This day, Mr.G.,.Moore, Jr. Commissioner of Revenue, submitted to the Board report
of expenses incurred in the operation and maintenance of his office for the month
of October, 1945, in the amount of ~840.00, of ¥~hich the County ha~ paid two-third
or ~560.00, the remainder to be paid by the state, and the Board appro~'ing the
same, the report is filed.
This day, Mr. J.',~m. Dance, Treasurer, submitted to the Board report of expenses
incurred in the operation and maintenance of his office for the month of October,
1945, in the amount of ~1175.81, of ~hich the County has paid two-thirds or $783.8 ,
the remainder to be paid by the Stete, and the Board approving,' the same, the
report is filed·
This day, Mr.M.~.Cogbill, Oommonwealth's Attorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for
the month of October, 1945, in the amount of ~491.66, of which the County has
paid ,245.83,the remainder to be paid by the State, and the Board approving the
report the same is filed.
This day, Mr.0.B.Gates, Sheriff, subEitt~d to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of Septemberl,
1945, in the amount of ~534.90, of which the County has paid one-third or ~178.30,I
the remainder to be paid by the State, and the Boar~ approving the same, the
report is filed.

This day the Commonwealth's ~ttorney presented to the Board a report in-writing
of the viewers who had been appointed at a previous meeting of the Board to view
~ Section'of Rt. 617, relative to the closing of same. Upon consideration
whereof, and on motion of H.T.Goyne, it is resolved that the report be received,
and the matter be continued until the next meeting of the Board·
This day the Executive Oecretary r~ad to the Board a letter from Mr.C.S.Mullen,
of the Virginia Dept. of Highways, stating that in accordance with a traffic
survey Rt.683 from Forest Hill Avenue to the Junction of the Ben air and River
Roads should be improved, when funds were available. Upon consideration
whereof, and on motion of W.A.Horner, it is resolved that the letter be received
and filed.
This day the E~ecutive oecret~ry r~ad a letter from the State Department of
Iiighv,'ays concerning a new regulation for the additions and sbandonments to the
Secondary Road System in the counties of ¥irginia, and after considerable
explanation by Mr.A.J.Mills, Resident ~ngineer, the letter is received and filed
This day the Executive Secretary ~tatod that he had several requests ~rom
residents living near the Bellwood ~epot, requestAng that the Board take some
a~tion toward the reopening of Rt. 1602, which was closed by the ~overnment
when the Bellwood Depot was constructed. Upon consideration whereof, and on
motion of J. G. Hening, it is resolved that the Commonwealth's Attorney be and he
hereby is requested to communicate with the Hon. J. Vaughan Gary, regarding the
opening of this road.
This day Dr. L. H. Foster, of the Virginia State College, appeared before the Board,
requesting that the Board of Supervisors appropriate to the School Board the sum
of $2600.00 to be paid to the Virginia State College for tuition of pupils attending
the Webster Davis and Matoaca Laboratory Schools.
Upon consideration whereof, and on motion cf P.W.Covington, it is resolved that the
resolution of this Board regarding this m~tter passed on October 9, 1945, as follows:
"This day, Nr.E.S.H.Greene, Supt. of Schools of Chesterfield County,
presented a resolution from theSchool Board requesting that the Board
of Supervisors appropriate an additional sum of $3,000.00 to be added
to instruction to be paid to the Webster Davis and Matoaca Laboratory
Schools. Upon consideration whereof, and on motion of J.G. H~ning, it is
resolved that this request be and it hereby is denied.
And be it further resolved that the Superintendent of Schools, Mr.E.S.H.
Greene, be instructed to communicate with Dr. Foster, informing him that
this request was denied because our budget for t his year had been completed,
and requesting him tomake any further request for increase to that School
so that it can be incorporated in the budget of Chesterfield County."

