divorced, hereinafter referred to as "owners", parties of the first
part; EDWIN P. GARRIGAN and MARY M. GAR~IGAN, his wife, parties of the
second part, also referred to as "owners", and the BOARD OF SUPERVISORS

of the Circuit Court of Chesterfield County, Virginia, in Plat Book 8,
page 281, and the parties of the second part own or will own Lots 1
through 6, inclusive, and Lot 9, Block "B", as shown on the aforesaid
Plan of Cherokee Hills; and,
\illEREAS, the first and second parties propose to construct
and install, at their expense, an extension and connections thereto, to
a sanitary sewerage disposal system of the County in accordance with
the plans and specifications approved by the County, and desire to be
assured that upon completion of saHt extension, the County will accept
such extension and thereafter the County will treat and dispose the
sanitary sewage so discharged into the system in the same manner and
to the same extent or degree as it now treats and disposes of all
other sewage in said system; and,
\YHEREAS, the County is willing, upon compietion and accept-

NO lV', THEREFORE, THIS AGREEMENT WITNESSETH: That for and in
consideration of the premises and the mutual covenants and undertak-

agree, each with the other, as follows:
.

1. The owners agree to construct and install at their ex-

inspection costs therewith or incident thereto, in accordance with the
plans and specifications attached hereto and initialed by the first
and second parties and by a representative of the third party for

shall be paid by OImers. If, for any reason, such installation is
covered up before inspection is made, County may cause such construct-
ion to be uncovered so that inspection can be made, at owner's expense.
2. Upon completion of the installation and construction of
such extension and connections thereto, and acceptance by the County,
the title thereto shall vest in the County in fee simple. After accept-
ance by the County, owners shall be relieved of any further responsi-
bility with respect thereto, except as hereinafter stated, and the
County agrees to receive and dispose of said sewage discharged into
said mains, originating on the lots described above, in the same
manner, and, to the same extent or Jegree as it treats and disposes of
all other sel~age in said system subject to the terms of this agreement.
County agrees to maintain said extensions thereafter, but assumes no
responsibility for maintaining laterals from sewer mains. ~
(,If'"- ~
3. Owners agree to convey to the County~ by proper instrument

liens and encumbrances, and claims of creditors.
4. Owners agree that the County shall have the right to
make such charges, including monthly service charges, but not limited
thereto, for the use thereof as it seems necessary providing, however,
that the monthly service charge shall be approximately the same as is
normally charged by the County for the use of similar facilities. The
owners shall be bound by, observe and comply with all laws, ordinances,
resolutions, rules and regulations of the County heretofore or here-
after adopted, governing the furnishing of sewer service. The owners
shall pay to the County all charges made for sewage services rendered
and upon the failure or refusal or neglect so to do, the sewer and
water ser~ices to such premises shall be cut off by the County after
giving the owners the same written notice to that effect as is given

non-payment of water bills, and sewer and water service shall not be
restored until such charges are paid, including any reconnection
charges.
5. Owners agree that if the above lots are included in any

pursuant to any law ~- SHY Ji..)to :r.E-~",:se the degr of
sewage or to otherwise enlarge, extend or improve the ~

sewage disposal facilities, including pumping 8'al:_.~ then the first
and second parties agree to pay the County an aJditional $200.00
connection charge. This agreement to pay this $200.00 connection charge
shall be a covenant running with the land, \~hich covenant shall expire
ten (10) years from the date hereof, unless the iloard of Supervisors
of Chesterfield County shall agree that this $200.00 charge shall no
longer be in force and effect. In the event the $200.00 charge comes
into being because of such requirements, it shall constitute a lien
upon each lot for the amount of connection charges due, which has been
connected to the system with the same force and effect as if it were
a tax assessment. Any lot covered herein shall be released from this
charge, if the owner of the lot pays to the County such charges in
cash, or provides the County with security in form approved by the
County, for the payment of the said charges in the event it should

