This day there was presented by the Executive Seoretary from the Catawba
Sanatorium, a check in the amount of $3.00, being a refund 01' Board paid that in-
stitution by the Board of Supervisors on acoount 01' the Rev. Paul Diebert, and on
motion, it is resolved that same be deposited with the Treasurer tor oredit to the
Genera.l County Fund.
This day there was presented to the Board by the Exeoutive Secretary, a
check trom the Ettrick Sanitary District NO.1, in the amount 01' i348.8~, and the same
is ordered to be deposited with the Treasurer and to be credited to the Ettriok
Sanitary District Fund.
This day, lI.S.Coburn, Exeoutive Secretury, presented his report of claims
against the County paid by him with his warrant. On !lotion, it is resolved that
same be accepted, approved and filed.
On motion 01' G.W.Diggs, it is resolved that hereatter the Executive
Secretary upon receipt 01' monies or checks or drafts, the same belonging to the
County, he shall endorse the same, it same be check or draft, and deliver such monie3,
checks or drafts, to the Treasurer 01' this County, with directions to said Treasurer
to credit the same to the proper tund in his hands. lind he shall make monthly repor"
to this Board of his aotion.

On motion, of G.W.Diggs, W.S.Coburn, Executive Secretary is hereby author-
ized, empowered and directed to sign, on behalf of this Board, all federal gas exem-
ption certiticates.
This day, the attention 01' this Board Vias called to the fact that the
Treasurer of the County 01' Chestertield had not been authorized to reoeive monies
coming into his hands trom the \vater rents and other souroes in Bellmeade Sanitary
District No.1. On motion, it is resolved that the Treasurer of the Oounty 01' Cheste"-
tield be and he hereby is, authorized and directed to acoept all monies coming from
water rents and trom other souroes in Bellme~de Sanitary District and to credit the
same to the Bellmeade Sanitary District Fund\ And be it turther resolved that any
monies in his hands so derived trom such District he shall credit to the said Bell-
meade Sanitary District #1 Fund.
On motion 01' II.L.Fergusson, it is resolved tha.t the sum of One Thousand
($lOOO.OO) Dollars, be, and the 8~e hereby is, transterred tram the General County
Fund to the Bellmeade Sanitary District 61 Fund, and the same is to be returned to
the General County Fund when the avails 01' the proposed bond issue in the said dis-
trict are at hand.

On motion, of Horace A.Holt, it is resolved that the sum of One Hundred
($100.00) Dollars be and the same hereby is, appropriated to be expended by the
Superintendent of Public Welfare, Mrs .E. Vi. Bagby , tor the purchase 01' Christmas needs
for indigent persons in Chestertield .9.p. unty. And the Exeoutive Seoretary is directe
to iFJsue his warrant tor said sum to "s. E..W.Bagby, Superintend.Bnt, so she may be
able. to take advantage 01' ~eh purchases. And be it turther resolved that said
Superintendent 01' Welfare shall report to this Board.
> This day, Hugh H.Baird, Clerk of the County School Board 01' Chestertield
County, Virginia, appeared and read and delivered a resolution 01' the said County
School Board, dated November 23,1938, same being in the tollowing words and tigures:
"On motion, it was ordered that the Board 01' Supervisors be requested at its Decembe"
meeting to transter to the County School Fund One Hundred Thousand($lOO,OOO.OO}
DOllars, on account 01' the Budget appropriation." On motion, in accordance with re-
quest of the said Oounty School Board and in accordance with the Budget Plan, it is
resolved that the sum 01' One Hundred Thousand ($lOO,OOO.OO) Dollars be and the same
hereby is, appropriate~~I~~<Tj~e County School Fund and the Treasurer of Chestertield
County 1s authorized~o transfer the said sum of' One Hundred Thousand ($100,000.00)
Dollars trom the General County Fund on his books to the County Sohool Fund on his
books. And be it turther resolved that a copy of this resolution be torwarded toth
County School Board 01' Chesterfield County, Virginia.
This day, the Executive Secretary recommended to this Board that the com-
pensation of Matt Redd, assistant truck driver, be increased due to the inadequacy
of his present compensation based upon his taithtulness and etficient service. On
motlonot H.T.Goyne, the compensation of Matt Redd,Jr., be inoreased as of Deoember
1,1938, by $lO.OO'per month, making a monthly oompensation of $50.00
It appearing to this Board that there was a oertain right-Of-way acquired
from C.T.Harris (colored), in lJ1dlothian District; and that the said C.T.Harris had
Poot been compensated for such right-Of-way and that his claim is a just and proper
one and should be paid, upon the reoeipt of properly exeouted deed for said right-of
way. On motion, it is resolved that the ~ecutive Secretary shall issue his warrant

