incurred in the operation and maintenance of his office for the month of ~

or $77~.~9, the remainder to be paid by the ~tate, and the Board approving the|
same, the report is filed. ~
This day, Mr. Geo.,~.Moore, Jr. Commissioner of i~evenue, submitted to the Board
report of expenses incurred in the operation and maintenance of his office
for the month of ~ugust, 1945, in the amount of ~875.00, of which theCounty has
paid two-thirds or ~583.3~, the remainder to be p~td by the State, and the Boar
approving the same the report is filed.
This day, Mr.M.A. Oogbill, Commonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for
the month of ~ugust, 1945, showing a total of $491.66, of which the County
has paid one-half or $~45.8~, the remainder to be paid by the State, and the
Board approving the same, the report is filed.
This day, Nr. O. B. Gates, oheriff, submitted to the Board his report of
expenses incurred in the operation and maintenance of his office for the month
of July, 1945, showing a total of $549.40, of which the County has paid one-
third or $18~.14, the remainder to be pa~d by the State, and the Board approving
the same, the report is filed.

At a previous meeting of the Board of Supervisors, Miss Lucy Corr, Supt. of Public
~elfare in Chesterfield County suggested that an invitation be sent to Mr. E.J.Key
Executive Secretary of the Richmond Community Fund to appear before the Board of
Oupervisors and Welfare Board to explain the benefits derived from contributions
made by its citizens to the Richmond Community Fund. At this meeting Mr. Keyes
appeared and explained in length the operation of the ~ichmond Community Fund
but was unable to give specflc benefits coming from the Fund to Chesterfield
0ounty. ,,hereupon, it was agreed that Mr. Keyes should arrange a meeting of
representatives of Richmond, Henrico and Chesterfield Counties to make a mere
complete study of existing conditions recommending such changes ~a they see fit.
This day the Executive ~ecretary read to the Board a report of the goning
Commission reco~manding that the Board approve an application made by the Sky
Service COrporation for permission to establish and operate an airfield in
Manchester District on property known as "Campfield". And also appeared before
the Board Mr. Pinkney Sowers, representing Zhe Sky Service Corporation, who
explained the plans for operation. Upon consideration whereof, and on motion of
¥~.A.Horner, it is resolved that this report be received and that a public hearing
be held on 0otober 2nd, 1945, at 8:00 p.m. concerning the establishment of this
airfield.
This day Mr.J.G. Gay, Supt., of Sunset Memorial Park, appeared before the Board
requesting that if it were possible that some action be taken to keep planes
from flying over Sunset Memorial Park when funerals were being conducted.
Upon consideration whereof, and on motion of H.'£.Goyne, it is resolved that the
Commonwealth's Attorney be and he hereby is requested to contact Col. Alan
Perkinson, Division of Aviation, Richmond, Virginia, requesting that some plan
be worked out to prohibit the flying of planes at a low altitude over Sunset
Memorial Park when funeral services are being conducted.
ThiS day the hon. ~red R. Shepherd, Mayor of Colonial Heights, appeared before th.
Board stating that sometime ago the ~irgtnia ~lectric & Power Company had been
instructed to install additional lights in Colonial Hei~hts but had been unable
to do so on account of restrictions on materials and stated that he hoped
with the releasing of materials that these and other lights might be installed
in Colonial Heights. Upon consideration whereof, and on motion of P.~.Covington~
it is resolved that the matter be referred to the Light Committee.
T~is day Mr.J.G.Hening, stated that residents of Dale District had requested
o~ him to have some action taken to urge the Virginia Department of Highways
to hard-surface Rt. 16Ol, from Drewry's Bluff ~tation to the Prisoner-of-Wa~
Camp near the Bell~ood Depot. Mr.~.g.Mills, Resident Engineer, being present
was requested to use every effort to have this work done, and he stated that it
was in the budget and would be completed during this fiscal year.
This day the Ezecutive Secretary read a letter from the Executive Secretary of th
Chamber of gommerce stating that there would be meetings held at the Joh~
Marshall Hotel in Richmond, Virginia, on September 13 and 14, 1945, relative
to Tax Collections, urging that some representation of the Board of Supervisors
be pressnt. Whereupon, the Chairman requested that the Treasurer and Executiv
Secretary attend these meetings, if possible.
This day the Executive Secret~r¥ read a letter from the Bureau of Public
Administration, which letter xs received and filed.
This day the Executive Secretary submitted a bid for wemtherstripptng ~indows an~
doors of of buildings on the Courthouse grounds. Upon consideration whereof, a~
on motion of T.D.~,atkins, it is resolved that the Executive Secretary be and he
hereby is instructed tc secure bids on weatherstrtpping the windows and doors
in the Circuit Court room only, and submit same at the next regular meeting.
This day Mr.,J.G. Eening, stated to the Board that since the last meeting of the
Board, the Executive Committee of the Fair Association had met and had agreed to
permit the Chesterfield ~acing Association to use the race track on the
Chesterfield Fair Grounds for racing metes, and h~ped that the Board of
Supervisors would concur in such an arrangement. Upon consideration whereof,
on motion of p.,~.Covington, it is resolved that the Chesterfield Racing
Association be permitted to hold races on the race track at Chesterfield County

