This day, Mr. Geo. W. Moore, Sr., Commissioner of Revenue, submitted to the Board
his report of expenses incurred in the operation and maintenance of his office
for the month of July, 1945, showing a total of $8?5.00, of which the Cottuty has
paid two-thirds or $583.33, the remainder to be paid by the State, and the
Board approving the same, the report is filed.
This day Mr. M.a. Cogbill, Commonwealth's' Attorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for
the month of July, 1945, showing a total of $491.66, of which the County has
paid one-half or $245.83, the remainder to be paid by the State, and the Board
approving the report, the same is filed.
This day, M~.0.B.Gates. Sheriff, submitted to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of
June, 1945 showing a total of $524.40, of which the County has paid one-third
or $174.80~ the remainder to be paid by the State, the Board approving the report

This day Mzs. M.E.V.~unter, of the Virginia State College, appeared before the
Board stating that the College had been working to improve the home life of the
colored citizens of Chesterfield County and that in so doing had developed a
Community Center on the Dupuy Road in which there had beeninstalled a small
cannery and since the experience with the small building had been s~osatisfactory
that they hoped to enlarge the Community Center in order to carry out a larger
program, and in order to do so would need approximately $2300.00, requesting
that the Board of SupervisOrs contribute the stun of $500.00.tgwaF9 thi~ .amou~.~.
Upon ~nvestigation the Commonwealth's Attorney reported that ~n n~s opxnxon x~
would be unlawful for the Board to contribute to a private undertaking of this
kind unless and until the $ommunity Center should be made in the name of
Chesterfield County. Upon consideration whereof, and on motion of H.T.Goyne,
it is resolved that this matter be tabled and that the Virginia State College
and the community delegates be aGvised to contact the School Board to see if
any money would be available from the State Board of Education f or a project
of this kind.
This day, Miss Lucy Corr, who has been recently appointed Superintendent of
Public ,elfare for Chesterfield County, was presented to the Board by M~. T. D. Wa
a member of the ~,elfare Board. Miss Corr stated to the Board that she did not
feel Chesterfield was receiving its fair amount of helptfrom Community ~nd
of Richmond and Petersburg in proportion to the money contributed by Chesterfield
County and suggested that Mr. Keyes, Director of the Community Chest be invited
to appear before the Board in order to clarify this situation. Upon consideratio:
whereof, and on motion of ti.T. Goyne, it is resolved that the Chesterfield
County Welfare Board and M~.Keyes of the Community Chest be invited to come
before this Board at its.next regular meeting on September ll, 1945.
Supt. of Schools of Chesterfield County, presented
This day, Mr. E.S.H.Greene,
to the Board the following resolution:
"On motion, the Board directed that $600.00 be transferred from Budgetary Item
1763-305 (General Supplies, Maps, Globes, etc. ) to 17a-299 (Other Expenses)
in the current budget."
Upon consideration whereof and on motion of W.A. Horner, it is resolved that the
request be complied with and that $600.00 be transferred from Budgetary Item
1763-305 (General Supplies, etc.)to 17a-299 (Other F. xpenses).
M~r.E.S.H.Greene, Supt. of Schools presented to the Board a resolution from the
School Board as follows:
"The Division Superintendent presented a resolution of the Board of
Supervisors of Chesterfield County passed at a meeting held on July 10, 1945,

requesting the County ~choolBoard of Chesterfield County to grant to that Board
the right to use the well at the new Broad Rock School for the purpose of
establishing a water system at and near the said new Broad Rook School, and
further that permission be granted to that Board to install all necessary
pumps, tanks, equipment and pipe lines.
On motion of Mr. Laine, the Board approved the above r~quest, and permission
was granted to the Board of Supervisors to make use of the well at the New
Broad Rock School as requested in their resolution to this Board.
The Division Superintendent presented a letter from the F~xecutive ~ecretary
of Chesterfield County in which he stated that the Virginia Electric & Power
Company had offered to acquire an maintain a private extension at $44.57,
which amount would be paid to the School Board for a title to and an easement
for the line.
Upon due consideration, the Boarc directed that the Virginia Electric and
Power Company be given title to and an easement for the line to the new Broad
Rook School for the sum of $44.57, the Virginia Electric & Power Company to
maintain the line in the future.'
Upon consideration whereof, and on motion of W. A. Horner, the resolution is
received and filed.
This day the E~ecutive Secretary called attention of the BoarG to the fact that
with the installation of Police radios, it would be necessary to make other
arrangements pertainln~ to the switchboard operation. Upon conside2ation
vchereof, and on motion of P. W. Covington, this matter is referred to the
Buildings and Grounds Committee, with power to set.
This day, Mm. M.H.Long, Chief of the Chester Volunteer Fire Department, appeared
before the Board stating that there was some equipment needed by the Volunteer
~lre Department, such as coats, buckets,~siren, fog nozzles, etc. Upon
consideration whereof, and on motion of H-T. Goyne, it is resolved that the
Executive Secretary be and he hereby is instructed to purchase the same,
a~d charge same to "Fire Protection of Chesterfield County".
This day the Executive Secretery read a letter from Mr. R.L.~rnold, setting
forth the amount charged by Railroad Companies for permission for the REA
power line to cross their property, requesting that some action be taken by
the Board. Upon consideration whereof, and on motion of T.D.Watkins, it is
resolved that the Executive Secretmry be and he hereby is requested to communicate
with the State Corporation Commission relative to this matter, and that the
letter be received and filed.