in the amount of $30.00, payable to C,T.Harris, in settlement of all damages for
said right-of-way and same to be delivered to said C.T.Burris or his assigns,upon
reoeipt 01' a properly executed deed conveying the said right-ot-way to the County
Chesterfield.
On motion of G.Vi.Diggs, it is resolved that the sum 01' $15.00 be allowed
to J .K.Halder monthly, to be used as traveling expenses in and about the performanc
01' his duties tor this Board. The same to be in addition to that heretofore author
ized by this Board.
This day, J.\~.Dance, Treasurer, submitted to the Board his report of ex-
penses incurred in the operation and maintenance 01' his oftice tor the month 01'
November, 1938, Showing a total of $982.68, 01' Which two-thirds, or $655.12, is pay~
able by the County, the re~inder by the State. And the Board approving the said I
report. e warrant in the omoun t of V6 55.12 is issn ed to the eaid J. It!>. Dance.) in pay
ment 01' the County's proportionate part, and the said report is filed.
This day, R.E.Eanes, Commissioner of the Revenue, submitted to the Board
his rep~t of expenses inourred in the operation and maintenanoe of his otfice for
the month of Novamber,1938, showing a total of $425.33, of whioh two-thirds, or
$283.55, is payable by the County, the remainder by the State. And the Board appro
ing the said report, a warrant in the amount of $283.55, is issued to the said R.E.
Eanes, in payment of the County's proportionate part, and the said report is filed.
On motion of G.W.Diggs, it is resolved that in determining compensation of
persons on monthly salaries when less than a calendar month is involved, suoh oompe t-.
sation shall be based on the month of oalendar days tor such speoifio month, pro
rated for the number of days engaged.
This day, \1.S.Coburn, Exeoutive Secretary, reported to the Boardtbat he
had advertised and secured bids for the removal and disposal 01' garbage in the
\Jestover Hills Garbage Collection and Disposal Area, and that the bids were made by
the following persons and following sums, respectively:L.L.Newcomb,$290.00 per
year andM.J.Via, $300.00 per year, and that in neither of the proposals was the
matter of a bond taken into consideration, or the payment of preodum therefor, and
that L.L.Uewcomb stated that it was agreeable to him to furnish the bond ana. increa
his bid by the bond premium or that the Board might at their disoretion pay the
premium. On motion 01' G.Il.Diggs, the contract for this service in said vlestover
Hills Garbage Collection and Disposal Area be and the same is awarded to L.L.pewcom
at the sum of $290.00 per year and the County pay said bond premium not to exceed
$25.00. And be it further resolved that the Executive Secretary be and he hereby
is, authorized and empowered to exeoute said contraot on behalf 01' the Board of
Supervisors 01' this County, and is directed to include in said contract a provisi
tor monthly payment tor oompensation for said contract service, to be paid one-
twelfth 01' t~e sum of $290.00 per month.
This day, the Executive Seoretary reported that in the \restover Hills
garbage collection and disposal area, that he had received complaints that there were
individuals other than L.L.Newcomb, the contract agent, obtaining garbage from gar-
bage containers in said area and that said Mr.Newoomb had complained of the same.
On motion 01' G.W.Diggs, the Exeoutive Secretary is directed to forward a letter to
_.al1 citizens in said area requesting them to oooperate in the preservation of said
garbage so that the said L.L.Newcomb might be justified in the execution 01' his can
tract.
This day, J.\iTm.Dance, Treasurer,appeared before the Board and stated that ~
it was necessary to transfer a sum of $487.29 from the General County Fund to t:Qe c'l
Virginia Public Assistance Fund, for the purpose of matching State and Federal f,Unds ,'7f~
tor catagorical reliefs. On motion of G.W.Diggs, it 1s resolved that the sum of 1~J o13~
$487.29 be and the same hereby is appropriated to the Virginia Publio Assistance I~~
Fund, and the Treasurer of the County 01' Chesterfield is directed to transter said

