I have outlined to Mr. Painter that I do not believe thi s policy is in the best interests of Chesterfield County. Certainly I the work could be accelerated by years if two or more consultants were used and it would further allo~ the County to award contracts at the most opportune time rather than being controlled by the dates they might be finished by the engineers. In past seasons, we have experienced a considerable amount of "hot rodding" and careless and reckless driving. Box 8887 Richmond, Virginia Board of SupervisDrs Chesterfield County Chesterfield, Virginia Gentlemen: On June 7, 1966 the Highway Department in company with representives of the County and the contractor made an on the job inspection of the construction of the road J bridges and other fa cili ties effecting.. the Highway Department, connected with the construction of Swift Cree.k Resorvior. .:~ All items of construction appeared to be satisfacto~ in so far as the Highway Department is concerned, with the exception of a few isolated spots which need dressing up on the fill sections and some additional fill material meeded in the median on route 360, in pa.rticular additional cover over a cross pipe. At the time of inspection the seeding was riot..'~:a( good :.cov~.ra.ge. It appeared that barring a dry hot spell that this might come out and prove satisfactorY. However I am under the impression that the county will take care of this item in the fall, should this Spring seeding not prove satisfactory. You will recall that the Highway Department and County of Chesterfield entered into an agreement dated October 13, 1965 covering the performance of this work which outlined the responsibility to be assumed by each pa.rty. The agreement covered certain maintenance items to be borne in the future by each party. Section II, sub section C states that the County will discontinue a portion of rouee 668 between sta.tion 145+00 and 174+85 as'. shown on the construction plans for the job. I would appreciate it if the Board would let us have this resolution Cover this discontinuance. If there are other items involved in this construction we will be glad to discuss it with you further. The Chesterfield County Library Board is in complete agreement with the action proposed by the Board of Supervisors in support of the Hazen Memorial Library activities in Bon Air. As you know the Board has thus far been unsuccessful in its search for a fully accredited Librarian; at the moment we have under active consideration two applicants. Although we firmly believe that a logical first step in establishing a County Library is the hiring of an accredited Librarian, we have become increasingly concerned by our slow progress in establishing an active Library. I recently informed you of our action in accepting the Chester L~brary Association's offer of their facilities. I:~understand that as soon as certain legal difficulties are overcome the Hazen Memorial Library will make a similar offer. This matter has already come to the Board's attention informally and has been received favorably by the Board. In the event that we are not successful in the very near future in finding a fully accredited Librarian, it is likely that the Board will seek to operate these two Libraries with such help as we can find, short of an accredited Librarian. It is our belief that branches in these locations would be required by any Library system in the County. Further, it is our belief that at least one and possibly two bookmobiles will be needed to serve a County Library System. For this reason we would like to explore with you and the Board of Supervisors the possibility of expending some of the funds budgeted for the current fiscal year in the purchase of Bookmobiles. At the same time it has occurred to us that we might spend the funds on the acquisition of books for these two Libraries and subsequent Libraries in the County, basing our selection on the advice of a consulting librarian should we be able to secure the services of such. We would like to have one on Point of -Rocks Road itself 'at the entrance to the field and one attached to the light pole behind first base.