Fair Grounds, with the understanding that any $cney earned from these metes
over and above expenses would be paid to the Chssterfield ~air Association.
This day the Executive ~ecretary read a petition from residents near the County
trash dump at Hickory Rill, st~ting that numerous rats were coming frc~ the dump
to annoy citizens of that area, and requested that some action be taken to correct
the situation. Upon consideration whereof, and on motion of W. A. Homer, it is
resolved that the Chairman be and he hereby is requested to appoint a Committee
to locate and purchase a piece of land on the north side of the County suitable fo~
a trash dump in or~er that the d_um~ ma~ be 2~ov~d..f~om~ts present location.
,,hereupon, the Chairman appointed ,.%.Homer, T.~.~aDKlnS and the Executive
~ecretary as this Committee.
This day the kxeeutive ~ecretary called the ~oard's attention to the fact that
B.J.Banks, Janitor, at the Courthouse haviz~ spent sometime in the hospital

The Executive Secretary informed the Board that plans had been made to seeve a
Brunswick stew on Saturday, September 15th, to the volunteer firemen and fire
wardens of Chesterfield County , and asked permission to spend the necessary

GoYne, it is resolved that the Executive Secretary Be and he her~by is authorized
to spend such money as necessary to take care of the expense of the Brunswic$
SteW.
This day the question of rights-of-way of certain roads in Chesterfield County
which had been built on the right-of-way of the Tidewater and ,,estern Ry. came
to the Board's attention, and it is resolved on motion of W.A.Horner, that the
Commonwealth's ~ttorney be and he hereby is requested to examine the title
of the right-of-way of the 01d Tidewater and ¥~estern Railway at such places as
roads have been built thereon ~o ascertain the rightful owner of such right-of-
way.
This ~ay the matter of widening and straightening Forest Hill ~venue extended
to Granite was called to the a~tention of the Board. Upon consideration
whereof, and on motion of ~. ~. Hornet, it is resolved that the Virginia DePartmen
of Highways be and it hereby is requested to mak~ a survey of the extension of
Forest Hill Avenue to the Junction aZ Bon A~r and River Road.
And be it further resolved th~ the Virginia Department of highways be ~nd it
hereby is requested to improve and widen this road at the earliest opportunity.
This day the Board's attention was called to the condition of Rt. ll07, between
Colonial H~ights and ~ttrick. Upon consideration whereof, and on motion of
p.~.Covington, it is resolved that the Virginia Department of Highways be and it
hereby i~ requested to hav~ a survey made of Rt. ll07, between Oolontal Heights
and ~ttrick, planning to widen, straighten, and improve this road st the earliest
possible time.
This day, Mr.J.~,m. Dance, Treasurer, stated that at a previous meeting he had
been instructed to purchase bonds with the $5,000.00 legacy from the Estate of
Mrs. Kate M. Jeffress, and requested if it was the wish of the Board to purchase
vonds immediately or wait until the opening of the next War Bond Drive, and it
was the opinion cf the Board that it would be better to wait until the opening
of the next m~ar Bond Drive before purchasing these bonds.
This day Mr.J.~'m.~ance~ Treasurer, called attention of the Board to the fact
that it w~s necessary in some cases to serve warrants in the collection of
delinquent personal property, and requested that a fund of $50.00 be set up
to take care of this. Upon consideration whereof, and on motion of H.T.
GoYne, it is resolved that the Treasurer be and he hereby is instructed to
set up a fund to take care of the necessary expenses in issuing, warrants in the

The Commonwealth's ~ttorney having been requested at a previous meeting to draft
an ordinance on ~he dumping of garbage in Chesterfield County, submitted to the
Board a copy of this ordinance. Upon consideration whereof, ~nd on motion of
H.T.Goyne, it is resolved that the ordinance as submitted be and it hereby is
tentatively adopted. And be it further resolved that the Executive Secretary
be and he hereby is authorized and directed to publicize the same as required
by law.
The Executive Secretary at a previous meeting h~d been instructed to secure
the cost of extending the water lines at Chesterfield Courthouse ~6 the
Junction of Rt. l0 and ~145, reported that the same could be extended for the
sum of ~668.00 snd that at the present time there were wpplications for
three connections which would mean an annual income of ~6~.80, for this
additional line. Upon consideration whereof, and on motion of W. A. Horner,
it is resolved that the Executive Secretary be and he hereby is instructed to
install this extension to the Chesterfield Courthouse water line. Thia motion
died for ~he want of a second.
This day the Committee od this Board on ~oning Ordinance, thru Mr.T.D.~,atkins,
Chairman, presented a draft of said ordinance as studied and amended by said
Committee, end requested that the ExeCutive Secretary be instructed to
advertise same according to law, so that an early passage of same misht be
secured. It is therefore, on motion, resolved that said draft of the said
ordinance be received, and it is further ordered that the Executive Secretary
be and he hereby is ordered to publish the notice of public hearing on the
same as required by law.
This day Mr. M.~.Cogbill, Commander of the Local Post of ~merican Legion,
requested permission to use the Library Building in Chester as a temporary
meeting place of the ~merican Legion Post. On motion of H~T.Goyne, it is
resolved that permission be and it hereby is granted to the ~merican Legion
Post to use the Library Building at Chester as a temporary meeting place.
Ordered that the meeting be now adjourned until 8:00 p.m. on October 2, 1945
