There have been many complaints to our Association that 'automobiles have been traveling consistantly at speeds not considered safe for residential areas. The Rivermont and Morrisdale areas would like to have their posted limits reduced and the people living on Point of Rocks Road would like a maximum of 35 miles an hour on their road. As an Association, we are requesting that a study be made of the areas in and.around the Enon School, to include the areas above mentioned and all other residential areas in this immediate vacinity, in order to reduce existing posted limits of these more conjested areas. Where it is not feasible to change existing limits, we are requesting that there be more enforcement of the existing limits by more frequent patroling. Burrett, Executive Secre~ry County of Chesterfield Chesterfield, Virginia Dear Mr. Burnett: You will recall that Mr. George Shropshire addressed a letter to you under date of June 2l, 1954, in which he outlined the very poor system of drainage on Chesterfield Avenue in front of my hom. Mr. Shropshire stated in this letter that the catch basins were detective and of poor design and should be replaced. He further stated verbally on one occasion that Mr. Kellam was familiar with the condition and had promised to correct the defective grates on said catch basions; however, to this date nothing has been done to relieve. the situation. I am again calling this condition to the County's attention. Whenever there is a moderate or heavy rain this street floods with water causing undue hazards to cars and on occasions some flooding to my property_ I sincerely' hope that you will take whatever steps that are nece8sa~ to urge the H1ghw~ to correct this situation in the gery near future. Secy., County of Chesterfield Board of Supervisors, Chesterfield County Dear Sirs: In a letter dated Janua~ 28, 1958, you advised that if the property owners or citizens interested in this road would advance the sum of $225.00, the County would pay the remaining half of the estimated cost of improving Thelma Avenue in Ettrick. would improve and take said road into the State Secondary System. I was later advised that if the cost was less than the figure given, the balance would be returned to those who paid. I was further advised that if those who were not now able to pay would sign aj5tatement obligating themselves to pay within six months after the date on the said statement that you would forthwith take action on the road as if the total amount of money were in your hands. I have conveyed these propositions to the people and on the strength of the same' I have collected $r62. 50 to date. I arn enclosing that arnount in two checks - $22.50 from Mr. Nathaniel Sims and $140.00 in my personal check. The names of those who paid and the amounts and the names of those who have proulised to pay are attached hereto. You will note that if the persons who have signed pay. there will be a surplus of$47.50. This is due to our original conservative estimate as to the number of persons who would pay. In order to avoid confusion, I have not altered the the amount originally agreed upon. Naturally, I expect this sur- plus to be returned to the people. ~ These people whom I represent are hard-working,struggling people t~ng to improve their living conditions. They would have paid the total sum by now t but bhey have been plagued this winter by unemployment,- exceptionally la~ge fuel bills (; due to the unusually cold weather, sickness, and deaths. Even as I type this letter they are gathering at the home of one who has this day sustained such a loss. It is their hope that you will come to their rescue by beginning work on the road and thus relieve them of the embarrassmentst inconveniences, hazards. and financial budens that the present road conditions inflict upon them. My . own house remained unrented seven months because of the condition of the road. I might add that I.have spent about $40.00 on improving the road this winter and the men who reside there have given of their labor. We should be happy to hear from you at your earliest convenience. Issuing License Tags- Any person, firm or corporation corning under the provisions of this Ordinance shall make application for license upon forms) prescribed by the Treasurer of Chesterfield County and at such places as he may designate and upon payment of required tax shall be issued as evidence, tins or tags, which shall be attached to the rear or front of the vehicle so licensed so as to be readable in a manner similar to the State License tags. Failure to display t~ns or tags shall be considered as violation even though the license tax has been paid. It shall be unlawful for any person to whom a tin or tag is issued upon the payment 0 f any license tax prescribed in this Ordinance, to gi. ve, loan, rent, sell, assign, or transfer SlC h tinor tag to another or to otherwise permit another to US~ in any manner such tiri or tag during the license tax year, which the r..aame is issued. No vehicle so taxable shall be licensed unless and Wltil the applicant forsuch license shijll have produced satisfactory evidence that all personal property taxes upon the vehicle to be licensed,which personal property taxes have been assessed or are assessable against such applicant, have been paid. MI 3..6118 Proposed BUDGET 1958-1959 Fiscal Year The Purpose and Objective of the Cornmission This C ornrrission does not displace or supercede any of the local planning or governmental authorities. Its intent or role is to supplement and serve a s advisor to the plenning ac tiv i tie s of the r,:.~gion, empha siz ing, of course, those conditions that are area-wide in effect. To accomplish this co-ordinative and advisory role, the Commission must perform basic research, disccver the facts end current trends, and ana]~ze Some of the pressing me tropoli tan problems. A regi ana 1 plan must be adopted. This is tIle primar~Y' duty of the Commission. Sound advice, guidance and co-ordination of effort must be predicated upon a thorollghly developed plan. Quick uspot" studies of single problems and issues frill not be as helpful to the area as a slower, more broad and comprehensive development of a total plan. This is the objective. Activities of the Current Year By September 1st, tIle nenly formed COlnrnission had acquired a staff and activated its office. Since then, special studies have been made an water reso~ces of the region, metropolitan problems and government, duplication of str:~e t names, house numbering and other problems. The main activity as adopted through a Work Program approved in November has been the prepar~tion of base maps and assembling of basic data an existing canditiom prepar~tory to accomplishing a regional master plan. By the end of tile fisca~ year, the maps should be finished and a good beginning made in the inven~~ry studies. House Numbering and Street Naming studies will also consu~ a lurge part of the staff effort during the last quarter. \ ..... - -..