of expenses incurred in the operation and maintenance 01' his office for the month
01' April 1947, in the amount of $1075.6:3, 01' whIch the County has paid $717.08, the
remainder to the paid by the state. and the Board anproving the same, the report
is tiled.
This day, ~r. M.A. Cogbill, Commonwealth's Attorney, submitted to the Board report
of expenses incurred in the operation and maintenance 01' his office for the month
01' hpril, 1947, in the amount of $543.33, of whioh the County has paid one-half or
$271.66, the remainder to be paid by the State, and the Board approving the same,
the peport is filed.
This day Mr. O.B. Gates, Sheriff. submitted to the Board his report 01' expenses in-
curred in the operation and maintenance 01' his otfice for the month of March 1947
in the amount of $678.77. 01' which the County had paid one-third or $226.26 the
remainder to be paid by the state, and the board approving the ~eport, the ~ame is

his day again the budget for 1947-46 whioh was tentatively adopted on April 8. 1947
and having been advertised aocording to law, was a~ain considered and it is resolved
on motion of W.A.. Horner, that the budget, inCluding the budget ot the Depar.tJneat of
We l:fare and tba Sohool Budget be and the same is hereby approved an"- adopted as the
budget tor the y~ar 1947-'48.
Whereas, in acoordanoe with law the proposal to adopt and fix levies required by the
budget for the year 1947-'48 has been made public aooording to law, and
iihereas, thIs day was tind for the pUblio hearing of same,
Now thereeore, on motion ot W.A. Horner, it Is resolved that the following general
levies for the County ot Chestertie1d in support 01' this budget heretofore adopted
be and the same are fixed to-wit.

y~. R.S. Dyer was the only County resident to appear in protest 01' the budget for t
fiscal year. He appeared after the Board had taken final action but the Supervisors
allowed the reopening 01' the disoussion.
Mr. Dyer contended that an eme_r.e;ency sufficient to justify the increase in taxes did
not exist but the budget was ~ to stand as passed.
This day Mr. M.A. Robertson came before the Board requesting the improvement 01' a
road near Frosty's Corner, running southwardly from Route 638 toward Rt. 639. Upon
~onsideration whereot, and on motion of J.G. Hening, it is resolved that this matter
be ref'rred to the Road Committee. .
This day Mr. Elbert Mumma appeared bet ore the Board requesting an extension of the
Chester water lines along the old Centralia Road a distance ot approximately 600 ft.
stating that he was building three houses within this distanoe and that another
hous~ was being built by another party within that distance. Atter considerable
iscussion. and on motion of H.T. Goyne, it is resolved that the Exeoutive Secret~l
be and he hereby is requested to extend water lines from Hundred Road northwardly .
along Old Ce~tralia load to serve these new properties, and be it further resolved
that the s~ ot $600.00 be and it hereby is appropriated from the unappropriated sur
lus of the ,General Fund for the extension of water lines down the Old Centralia Rd.
his day Mr. S.T. Wagstaff appeared before the Board stating that at a previous meet
ing the Board of Supervisors urged the Virginia Department 01' Highways to straighten
nd improve the Providence Road. Rt. 678, and as yet no action had been taken by the
ighway. Upon oonsideration whereof, and on motion of T.D. Watkins, it is resolved
hat the resolution ot July 9, 1946 again be called to the attention of the Depart-
nt of Highways, which ~ad as follows:
" This day Mr. S.T. Wagstaff and Mr. Bass appeared before the Board
stating that Providence Road, Rt. 678, between Rt. 653 and Rt. 60
was very narrow and crooked, and there were a number ot dangerous
bridges and requested that some aotion be taken to have this road
improved. Upon oonsideration .mereof and on motion of T.D. Wat-
kiIl@, it is resolved that the Virginia Department of Highways be
and it hereby is requested to make a survey 01' Rt. 678, between
Rt. 6p3 and Rt. 60 for the purpose of relocating such pODtion 01'
the road as seems advisable."

This day the Executive Secretary read a letter trom Mrs. R.C. Reed requestin~ settle
ment 01' her claim for her interest in a water line on Winfree Street. The ExecutiT
Secretary also stated that Mr. W. Hugh Goodwyn had informed him that he bad not yet
reached a settlement with Mr. O.K. Marquis for his interest in a line on Percival
street and Mr. Marquis appeared before the Board atrd after 80nsiderable discussion
between the Board members and himself, and on motion 01' H.T. Goyne, it Is resolved
that Mr. O.K. Marquis again be requested to take immediate steps to straighten out
these matters in order tbat such embarassment to the Board may not again occur.
This day the Executive Secretary stated to the Board that there had been some dis-