CHESTERFIELD - COLONIAL HEIGHTS
DEPARTMENT OF PUBLIC WELFARE
CHESTERFIELD. VIRGINIA
May 16, 1958
Mr. Stanley Hague
Chesterfield
Virginia
Dear Mr. Hague:
At the meeting of the Chesterfield-Colonial Heights Welfare Board which was
held yesterday, the Board requested that I write you as a Representative of the
Welfare Board, and as a member of the Board of Supervisors to have you request
from the Board of Supervisors additional funds for this fiscal year to pay for
hospitalization.
Yesterday the Board approved seven hospitalization cases and the cost of these
cases amounted to $3,481.30. The Board further approved two cas~of two people
who are still in the hospital and as of May 15, the hospitalization cost for these
people amounts to $2,217.60. Adding this cost to $3,481.30 amounts to $5,698.90.
The cost to the County for the above amount equals $2,849.45. As of April 30, I
had in County money a balance of $665.10. Recently I received a reimbursement for
a client for hospitalization, $912.00, half of which is County money, $456.00.
Adding this to $665.10, you have $1121.10 in County money for the month of May and
June. To pay the bills approved by the Board yesterday and to pay for these two
persons in the hospital through May 15, we will need $1728.35 more County money.
Besides this amount, I feel,to operate through June 30, we will need an additional
$1,000.00 of County money.
I know you want to know that we do have sufficient State funds to pay these bills
if the County will put up their share. As you know, in previous years we have had
an unspent balance in hospitalization funds. During this fiscal year, we have had
more terminal cases than ever before. Of the seven cases taken up with the Board
yesterday, four died in the hospital. The two who are now in the hospital have
very poor prognosis. One has diabetes and a leg has been amputated and there is
a possibility that the other leg may be amputated. The other case is a bachelor
with no relatives and his prognosis is very poor as he is unable to respond to
treatment. However, hospitalization is necessary for another operation is planned
for the very near future.
I hope this information is satisfactory and if I can be of further service to you,
please let me know.

Board of Supervisors of Chesterfield County
Chesterfield Courthouse,

Attn: Mr. M. W. Burnett, Exeoutive Seoretary
Gentlemen:
So little has been done for the Retarded Children in the past, and I
feel that the Board of Supervisors is rendering !!: real. servioe by
leasing Camp Baker to the Assooiation at $1.00 per year to be used as
a summer oamp for these unfortunate ohildren.
After attending several. outings at Camp Baker last summer, the need
for a sw1Jnming pool was realized by 1DlllIy. I am,therefore, trying to
raise $4,000, the oost of a pool, from friends who are willing to
help in this endeavor, and from firms not solioiated in the Fund Drive.
To date, I have oash and pledges amounting to approximately $2,500,
leaving a balanoe of $1,500 yet to be raised.
It has oocurred to me that the Board might be able and willing to
help with this pool from the "Jeffress I Fund".
The pool will become the property of Chesterfield County when it is
oompleted and will oertainly enhance the value of the Camp Baker
property.
I am asking your help for the Retarded Children of Chesterfiel.d County
as well as others who will attend Camp Baker. Anything that you
gentlemen may see fit to oontribute from this "fund" will be appreoiated.
Cordially yours,

Dear Mrs. Royer:-
A few days ago you called saying that
the Board of Supervisors of Chesterfield County
is being asked to help provide the cost of a
swimming pool at the Baker Camp of Chesterfield
County. for retarded children.
You explained that there is some part
of the legacy left by my mother, Mrs. Kate M.
Jeffress, to the County that has not been
expended and asked if I had any objections to
this use of such funds. I explained to you that
the matter is entirely in the discretion of the
Board of Sypervisors but that I could see no
ob,jection to such use, which to me seems to
parallel the original purpose.
Best wishes,
Sincerely yours,

Since September 1, 1957,she had been Assistant Home Demonstration
Agent in Fairfax County.
Miss Wilson plans to be married the last of August to Tom
Briggs, who has two more years of study for the ministry at the
Union Theological Seminary in Richmond.
I believe on the basis of her experience and training that
Miss Wilson can do an effective job as Assistant Home Demonstration
Agent in Chesterfield County. I hope that the Board of Supervisors
will approve of this recommendation.