This day there was submitted to this Board by the Executive Secretary a
hospitalization policy for the guidance 01' the Local Board 01' Public vrelfare in its
handling of its hOspital cases, the same being in the following words and tigure;s:

1. Cases atfected by this arrangement involve persons represented
to be residents 01' Chesterfield County vmose ability to pay
costs of hospitalization at once or on a deterred payment

2. Such cases will be referred to the Chesterfield County Weltars
off.lce before admission is of a non-emergency nature. Emergency
cases will be admitted before reterenoe to the Chesterfield
County Vielfare Office.
3. Cases reterred by telephone will be promptly confirmed by letter.
4. The Chesterfield County Weltare otfice will make as prompt an
investigation as is praoticable and will accept or reject re-
sponsibility for oosts by telephone later contirming the advice
by letter.
5. Cases involving residents of Chestertield County who are clearly
el~gible to pUblio assistance will be unconditionally accepted.

On motion 01' G.H.Diggs, it is resolved that said policy as set out abov
be, and the same is hereby approved and adopted.

This day came Roger Bensley, requesting the Board to ask the State High
way Commission to construct a crossins between the north and southbound lanes 01' th
Riohmond-Petersburg Turnpike opposite Dundas Avenue in the village 01' Bensley. On
mdtion of~I.T.Goyne, it is resolved that the State Highway Commission be, and it
hereby is requested to build, or cause to be built, a crossing for vehiculartrafti
between the northbound and southbound lanes of the Richmond-Petersburg Turnpike
opposite Dundas Avenue in the Village of Bensley; and be it fu~ther resolved that a
copy of this resolution and a copy of this Board's previous resolution concerning
this crossing be forwarded to the state High~lay Commission.
This day a petition bearing the signatures 01' thirty-nine persons resid
ing in Chesterfield County and in the tollowing words and phrases was presented and

On motion of H.T.Goyne, the matter 01' the atoresaid petition is deferred
until the next regular meeting 01' the Board.
It having been represented to the Board that the development 01' property
,. along the Broad Rock Road, otherwise knovm as Route 10, between the south corporate
limits 01' Richmond and the crossing of the main line of the Atlantic Coast Line
Railroad is being grossly hindered by the lack of intOrtlation as to the future and
permanent location of Route 10 through this section, it is theretore resolved, on
motion 01' C.W.Diggs, that the State HighvlBY Commission be, and it hereby is, reques ed
to have the necessary surveys made to detemine a permanent location for said Broad
Rock Road; and be it further resolved that the \ddth 01' right-ot-~lay tor said Broad
Rock Road be established and obtained as soon as practical.
On motion of H.L.Chalkley, all county eQployees are hereby granted the tu 1
day of December 24, 1938, us a holid~y insotar as this Board has the power to do so
. The Board being advised that the work of County employees is often un-
necessar1ly interrupted by nur1erous SaleSmklh and peddlers, it is therefore resolved
on motion of G.I/.Diggs, that the Executive Secretary be, and he hereby is,directed
to have placed at proper places on the Courthouse grounds and in the Courthouse
buildings, signs in words prohibiting the soliciting of 80unty employees other than
on County bUsiness.
The matter of a grade crossing of the ~tlantic Coast Line Railroad Campau's
tracks at the location of Stockton Street in Broad Rock I~ights having been conaide ed
by this Board at a previous meeting, and the Board having requested the Atlantic
Coast Line Railroad Company to build such a crossing 01' it's tracks and right-of-wa
at said location, and the Chief Engineer of said Railroad Company having asked the
Board to reoonsider the matter, and it appearing to the Board that the construction
of tne aforesaid proposed crossing would been .id to tne development of tnis I