This day the Executive Secretary presented to the Bourd applications for rezoning,
stating that they had been duly advertised and came up far aotion at this meeting:

requesting that water lines be extended from the interseotion of Aberdeen Street,
west 01' Gloucester Street. approvimately 250 teet to a road known as Shady Road;
then south on Shady Road approximately 550 feet. and east on Old Mill Road to the
Petersburg Pike, and that an additional application had been made for. the extension
of this water system to Falling Creek Avenue at Stop 16. Upon consideration wher -

This day the Executive Secretary read a letter from Mr. K.F. Garrett, requesting
information as to the continued building by Mrs. Chappelle on property now owned by
her on which there is established a chicken business, and on an additional lot pur-
chased since the enactment of the Zoning Ordinauoe. Upon consideration whereat,
and on motion of T.D. VJatkins, the Commonwealth's Attorney is requested to reply to
Mrs. Garrett's letter, advising. her of the ruling of the Supreme Court. And
be it further resolved that the ~xecutive Secretary be and he hereby is instruoted
to issue a permit to Mrs. C.T. Cha~pelle for the addition to her chicken house in
accordance with the ruling 01' the ~upreme Court.
This day the Executive Secretary presented a bill from the Petersburg Hospital for
services rendered \ioodrow FiSher in the amount 01' $l50.70. stating that this bill
had not been paid because the Commonwealth's Attorney had been attempting to straigh
ten it out in order that the State might pay the bill. Upon consideration whereof, and
on motion 01' H.T. Goyne, it is resolved that this bill be paid. And be it
further resolved that the sum 01' .100.70 be and it hereby is appropriated from the
unappropriated surplus of the General Fund of 6f-2l4.
This day the Executive ~ecretary presented a bill from Ml'. Harry L. Snead, Atty. for
the ex~ination 01' fidiuciary accounts in the amount 01' $28.28, for the year 1946,
which amount had not been paid because 01' the recent enactment ot law requiring the
00mmissioner of Revenue to act as this examiner. Whereupon the Commonwealth's
~ttorney advised it would be in order to pay the bill for 1946 but no future bills.
Upon consideration whereof, and on motion 01' J.G. Hening, it is ordered that this
bill be paid. And be it further resolved that the sum of $28.28 be and it hereby i
apprOpriated from the unappropriated surplus 01' the General Fund to 2c-102.
This day the hocecutive Secretary presented a bill for fuel oil used by the Chester-
field Volunteer Fire Dept. '2, and requested instructions as to whether this should
be paid from County funds. Upon consideration whereof, and an motion 01' J.G. Hen-
ing. it is resolved that this bill be paid from County Funds.
This day the Executive Secretary read a letter from A.n. Toler & Company offering
their services in auditing County records, under the same terms as paid for the audi
01' 1946. Upon oonsideration whereof, and on motion of J .G. Hening, it is resolve
that the contract for the aUditing 01' records 'in the County ot Chesterfield be and
it hereby is awarded the A.M. Toler Company for the sum 01' $850.00.
This day the ~xecutive ~ecretary read a letter from 1tt. C.S. Mullen, Chief Engineer,
Virginia Department 01' Highways, acknowledging a resolution of this Board requesting
that a survey be made 01' a road in the Midlothian District. extending from the Che-
rokee Road to a junction with Route #44 near the Powhatan-Chesterfield County Line,
which letter is received and filed.
This day the ~xecutive Secretary read a letter from Mr. C.S. Mullen, Chief Engineer
Virginia DepartllBnt 01' Highways, acknowledging a resolution of t~ Board 01' Super- '
visors 01' Chesterfield County, requesting that a survey be made of Route $1601 and
Rt. 638 with the idea 01' straightening and improving the same, which letter is re-
ceived and filed.
This day the Eocecutive Secretary read a letter from Mr. Ellison, Executive Assistant
Department of HighWays. giving a breakdown 01' costs 01' snow removal on the primary
and secondary systems for the period 01' February 19 to March 8, 1947, whioh letter i
received and fi led.
This day the ~xecutive Secretary read a letter from the League 01' Virginia Counties
requesting the Board or Supervisors to appoint a three-man judging committee to pass
upon the app1ioants for a scholarship at the University 01' Virginia offered jointly
by the University of Virginia. the National Association 01' County Offioials and the
League 01' Virginia Counties, which matter was held over for further study.

