of my firmJ s consulting engineering services in connection with the utilities
program that Che sterfield County will undertake.
The County ha S I in the past I used only one consultant for the
major work in Ghe sterfield. I have outlined to Mr. Painter that I do not
believe thi s policy is in the best interests of Chesterfield County. Certainly I
the work could be accelerated by years if two or more consultants were used
and it would further allo~ the County to award contracts at the most opportune
time rather than being controlled by the dates they might be finished by the
engineers.
I am enclosing copies of resumes of some of our professional
and technical personnel and would ask you to review them carefully so that
you ma y a pprai se thi s firm J s ca pabilitie s. I believe thi s firm ha s the experience I
integrity and ability to perform major engineering work for Chesterfield County.
I have talked with a member of the firm of F . W. Craigie & Co. I

In 1956, he was employed by Palmer and Baker, Engineers, as an
engineer and designer on' a major bridge installation across the Mississippi
River in 'New Orleans I Loui siana. Mte~ completion of this work, Mr.
Henson attended the University of Alabama for graduate work in structure s.
In 1957, Mr. Hen son returned to the firm of J. K. Timmon s & As sociate s
as an engineer and des.igner on ~ams, water supply, water distribution,
sewage disposal, sewer linesl studies for municipalities on sewage
facilitie S I road .and drainage design, apartment-development site work, bridge
camber calculations for interstate construction and other general civil

facilities. In 1957, he went with the Engineering Department of 9 & 0
Railroad a s a radman doing field track and structure la yout .
On the co-op program at Virginia Polytechnic Institute I Mr. Anderson
worked with Howard Lanier Construction Company as grade foreman on road
and heavy con"struction. Later I he went with the Virginia Department of
Highways in the Location and De sign department and in the field on road and
bridge construction. This experience was continued after graduation from VPI
a s an engineer trainee.
From 1962 through 1963, Mr. Anderson served with the U. S. Army Corps
of Engineers as a lieutenant in a combat engineer unit in Germany.
In 1964, Mr. Anderson joined J. K. Timmons & Associates as a field
party chief, road and sanitary facilities designer and presently as engineering
coordinator doing internal scheduling I specification writing and general

The undersigned request that some type of traffic controls be established
in Elkhardt Homesite and Brookhaven Farms.
During the summer months, there is heavy traffic (day and evening) to and
from Manchester Lake. In past seasons, we have experienced a considerable
amount of "hot rodding" and careless and reckless driving. The Chesterfield
County Police Office records will bear witness to the numerous occasions
patrolman have been summoned here due to the problem.
We greatly fear for the safety of our children and our property.
May we suggest erection of signs/markers for our commun~ty. However, it is
felt that, if at all possible, dips in the road at the following locations
would be the solution.

Gentlemen:
On June 7, 1966 the Highway Department in company with representives
of the County and the contractor made an on the job inspection of the construction
of the road J bridges and other fa cili ties effecting.. the Highway Department,
connected with the construction of Swift Cree.k Resorvior.

All items of construction appeared to be satisfacto~ in so far as the
Highway Department is concerned, with the exception of a few isolated spots
which need dressing up on the fill sections and some additional fill material
meeded in the median on route 360, in pa.rticular additional cover over a cross
pipe.
At the time of inspection the seeding was riot..'~:a( good :.cov~.ra.ge. It appeared
that barring a dry hot spell that this might come out and prove satisfactorY.
However I am under the impression that the county will take care of this item
in the fall, should this Spring seeding not prove satisfactory.
You will recall that the Highway Department and County of Chesterfield
entered into an agreement dated October 13, 1965 covering the performance of this
work which outlined the responsibility to be assumed by each pa.rty. The agreement
covered certain maintenance items to be borne in the future by each party.
Section II, sub section C states that the County will discontinue a portion
of rouee 668 between sta.tion 145+00 and 174+85 as'. shown on the construction plans
for the job. I would appreciate it if the Board would let us have this resolution
Cover this discontinuance. If there are other items involved in this construction
we will be glad to discuss it with you further.

Dear Mr. Burnett:
Please refer to your letter of May 17, 1966. The Chesterfield County
Library Board is in complete agreement with the action proposed by the Board
of Supervisors in support of the Hazen Memorial Library activities in Bon
Air.
As you know the Board has thus far been unsuccessful in its search for
a fully accredited Librarian; at the moment we have under active consideration
two applicants. Although we firmly believe that a logical first step in
establishing a County Library is the hiring of an accredited Librarian, we
have become increasingly concerned by our slow progress in establishing an
active Library. I recently informed you of our action in accepting the
Chester L~brary Association's offer of their facilities. I:~understand that
as soon as certain legal difficulties are overcome the Hazen Memorial Library
will make a similar offer. This matter has already come to the Board's
attention informally and has been received favorably by the Board. In the
event that we are not successful in the very near future in finding a fully
accredited Librarian, it is likely that the Board will seek to operate these
two Libraries with such help as we can find, short of an accredited Librarian.
It is our belief that branches in these locations would be required by
any Library system in the County. Further, it is our belief that at least
one and possibly two bookmobiles will be needed to serve a County Library
System. For this reason we would like to explore with you and the Board of
Supervisors the possibility of expending some of the funds budgeted for the
current fiscal year in the purchase of Bookmobiles. At the same time it has
occurred to us that we might spend the funds on the acquisition of books for
these two Libraries and subsequent Libraries in the County, basing our
selection on the advice of a consulting librarian should we be able to
secure the services of such.
I should appreciate your guidance on how best to implement these
proposals.

The above quotation is based on average earth removal;- if rock is encountered,
excavation and removal of rock from job will be moved at cost plus 25%.
The above quotation does not include re-grading of reseeding of area disturbed.
Care will be taken in working around shrubbery and trees. However, Lyttle and
Barnes can not assume any responsibility for damage to shrubbe~ or tress that

During the 1966 Session of the Virginia General Assembly, the
Virginia Association of Counties was represented at the Capitol and
in the Legislative Halls by its President, Mro Stuart.B~ Carter;
its two legislative consultants9 M:ro ICe Fo IlFlipu Hicks and Mr.
Kenneth I~ Devore, and its Executive Director, Mro George R. Long,
to promote legislation beneficial to the Virginia Countieso It is
generally agreed that the counties had more than considerable s~ccess
in obtaining the adoption of legislation some of which had been sought
by the counties for more than twenty years. At least a part of this
success can be attributed to the fact that the Association had more
representation on the legislative scene than it had had in previous
yearss In so doing, the Association incurred a deficit in its
budget of approximately ~2,OOOo
Prior to the convening of the General Assembly, your county was
invited to join other counties to ~aise a Special Legal Fund of
$7,500 to finance the Association's activities before the General
Assemblyo This invitation resulted in the collection of $5,525
which was subscribed by 26 countieso
The Association's Executive Board at its most recent meeting
unanimously directed that those counties which did not subscribe to
the Special Fund be advised of the Association's deficit status and
again be invited to sUbscribe fupds to liquidate the overexpenditure
of the Associationls budget~

I am writing to request that the County install two Mercury-
Vapor lights at our ball field on Point of Rocks Road. We
would like to have one on Point of -Rocks Road itself 'at the
entrance to the field and one attached to the light pole
behind first base. This would discourage, I hope, people
driving in and racing cars on our infield and our ball field
in general.
