This day Mrs. C.B. Goodwyn came before the Board stating that she had been operating
a Nursing Home on the Cherokee Road in the residenoe known as the McGuire Home, with
out knowing that it was necessary to obtain a per.mit from the Board of Supervisors,
bu t since a perm! t was required she was applying for su ch a permi t. Upon consider-
ation whereof, and on motion of W.A. Rorrer, it is resolved that tl:B Executi ve
Secretary be and he hereby is instructed to notify the proper owners objecting to th ))
issuance of a permit to Mrs. Goodwyn for the operating of a Nursing Home and to post
notices of her intentions on the property proposed to be used for a Nursing Home.
And be it further resolved that tm ioard set the time of 8:00 p.m. on August 26,
1"147 to hear and a ct on this application.
The following applications for rezoning, having been duly advertised, came up for
action:
(1) In Manchester Magisterial District on the sou~hern side of Rt. 360, west of t
intersection of Rt. 360 and Rt. 644 (Warwick Road), a distance of approximately 1400 y
feet to a deptb of 300 feet, for rezoning from AgriCUlture to General Business. Tbi
application was made by Mr. Salvadore Cimino. Upon consideration whereof, and on
motion of W.a. Horner, the application is granted.
(2) In Manchester Magisterial District on Rt. 1647, near the intersection of Rt.
1647 and Rt. 10, at tb:l rear of a lot owned by Miss R.E. Wakefield and adjacent to
property owned by the Pocosham Hatchery, for a distance of 50 feet on Rt. 1647 and
the depth of the lot. This applieation is made by Miss ~.~. Wakefield, and is for
rezoning from Residential to Local Business. Upon consideration whereof, and after
a lengthy discussion the Board decided to tiew the location proposed to be rezoned.
After viewing the same, Mr. R.T. Goyne, offered a motion, seconded by Mr. J.G. Hen- ;::?"
ing, that the application be granted. However when the vote was taken it was de-
feated by four to two.
(3) In Matoaca Magisterial District, on Rt. 669, Sandy Ford Road, between Rts. 628
and Rt. 630, on property owned by Ellie Baugh. This application is made by Ellie
Baugh for rezoning from agriculture to Local Business. Upon consideration whereof,
and on motion of p.W. Covington, the application is granted.
This day the application of Mr. J.A. Morris, requesting the rezoning of a section of v'
Snead Road from Agricultule to General Bus! ness, again came before the Board. Upon
Coneideratioh whereof, and on motion of J.G. Hening, it is resolved that this appli-
cation be granted.
This day the Executive Secretary presented to tm Board the following applications

Executive Secretary be and he hereby is instructed to advertise the same for a heari g
at the next regular meeting of the Board of Supervi sors.

This day Mr. S.E. Tompkins, Right-or-way Engineer, came before the Board. requesting
the approval of certain resolutions of the Virginia Department of Highways:
\iihereas. the Commonwealth ot Virginia, through the Department of Highways, has
prepared and submitted plans to this Board for the improvement of a section of the
State Secondary System ot Roads, No. 678, Section AB-l, Bridge and approaches to
Fork of Falling Creek on Route 678 0.15 miles west of intersection Route 647, appro
ved July 3, 1947; and
Whereas, it is the desire ot this Board that said road be improved in accordanc
with said plans.
Now therefore, be it resolved, that this Board hereby approves the plans and re
quests the Department of Highways to proceed with construction in accordance with
these plans, and the Board further hereby agrees to and does guarantee: a 40-toot
unrestricted right-of-way, 20 feet lying on either side ot aa adjacent to the center
line as shown on plans, together with such additional right of way as may be require
for the proper execution ot the work as indicated on the above referred to plans.
It is further understood, however, that the Dppartment of Highways, at its ex-

provement of a road near Chester, known as the Bufford Road or an extension of Rt.

that the Executive Secretary be and he hereby is instructed to have a survey made of
thi s road.
IThiS day Mr. J.G. Hening stated that the Fair Association was requesting that the
entrance to the Fair Grounds be improved. Upon consideration whereof, and on motion
of J .G. Hening, it is resolved that the Virginia Department of Highways be and it
hereby is requested to improve the driveway to the Fair Grounds entrance at Chester-
field Courthouse, charging same to the 3ct. road levy.
This day the Executive Secretary having been requested at a previous meeting to se-

