1Z, 1945, at 10:00 o'clock at the John
~ershall Hotel, Richmond, Virginia, urging that as many members of the Board atto]
as possible.
This day ~r.T.D.,atkins calle~ the Board's attention to the f~ct that a number of
counties and cities ~ere doing some extensive planning for the relief and
assistance of returning service men and suggeste~ that some action be taken by
Chesterfield ~ounty to cooperate with the co~mfttees of Richmond and Petersburg,
~,'~hereupon, the Board instructed Mr.~,atkins to appoint from his Planning Committee
a Committee to represent Chesterfield County to ascertain the amount of cooperati
which could be had ~.ith the Richmon~ and Petersburg organizations.

This day Dir. H.T. Goyne reported to the Bo~ra that he he.d received numerous letters
and complaints about the water in Bellewood ldanor snd the method of handling
accounts there, and requested thst the Board adopt a more rigid policy for handlin~
these accounts. Upon consideration whereof, and on motion of h.T.G~yne,
it is resolved that the Comment's'edith's ~ttorney be and he hereby is requested to
draft an ordinsnce or resolution concerning the collection of ~,ater bills and
submit the same to the Board of Supervisors at the next regular meeting.
Ibis d~y the Executive Secretary reported ~h~t work had been started on the improw
ment of the water system in Bailey;cod Manor and that the cost of same would be far
in excess of $1,000.00 which ha:~ been appropriated for this purpose. Upon
consideration whereof and on motion of E.T.Goyne, it is resolved that the sum of
,1500.00 be and it hereby is appropriated from'the unappropriated surplus of the
General ffund tO lOd-l£3 -water system.
This day a~in the matter of the ~oning Ordinance for Chesterfield County was
discussed and since the Board feels that some action should be taken to revise
or simplify the proposed ordinance previous to its adoption, which is set for the
regular meeting in ~ugust, a meetin£, of the ~oning Ordinance Committee, which
consists of all members of theBoard of Supervisors was set for ~ednesday,
June 20, 1945, at 8:06 p.m.
This ~ay again the establishment of a water system or systems in Chesterfield
County was discussed by the Board. Upon consideration whereof, and on
motion of ,,..-,. i~orner, it is resolved th:t the mxecutiveSecretery be and he
hereby is instructed to secure estimates on the cost of installation of ~ water
system ne~r the Broad ~ock School, Manchester District, to supply the surrounding
community, and to proceed with the installation of same in the most economical
manner, and to have a ~:ell drilled if necessary to supply the necessary water for
expending a sum not to exceed $1~0~0.00. -
,~nd be it further resolved that the sum of ?lO,O00.O0 be and it hereby is appropri
from the unappropriated surplus of the General ~hnd to lOd-123-wster systems in
the County.
This day Mr.O.K.~.~arquis, again appeared before the Board ststin~ that he was
desirous of disposing of the water system nov; o~ned and operated by him at
Chest.~r, Virginia. Upon consider~,tion whereof, and on motion of ,,. ~. Horne]
it is resolved that the sum of ~lO,O00.O0 be offered to ~,ir.O.E.Marquis for his
water system at Chester, this to include all equipment, spring, ~,ith the site
upon which the pump is now located and easement leading to Hundred Road, to permi'
egress and ingress to the site on which the pumP is now located.
~'.nd be it further resolved that should ~Ir.O.K.Marquis accept this offer for the
v, ater system now owned and operated by him in Chester, Virginia, that the
Commonwealth, s ~ttorney be instructed to dra~'; contract for same.

This day Mr.T ~.~,,atkins stated that there av~peare~ need for some policy to be
adopted for t~e est~,blishment of water systems in subdivisions, and it is
resolved that on motion of T.D.,~atkins, tht in any case where water is furnished
to a real estate developer for a subdivision, the developer shall be required to
give bond, payable to the County of Chesterfield, guaranteeing to the County the
minimum return for water from the sub;division, based upon the normal development
and occupation of such subdivision, the normal development to be determined
by the Board of Supervisors.
This day the Treasurer stated that it was doubtful if the~e ',~ould be sufficient
money in the General ~und to meet the appropriations made by this Board prior to