----- e e '~ "'1. ~cipated Activit~es of the Bud~t Year_ The~i Street ~Janling, House Numbering Study should be completed during the yea~. A pu.blic relation - public education program ShOll1d be initiated at the proper time in order for the public to understand the need f~r the suggested revisions and more read~ly accept the action required. Every effort will be made to expedite the fact~finding and analytical studies of e:{isting conditions in the Region. Much basic information already exists due to the current planning activities of the three areas, but it needs to be brought together to furnish one integrated picture of the ~hole. Tr~ results of these studies should be examined closely and ana lyzed for r'3~lea ling facts, trenc1. sand c qndi tions upon 17hic 11 to plan. The series of maps, charts, and diagrams should be cle8rly explained in a report on existing conditions in the region. Too often, data collection drags on and on in never-ending efforts, and the plan is never produced. This will be avoided. During the budget year, the facts should be round, explained and understood, after which the Commission will immediately move into the planning stage. It is expected that by spring of 1959, a prelilninary regicnal sketch plan VJill be in preparation. - . .. The only thing that is there at present .is a concrete slap ,~th the framing studs and top plates. I started building this tool house in late November and in a few days corllplaints 'VTere made by the t~TO adjoining neigh1::ors after 'fhich no further construction was done.. Previous to this, I had contacted the office of the Building Inspector as to whether a . building permit was necessa~ and was informed that as we did not intend to spend $100.00 on this house that a bui~ding permit was not necessa~. After the complaints were made, I went to see Mr. Mun~ and he told me that it would be necessa~, since complaints were made, for the construction to be 10' from the side and back IJroperty. On February 24, I received a letter from Mr. Iv!umrna and he informed me that I was in violation of the Building Code and he requested that it be removed. I immediately \'/rote him, asking him 1rThat was meant by uremoved11 - 1-Jhether from the property or to vIithin Code dista11ce. On February 28, he lrlrote stating that the building must be 20'. from the side property and 25' from the back property. In this sketch you will note that r have outlined the position of the present construction, as well as the proposed location and also the location requested by the Inspector. Our desire to place the tool shed in its original location was, first) to keep it from being in the middle of the yard and also to be alnong a group of trees, so that it would be the least conspicuous. Of course, I did not know the Code regulations at that time, consequently my action was in ignorance and not 'Vlith any intention to violate any regulations. You ~dll note, also, that if this shed must be moved 20' from the side property that it will be necessa~ to move a nice shade tree, neither do 1\fe vrant this building in the center of t11e back yard. Burnett, Executive Secreta~ Board of Supervisors of Chesterfield County Chesterfield Courthouse, Virginia Dear Sir: We wish to acknowledge receipt of a copy of a resolution adopted by partial vote of the Board of Supervisors of Chesterfield County at a meeting held at Chesterfield Courthouse at 10 A. M. on March 11th, 1958, which reads in part as follovlS: I1No\.r, Therefore, Be it Resolved, that this Board dath oppose the establishment of an ABC Store in this County until this 'Board approves such a.ction or a favorable referendrun app.roving such action is held. II We ~nsh to advise when the Southside Plaza Shopping Center was first proposed we received many requests from citizens in that shopping area to establish a store-in the proposed shopping center. As' a result of these requests we care- fully examined the plans proposed qy the builders as to the arrangement and operation of this shopping cent.er. \~e made~ a very careftl.l survey of the area as to the location of residences, churches, schools and playgrounds. As a result of this survey we came to the conclusion that if the shopping center were built according t9 the proposed plans that the operation of an .ABC store .. in the shopping center "lould be sufficiently removed from and 80 inSlllated by highways, streets, railroad tracks, commercial buildings and vacant land that in our opinion in no way could the operation 'of a store interfere wi th the nOI1nal, peace and quietude of any churches,.. sch901s, playgrounds or residences. Sometilne thereafter 1118 concluded a lease wi th the builders of the sho.pping center. Some months ago an announcement of our plans lias carried in ne~TS articles relative to the shopping center. DUring the month of Janua~ we received about one-half dozen letters f~m different individuals stating that if a ~.hearing was held relative to the establishment of this ABC store they desired to attend such a hearing to object to the establishment of an ABC store. As a result of these letters we invited the people "no were opposed to the establishment of this store to a hearing before the Board, which was held on February 24th, 1958. After this hearing the Board Members themselves surveyed the area and reached the conclusion that the objections raised as to the estab- lishment of this store in this particular location were not substantiated. ... , . . -- ,e Mr. M. Burnett ~Iarch 20, 1958 - 2 - This store would already have been in operation except for some unexpected construction difficulties and it appears to us that your Boar~'s expression in reference to this matter comes rather late. . " Under the Alcoholic Beverage Control Act, it is the duty and responsibility of this Board to establish stores of this nature in locations which, in the judgement of the Board, best carry out the puiposes of the ABC Act in making legal alcoholic beverages available to those citizens who desire to ~urchase _ tEem. - This is part of the program to combat and curb thEf illegal traffic \ii th all. of its attending evils. ~le would be derelict in our duty if ~"e fa.iled to_ carr.f out this provision of the law. We believe it would not be proper for us to surrender this responsi bili ty to another gonvernmental Board. We vnsh to further advise that a favorable referendum was held in Chesterfield County on October 3rd,. 1933, at which time the voters of Chesterfield C011nty voted nearly two to one in favor of the repeal of the 18th amendment and in favor of establishing a plan of liquor control. With this expression from the voters of Chesterfield County and the expressions which have recently been made to us in this particular matter, we are of the opinion that the majority of the citizens in the area of this shopping center desire the services of this store for their convenience. Acting in accordance wi th this belief ~le respectfully acknowledge your resolution, and advise you we must proceed with our plans to operate this store.