This day the Executive Secretary read a letter from the Compensation Board relative
to the payment of their proportionate part for the photostat machine in the Clerk's
Office, Which letter is received and filed.
This day the Executive Secretary read a letter from Mr. Burton Marye,Jr., of the
Virginia Department or Highways acknowledging resolution of the Board of Supervisors
requesting that traffic signs be placed in "Chesterfield Gardens", and stating that
such signs as desired would be placed there, which letter was received and filed.
This day Mr. P.W. Covington stated that since there was a law requiring all motor
vehicles to be inspected by the 31st of August and there appearing to be insufficien
time for the vehicles of Chesterfield County to be inspected due to the necessity
of repairing same and the scarcity of such parts. that some extension should be made
to the inspection period. Upon consideration whereOf. and on motion of P.W. Coving
ton it is resolved that the DiVision or Motor Vehicles be requested unanimously by
this Board to extend the inspection period for the iaspection of motor vehicles in
the State of Virginia for at least thirty days.
This day Mr. W.A. Horner stated that he felt that there were insufficient signs at
the schools limiting the speed of automObiles. and that some action should be taken
to have more signs erected. Upon consideration whereof. and on motion of W.A. Horn r
the Virginia Department of Highways is requested to to make a survey of school zones
in Chesterfield County and place signs indicating school zones and the speed for
these zones.
This day the Executive Secretary read a letter from Mr. A.J. Daffron,Jr., stating
that he was contemplating the development of a subdivision on Jahnke Road, west of
the ACL Right of Way and south of Forest View Heights, and requesting some informa-
tion as to the possibility of installing a water system in this SUbdivision. Upon
consideration whereof, and on motion of W.A. Horner, the Executive Secretary is in-
strUcted to contaot Mr. Daffron and work out the details of the subdivision, includ-
ing the amount of pipe and connections needed, and report to the Board at a later
date.
This day Dr. E.C. Gates, Health Director, appeared before the Board stating that it
was essential that an additional sanitation officer be secured for Chesterfield
County due to the increase in the number of buildings, and that one sanitation
officer could not keep up with inspections and carryon the health program. He
also stated that the State Health Department had agreed that if an additional sani-
tation officer were placed in Chesterfield County that his services could be used
by the Utilities Depart~nt for planning and helping out on water systems. Upon
consideration thereof, and on motion of T.D. Watkins, it is resolved that the Board
of Supervisors approve the employment of an additional sanitation officer for Ches-
terfield County and appropriate the sum of $1500.00 to the State Health Department
which would provide the necessary funds for the payment and expenses of the Sani-
tation Officer.
And be it further resolved that the sum of $1500.00 be and it hereby is appropriated
from the unappropriated surplUS of the General Fund to 9b-227.

solution from the School Board as follows:
"The division Superintendent brought to the attention of the Board the fact
that the lowest bids received on the construction of five schools were in excess

of Dr. H.M. Richardson~ the Board approved additional loans as follows:

This day the Executive Secretary read a letter from the State Corporation Commission
stating that the Carolina Coach Company of Virginia had made application for certi-
ficate of public convenience and necessity as a COl1l!!l.on carrier by motor vehicle for
the handling of passengers between Chesterfield and Richmond, Va., via Route 10,
Route 145, Route 637, Hopkins Road, Holly Springs Road, Broad Rock Road, and thence
to the terminal of said oompany at Ninth and Broad Sts. Upon consideration whereo
and on motion of T.D. 'liatJdns, the notice is received and filed.
The Executive Secretary read a letter from Mr. J.C. Haska11 of the Richmond Veterans
Housing Corporation, developers of "Norwood Park", stating tb1 t since all t~ water
connections, totaling 100, had been made in "Norwood Park," they were requesting the
refund of $6500.00 deposit made by them to seoure these connections. Upon consid-
eration whereof, and on motion of W.A. Horner, the Executive Secretary is instructe
to hold up this matter until all connection fees have been paid for by that corpor-
ation.
This day the Exocutive Secretary read a letter from the C & P Telephone Company in
which they stated that with the establishment of a new exchange it will serve Skin-
quarter, Winterpock, Bethia area, and that a trunk line to the Telephone system at
the Courthouse would cost $28.15 per month with an installation charge of $2.00.
Upon consideration whereof, the matter is held over until the next meeting of the
Board.
This day the Executive Secretary read a letter from Mr. E. W. Walton, Janitor of the
Municipal Building in Ettriok, requesting that his salary be increased from $7.50 to
$10.00 per month. Upon consideration whereof, and on motion of P.W. Covington, it
is resolved that this increase be made, effective August 1, 1947.
This day the Executive Secretary read a letter from MDS. Elizabeth A. Harold, living
on Observation Avenue, running off Wentworth Street in the Village of Bensley, re-
questing that some improvement be made in this street. Upon consideration whereof,
the matter was tabled until the next meeting of the Board.
The Executive Secretary having been requested at a previous meeting to secure bids
on 1,000 water meters for Chesterfield County, submitted bids from the following
concerns: Neptune Meter Company, Hersey Mtg. Company, Pittsburg Equitable Meter
Company and the Badger Meter Mfg. Company. And there also appeared representatives
from several of the concerns. After due consideration of the presentations by
these representatives and on motion of J.G. hening, it is resolved that an order be
placed wi th the Badger Meter Mdg. Company for 300 5/8" water meters, 100 of Which
would be shipped as soon as possible, the balance of 50 meters p~r month, unti& the
order is completed.
And be it further resolved that the Badger Meter Mt'g. Company be awarded an order fo
100 meter setters, to be installed when new connections are made.
This day again the matter of purChaSing a machine for use in the Commissioner of Re-
venue's Office for writing tax bills along with the tax rolls was discussed. A
Committee which had been preViously appointed reported they had seen in operation
the Burroughs Machine, a machine of the National Cash Register Company and a Reming-