A suggestion has been made by several counties that a'change in
the time the payment of A. B. C. profits is made to the counties would be
helpful to counties which are hard pressed to, balance their budgets for the
year 1958-59. '
This plan is simply to have the State make payments to the counties
on'a quarterly basis instead of one annual payment of ,the counties shares
of A. B. C. profits. As it is now, the counties receive the full years
,<tistribution in August. The plan being suggested is to have these payments
made in August, October, January and April. If this were done beginning
with the fiscal year of 1958-59, the following table shows the result to
the counties. .

January 1959 quarterly payment for the second three months
profits of the 1958-59 operation.
April 1959 'quarterly payment for the third three months profit.
of the 1958-59 operation.
August 1959 quarterly payment for the fourth three months profit
of the 1958-59 operation. '
If this plan were followed a county would receive its 'share of the
profits for the A. B. C. operation year of 1957-58 and three-fourths of the
1958-59 A. B. C. operation year in the same county fiscal year ending June
30th., 1959., This would mean that for 'this one budget year July 1st.. 1958
to June 30th.., 1959, the county would have available one and three-fourths,
times the amount of A. B. C. revenue available under the present plan.
If this idea for a change in the time of distribution of A. B. C"
profits by the' State to the counties appeals to your Board of Supervisors~
won't you consider passing a resolution similar to the one attached to this
letter.,
It"
.
-2-
This proposal has been discussed with Mr. Sidney Day, State
Comptroller and Mr. E. B. Pendleton, Jr., State Treasurer and they are
willing to handle the distribution of A. B. C. profits in the manner
suggested in this new plan. If you pass such a resolution as has been
suggested, a copy should be sent to Mr. Day and Mr. Pendleton.
The League office would appreciate knowing your reaction to this
proposal.
.
.
I-ihcrcas, the counties of Virginia are finding it
necessary to increase local tax rates for the fiscal year of
1958-59, in order to meet the rising costs of local govern-
ment; and
Whereas, the distribution of A. B. C. profits by
the state is now made to the localities but once every twelve
months and payment is received by the localities in August
of each year; and
Whereas, if these A. B. C. profits were distributed
by the State to the localities on a quarterly basis in the
months of August, October, January, and April it would be of
considerable help to the counties at this time; now
Be it therefore resolved that the Board of Super-
visors of County requests the State
Comptroller and the State Treasurer to make distribution of
the A. B. C. profits to the localities quarterly rather
than in one yearly payment.

we are now using that is rather obsolete.
We have drawn up a set of general specifications for your
approval which are as follows:
1. Combination pumping unit (high pressure fog and high
volume)
2. 300 gallon minimum to 500 gallon maximum water tank
capaci ty
3. Unit to be mounted on a 4-wheel drive chassis
4. Prefer an Oran or John Bean pumping unit
5. Unit to be complete with two 200 Ft. 3/4" hose capacity
power rewind reels and piped for separate filling of
Indian type back pumps.
6. Balance of equipment to be similar to that in specifi-
cations forwarded to you by Richmond Rubber Company in

Mr. M. W. Burnett,
Executive Secretary,
County of Chesterfield,
Chesterfield, Va.
Dear Mr. Burnett:
Please refer to my letter of March 6, enclosing
your copy of agreement dated November 27, 1956 with Chester-
field County covering water pipe lines across our right of
way between Clopton and Chester, Va.
Through correspondence with R. Kennth Weeks Engineers,
of Norfolk,Va., it was determined certain changes were desired
in the type of encasement pipe. Herewith a proposed letter
agreement to show that Armco encasement pipe culvert will be
used in lieu of cast iron culvert and also to show on attached
blueprint dated March 20, 1958 the correct size of encasement
pipe at point 1699 feet south of Milepost 9 as 16 inches - not
14 inches as shown on print attached to agreement dated November
27, 1956.
Please have properly signed and return the copy to
me. When you return the executed copy, it will be appreciated
if you will advise me the names of those signing and witnessing.
The date of acceptance should also be inserted.
Yours very truly,