This day the Executive secretary read a letter from Dr. E.C. Gates, Health Director,
requesting permission to use one 01' the small rooms in the Muncipa1 Building In
Ettrick for holding Maternal and Child Health Clinics. Upon consideration where-
of and on motion 01' P.W. Covington. it is resolved that permission be granted to
th~ Health Department to use a room in the Municipal Building for holding Maternal
and Child Health Clinics.
This day the Executive Secretary read a letter from the Southern Construction Compa-
ny proposing to dig ditches, lay the pipe and backfill for the proposed sewer ex-
tension in Ettrick for the sum of $1.60 per foot. Upon consideration whereof,
and on motion 01' P.W. Covington. it is resolved that the contract for laying these
sewer lines be awared the Southern Construction Company for $1.60 per foot for the
complete job. And be it further resolved that the water lines be installed by
the County forces.
This day the Executive Secretary read a communication from Mr. R.L. Ean~es, Secre-
tary 01' the ~ttrick Sanitary Committee, relative to reading water ~ters in the Sani
tary District of Ettrick. with the request that the matter be referred to the Board
01' Supervisors to take whatever action they see fit.
Upon consideration whereof, and on motion 01' P.W. Covington, it is resolved that the

Utilities Department.
This day the Executive Secretary read a letter from the Ettrick Sanitary District
requesting that three members of the Board 01' Supervisors be appointed to meet with
the Sanitary Committee in order to discuss water and sewer problems in Ettrick.
Upon consideration Whereof, and on motion 01' P.W. Covington, the Chairman is request
ed to appoint three members to meet with the Ettrick Sanitary District Committee.
Whereupon, the Chairman appointed. Mr. P.v.. Covington, Mr. J.G. Hening. Mr. W. A.
Horner, together with the Executive Secretary as this Committee. and the day and
time was set as Eay 20 at 10:00 a.m. for meeting with this Committee.
This day y~. J.G. Hening read a letter from Itt. Montgomery Pride, requesting that
the Extension 01' Rt. l128 be improved and steps be taken to have it taken into the
Secondary System. stating that this extension would serve four homes. Upon
consideration whereof, and on motion 01' J.G. hening. it is resolved that the County
Road Engineer take such steps as are necessary to have the extension ot Rt. 1126
taken into the Secondary Road System 01' Chesterfield County.
This day Mr. A.J. Mills. Resident Engineer. Virginia Department 01' Highways. appear-
ed before the Board stating that through an error the residents 01' Meadowville had
hlamed the State Highway Department tor not improving a road from Rt. 619 to the
River. Upon consideration whereof. and on motion ot H.T. Goyne, it is resolved
that the County Road Engineer take such steps as are necessary to have the road
running from Rt. 619 to the Rivet at Meadowville taken into the State Secondary Road
System 01' Chesterfield County.
This day the Executive Secretary read a letter from Mr. E.J. Lautenslager stating th t
the streets in Oakhurst on Jahnke Road had been brought up to specifications requir-
ed by the Highv.ays ~partment and requested that they be taken into the Secondary
Road System. Upon consideration whereof. and on motion ot vI.A. Horner, it is
resolved that the County Road Engineer be and he hereby is directed to take such
steps as are necessary to have these streets taken into the Secondary Road System.
This day the Executive Secretary read a letter from Lindsey and Sheppard, Inc.,
reouesting that the streets in "Sherbourne Heights" be taken into the Seoondary Road
System. Upon consideration whereof, and on motion of H.T. Goyne, it is resolved
that the County Road Engineer be directed to take such steps as are necessary to
have these streets taken into the Secondary Road System.
This day the Executive Secretary read a letter from Lindsey and Sheppard. Inc. stat-
ing that under the agreement for a deposit 01' $6000.00 that they had made the neces-
sary connections and requested that the deposit be returned to them. Upon con-
sideration whereof. aud on motion of ii.A. Horner. it is resolved that the Executive
Secretary is directed to return to Lindsey and oheppard, Inc. the deposit on "Sher-
bourne Heights."
This day again the matter of a road back 01' the 5uij,set Memorial Cemetery leading to
several homes and used by the COU4ty as an entrance to the trash dump wa~ called to
the Board's attention. Upon consideration whereof, and on motion of R.T. Goyne, it
is resolvea that the Executive Secretary be and he hereby is instructed to have a
survey made 01' this road. And ve it furthe r resolved that such steps be taken to
have this road taken into the Sea te Secondary System.
This day the Exec uti va Secretary read a letter from Mr. F.J. Manhart, representing
l~. Thos. J. Bell, stating that under the agreement wherepy Mr. Bell posted with the
County the sum 01' $6000.00 tor the installation of a water syste~ in "DuPont Square"
certain amounts of the deposit were to be returned as conneotions were made, and at
present three-sevants 01' the entire connections had been made to the water system
and requested that three-seventhes 01' the deposit be returned. Upon consider-
ation whereof~ and on motion of J.G. Hening, it is resolved that the Executive Secre

rized to negotiate for Literary Loans for the construction of school buildings, and
in doing so found it would probably be necessary to ,pay u larger rate of interest

If there are not sufficient funds in the Literary Loan Account tilld it becomes neces-

dispose 01' its securities by a sale to the Virginia Retirement System in order to
have sufficient funds for this loan, the rate of interest on this loan will be
three per centum instead 01' two per centum the prevailing rate.