be and he hereby is requested to write an appropriate letter to the Executor
of the Estate of Mrs. gate Jeffress.
And be it further resolved that the Treasurer be and he hereby is requested to
purchase War Bonds with this money until such time as it is necessary to use
it for the improvement of Camp Baker.
At a previous meeting the Executive ~ecretary had been requested to secure
prices on the heating arrangement for the ~gricultural Building, and his r~port
was made at this ti~. Upon consideration whereof, and on motion of W. A.
horner, it is resolved that the Executive Secretary be and he hereby is instructe
to proceed with the installing of an oil-burning hot water heating system in the
· ~gricultural Building. ~nd be it further resolved that the sum~ of $1200.00
be and it hereby is appropriated from the unappropriated surplus of the General

This day the Executive Secretary read a letter from M~r.0.K.Marquis, concerning t~
water system at Chester. Upon consideration whereof, and on motion of H.T.
Goyne, it is resolved that the Committee be continued, and that the Commonwealth'
Attorney be requested to communicate with the State Corporation Commission
to determine the status of the water system now operated by mr. Marquis at Chest~
regarding permits and/or franchiae from the State Corporation Comzztssion.
At a previous m~eting of the Board the Executive Secretary was instructed to
communicate with Mr.G.M. Johnson, POlice Officer, who has been incapacitated
for a period of approximately two years and obtain from Mr. Johnson a certificat~
from his physician as to his condition. The Executive Secretary presented

Upon consideration whereof, and on motiOn of p.w.0z~ington, the Executive
Secretary was requested to advise Mr. Johnson to make application to the Police
Benevolent Association, and to discontinue payments to him as soon as
arrangements had been made for him to participate in the Police Benevolent
Association.

This day the matter of the appointment of a Chief Forest Fire ~arden to replace
Mr. A. L. Smith, which vacancy was caused by his death, was considered. The
Executive Secretary reported that the State Forestry Department had agreed that
if the County of Chesterfield would furnish a small truck, the State Fore~try
Department would equip the truck with pump, tank, radio, fire tools, etc. and
would be willing to pay one-half of the salary of the Chief Forest Fire Warden.
Upon consideration whereof, and on motion of W. A. Horner, it is resolved that
Mr. A. J.Horner, who is now employed as Game Warden in Chesterfield County be
offered the position of Chief Forest Fire ~'arden at a salary of $200.00 per month,
and that the truck and operating expenses be furnished by the County for his
transportation, it being further under~tood that arrangements would be made with
the Department of Game and Inland Fisheries for M~. Horner tobe appointed a Deputy
Came Warden to assist the Chief Game Warden if and when the opportunity presented
itself.
This day the matter of certain pig conditions were discussed. Upon consideration
whereof, and on motion of H.T.Goyne, it is resolved that the Commonwealth's AttornE
be and he hereby is requested to make a study of the existing "Pig Ordinance" and
submit to the Board at its next regular m~eting such changes as he deems
necessary for the protection of citizens of Chesterfield County under the present
c ondi ti ons.
This day the E~xecutive Secretary read to the Board a petition from citizens near
Chester, requesting that a road west of the Seaboard Railroad be taken over by
the County and improved. Upon consideration whereof, and on motion of H.T.
Goyne, the Executive Secretary was instructed to contact the citizens and secure
the right-of-way and have a survey made of this road for a distance of approximate!
one-half mile.
This day Mr.H.T.Goyne, Supervisor Bermuda District, called the attention of the Bo~
to the fact that certain streets in Central Park needed attention. Upon consider
ation whereof, and on motion of H.T. Goyne, it is resolved that the Virginia
Department of Highways be and it hereby is requested to improve Bellemeade Avenue
and Brightwood Avenue in Central Park, e~pending a sum not to exceed $250.00
and charging same to the 3ct. road levy.
Whereas, by deed ~ated November 6, 1940, and recorded in the Clerk's Office of
this County, in Deed Book 262, Page 50, James H. Scott and Mary W.~cott, conveyed
to the County of Chesterfield a certain easement and right of way for a public
sewer pipe line in what was then known as M~nchester Sanitary District No. 1
of Manchester Magisterial District; and
Whereas, in the annexation proceedings by decretal order of November 6, 1941,
Order Book l?, page 2?5, the Statutory Court then sitting in the County of
Chesterfield directed that upon request from the 0ity of Richmond the County of
Chesterfield should convey th~s right of way and other property ~ the City of
Rtchmond, and
,,herons, by a letter dated July 10, 1945, directed to Marcus a. Cogbill,
Commonwealth's Attorney of said County, the City of Richmond through the Assistant
City Attorney, 01in A. Rogers,. requested the County of Chesterfield to so convey
said right of way described in Deed Book 262, page 50, of said Clerk's Office,
which letter is filed;
Now, Therefore, and upon consideration, on motion it is resolved that this Board
do, in accordance with the decretal order aforesaid and the request of the City
of Richmond, convey to the City of Richmond the said easement of right of way
mentioned in the preamble hereto;
~nd be it further resolved, that H.L. Chalkley, and W. H. Caldwell, Chairman end
Clerk, respectively, of this Boara, be, and they are hereby authorized a~d
directed to execute on behalf of this Board a good and sufficient deed, with
Special ~$arranty, conveying said mentioned easement of right of way to the City
of Richmond.
There being insuffic&mnt funds to cover certain outstanding bills of the General
})und, it is resolved, on motion of H.T.Goyne, that the following amountsbe
appropriated from the unappropriated surplus of the General Fund to the following
budgetary codifl cations:

The Executive Secretary r~ported that an additional appropr~i~.~tion was needed
for a certain account in the Ettrick Sanitary Operating Fun~, and On motio~
of H. T. Goyne, it is resolved that the sum of $131.25 be and it hereby is
appropriated from the unappropriated surplus of the Ettrick San. District Fund
to 10d-319- Supplies, in the Ettrick Sanitary District Operating Fund.
Ordered that the meeting be now adjourned until 10:00 a.m. Sept. ll, 1945.