section of the County; the Board doth resolve, on motion of H.L.Fergusson, that the
Atlantic Coast Line Railroad Company be, and it hereby is, requested to prooeed with
the oonstruction 01' a grade crossing of itts tracks and right-of-way where Stookton
Street in Broad Rock Heights is looated aoross said Company's Clopton Branch, such
orossing to be tor the purpose of publio travel and sutt!ciently wide tor vehicular
traffic.
The reports of the following offices were filed, to-wit; Trial Justice,
Chief of Polioe,Director 01' Sanitation, County Nurse, lfuma Demonstration Agent,
Farm Agent, Colored It'arm Agent, and ilelfare Department.
The annual report 01' the Home Demonstr~tion Agent, showing aocomplishments
of the year, was submitted and filed.
The State Uighway Commission's report 01' the tinal allooation for Primary
Road for the period - July 1, 1939 to June 30, 1940, \~as read and tiled.
On motion at H.T.Goyne, the ~ecutive Secretary is directed to secure a
rubber stamp, the wo~ding of whioh will denot~ a record of payment of bills, and be
it turt~r resolved that the Executive Secretary be, and he hereby is, directed to
use said stamp to aid in plaoing a record of payment on the back 01' all bills paid
by him. .
It appearing to the Board-that oertain ottice turniture being ne~ded for
use in the offices of the local Welfare Department, the Board doth resolve~,on
motion of G.W.Diggs, the Executive Seoretary is direoted to purchase such items of
turniture as in his judgment are needed for the satisfaotory operation of said offic .
This day again oame numerous colored citizens 01' the County in the interes
of the employment of a colored nurse and the establishment of a camp tor colored
undernourished children. On motion 01' G.W.Diggs, the committee hereto appointed in
this matter is continued, and is direoted to study the said question and to report
not later than the February meeting.
This day appeared Bon.Ashton Dovell and explained to this Board the opera- C~~"
tion of the Richmond Greyhound Lines and the Peninsula Transit Lines singly, as well ~~O~ ~61~~~
as the propose.d consolidated operation. 01' the said two lines. Upon consideration 1.0.. too..\'L\
whereof, it is resolved.that it is the opinion of this Board that it is in the PUbli~~.a.\ 0 I
inter.est tor the Richnond Greyhound Lines to be permitted to consolidate and operate / l~~
the Peninsular Transit Lines as a single passenger bus system. And be it turther I>>~
resolved that M.A.Cogbill, be and he hereby is, designated the representative 01'
this Board for the purpose of presenting the views at this Board to the Interstate
Comuerce Commission at the hearing 01' the application of the Richmond Greyhound
Lines for such consolidation of systems.
There was presented to the Board by the Executive Secretary a statement
trom the Virginia Compensation Board of receipts and expenses for the year ended
December 51st, 1938 of offioers 01' Chesterfield County, required by Subsection (9)
of Code Section 3516 as amended by Chapter 198, Acts 01' 1926, to be furnished Boards
of Supervisors 01' Counties. On motion, it is resolved that the Executive Secretary
publish said statement as required by law, and the said statement is tiled.
Upon the recommendation of the Buildings and Grounds Committee of this
Board that the trees on the public grounds are in need of trimming and surgery, this
Board, on motion 01' H.T.Goyne, doth resolve that Van Wormer Tree Service Company be
employed to do the necessary trimming and surgery to trees on said grounds; and be
it resolved that said Van Wormer Tree Service Company be employed to do said work
tor the sum of One Hundred ahd Seventy ($170.00)Dollars in accordance with its agree
ment in v~iting this day filed with this Board.
On motion, it is resolved that the Buildings and Grounds Committee of this
Board be reQUjested to make a turther study 01' the proposed placing of a lightening
rod on the largest and oldest tree on the Courthouse square.
On motion of H.T.Goyne, it is resolved that this Board employ an additiona
policeman, whose salary shall be $125.00 per month plus mileage at three cents per
mile not to exceed $55.00 per month. And be it further rewolved that C.il.Smith,
Chief of Police 01' this County, be and he hereby is, authorized, empowered and
directed to employ on hehalf 01' this Board a suitable person who shall meet the re-
quirements of this Board for a pOliceman. And whereupon came said C.W.Smith and
recommended the promotion and employment 01' Floyd F.Vincent, one of the switchboard
operators in the Police l~adquarters, and on motion, it is further resolved that
said Floyd F. Vincent be eoployed as ~ol1ceman, and that C. \i.Sm1th employ on behalf
of this Board some person to fill the vacancy as switchboard operatbr occasioned by
the promotion and employment of Floyd F. Vincent.
On motion of H.T.Goyne, the Chief 01' Police is directed to make a survey
01' police equipment owned by the County and that owned by the several policeman and
to report to this Board the result 01' such survey, including the Board's ownership
of the entire police ,quipment. .
On motion 01' H.T.Goyne, it is resolved that a suitable notice be published
in the "Southside Supplement" ot the "Times-Dispatch" end the "Southside News" of
the "News Leaders" oncea. week tor two consecutive weeks, informing citizen land
o\~ers and others 01' th$. fact that the land reassessment book has been lodged for
public inspection.
On motion of H.L.E'ergusson, it is resolved that R.L.Pond, be paid the sum
01' ~venty-F1ve ($25.00)Dollars a month by this County chargable to the Bellmeade
Sanitary District Fund, so that he may with his compensation received from the Works
Pr( ogress Administration be paid the aggreg~te compensation ot One Hundred and Fitty
$150.00) Dollars a month.

