Dear Mr. Burnett:

At a meeting of the Chesterfield-Colonial Heights Welfare Board held
yesterday, the Board requested that I write you a letter informing the
Board of Supervisors of the fact that transfer of funds within the
1957-58 budget had been necessary. The Department was running a de-
ficit in the following categories; and in the following amounts:$800.00,
General Relief; $300.00, Foster Care; and $450.00, Administration. The
State appropriated,:additional funds for this purpoae and it was necessary
for the Board to transfer from non-matching assistance the following
amounts to meet the State appropriation: $300.00, General Relief; $150.00,
Foster Care; $225.00, Administration.
Although we have money within our budget to meet our needs, we do like
to keep you and the Board informed of these actions.

Dear Mr. Burnett:
For some time the Virginia Chapter No. One of the Izaak Walton
League of America, known locally as the "Richmond Chapter", has
wanted to build a pond on their property, Izaak Walton Park,
located near Midlothian in Chesterfield County.
Because our organization has as its major goal the conservation
of our natural resources and because one of these resources is
our water supply as well as the aquatic life and other resources
related so closely to the preservation of water, it is only'
natural that we as a conservation organization would want to do
something that would be beneficial along this line.
It is well known that the State and U. S. Government conservation
organizations are promoting flood control by proper planting of
cover crops On water shed areas as well as by building small
dams on streams leading into the larger tributaries to catch
surplus water and impound. it, thus aiding in the control of
waters that have a rapid run-off and become so destructive during
our rainy seasons.
In addition to these reasons for wanting to build a pond, it is
the feeling of the.officers and directors of the Richmond Chapter
that the County of Chesterfield might be interested in impounding
water on streams leading to its main reservoir as an emergency'
source of supply.
Consequently, we are writing to ask that the County officials
give serious consideration to a joint effort with the local
Izaak Walton Chapter to build such a pond on our property.
Preliminary investigations by the Chapter as presented to it by
the Virginia Commission of Game and Inland Fisheries, the Soil
Conservation Service of the U. S. Government, and Shoo smith
Brothers of Chesterfield County, have revealed that the cost
of such a project would be in the neighborhood of $40,000.

This figure would cover the construction of an earthen works dam
with a cinderblock cone and necessary valve and standpipe to
be used for controlling the water level of the pond plus the
clearing of the area of trees and debris. Shoosmith Brothers
have indicated that the timber On the pond area would have
enough value to cut the cost of clearing materially so that
the figure quoted could be less.
We have not figured the number of gallons of water which would
be impounded, but this could be arrived at fairly easily by
engineers familiar with this type of operation.
If the County is interested in pursuing this idea, we will be
happy to meet with the representatives of the County for a
more thorough discussion.