This day, Mr. Bruce Clarke came before the Board stating that at a previous meeting
the Bermuda Ruritan Club had been granted permission to use the Fair Grounds tor a
picnic but due to condition of the time the Club had decided not to hold a picnic

This day Mr. W.A. Horner stated that he felt it was necessary that a complete report
of all water operations in Chesterfield County be compiled by the Executive secre-

guarantees a right-of-way to the state Department of Highways of not less than

The undersigned County Road Engineer having been directed at a previous meeting ot
the Board of Supervisors of Chesterd.e ld County to examine Bondsor Lane in "Raleigh
Court" a subdivision in Manchester District, and report to this Board the expedien-
cy of ~stablishing said road as a public road, reported as follows:
That he went upon the said road and examined the same. and is of the opinion
that there is a neeessity for the establishment of same as a pUblic road, and furthe

report in writing upon his examination of Bondsor Lane in "Raleigh Court", a sub-
division in Manchester District, which report shows that in the opinion of the Count
Road Engineer it 1s expedient that said road be established as a pUblic road.
Upon consideration whereof, and on motion of W.A. Horner, it is resolved that
i Bondsor Lane in the subdivision of Raleigh.-Court" be and the same 1s hereby estab-
lished as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County,
Bondsor Lane, in the subdivision of "Raleigh Court" in Manchester District, beginni
at a point on Irby Drive 350 feet north of the intersection of Irby Drive and Keswic
Lane, running easterly 200 feet to a dead end. This road serves 3 houses.
And be it further resolved that the Board or Super~isors of Chesterfield County
Guarantees a right of way to the State Depar~ment of Highways of not less than

guarantees a right-of-way of not less than thirty feet for this road, to the State

beginning at a point on 44th Street, 425 feet west of the intersection of
Richeson Avenue and 44th Street, running southwardly a distance of 825 feet to a
point on 45th Street 350 feet west of the intersection of Richeson and 45th Street
This road serves 3 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not less than thirty feet for this road, to the

and serves 3 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not less than thjr ty feet for this road to the
State Department of Highways.

of the Board of Supervisors of Chesterfield 60unty to examine the Belcher Road
in Clover Hill District, and report to this Board the expediency of establishing
said road as a public road, reported as follows:
That he went upon the said road and examined the same and is of the opinion
that there is a necessity for the establishment of same as a public road, and
further:
(1) The said road will be of great public convenience
(2) That it will not be of mere private convenience
(3) No yard, garden or orchard willbe taken
(4) The land owneBs along said road will require no compensation
(5) There will be no compensation
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of the Belcher Road in Clover Hill
District J which report shows that in th e opinion of theCounty Road EngJineer, it
is exped~ent that said road be established as a public road.
Upon consideration whereofl and on motion of H.L. Chalkley, it is resolved that the

public road.
And be it further resolved that the Virginia Department of Highways be and it hereb
is requested to take into the Secondary Road System of Chesterfield County, the
Belcher Road, beginning at a point on Rt.653 .2 of a mile north of the intersectio
of Rt .653 and Rt.654, running westwardly a distance 0 f one mile. This road
werves 3 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
gUallcn tees a right-of-way of not less than thirty feet to the Virginia Department
of Highways.