This day there was presented to the Board a form 01' agreement for easement
incident to malarial control and the \lorks Progress Administration. On motion, the
said form is approved and a copy is ordered to be filed. And be it f'Urther resolved
that the Exeoutive Secretary be ~d he hereby is authorized to sign said agreements
on behalt of this Board.
This day il.A.Horner, suggested to the Board the condition of the old Con-
tederate Battery on the Woodstook Land Company near Belt Boulevard and requested the
Board to make a study 01' the possible drainage of the same. On motion of H.L.
Fergusson, the Direotor of Sanitation is directed to make the necessary inquiry to
determine what is necessary to oorrect the probable health menace, and be it turther
resolved that this work be inoluded in the general \lorks Progress Administration
drainage project.
This day the attention of the Board was called to the Acts of the General
assembly of Virginia, Sections 403 and 251 01' the Tax Code, providing tor the sale
of land for the delinquent taxes. On motion, it is resolved that M.A.Cogbill:, Commo
wealth's Attorney, be designated and employed to act as attorney tor this Board in
bringing and conducting the proceedings contempl~ted under said sections; and be .it
turther re~olved that this Board tix as compensation of said attorney the sum 01'
Twenty-Five Dollars (~25.00) tor examination 01' title and preparation 01' the necess~ y
papers ,and case, plus ten per cent 01' tax recoveries. And be it further resolved
that the County Treasurer be, and he hereby is, requested to turnish said attorney
with a list of such properties being delinquent in a sufticient amount to justity
legal proceedings.
On motion of G.\v.Diggs, the matter of lights in addition to those set up
i~ the recomrlendation 01' the Executive Secretary is continued to the next meeting
of this Board, at which time the Exeoutive Secretary will make his report. And be
it further resolved that the Executive Secretary proceed with the authorization of
the installation of lights in accordance with his reoommendation heretofore'made
except so tar as the same may be in disagreement with the various SUpervisors of the
County.