And be it further resolved that an appropriation of $2600.00 be and it hereby is
appropriated from the unappropriated surplus of the General Fund to the School
Board to be used for instructional costs at the Webster Davis and Matoaca Laboratory
Schools.
This day Miss Lucy Corr, Supt. of the Welfare Department of Chesterfield County,
requested the transfer of $235.00 from Old Age Assistance and $~O.OO from Aid to
Dependent Children, Federal-State-Local, a total of $715.OO to Aid to Dependent
Children, State-Local Fund. Upon consideration whereof, and on motion of T. D.
Watkins, it is resolved that this request be granted.
This day the Executive Secretary read to the Board copies of the requests to the
Compensation Board from the Office of Commis~oner of Revenue and Sheriff, and
on $otion of W$ A. Homer, these reports are received and approved.
This day the Executive Secretary read to theBoard an Order from theCircuit Court
of Chesterfield County for the payment to I.H.Pecht of $117.Sl, whichwas erroneously
co$1ected as taxes. Upon consideration whereof, and on motion of W. A. Homer,
it is resolved that the Treasurer be and he hereby is requested to refund the amount
of $117.~l to I.H.?echt.
And be it further resolved that the amount cf $117.Sl be and it hereby is appropriatedi
from the unappropriated surplus of the General Fund to the payment of this claim.
This day the Executive Secretary read a letter from Edgar D. Brooks, who owns a home
on the Cherokee Road, requesting the Board take action to establish an adequate
water system in the County. Upon consideration whereof, and on motion of P.W.
Covington, it is resolved that this ~tter be referred to the Water Committee.
This day a petition Was received from certain citizens of Chester, requesting that
the Board delay any action on purchasing the present water system, until citizens
of Chester have an opportunity to voice their opinion on this purchase to the Board.
Upon consideration whereof, and on motion, the petition is referred to the Water
Committee.
This daythe Executive Secretary read a petition f rom residen~e of Caswell Street
in Swift Creek Village, requesting that the same be improved. Upon consideration
whereof, and on motion of P.W.Covington, it is resolved that the Virginia Department
of Highways be and it hereby is requested to improve this street, expending a sum
not to exceed $50.00, charging same to the 3 ct. eoad levy.
This day the Treasurer called the Board's attention to the fact th~ an Ordinance
adopted on February 8, 1944, relieving men and women in the armed service of
fines and penalties on taxes assessed against them had expired as of July l, 1945,
and asking what the Board's wishes were in the matter as to the extension of this
ordinance. Upon consideration whereof, and on motion of H.T.Goyne, it is resolved
that the ordinance as passed on February 9, 1944, relieving men and women in the
armed s ervic es af penalties and interest on taxes assessed against them, be, and
it hereby is in full force and effect for a period of one year, effective July l, 1945
This day the Executive Secretary submitted to the Board a tentative contract from the
City of Richmond regarding the sale of water by the City of Richmond to Chesterfield
County, which contract was r e~erred to the Water Committee.
This day a letter was read by the Executive Secretary from F~r.J.C.Morris, with
reference to a water system for the Rivermont Ridge Subdivision, bordering on
Rt.7&O, near Route #lO, adjacent to Enon School in Bermuda District, and upon
consideration whereof, this matter is referred to the Water Committee.
WHEREAS, This Board has heretofore indicated the policy of supplying water
to built-up areas in the County of Chesterfield and to proposed subdivisions upon
certain conditions being complied with in the latter case by the subdivider, and
WHEREAS. This Board is of the opinion that the sub-divider of a subdivision
should be required to guarantee to this Board an annual return to this Board of
Twelve (12) Percent upon this Board's investment in the construction of any such
water system, and
WHEREAS, it is the opinion of this Board that such sub-divider should
execute a bond wi~h surety approved by this Board guaranteeing to this Board Twelve (l~)
Perc~ t annual return on the Board's investment in such proposed water system.
. NgW,ITHEREFORE. Upon consideration whereof, and on motion of Nr.J.G.Hening,~
it is reso±ved that it is the policy of this Board to supply water systems to built-
up areas of this County if in the judgment of this Board the investment in any such
water system is justified.
And further, it is resolved that it is the policy of this Board to
provide water sy~ms to proposed subdivisions in the County in the Board's discretion
and upon the further condition that the subdivider execute a bond with approved
surety guaranteeing to this Board a Twelve (12) Percent annual return upon the
County's invest~ent in any such proposed water sy~ em, .the said obligors being
responsible for thm~ole ~such annual percentage and/or the difference b~ween
said percentage and the return from water users in such subdivision.
And b e it further resolved that it is the policy of this Board to
require the subdivider to furnish all necessary easements for the installation of
any such water system, including a site for wells and storage of water.
This day a letter was read by the Executive Secretary from Mr. Jos. T.Moore, Builder,
relative to a w~er system in the DuPont Square Subdivision, Manchester District,
and upon consideration whereof, the matter is referred to the Water Co~nittee.
The Executive Secretary presented to theBoard a deed from Geo. C. Gregory and wife,
offering to the County the water system now o~A~ed and opera~ed by him in Manchester
District, and this matter is referred to the Water Committee.
This day the question arose as to the proper payment for unass~ssed poultry and
lambs killed by dogs in Chesterfield County. Upon consideration whereof, and
on motion of T.D.Watkins, it is resolved that the price to be paid in the future
for all unassessed~chickens and lam~s would be the prevailing wholesale market price
for the period in which the poultry and lambs were killed.
There being insufficie~ts funds in certain accounts of the General Fund to take
care of certain m~tstanding bills, it is resolwed on motion of J.G.Hening, that
the following amounts be appropriated from the unappropriated surplus of the
General Fund to the following budgetary codifications:

There being insufficient funds in certain accounts in the Ettrick Sanitary District
O~ rating Fund, it is resolved on motion of J.G.Hening, that the following appropriations
be and they hereby are appropriated from the unappropriated surplus of the Ettrick
Sanitary District Fund, to the following accounts:
